본 논문은 커뮤니케이션 이론에 중점을 두고 체계분석 접근법을 적용하여 과도사회의 정치를 분석한다. 이를 위해 먼저 체계분석의 주요개념들을 살펴보고 그것들이 과도사회 연구에 적용 가능성을 검토하였다. 체계분석의 가장 중요 개념은 체계의 적응력(adaptability)로서, 과도체계가 급변하는 환경에 잘 적응하지 못함으로써 나타나는 체계의 긴장(stress)의 근원을 찾기 위해 체계내의 커뮤니케이션 구조 모델을 설정하고 이를 가지고 과도체계내의 사회집단들의 요구와 그에 대한 정치체의 반응간의 상호관계를 검토하였다. 전통사회나 이미 공업화된 서구사회들과는 달리, 과도사회에서는 이익표출을 하는 사회집단들과 정치체간의 커뮤니케이션 실패가 과도사회정치 불안정의 주요 원인의 하나라는 것을 체계분석 방법으로 검증하였다.

The Sunshine Policy and Its Impact on South Korea’s Relations with Major Powers

The Korean peninsula is a place where the inter-ests of four global powers -- United States, Japan, China, and Russia -- intersect. Any significant change in inter-Korean relations influences not only Seoul’s relations with regional powers but also dynamics of regional order. Inter-Korean relations also include two contradictory factors -- reunification and security. Reconciliation and unification tend to be a domestic issue, while security is a foreign policy issue, includ-ing the U.S.-ROK alliance. Therefore, the sunshine policy touches not only the complicated and sensitive dynamics of social and political forces in South Korea but also the interests of major regional powers. This paper examines four conditions for the success of the policy -- domestic consensus, strong economy, international support, and positive response from Py-ongyang. It will conclude that although the policy of inter-Korean reconciliation has resulted positive development in Seoul’s relations with Beijing and Moscow, its relations with Washington has been significantly strained.

경찰공무원의 부패실태와 대책

본 연구는 경찰공무원의 부패실태와 해소대책을 모색하는데 그 목적을 두고 있다. 지금까지 공직부패는 전체 공무원을 대상으로 한 포괄적 진단에 초점을 맞추어 왔다. 따라서 공직부패에 대한 해소방안도 '공직' 이라는 일반적이고 보편적인 개념에 상응하는 대응책들이 모색되어 왔다. 본 논문은 기존의 이러한 시각이 각 공무원 유형별 부패의 특성을 간과하고, 따라서 해소대책 역시 적실성을 상실한 측면이 있다는 점에서 출발하고 있다. 경찰공무원에 국한하여 부패의 증감추이와 유형별 특성 및 경찰공무원 부패에 대한 국민들의 인지도를 살펴보고, 이를 토대로 사전적 및 사후적 해소방안을 모색한다. This study is to explore the real situations of corruption on the side of policemen as public officials and to provide the countermeasures against the professional corruption cases. So far, the conventional studies on the official corruption problems have focused on the inclusive prescription for the official society as a whole. Accordingly, the countermeasures against the public corruption have been pursued usually based on the total and universal concept of public officials in general. The hypostasis of the thesis is that the traditional analyses disregard the specific features of corruption on each area of public officials relevant and also that the preventive measures suggested tend to lack in their aptitude. The study, focused on the public officials of policemen, has examined the fluctuating trends of corruption, their classified characteristics, and the public acknowledgement of corruption on the side of policemen and general public. It also strives to provide the ideal preventive measures before and after corruption activities.

러시아의 에너지 무기화 전략과 미국의 대응: 셰일혁명이 글로벌 에너지 질서 및 전략판도에 미치는 영향

This paper aims to examine Europe's dependence on Russian gas and the resultant weakness of European energy security, Russia's energy weapon strategy and resultant conflict between Russia and the West, and the American strategic responses including shale revolution. Although the energy trade between Russia and Europe has rapidly increased since the end of the Cold War, a post-Cold War order of a 'greater Europe' has not emerged yet. Therefore, Russia, especially under Vladimir Putin, has pursued a national strategy of forming political economic block. But most eastern European countries has tried to join the European Union in order to promote trade and reduce Russian influence, and, as results, EU and NATO expanded to eastern European region. Using energy as a geopolitical weapon Russia has pressured CIS countries in order to prevent their West-oriented policies. However, the situation is changing rapidly due to the shale revolution in the United States, which is bringing great impact on international energy and geostrategic order. 이 논문은 유럽의 과중한 러시아 가스 의존과 이로 인한 유럽의 심각한에너지 안보 문제, 풍부한 에너지 자원과 방대한 에너지 인프라를 이용한 러시아의 에너지 무기화 전략과 이로 인한 러시아와 서방 간의 갈등, 그리고 셰일혁명 등 미국의 대응전략을 고찰한 것이다. 냉전 이후 유럽과 러시아 간의 에너지 거래 급증으로 러시아 가스에 대한 유럽의 의존도가 지나치게 높아졌지만, 서방과 러시아는 냉전 이후의 ‘큰 유럽(greater Europe)’ 구축에 실패했다. 이에 따라 러시아는 에너지를 전략적 무기로 활용하여 독자적 세력권 형성을 추구했고, 동유럽 국가들은 러시아 위협을 견제하고 동시에 광대한 EU시장에 진출하기 위해 EU와 협력을 추구했기 때문에 NATO의 동유럽으로의 확장이이루어지는 가운데 동서 간 갈등이 심화되고 있다. 이 같은 유럽의 긴장과 갈등에 대해 미국이 전략적 대응을 해왔으며, 특히 셰일혁명을 통해 에너지 슈퍼파워가 됨으로써 러시아의 에너지 무기화 전략을 억제함은 물론 글로벌 에너지질서와 전략판도에 상당한 영향을 미치는 것으로분석했다.

The Implication and Limits of Comunity PolicingKim, Chong-NamWo, Je-TaeThe role of police has recently broken from conventional category and it has extended. This extension is from the needs of citizen as well as the transformation of paradigm in community policing. Community policing is both the base that establishes the recent activity of police and the definitional mechanism that explains the efficiency of it. However, many recent studies lean to technical validity of activity of police and ignore its basic implication. If the clear understanding on its implication would be proceeded, its technical validity could be the later process that ensures by reflecting national particularity. Therefore, this study compares the implication of community policing with the conventional activity of police in terms of philosophy establishment, access method, and application.Contrary to conventional police activity, the role of community policing is not to fix the occurred crime rapidly but to realize society without crime. As an approach to achieve it, community policing is not the post management but the prior prevention of crime. In turn, community policing focuses on the intimacy to community or the strength of solidarity, contrary to conventional police activity that has focused on the expertise of police force. Like this, community policing considers an approach and 최근에 이르러 경찰의 역할은 전통적 범주를 탈피하여 그 범위를 확대하는 경향성을 보이고 있다. 이러한 경찰역할의 확대는 주민들의 요구에 의한 측면도 있지만, 일정수준 지역사회 경찰활동이라는 경찰역할에 대한 패러다임의 전환에도 그 원인이 있다. 지역사회 경찰활동은 최근의 경찰활동을 정립하는 철학적 기초이기도 하면서 동시에 경찰활동의 효율성을 설명하는 해석기제이기도 하다. 그러나 최근의 관련 연구들은 주로 지역사회 경찰활동의 기법적 타당성에 편향되면서 본질적 함의에 대한 심층적 고민을 간과하는 측면이 없지 않다. 지역사회 경찰활동의 기법적 타당성은 함의에 대한 명확한 이해가 선행되면 국가적 특수성을 반영하여 충분히 확보할 수 있는 추후적 과정이기도 하다. 따라서 여기에서는 지역사회 경찰활동의 함의를 철학정립, 접근전략 및 활용방법 등의 측면에서 전통적 경찰활동과의 비교분석을 통해 살펴보고 있다. 전통적 경찰활동과 달리 지역사회 경찰활동에서는 경찰활동을 경찰의 역할에 비추어 볼 때 원칙적으로 발생된 범죄의 신속한 해결이 아니라 범죄 없는 사회를 구현하는 것으로 해석하고 있다는 것이다. 또한 이를 달성하기 위한 접근전략으로 지역사회 경찰활동에서는 범죄에 대한 사후적 신속대처가 아니라 사전적 예방에 초점을 두고 있다는 것이다. 한편, 수단의 활용방법에서는 전통적 경찰활동이 주목하였던 경찰인력의 전문화 대신에 범죄발생의 토대이고 정보원인 지역사회와의 친밀성 또는 연대성 강화에 역점을 두고 있다. 이처럼 지역사회 경찰활동은 경찰의 역할에 대한 재해석을 기반으로 그에 따른 접근전략과 활용방법을 강구하고 있다.이러한 함의에도 불구하고, 지역사회 경찰활동은 내재적 한계를 지니고 있는 바, 개념적 맥락과 인간에 대한 가정 및 다른 공공서비스와 충돌현상 등에서 분석하고 있다. 이러한 노력이 선행될 때 보다 적실성 있는 한국적 지역사회 경찰활동의 기법들을 강구할 수 있을 것이다.
