        장기전세주택 수익적 타당성 분석

        Ever since its conception of long-term public deposit-basis rental housing by Seoul government back in 2007 and a subsequent implementation of the project, long-term public deposit-basis rental housing units have amounted to 25,683 in total as of the end of 2013. General consensus is that the long-term public deposit-basis rental housing project has made great contributions to shifting general public's perception about housing to a place to live in from financial assets and to stabilizing housing prices in adjacent areas as intended. It is perceived that the project has been successful with intended policy purpose and effects of long-term public deposit-basis rental housing greatly achieved. However, lately the government's and state-owned companies' mounting debt emerged as a serious social issue and concerns deepen about prioritization of limited public financial resources. Against this backdrop, the study on profitable feasibility of long-term public deposit base rental housing was conducted from the perspective of the supplier. In accordance with the conclusion of the feasibility analysis, first, we identified a need to liquidate long-term public deposit-basis rental housing bigger than units 85 square meters so as to use the proceeds for the budget for rental housing for low-income families. Second, we also identified a need to convert long-term public deposit-basis rental houses smaller than 85 square meters into 10 year-term public rental housing. Lastly, the study finds out a need to bring down housing prices to original sale prices if an installment payment rental plan (10 years term) is introduced

        저소득층의 주거안정을 위한 민간주택의 활용방안 연구

        본 연구의 목적은 저소득층의 주거안정을 위해 민간주택을 활용하여 공공임대주택 공급의 효과를 높일 수 있는 공적임대주택제도 도입방안을 제시하는데 있다. 서울시의 경우, 1989년 영구임대주택의 공급으로부터 2010년 말 현재 163,933호의 공공임대주택을 공급하였다. 저출산, 인구감소, 전세 감소 및 월세 증가 등을 통해 저소득층의 주거안정을 위한 공공임대주택의 지속적 공급은 필요하며, 주택수요량 및 주택공급량의 비교, 가용택지의 부족 등을 통해 새로운 공공임대주택 공급방안 마련의 논거를 제시하였다. 민간주택의 활용을 통해 공공임대주택 공급효과를 거둘 수 있는 공적임대주택을 제안하였는데, 공적임대주택의 개념, 공급대상, 공급방법, 재원마련 등을 제시하였다. The purpose of this study is to propose the scheme of rental housing supply for utilization of private-sector housing to increase supply effectiveness of public rental housing. Seoul government supplied total 163,933 housing unit as public rental housing since 1989. We have been seeing phenomenon of low birth, population and the lease of a house on a deposit basis decrease, monthly rent increase, Therefore, amount of public rental housing should be supplied for residential stabilization of low income groups. This study is to suggest that public housing which is similar to public rental housing should be supplied for utilization of private-sector housing. Also, we suggest that concept, supply target, supply method, and finance of public housing.

        거시경제변동이 가계신용 및 주택가격에 미치는 영향 연구

        With debits of the majority of households continuously increasing, external macro economic impacts, such as interest rate increases, rising inflation pressure and reducing incomes, heighten a possibility of debt default of general households. This means, given the fact that debts and assets of most households in Korea are disproportionately based on their houses, it is highly likely that the local housing market`s instability can be triggered by potential house price drops. Hence, this study is designed to offer a basis to evaluate future housing approaches and housing policy to stabilize household credit and local housing market by finding out the correlation between macro economic factors and household credit and housing prices. As to analysis methods, in this study a stress test model was adopted and analyzed, using CreditPortfolioView devised by Mckinsey so as to find out the correlation between macro economic factors and household credit and housing prices. Also, in accordance with shock scenarios encompassing macro economic factors, such as interest rates, housing prices, liquidity and incomes, simulations were carried out so as to check how households` default rates influence housing prices. The study is structured in an order that the characteristics of household credit in Korea were defined first, and, then, correlations between macroeconomic factors and household credit and housing prices were analyzed. Afterwards, in the study, the author suggests polices to ensure stability of household credit and housing market.

        북한이탈주민은 서울에서 어떻게 살고 있을까 : 주거정착을 중심으로

        정부는 취약계층에 대한 전반적인 모니터링을 하고 있지만 여전히 사각지대가 발생하고 있다. 그 중 남한으로 이주한 북한이탈주민을 대상으로 한다. 과연 그들은 서울이라는 공간에서 어떻게 살아가고 있는지 주거정착 과정 측면에서 살펴보고자 하였다. 이를 통해 취약계층에 대한 정책지원을 발굴하고자 하는 것이 주요 목적이다. 이를 수행하기 위해 북한이탈주민을 대상으로 눈덩이 표집(Snowball Sampling)방식을 활용하여 326명에 대한 전반적인 조사를 실시하였다. 또한 설문조사로 설명되지 않는 부분들을 이해하기 위해 북한이탈주민 및 북한이탈주민의 정착과정을 돕는 유관기관 담당자 인터뷰를 실사하였다. 그 결과 다음과 같은 결론에 이르렀다. 첫째, 첫째, 북한이탈주민의 인구사회적 특성을 반영한 주택배분 제도 개선이 필요하다. 둘째, 정착지원의 주요 지향점은 주택제공에서 벗어나 주거서비스 확대차원에서 접근이 요구된다. 셋째, 하나센터 및 주거복지센터 등 현장과 연계하여 종합적 대응체계를 구축해야 한다. 마지막으로 북한사회 및 탈북에 대한 올바른 이해와 북한이탈주민에 대한 인식전환이 필요한 시점이다. The government is conducting overall monitoring of the vulnerable. However, there are still blind spots. This study targets north korean refugees who migrated to South Korea. Indeed, they are curious about how they are living in a space called Seoul. This study tried to look at it in terms of the settlement process. The main purpose of this study is to discover policy support for the vulnerable. The research method used the Snowball Sampling method for north korean refugees. An overall survey of 326 people was conducted. In addition, additional interviews were conducted to understand the parts that were not explained by the survey. It is aimed at north korean refugees and those in charge of related organizations that help the north korean refugees settle in the process. As a result, the following conclusions were reached. First, there is a need for a housing distribution system that takes into account the household characteristics of north korean refugees. Second, the main goal of settlement support is to move away from housing provision and require an approach from the perspective of expanding housing services. Third, it is necessary to establish a comprehensive response system in connection with the field. Lastly, it is time for a proper understanding of north korean refugees and a shift in perception.
