본 연구의 목적은 LGBTQ의 인권을 기저로 LGBTQ Friendly Library 정책의 방향을 제시하는 것이다. 이 목적을 달성하기 위하여, 이 글에서는 세계인권선언서(UDHR)와 미국도서관협회(ALA) 및 국제도서관연맹(IFLA)의 활동과 기존의 학술기사를 귀납적으로 분석하여, 그 결과로 우리나라 도서관의 LGBTQ 서비스 정책 수립에 필요한 7가지의 방향을 다음과 같이 제시하였다: 1) LGBTQ의 인권 향상과 도서관의 의무 선언, 2) 도서관인의 교육 강화, 3) 다양한 정보요구의 수집과 장서의 확대, 4) 정보검색 및 접근 도구의 개발, 5) 도서관 환경의 안전성과 시설사용의 평등성의 보장, 6) NGO와의 협력 네트워크의 구축, 마지막으로 7) LGBTQ 어린이 및 청소년의 지원. This study is to propose the directions of LGBTQ Friendly Library policies based on LGBTQ's human rights. To accomplish this purpose, this study comparatively analyzed key concepts from UN UDHR, ALA LBR, and IFLA statements up to scholarly library-articles related to LGBTQ with the inductive approach for qualitative data analysis. The result suggests the 7 directions of the library services policy-making for LGBTQ in practice : 1) Recommendations on the enhancement of the LGBTQ's human rights and library obligations, 2) Enforcement of librarians' education and training on LGBTQ subject matters, 3) Convergency on the various LGBTQ's information needs and the enlargement of library collections, 4) Development of search instruments on LGBTQ, 5) Secure library moods and no-distinctive use of its accommodations, 6) Cooperation system with NGO on LGBTQ, 7) Care and support on children and young adults experienced with LGBTQ.

사회복지사의 도서관 서비스에 대한 인식 분석 연구

최근에 국립장애인도서관(The National Library for Individuals with Disabilities)이 개관함으로써 장애인을 위한 도서관 봉사에 관심이 한층 더 높아지고 있다. 본 연구의 목적은 도서관의 장애인 봉사를 한 단계 더 높이기 위하여, 장애 및 복지분야의 전문가인 사회복지사(social worker)의 도서관 인식(library perception)을 근거로 두 직종간의 협력방안을 정책적으로 제시하는 것이다. 본 연구에서 제시한 정책적 협력방안은 다음과 같다: (1) 소셜 네트워크를 이용하여 사서와 사회복지사와의 전문소통 채널을 구축해야 한다. (2) 사회복지사에게 도서관과 사서의 가치와 필요성에 대한 홍보를 강화하여야 한다. (3) 사서의 사회복지분야 전문지식의 교육을 강화하여야 한다. (4) 사서와 사회복지사 업무간의 명확한 정체성을 확립하여야 한다. With the recent opening of The National Library for Individuals with Disabilities, interests in library services for the disable have been increasing. For the purpose of promoting library services for the disabled all the more, the study is to provide cooperative plans in policy between the social welfare and the library and information service based on library perceptions of social workers as specialists in disability and welfare fields. Cooperative plans in policy provided by this study are as follows: (1) The unique communication channel between librarians and social workers should be constructed through social networks. (2) Public relations on the value and necessity of both the library and librarians should be enhanced. (3) Education on the expertise of the social welfare for librarians should be enriched. (4) Clear-cut identities between librarian's and social worker's tasks should be established.

콘텐츠 분산 환경에서 서버 선택을 위한 리다이렉션 시스템의 설계

웹(Web)이 급속히 발전함에 따라 웹상에서 단순한 텍스트 파일 뿐 아니라 이미지, 오디오, 비디오 등의 멀티미디어 서비스에 대한 사용자의 요구도 기하급수적으로 증가하고 네트워크 대여폭의 수요도 급격히 증가하고 있다. 이러한 상황에서 콘텐츠의 빠른 전송과 적은 트래픽 발생을 위하여 Caching, P2P, CDN 등의 기술이 대두되었다. 본 연구에서는 콘텐츠가 여러 복제 웹 서버에 분산 배치되어 있는 환경에서 클라이언트의 요청에 가장 적절한 서비스를 해 줄 수 있는 웹 서버를 선택하기 위한 리다이렉션 시스템을 설계하고 구현하였다. 본 리다이렉션 시스템은 클라이언트의 요청을 토폴로지 상 가깝고 부하가 적은 복제 웹 서버로 리다이렉트 함으로써 클라이언트가 기대하는 응답시간을 단축시켰다. 이러한 연구는 지속적으로 증가하고 있는 대규모 멀티미디어 콘텐츠의 안정적이고 빠른 전송에 기여할 것이다. With the development of Web technologies, the demand for multimedia contents and network bandwidth is increasing explosively. In this situation, Caching, P2P and CDN are using for fast transmission with low traffic. In this research, we designed and implemented a redirection system for best replica selection where contents are distributed to multiple replicated web servers. This redirection system selects a close and least loaded replica and redirect a client's request to the replica. As a result, this system improved user-perceived performance. It is expected that this redirection system will contribute to the faster and more stable transmission of massive multimedia contents.

장애 이슈에 대한 문헌정보학과의 교육 현황 분석

최근 들어 도서관의 관종에 상관없이 사서는 장애인에게 정상인과 동등한 서비스와 효율적인 시설을 제공하려고 노력하고 있다. 이러한 맥락에서, 현장의 사서뿐만 아니라 미래의 사서도 장애 이슈의 교육을 통해 장애인의 요구와 그들의 정보입수행위를 규명하고 이해하는데 필요한 다양한 지식과 기술을 갖추어야 한다. 본 연구의 목적은 장애 이용자의 도서관 서비스에 대한 사서의 경험과 입장을 강화시키기 위하여 문헌정보학과의 교육환경을 장애 관련 교과목, 교수의 교과목 개설에 대한 인식도 그리고 그들의 강의 내용을 조사 분석하여 개선된 교육 방안을 제시하는 것이다. 본 연구의 결론에서 문헌정보학과에서 앞으로 추구하여야 할 장애 이슈의 교육 방향을 제시하였다. Nowadays, librarians try to provide equal services and effective facilities to people with disabilities. According to this context, the current and prospective librarians should have a wide range of knowledges and skills that can identify and understand their patron's needs and information seeking behaviors through disability issues education. This study aims at presenting the advanced directions of the LIS education in order to enhance a librarian's experience and strengthen his/her hand on library services for people with disabilities. The result of the study suggests some directions on disability issues in LIS education in the future.

앙상블 유량예측기법의 불확실성 평가

본 연구에서는 충주댐 유역에 대해 앙상블 유량예측기법의 강우-유출 모델 매개변수, 입력자료에 따른 불확실성 분석을 수행하였다. 앙상블 유량예측기법으로는 ESP (Ensemble Streamflow Prediction) 기법과 BAYES-ESP (Bayesian-ESP) 기법을 활용하였으며, 강우-유출 모델로는 ABCD를 활용하였다. 모델 매개변수에 따른 불확실성 분석은 GLUE (Generalized Likelihood Uncertainty Estimation) 기법을 적용하였으며, 입력자료에 따른 불확실성 분석은 유량예측 앙상블에 활용되는 기상시나리오의 기간에 따라 수행하였다. 연구결과 앙상블 유량예측 기법은 입력자료 보다 모델 매개변수의 영향을 크게 받았으며, 20년 이상의 관측 기상자료가 확보되었을 때 활용하는 것이 적절하였다. 또한 BAYES-ESP는 ESP에 비해 불확실성을 감소시킬 수 있는 것으로 나타났다. 본 연구는 불확실성 분석을 통해 앙상블 유량예측기법의 특징을 규명하고 오차의 원인을 분석하였다는 점에서 가치가 있다고 판단된다. The objective of this study is to analyze uncertainties of ensemble-based streamflow prediction method for model parameters and input data. ESP (Ensemble Streamflow Prediction) and BAYES-ESP (Bayesian-ESP) based on ABCD rainfall-runoff model were selected as streamflow prediction method. GLUE (Generalized Likelihood Uncertainty Estimation) was applied for the analysis of parameter uncertainty. The analysis of input uncertainty was performed according to the duration of meteorological scenarios for ESP. The result showed that parameter uncertainty was much more significant than input uncertainty for the ensemble-based streamflow prediction. It also indicated that the duration of observed meteorological data was appropriate to using more than 20 years. And the BAYES-ESP was effective to reduce uncertainty of ESP method. It is concluded that this analysis is meaningful for elaborating characteristics of ESP method and error factors of ensemble-based streamflow prediction method.

공공도서관의 난독인 정보봉사 모델에 관한 연구

At present there is a increasing interest on dyslexia, not only medical science, psychology and linguistics but also special education studies in Korea. Unfortunately that is not yet in library and information sciences. This study is intended to develop the service model of the public libraries for dylexics in Korea. In order to accomplish the intention, the service models of the public libraries are benchmarked in the northern European countries, namely, Sweden, Denmark, and Finland. The service model developed in the study is applicable in school and university libraries as well. 현재 공공도서관의 장애인 정보봉사는 주로 신체적 장애인에 초점을 맞추어 이루어지기 때문에, 정신적 장애인에 대한 정보봉사는 아직 매우 부족한 실정이며, 더욱이 학습장애인의 일종인 난독증 이용자에 대한 정보봉사는 거의 이루어지지 않고 있다. 본 연구에서는 난독인을 위한 국내 공공도서관의 정보봉사 모델을 개발하기 위하여, 국내 공공도서관의 정보봉사 현황을 조사 분석하고, 또한 현재 이들에 대한 정보봉사가 활성화되어있는 북유럽 3개국 즉, 스웨덴, 덴마크, 그리고 핀란드의 공공도서관 실태를 벤치마킹하여, 우리나라 공공도서관의 실정에 맞는 정보봉사 모델을 제시한다.

Recently, contents distribution technologies have been used to cope with the explosive demand for Web services. In this paper, we addressed the issue of the optimal placement of replicas in the environment where Web contents are replicated. We placed replicas so that clients can have access to replicas with the proper delay and bandwidth. We attempted to solve the problem via dynamic programming considering cost of delay and traffic We have come up with time complexity that is less than $O(n^2)$. We defined the threshold and proved that our algorithm guarantees the reliable services.
