An increased use of teams of actors within complex systems has led to the emergence of various approaches for the assessment of different features associated with team performance. Over the last two decades, the performance of teams in complex systems has received considerable attention from the human factors community, and a number of methods have been developed in order to assess and evaluate team performance. The purpose of this paper is to propose a methodology for measuring team efficiency of operators in the advanced main control room of Korean nuclear power plant. Team efficiency is an index which is estimated of gabs between individual performances and team performance. The index was developed to compare among teams through past all performance measurements.

The nuclear power industry in the world has recognized the importance of integrating non-technical and team skills training with the technical training given to its control room operators to reduce human errors since the Three Mile Island and Chernobyl accidents. The Nuclear power plant (NPP) industry in Korea has been also making efforts to reduce the human errors which largely have contributed to 120 nuclear reactor trips from the year 2001 to 2006. The Crew Resource Management (CRM) training was one of the efforts to reduce the human errors in the nuclear power industry. The CRM was developed as a response to new insights into the causes of aircraft accidents which followed from the introduction of flight recorders and cockpit voice recorders into modern jet aircraft. The CRM first became widely used in the commercial airline industry, but military aviation, shipboard crews, medical and surgical teams, offshore oil crews, and other highconsequence, high-risk, time-critical industry teams soon followed. This study aims to develop a CRM training program that helps to improve plant performance by reducing the number of reactor trips caused by the operators' errors in Korean NPP. The program is; firstly, based on the work we conducted to develop a human factors training from the applications to the Nuclear Power Plant; secondly, based on a number of guidelines from the current practicable literature; thirdly, focused on team skills, such as leadership, situational awareness, teamwork, and communication, which have been widely known to be critical for improving the operational performance and reducing human errors in Korean NPPs; lastly, similar to the event-based training approach that many researchers have applied in other domains: aircraft, medical operations, railroads, and offshore oilrigs. We conducted an experiment to test effectiveness of the CRM training program in a condition of simulated control room also. We found that the program made the operators' attitudes and behaviors be improved positively from the experimental results. The more implications of the finding were discussed further in detail.

이 논문은 국내 철도 모의운전연습기의 훈련비용 효율성(TCE; training cost-effectiveness)을 분석하는데 그 목적이 있다. 교육훈련 비용 효율성이란 해당 모의운전연습기를 통해 얻어진 학습 효율성(TER)과 그에 따르는 비용 효율성(TCR)을 모두 고려한 비율이다. TCE가 1보다 작으면 분석하고자 하는 훈련체계나 새롭게 적용하는 훈련 도구의 비용 효율성이 없는 것이고, 1보다 크면 비용 효율성이 있는 것이다. 그러나 훈련체계나 훈련 도구가 비용 효율성이 없다 하더라도 안전과 관련된 사항은 반드시 비용에 관계없이 고려되어야 한다. 본 연구는 국내 철도 모의운전연습기의 훈련비용 효율성을 분석하였으며, 훈련의 종류와 훈련 내용에 따라 적절한 종류의 모의운전연습기를 활용하는 것이 비용 효율성이 있는 것으로 분석되었다. The purpose of this paper is to analyze cost-effectiveness of a train simulator. The cost-effectiveness of training program is assessed by multiplying transfer effectiveness ratio (TER) by training cost ratio (TCR). If their product is less than one, the program is not cost effective. Even if a program is not cost effective, however, safety considerations may be important to consider. Findings indicated that each type of train simulators might be used with each type of training programs appropriately for improving cost-effectiveness of a train simulator.
