선거는 대구·경북지역의 지역발전에 기여를 하는가? 이 논문은 지역발전에 중요한 역할을 하는 두 가지 문제, 즉 중앙정부의 지원을 확보하는 문제와 지역사회의 혁신기반으로서의 개방성과 다양성의 문제를 중심으로 이 질문에 답하고 있다. 결론은 부정적이다. 먼저 중앙정부의 지원을 확보하는 문제와 관련하여 국회의원이나 대통령의 힘이 과거와 같지 않음을 염두에 둘 필요가 있다. 당선과 동시에 이해관계와 세력관계의 틀 속에서 움직일 수밖에 없는데, 수도권 지역의 힘이 월등히 강한 만큼 비수도권 지역을 위해 일하기가 쉽지 않다. 비수도권 정책연합을 형성하기는커녕 영ㆍ호남이 분열되어 있는 지역분할 구도 아래에서는 더욱 그러하다. 대구·경북지역은 혁신역량의 기반이 되는 개방성과 다양성 또한 매우 낮은 상황이다. 지역분할 구도의 인질이 된 상태에서 정치적 다양성이 확보되지 않은데다 지역사회의 폐쇄성 또한 높은 편이다. 지식정보사회와 혁신주도형 경제체제에 적응할 수 있는 상황이 아니다. 이러한 상황에서 여전히 지역출신 인사가 정치적으로 성장하면 지역발전이 이루어질것이라는 안이한 생각을 하고 있는가 하면, 지역발전을 위한 거시담론을 생산해 내기 보다는 개별 개발사업 공약에 매달리고 있다. 또 스스로 지역분할 구도의 인질이 되고 있기도 하다. 저자는 새로운 생각과 새로운 전략이 필요함을 지적함과 동시에 그 일부를 예로 들고 있다. Do the national elections contribute to the development of Taegu Metropolitian and Kyungsang-bukdo province(TK) region? The author says that the answer is negative. The author compares the changing political influences of the capital region(Seoul and Inchon metropolitan areas and Kyungki province) and the non-capital region to which the TK region belongs. Giving special attentions to the growing population and electorate of the capital region and the deep concern of its residents with the property value, etc. he argues that the capital region is far more influential in the electoral process than the non-capital region. Making the matter worse is the split of non-capital region. The regional conflict between the Taegu and Kwangju for instance prevent them from making a policy or political coalition for the regional development of non-capital region. Emphasizing the importance of the diversity and tolerance of the society as crucial factors for the regional development in today’s innovation driven economy the author also criticizes the political exclusiveness of the TK region. He argues that the TK region has no hope as long as it maintains one conservative party dominating structure. The author recommends the electorates of the TK region to discard the misbelief that the region could be ‘saved’ if a political leaderships from the region become the President or influential political figure of the country. Presidential power itself is not as strong as used be. Rather, he argues, it is more important to get out of the trap of regional conflict, and to level up the political diversity and tolerance of the regional society.
사회과학연구 : 숙의민주주의의 가능성과 논의의 과제; 정책과정 연구의 관점에서

지난 20여 년간 숙의민주주의가 학계의 큰 관심을 끌어왔다. 대의민주주의가 여러 가지 한계를 드러내면서 그 대안 혹은 보완체제로서 의미를 지니고 있기 때문이다. 국내에서도 1990년대 말에서부터 이와 관련된 논문들이 연이어 출판되는 등 적지 않은 관심이 주어졌다. 그러나 국내에서의 논의는 몇 가지 분명한 한계를 지니고 있다. 주로 이론적이고 철학적인 차원에서의 논의라는 점, 그리고 주로 대의민주주의의 본질적 한계를 지적하고 바로 그러한 맥락에서 숙의민주주의의 의의와 가치를 찾는데 주력해 왔다는 점 등을 지적할 수 있다. 그 결과 숙의민주주의의 현실적 가능성의 문제 등 실질적인 문제에 대해서는 큰 관심이 주어지지 않았다. 이러한 맥락에서 본 연구는 정책과정을 연구하는 관점에서 이 문제를 새롭게 정리하고 있다. 즉 정책문제의 변화를 정리하고 이러한 변화를 중심으로 대의민주주의의 문제를 분석하고 있으며, 같은 맥락에서 숙의민주주의의 가치를 정리하고 있다. 아울러 숙의의 기능이 살아날 수 있는지, 또 시민의 참여의지와 참여에 따른 만족도 등을 중심으로 숙의민주주의의 현실 적용 가능성을 점검하고 있다. 끝으로 숙의민주주의 논의를 발전시키기 위한 과제도 함께 정리하였다. There has been a growing concern for deliberative democracy in Korea. However the scholarly works on it, mostly done by mass communications or philosophy students, have revealed its own limitations. They have been very good in introducing the normative arguments for it, but failed to persuade why we should switch to, or rely more upon it. For instance they have criticized representative democracy explaining Arrow`s impossibility theorum, and called for deliberative democracy reminding us of Habermas`s ``public sphere,`` etc. But the problem is that we do not run the representative democracy neither because we believe it is perfect, nor because it is just right. The author finds the reasons for deliberative democracy from a different perspective - in social changes and changing character of policy problems. For instance as policy problems become more unpredictable, he argues, it is becomes unreasonable to elect someone and trust him for any fixed terms. People actually do not trust him, he says, so the representative democracy itself already cannot work effectively. Emphasizing the policy perspective the author criticize those who study public policies for not being involved enough in the deliberative democracy issue. Actual practices that show the possibility of deliberative democracy are introduced. And the problems of SNS-based participatory democracy are also discussed. The author argues that the participation without deliberation could be as dangerous as authoritarianism to democracy.
