한국 주요 정당의 재외동포 정책 비교: 의회와 선거 공간을 중심으로

본 연구는 재외동포 이슈에 대한 우리나라 주요 정당들의 대응을 비교 분석하는 것을 목적으로 한다. 이를 위해 지방의회(제2회 선거부터 제7회 선거까지)와 국회(제19대에서 제21대까지)에서 발의된 조례 및 법안의 내용을 정당별로 분석하여 전반적인 정책 현황을 살펴보았고, 대통령 및 국회의원 선거(2012년에서 2021년까지)에서 제시된 정당들의 재외 동포 관련 공약을 검토하여 재외동포 이슈 지형이 어떻게 형성되고 있는지 알아보았다. 분석 결과, 우리나라 주요 정당들은 재외동포 정책에 있어 입장 분극화가 낮았으며 대체로 호의적인 태도를 견지하고 있어, 재외동포 이슈는 합의 이슈 형태를 띠고 있음을 알 수 있었다. 또한 선거에 있어 주요 정당들이 서로 차별화된 공약을 제시함으로써 재외동포 이슈를 강조하는 데 있어 차이점을 두고 있음을 발견하였다. 그러나 한편으로 본 연구의 분석 결과에 따르면 주요 정당의 재외동포 관련 조례·법안 발의 건수 및 공약 제시 횟수는 매우 적었고 이는 정치권의 재외동포에 대한 관심이 낮다는 것을 의미한다. This study examines how major Korean political parties respond to the issue of overseas Koreans. We collected the massive amounts of data on ordinances and bills proposed by the Local(2nd election to 7<SUP>th</SUP> election) and National Assembly of Korea(19th to 21st). Also, election pledges proposed by major political parties in presidential and congressional elections from 2012 to 2021 are collected and examined thoroughly. As a result of the analysis, it was found that all the major Korean political parties have a favorable stance toward the issue of overseas Koreans, thus, displaying a low level of polarization. This finding implies that the issue of overseas Koreans takes the form of a consensus issue. On the other hand, the analysis on election pledges shows that the political parties differentiate from one another in the way that they emphasize the issue of overseas Koreans. Furthermore, the present study also finds that the number of ordinances, bills, and elections pledges related to overseas Koreans is small, indicating that the Korean political parties have a low level of interest in the issue of overseas Koreans.
