수거체계 및 재활용 인식조사를 통한 기저귀 수거방안 연구

본 연구는 기저귀 재활용을 정책적으로 도입 시 최적의 수거방안을 마련하고자 해외 사례조사를 통해 국내 실정에 맞는 적절한 방안을 제안하고, 실제 수거에서 발생할 수 있는 문제점을 파악하고자 시민들 대상으로 인식조사를 실시하여 사회적 수용도를 높일 수 있는 방안에 대해 조사하였다. 조사 결과 시민들은 경제적 부담 및 위생문제 해결을 위한 방안 마련이 중요하다고 인식하고 있었고, 주거지 근처 전용 수거함에 전용봉투를 통한 주 2회 수거 빈도가 적절하다고 응답하였다. 현행 폐기물관리법 상 재활용 대상이 되는 생활폐기물의 경우 지자체 단위로 업체와 개별 계약을 통해 수거되고 있기 때문에 사용 후 기저귀 역시 현행 방식과 동일하게 지자체 수거 위탁 시스템을 활용하여 자원회수시설에서 최종 처리하는 방안이 적절할 것으로 보인다. 이러한 관점에서 지자체 연계를 통한 시범사업을 가정하고 최적의 지자체를 선정하는 방안을 위해 여러 대안을 제시하였다. 향후 기저귀 재활용을 전 사회적으로 도입할 때 본 연구 조사결과를 통해 도출된 수거방식을 고려하여 인구밀집 지역을 대상으로 시범사업을 기획, 설계하여 운영한다면 보다 경제성이 확보된 결과를 도출할 수 있을 것으로 보인다. This study suggests optimal policy options for collection of used diapers through benchmarking of foreign countries and perception surveys. By conducting a survey, this study can identify the actual problems involved in the collection process and enhance the social acceptance toward diaper recycling policies. As a perception survey result, the economic burden of emission bags and sanitary issues were most important for the collection pilot test. Respondents thought that twice-a-week collection frequency was appropriate and that free emission bags might be preferable to participants. Currently municipal wastes are subject to waste management laws, which are applied by local governments. Diaper waste is categorized with municipal waste, so it seems to be treated by municipal waste systems. In terms of connection with government, possible alternatives were suggested to identify the relevant local government. Useful data could be obtained, to determine the economical viability of any future diaper recycling system implementation in the entire Seoul metropolis and adjacent areas of dense population.

효과적인 시민참여를 위한 기저귀 재활용 정책방안 - 노원구의 사용 후 기저귀 수거 시범사업 결과를 중심으로 -

본 연구는 기저귀 재활용을 정책적으로 도입하고자 할 때 최적의 수거방안을 마련하고자 어린이집이 밀집된 지방자치단체와 수거 시범사업을 수행함으로써 수거에 따른 문제점을 파악하고 개선점을 도출해 보고자 하였다. 모니터링 결과 배출방식에 대한 명확한 안내와 배출량에 대한 면밀한 분석이 필요하고 언론홍보를 통한 기저귀 재활용의 중요성에 대한 교육적 역할이 중요하다는 점이 도출되었다. 또한 시범사업 참여자에게 인센티브 제공이 필요하며, 수거 인프라 관련 비용은 공공영역에서 부담해야 한다고 생각하고 있었다. 수거 비용 관련해서 본 시범운영에서는 기저귀 수거만 전문으로 할 수 있는 여건이 형성되지 않았기 때문에 경제성이 있는 수거비용이 산출되지 않았으나 향후 본 제도를 활성화하기 위해 수도권으로 확대할 경우 주 2회 빈도에 고효율 수집차량을 운행하면서 수거율 50% 수준의 수거모델을 운영한다면, 현행 음식물 쓰레기 처리비용 수준이하의 수거 비용을 확보하여 경제적 측면에서 효율적일 수 있음을 알 수 있었다. 충분한 수거량 확보를 통한 안정적인 수거모델 구축과 함께 재활용 기술 개발이 진행된다면 기저귀 재활용을 통한 지속가능한 사회 구축에 한발 더 근접할 수 있을 것이다. This study aims to suggest possible policy options for collection of post-consumer diapers as a sustainable prerequisite to implementation of public recycling system with the desktop monitoring results and analysis of collection cost involved. By conducting a diaper collection pilot test on daycare centers and households in the Seoul Nowon-gu, this study revealed that the odor issues did not stand out as an important hindering factor and that the collection rate was the largest contributing factor regarding collection costs. The exploratory cost analysis result shows that the implemented recycling system must guarantee collection rate over 50% via twice-a-week collection frequency, to be comparable or even superior to the current food waste collection cost. Also the pilot demonstration test showed that the final collection rate can be achieved as much as over 50%. The promising data thus obtained cost economically viable future diaper recycling system implementation in the entire Seoul metropolis and adjacent areas of dense population. With the concomitant development of recycling technology and related infrastructure for systematic collection of diaper waste, it makes our society much more sustainable.

본 연구는 폐기저귀 재활용 공정 이후 회수되는 재생 자원의 가치를 높여 경제성을 확보하기 위한 관점에서 업사이클링 개념을 논의하고, 벤치마킹을 통해 펄프와 혼합 플라스틱의 업사이클링 방안을 수립하고자 하였다. 업사이클링은 원래의 물질이 다시 사용될 때 품질이 향상되고 폐기물을 질적 환경적으로 더 높은 가치를 가진 새로운 물질이나 제품으로 전환하는 과정으로 요약되며, 다양한 사례를 통해 용도를 다 한 제품이더라도 새로운 가치를 갖게 된다는 것을 알게 되었다. 그러나 기존의 업사이클링 사례들은 정성적인 디자인 요소를 통한 가치 창출이므로 정량적인 전략의 도출이 어렵고 업사이클링 완제품 시장 경쟁력에 대한 판단이 불확실하다. 따라서 본 연구에서는 활용성 차원에서 B2B 제품까지 범위를 확장하고, 재생펄프와 혼합 플라스틱 두 소재를 같이 활용할 수 있도록 업사이클링 방향성을 설정하여 이를 만족할 수 있는 제품군에 대해 분석하였다. 그 결과, 셀룰로오스 단열재로의 적용을 제안하며, 향후 국내/외 단열재 시장에서 고성능 셀룰로오스 비중이 약 3배 이상 급성장 할 것으로 예측되기 때문에 본 시장을 목표로 업사이클링 전략을 세워야 할 것으로 보인다. This study aims to discuss the concept of upcycling as it applies to diaper recycling. Upcycling is the process of converting waste materials into new products of better quality. Through benchmarking of upcycling examples, useless objects can be transformed into valuable materials. However, current upcycling examples determine value creation related to qualitative elements, so that it is difficult to establish any quantitative strategy of upcycled products. Therefore, this study expands a B2B (Business to business) product for improving market availability and establishes a direction using both recovered pulp and mixed plastic at the same time. As a result, the upcycling method for recovered pulp and mixed plastics, is the application of a cellulose insulator. Within the near future, the high quality insulator market will grow more than three times. An upcycling strategy targeting the high quality insulator market needs to be established.

지역 주민의 한방 의료 서비스에 관한 조사연구 -아산시를 중심으로-

The purpose of this study is to survey the current status of the oriental medical service satisfaction and needs that the people who utilizing the medical services and suggest the primary factors of consumption and satisfaction in the oriental medical services the city of Asan. We analyze the use and satisfaction of the customers for the oriental medical services with using the questionnaires to the citizens of Asan. The method of this study is that the participants of the survey was 556 people of Asan City. The survey was conducted from August 15th, 2009 to September 15th, 2009(during 30 days) with disease index that specially developed as oriental medicine. The results of this study are as follows: 556 people were responded the survey. 471(84.7%) of respondents were who have ever been treated with oriental medical service and 85(15.3%) of respondents were who have never been treated with oriental medical service. 25(4.7%) of respondents were who doesn`t believe the treat of oriental medicine. 76(13.6%) of respondents prefered the oriental medical service. 413(50.1%) of respondents prefered the acupuncture and moxa treatment and 280(33.9%) prefered the herbs. 227(39.6%) of respondents were treated for musculoskeletal disorders. The conclusions from this study are as follows: Firstly, it was found that the people who prefer to use oriental medical services usually have one or more of these following diseases: musculoskeletal disorders, paralysis, unclear diseases or injuries. Secondly, the main factor of customers` satisfaction with oriental medical services lies in the age of the user. The more aged, the more high in customers` satisfaction with oriental medical services was found through the survey. The results of this study can be used to develop marketing strategies for oriental medical institutions in the city of Asan.
