      • 콘크리트 펌프 트럭의 구조 최적화를 위한 해석 플랫폼 개발

        일반적으로 콘크리트 펌프 트럭 (CPT)의 주요 구조체로서 존재하는 붐은 링크 및 실린더 등으로 구성된 다자유도 구조체이므로 CPT 구조체의 수명을 예측 하고 이를 최적화하기 위해 각 작업 모드별 구조 취약부에 대한 평가가 필수적임에도 불구하고 작업 환경에 따라 발생하는 응력의 분포가 다양하게 나타나므로 주요 구성품의 구조 수명을 예측하기에 많은 애로가 있다. 따라서 본 연구에서는 효율적인 구조 최적화를 위해 새로운 해석 플랫폼을 제시하고 이에 대한 신뢰도 확보를 위해 가장 빈도수가 높은 작업 형태에 대해 실험적 방법과 해석적 방법을 실시하였으며 두 방법의 비교 평가를 통해 해석 모델의 감쇠 계수를 정의함으로써 해석 모델의 신뢰도를 확보하였고 이는 궁극적으로 CPT 구조체의 수명 향상에 기여할 수 있을 것으로 기대된다.

        국내 석면조사기관의 품질관리 수준에 대한 평가

        Objectives: The aim of this study is to evaluate the quality management systems of domestic asbestos survey and monitoring service providers and the relationships with the number of licenses or designations and sales performances. Methods: Data on quality management systems were collected by assessors who were assigned by the Korea Occupational Safety and Health Agency(KOSHA) during a pilot evaluation program for designated asbestos survey and monitoring service providers in 2016 using evaluation criteria developed by KOSHA. Basic characteristics, evaluated scores, and sales performance were gathered and statistically analyzed. Results: The median and arithmetic mean of the total scores were 0.64 and 0.66. Evaluation fields that scored highly with the highest percentages were sales performance, installation and availability of equipment, compliance with the mandatory minimum number of airborne samples, laboratory independence, and results of proficiency analytical testing, in that order. Evaluation fields that received low marks with the highest percentages were the training of personnel, blank field samples, calibration of flow rates, preliminary check and visual inspection of the work area prior to the clearance test, and review and approval of final reports, in that order. Comparison of normalized scores between service providers registered for asbestos and other tasks and those designated for only asbestos showed significant differences in their evaluated scores. Sales performance did not show a positive correlation with evaluated scores. Conclusions: The quality management systems of domestic asbestos survey and monitoring service providers were poor. High scores were recorded mostly in evaluation fields related to regulatory requirements. Low scores were recorded mostly in evaluation fields related to documentation and recordkeeping. Considering the low influence of quality on sales performance, the government needs to evaluate the quality management of asbestos survey and monitoring service providers and provide the results to public in order to address their low levels of quality management.

        충청북도 제천시 폐석면광산 주변 토양에서 검출되는 각섬석의 크기 분포

        본 연구는 석면형태와 비석면형태의 구분을 위하여 충청북도 제천시에 소재한 한 폐석면광산 지역의 토양 중 트레모라이트와 악티노라이트 섬유의 크기 특성을 파악하였다. 폐석면광산 주변지역의 토양과 트레모라이트 석면 암석을 채취하고, 투과전자현미경으로 길이 $5{\mu}m$ 이상이며 길이대너비 비율이 3:1 이상인 섬유의 크기를 측정하여 알려진 석면형태와 비석면형태를 보이는 트레모라이트의 크기 분포와 비교하였다. 연구 결과 섬유의 너비는 기하평균으로 토양시료 $1.2{\mu}m$, 석면 암석 $0.3-0.6{\mu}m$, NIST 트레모라이트 $1.3{\mu}m$, HSL 트레모라이트 $0.2{\mu}m$ 이었다. 길이대너비 비율은 기하평균으로 토양시료 7.3, 석면 암석 13.7-30.1, NIST 트레모라이트 7.2, HSL 트레모라이트 37.8 이었다. 토양시료는 알려진 석면형태의 트레모라이트 뿐만 아니라 비석면형태의 트레모라이트에 비해서도 가늘고 길이대너비 비율이 큰 섬유를 적게 함유하였다. 따라서 연구 대상 토양시료 중의 트레모라이트-악티노라이트는 전형적 석면형태로 분류할 수 없으며, 대부분은 광산 및 채석장으로부터 바람에 의해 비산된 석면으로 인한 오염의 결과가 아닌 것으로 추정된다. 토양 중 석면의 관리를 위해서 석면 오염 여부를 조사 시에는 감섬석의 크기 분포가 함께 고려되어야 한다. This study is for discrimination between asbestiform and non-asbestiform based on size characteristics of tremolite-actinolite fibers in soils from a closed asbestos mine, Jecheon, Chungcheongbuk-do, Korea. Soils and tremolite asbestos rocks were collected from a closed asbestos mine area. The dimensions of fibers with minimum $5{\mu}m$ in length and 3:1 in aspect ratio were measured using transmission electron microscopy (TEM) and compared to the known tremolite populations ranging from asbestiform to non-asbestiform. The geometric means of width of soils, asbestos rocks and National Institute for Standard and Technology (NIST) and Health and Safety Laboratory (HSL) reference samples were $1.2{\mu}m$, $0.3-0.6{\mu}m$, $1.3{\mu}m$ and $0.2{\mu}m$, respectively. The geometric means of aspect ratio of soils, asbestos rocks and NIST and HSL reference samples were 7.3, 13.7-30.1, 7.2 and 37.8, respectively. The population of tremolite-actinolite fibers from soils compared to known asbestiform and non-asbestiform tremolite was lack of thin and high aspect ratio fibers. Upper results suggest that tremolite-actinolite fibers in soils cannot be classified into a commercial grade asbestos. The tremolite-actinolite fibers do not mainly appear to be the result of contamination from distance asbestos sources by wind. For the management and control of asbestos in soils, size distributions of amphiboles should be incorporated into asbestos survey results of soils.

        석탄화력발전소 작업자의 소음과 온열 스트레스에 대한 노출 평가

        Objectives: This study evaluated occupational exposures to noise and heat stress during routine non-outage works in three coal-fired power plants in the Republic of Korea. Methods: The data were collected during the summer of 2020. Full shift noise exposure of 52 workers were measured using noise dosimeters. Heat stress of 16 worksites were measured for 70 minutes using wet-bulb globe temperature monitors. Results: The noise dosimetry results revealed time-weighted averages that ranged from 47.5 to 88.9 dBA. 2 out of 52 noise measurements exceeded 85 dBA. Based on the arithmetic mean, the coal service group showed the highest level at 80.2 dBA by job tasks. Noise exposures exceeding 85 dBA were measured in the coal service and plant operator group. Heat stress index measurements ranged from 20.3℃ to 37.2℃. 1 out of 9 indices measured in coal facilities and 4 out of 7 indices measured in boiler house exceeded 1 hour TWA during moderate work. Heat stress indices measured from boiler houses were significantly higher than those measured from coal equipment. Conclusions: The results show that overexposure to noise and heat stress may be encountered during routine non-outage work activities in coal-fired power plants. Appropriate actions should be taken to reduce future health outcome from occupational exposure to noise and heat stress in the industry.

        Development of the KOSHA Proficiency Testing Scheme on Asbestos Analysis in Korea

        This commentary presents the regulatory backgrounds and development of the national proficiency testing (PT) scheme on asbestos analysis in the Republic of Korea. Since 2009, under the amended Occupational Safety and Health Act, the survey of asbestos in buildings and clearance test of asbestos removal works have been mandated to be carried out by the laboratories designated by the Ministry of Employment and Labor (MOEL) in the Republic of Korea. To assess the performance of asbestos laboratories, a PT scheme on asbestos analysis was launched by the Korea Occupational Safety and Health Agency (KOSHA) on behalf of the MOEL in 2007. Participating laboratories are evaluated once a year for fiber counting and bulk asbestos analysis by phase contrast microscopy and polarized light microscopy, respectively. Currently, the number of laboratory enrollments is > 200, and the percentage of passed laboratories is > 90. The current status and several significant changes in operation, sample preparations, and statistics of assigning the reference values of the KOSHA PT scheme on asbestos analysis are presented. Critical retrospect based on the experiences of operating the KOSHA PT scheme suggests considerations for developing a new national PT scheme for asbestos analysis.
