《池北偶談》 卷1 〈談故 1〉의 번역과 주해 (2)

《池北偶談》은 淸代 문인 王士禛(1634~1711)이 자신이 보고 들은 것을 기록한 필기작품이다. 본고에서는 《池北偶談》 卷1 〈談故 1〉 11-31편을 번역하고 주해를 달았다. 11-31편의 내용은 대부분이 명말청초의 과거 시험이나 급제자에 관한 것으로 여러 역사인물의 이름이 나열되어 있다. 본고에서는 원문에 입각한 번역을 통해서 왕사진이 《지북우담》에서 언급한 인물에 대해서도 자세히 보충 설명하고자 노력했다. 이들 중 여러 인물들은 중국의 인물사전 등에서도 찾기 어렵거나, 사적을 정리하기 어려운 경우 혹은 아예 신원미상인 인물도 존재한다. 본고는 이에 대해 여러 사료와 기타 다른 필기 자료 등을 통해서 최대한 고증하고자 노력했고 이에 대한 내용을 주해에 반영하였다. 그리고 《지북우담》에는 사회 제도나 역사적 사실을 기록한 내용도 있는데, 이는 당시의 사회상을 이해하는 것은 물론이고 역사 사료의 보충자료로서의 가치를 가졌다는 것을 반증한다고 하겠다. 《지북우담》은 이렇듯 청대 필기를 연구하거나 관련 역사와 사회 문화 연구를 진행하는데 중요한 학술적 자료라고 할 수 있다. Chibeioutan (지북우담) is the ‘biji (筆記)’ of Wang Shizhen (王士禛), who was a scholar and wordsmith during the early Qing Period. It is one of the representative works of biji in the Qing Period, and its contents cover various fields such as literature, scholarship, history, institution, and customs. This thesis was translated and included the 21 articles contained in Vol. 1 “Tanggu 1”. Most of the contents of the 11-31 articles are about imperial examination and persons who passed an imperial examination. The thesis also tried to explain about historical figures in detail through translation based on the original text. Some parts of the text are hard to find in Chinese character dictionaries, difficult to organize, or even unidentified. The thesis tried to make the most of this information through various documents and other written materials, and this was reflected in the thesis. And in addition, Chibeioutan was a record of social institutions and historical facts that disprove the value of historical data as well as understanding social aspects of the time. As such, it is an important academic material for studying Qing Period writing and for conducting related historical as well as social and cultural studies. Chibeioutan has not yet been translated and properly annotated into Korean and modern Chinese. So we ultimately aim to translate entire volumes of the Chibeioutan into Korean with detailed annotations on the basis of the 1982 edition published by Zhonghua Book Company. This paper is the first step of the project, which includes a brief introduction to the book and a translation and annotation about the preface of Chibeioutan written by Wang Shizhen and 21 articles on “Tanggu 1”. Through this work we can provide the background information relevant to the book, such as author’s purpose of writing, outline of the book, process of publication, amongst others.

태권도 시범문화에 발현된 내셔널리즘

이 연구는 태권도 시범문화에 발현된 내셔널리즘을 규명하기 위해 내셔널리즘을 개념적 준거틀로 태권도 시범문화를 분석하였다. 태권도 시범문화는 과거로부터 국가 주도적으로 사용되어져 왔으며, 이는 국가주의와 민족주의를 작동하게 만들었다. 태권도의 긍정적인 이미지는 국가의 이미지와 동일시되었고, 결국 국민들이 태권도는 우리 민족의 정체성이라고 인식하게 되었다. 태권도 시범문화에는 국위선양을 전제로 한 내셔널리즘이 발현되는데, 이는 국가의 지속적인 정책들 때문이었다. 이로 인해 태권도 시범문화는 수련의 가치를 입증할 수 있는 문화 예술적형태로 변모하게 되어, 국가 이미지를 제고할 수 있도록 용이하게 되었다. 태권도 시범문화는 상업적 가치와의 결합보다는 정치와의 결합적 형태가 더욱 큰 것으로 나타났다. 이는 태권도 시범문화를 외교적 수단으로써의 활용 측면에서 개인의 성취가 문화외교사절로 상징화와 동일화 단계를 반복하여 거치게 됨으로써 올림픽 종목으로의 진입, 유지, 정착의 성과들이 나타나는 것으로 설명된다. 결국 태권도 시범문화와 내셔널리즘이 결합하였을 때 반드시 부정적인 요소만을 지니고 있지는 않다. 내셔널리즘은 태권도의 세계화를 거치면서 태권도 시범문화의 기동력이 되는 이념이었으며, 절대적 권력을 차지하기 위한 이념적 도구로써의 내셔널리즘이 아닌 세계인의 공통분모로써의 태권도와 태권도 시범문화가 될 수 있어야 한다. This study analyzed the Taekwondo demonstration culture with the conceptual standard of sports nationalism in order to investigate the nationalism manifested in the Taekwondo demonstration culture. The Taekwondo demonstration culture has been used as a national initiative since past, which made statism and nationalism work. The positive image of Taekwondo is identified with the image of the nation. The nationals of the Republic of Korea recognize Taekwondo as the identity of their nation. Taekwondo demonstration culture is more connected with politics than commercial value. The Taekwondo demonstration culture is based on the nation's sustained policies, which are based on the assumption of national prestige. As a result, Taekwondo demonstration culture is transformed from a speculative character that can demonstrate the value of training to culture and art form, making it easier to enhance the image of the nation. It is explained that the achievements of entry, maintenance, and settlement of Olympic events are showing the achievement of the individual is repeatedly symbolized and equalized in terms of the use of Taekwondo demonstration culture as diplomatic means. Ultimately, the combination of Taekwondo demonstration culture and nationalism does not necessarily have negative factors. Nationalism was an ideology that became the driving force of the Taekwondo demonstration culture through the globalization of Taekwondo and should serve as a Taekwondo and Taekwondo demonstration culture as a common denominator of the world, not of nationalism as an ideological tool to take absolute power.

자치분권형 헌법개정(안) 제안 주체별 비교분석

본 연구는 자치분권형 헌법개정(안)을 제안한 주체별로 제안내용을 비교분석하는데 목적을 두었다. 자치분권형 헌법개정(안)을 제안하는 주요 주체들에는 1) 청와대 및 행정부, 2) 국회헌법개정특별위원회, 3) 4대 협의체, 4) 국민헌법자문특별위원회, 5) 자치분권위원의 5개로 살펴보았다. 이 제안 주체들이 주장하는 헌법개정의 주요내용은 1) 지방분권원리, 2) 보충성의 원리, 3) 자치입법권 강화, 4) 자치조직권 강화, 5) 자치재정권 강화, 6) 주민참여 강화, 7) 지방정부의 국정참여, 8) 지역균형발전으로 분석되었다. The purpose of this study is to compare and analyze the propositions of the autonomous decentralized constitutional amendments. The main actors consist of 1) the Blue House and the Executives, 2) The Constitutional Amendment Special Committee of the National Assembly; 3) 4 Councils, 4) The Special Committee on National Constitutional Advisory; 5) Presidential Committee on Autonomy and Decentralization. The main contents of the Constitutional amendment claimed by these proposals are as follows: 1) principle of decentralization, 2) principle of subsidiarity, 3) strengthening self-governing legislative power, 4) strengthening self-governing organization, 5) strengthening the autonomous finance right, 6) strengthening citizen participation, 7) local government participation in the national governance, and 8) regional balanced development.

자치입법권의 한계와 발전과제에 대한 실증연구

본 연구는 우리나라 자치입법권의 한계에 대해 실증적으로 분석하여 자치입법권을 확대할 수 있는 방안을 모색하는데 연구의 목적을 두었다. 이에 대법원에 제소된 조례안을 중심으로 민선 제4기와 제5기의 현황을 살펴보았다. 분석결과, 법률우위의 원칙, 법률유보의 원칙, 사무의 제한, 죄형법정주의, 국가 및 상급지방정부의 지도 및 감독으로 인해 자치입법권이 제한을 받고 있음을 확인하였다. 이러한 문제점들을 개선하기 위하여 효율성을 강조하는 수권해석, 주민편의와 복지를 최우선으로 하는 자치입법활동, 비수도권 지방의회의 적극적 자치입법활동, 지방의회의 전문성신장 및 자치입법교육, 신속한 대법원 판결을 제안하였다. This study aims at measuring the restriction of legislation of local government ordinance and seeking for solutions to expand its enactment power. By this purpose, the empirical research exercises the present conditions of the fourth and the fifth local councils in elected by popular vote with focusing on local government ordinances which bring lawsuit to Supreme Court. On analysis result, it is verified that enactment power of ordinance is restricted to 1) the principle of legal delegation, 2) statutory reservation, 3) legality, 4) the limits of affairs of local government, and 5) supervision of upper level government. To improve these problems, this study suggests 1) flexible delegation of legal power, 2) autonomy legislation by putting residents convenience and welfare first, 3) activeness of local councils in noncapital region, 4) professional development and education of local councils, and 5) the quick Supreme Court judgement.

한국(韓國) 모더니즘 문학과 채만식(蔡萬植) 소설(小說)

논문은 채만식의 문학을 모더니즘 문학의 관점에서 읽음으로써 한국 모더니즘 문학의 외연을 확장하고 채만식 문학세계를 새로운 관점에서 조망해 보고자 했다. 임화나 김남천 등은 채만식의 문학을 이상, 박태원 등과 함께 ‘세태소설’의 범주로 간주하였으며, 서구의 조이스나 프루스트의 문학과 비교하였다. 이들은 오늘날 모더니즘을 대표하는 작가들이다. 기법적인 면에서 보더라도, 채만식은 모더니즘 문학의 대표적인 기법으로 간주되어온 파노라마적 구성, 의식의 흐름, 몽타주 등을 두루 활용하였다. 마지막으로 한국 모더니즘 문학의 형성에 결정적인 영향을 끼친 것으로 간주되는 ‘경성’과 채만식 문학과의 관계를 살펴보았다. 채만식은 군산 출신의 작가지만, 경성은 그의 문학에서 중요한 장소로 기능한다. 그의 작품 중 상당수는 경성을 무대로 한 ‘산책자 텍스트’로 간주될 수 있으며, 경성의 이중도 시적 특성을 선명하고 구체적으로 그렸다. This paper is an attempt to re-read Chae Man-sik from the point of view of modernist literature. He is a writer who has been at the center of Korean literature research since the time without a break-up period. Chae is famous for satire, parody techniques, and pansori-like editorials. However, Chae Man-sik utilized various techniques such as long-distance sentences, double exposure, and insertion of diagrams and pictures, and shared similar epic features to contemporary modernist literature. By re-reading Chae Man-sik's literature from the modernist perspective, this paper wants to expand the scale of Korean modernism and looks at Chan Man-sik from a new perspective. Im Hwa and Kim Nam-cheon regarded Chae’s literature as a category of ‘novel of manners’ with Park Tae-won and Yi Sang. They also compare Chae with Joyce and Proust. These are regarded as the modernist writers nowadays. Chae Man-sik utilized various techniques such as long-distance sentences, double exposure, and insertion of diagrams and pictures, and shared similar epic features to contemporary modernist literature. Chae Man-sik is a writer from Gunsan, but Kyongsong is an important place for his literature. Many of his works can be considered the ‘flaneur text’ and these texts have clearly and concretely depicted the dual characteristics of Kyongsong.
