행정학 교육의 교수법에 관한 시론적 연구 : 원격수업의 효과성과 교수자의 역할을 중심으로

행정학 교육에 관한 그동안의 많은 선행연구들의 초점은 “무엇을 가르칠 것인가”에 집중되어 왔다. 이 연 구는 4차 산업혁명으로 상징되는 미래사회에 공공부문에서 일할 인재들에게 필요한 기본역량을 위해서는 “어떻게 가르칠 것인가”로 행정학 교육자들의 관심이 전환되어야 한다는 문제의식에서 시작된다. 특히 이 연구는 효과적인 교수법의 개발과 활용을 위해서 현재 각 대학들이 경쟁적으로 확대하고 있는 원격수업시 스템의 가능성을 진단하고 있다. 실증적 분석을 통해 행정학 교과목을 수강한 학생들이 인지하는 행정학 교육의 효과성을 결정하는 요인들을 검증한다: 수업의 컨텐츠, 지원서비스 수준, 원격수업의 하드웨어 품 질, 학습관리시스템의 유용성. 그리고 이들 독립변수와 행정학 교육의 효과성 사이의 조절변수로서 교수자 의 상호작용의 효과를 검증한다. 분석 결과 각 독립변수의 상대적 영향력이 확인되었으며, 무엇보다 조절 변수가 몇몇 독립변수와 종속변수 사이의 인과관계 유의미한 조절효과를 갖는 것으로 나타났다. Educators in public administration have been mainly concerned about 「what to teach」. This study suggests it is right time for scholars in public administration to turn their attention to 「how to teach」 in order to help prominent students to have basic competence with which they survive the future competitive society named “the age of 4th revolution.” Emphasizing the suggestion, this study focuses on the potentiality of distance learning system as a flatform for developing & utilizing effective teaching methodology. This study presents an empirical analysis to draw the determinants of effectiveness of undergraduate courses of public administration: the content quality of class materials, the quality of staff assistance for the distance learning, quality of hardware for the distance learning and utility of learning management system. In particular, the analysis features the effect of moderate variable: teacher’s interaction with students. The results of the analysis shows a partial effect of the moderate variable.

Since the enactment of GPRA of 1993 in the U.S., performance measurement initiative has been a symbol of government innovation among many nations around the world. Then, how much do public employees accept the initiative as their effective management tool? Which factors do affect public employees’ degree of acceptance? Ultimately, this study tries to find a clue within the big research question which is the nature of performance management or evaluation in the public sector: is it a technical gimmick or political strategy of effective management for the public sector? This study is a comparative study of performance-based pay for school teachers between South Kore and China. It conducts a self-administered questionnaire research to ask how much teachers accept the policy as an effective management policy in South Kore and China. Utilizing a regression analysis, this study tries to find factors affecting the degree of acceptance. Independent variables are individual factors, policy factors, environmental factors, and socio-cultural factors. As the result of the statistical analysis, it is observed that the policy and socio-cultural factors strongly affect the degree of acceptance in both countries. The policy factors consist of relevance of evaluation indicators, evaluation process, support policy(e.g. education and technical support), and incentives. In particular, the socio-cultural factors is observed as the crucial factor affecting the degree of acceptance which means an important aspect of performance management & evaluation in the public sector could be a political strategy for effective and democratic government management. Further theoretical and policy implication are discussed.
