Legal response to the Korea-EU FTA : Is it possible to use the law for other purposes?

The Korea-EU FTA is the fundamental legal tool that provides favourable environments to the Korea-EU economic relation because many international and national rules are related to the FTA and these rules are also linked to the new FTA issues. This FTA can also be useful instrument to cover new issues such as the Korean ODA policy towards North Korea. This paper discusses some international and national legal issues on the Korea-EU FTA. For example, it examines the possibility of the application of the FTA rule to the North Korean territory with special provisions on the Gaesung Industrial Complex (GIC) or the internal economic exchanges between two Korea. Although there may be some obstacles, the Korea-EU FTA provides an opportunity to push for openness and respect for workers fundamental rights at the GIC.

Fatigue crack growth rates in commercial plate of high strength aluminum alloy 7075-T651 were investigated for the T-L direction in air and sea water. In this paper the effect of temperature change on fatigue crack growth rates in air(100℃, 150℃, 200℃), and sea water(30℃, 60℃) environments were investigated by using test positive-positive load(trapezoid wave form). The effect of temperature change in air environment, a-N curve in air(200℃) was much faster about 1.5 times than in air(100℃). The experimental results show that the fatigue crack growth behaviors in temperature change were affected both air and sea water. In particular, through fatigue crack growth behavior in sea water, Cl^- solution was caused to deteriorate Al-alloy and fine-formation in air can be expected change according to the effect of elevated-temperature. The fatigue crack growth rates in region at low ΔK in sea water was much faster in 60℃environment than in 30℃ environment, but stable growth region ΔK was coincided. The fatigue crack growth rates in air at same ΔK value was increased with temperature, the effect on temperature was almost constant all the region of ΔK. More over, when C and m values were compared in air and sea water, the temperature change did not affect m values.

본 연구는 기업들의 다양한 사회공헌활동 중에서 어떠한 분야가 중요한지 실증적 분석을 통해 그 속성을 파악함으로써 기업의 사회공헌활동 의사결정자가 최적 대안 혹은 우선순위를 판단할 수 있는 기준을 제시하고자 하는 목적을 갖고 있다. 이러한 목적을 달성하기 위하여 본 연구에서는 계층분석방법인 AHP(Analytic Hierarchy Process)를 통해 문제를 해결하고자 했다. PR전공 교수, 기업체 사회공헌 담당자, 사회·시민단체 등 전문가 등을 대상으로 기업의 사회공헌활동의 우선순위를 종합적으로 분석한 결과 환경보호가 가장 중요한 것으로 평가되었다. 이어 전문서비스, 교육/학술지원 등의 중요도도 높게 평가되었다. 반면에 운영비 지원의 중요도가 가장 낮게 평가되었으며, 체육진흥, 위원/자문 등도 비교적 낮게 평가되었다. The study proposes a priority model for decision making of corporate social contribution program's director. In specific, it aims to find out the most significant area among a variety of corporate social contribution programs through empirical analysis. The study used the Analytical Hierarchy Process (AHP) in order to test a priority model. The study attempts to demonstrate how the priority model can help in solving such decisions in practice. PR professors, corporate social contribution program's practitioners, and NGO activists have been examined for their priority on corporate social contribution programs, among which they valued environmental protection most important. Professional service and educational/academic sponsorship also have been valued high next to environmental protection. On the other hand, its operating cost, physical education sponsorship and committee/consulting member have been valued low. Further, group analysis provides their agreement on priority on social contribution programs in general area, but not in specific area. The findings imply that corporations should make priority decisions of social contribution programs on the basis of objective data and rational judgment.
