        보금자리 임대주택 공급목표의 타당성 평가 - 민간주택 임차가구의 주거소요 분석을 중심으로 -

        The purpose of this study is to evaluate the supply plan of public rental housing under the Lee Myung-bak government. According to the supply plan, the government will supply public rental housings by 80,000 unit every year from 2009 to 2018, and achieve 12% as stock ratio in 2018. To evaluate the supply plan, this study analyzed housing needs of tenants in private rental housing by using the raw data of Korea Welfare Panel Survey (2008). The results are as follows: (1) It is difficult for the supply plan to meet the housing needs of tenants in private rental housing. (2) The link between supply plan and stock ratio target is weak. (3) To meet the housing needs, it is necessary to supply public rental housings by 107,000 unit every year for 10 years, and, in this case, the stock ratio will be 10% in 2018. In conclusion, this study proposed that the supply plan of public rental housing should be redesigned.

        주거복지전달체계에서 주거복지센터의 활동 평가 - 기초지자체와의 협력가능성을 중심으로 -

        The purpose of this study is to evaluate the performance of Housing Service Centers in terms of a new attempt made by NGOs and to then determine the implication of collaboration with lower level local governments in a housing welfare delivery system. The evaluation of the performance of the Housing Service Centers focused on three aspects: the performance outcomes for three years, comparative advantages to lower level local governments, and the vulnerability as an NGO. As a result of evaluating the outcome of Housing Service Centers and comparative advantages of Housing Service Centers to the local government, it is expected that a more effective housing welfare delivery system is able to be constructed when Housing Service Centers and lower level local governments collaborate. However, fiscal vulnerability of Housing Service Centers as NGO's will restrict the sustainability of the collaboration of both organizations. Therefore, as a conclusion, this study proposed that the governments should make use of Housing Service Centers as a public policy agency and projects should be based on a contract.

        시유지를 활용한 공공임대주택 공급가능량 분석

        The purpose of this study is to estimate the availability of supplying public rental housing by using low utilized city land and to discuss implications of the results. Currently, Seoul faces a housing problem that lacks public rental housing. In difficult situation of securing expanse vast land through residential development projects as past, we examined whether the utilization of scattered city land in the existing urban area for public housing, could be an alternative to the supply by the construction method. Based on the analytical framework devised by research team, estimated supply capacity that was previously presented by Seoul Metropolitan Government has not yet reached the level that was proposed in the public rental housing supply plan. So, there is a need to search for the utilization of various supply methods out of the construction method. In this regard, it is necessary to review on preparing measures for using the city land against the opposition of the local residents, refurbishing old public rental housing for adding new public housing, increasing supply by purchasing existing private housing, and expansion of the housing benefit to absorb the demand for the public rental housing.

        전후 일본 주택정책의 성격 변화

        본 연구는 1950~2006년 동안 전후 일본 주택정책의 구조적 속성 변화를 분석함으로써 일본 주택정책의 성격변화를 규명하는 데 목적이 있다. 복지체제론에 근거하여 ① 경제정책에 대한 수단화, ② 주택보조 및 가격규제, ③ 주택배분, ④ 신규주택공급의 중심주체라는 네 가지 측면에서 일본 주택정책의 구조적 속성 변화를 분석한 결과, 일본 주택 정책은 1990년대 후반 이후 기존의 구조적 속성이 크게 변화하는 단계에 접어들었음을 확인하였다. 그리고 이로부터 일본 주택정책은 1990년대 후반을 분기점으로 생산주의적 성격에서 자유주의적 성격으로 이행하고 있다는 결론을 도출할 수 있었다. 그러나 2000년대 이후 나타난 계층간 양극화 문제는 자유주의적 성격으로 이행하고 있는 일본 주택정책에 새로운 도전이 될 것으로 예상되며, 이는 향후 중요한 연구주제이기도 하다. The purpose of this study is to analyze the changes of structural attributes of housing policy and the direction of housing policy changes in Japan from 1950 to 2006. Based on welfare regime theory, the changes of structural attributes of housing policy in Japan were analyzed in the following four aspects: ① subordination to economic policy, ② housing subsidization and price regulation, ③ housing allocation, ④ organization of the production of newly built dwellings, and findings verified that Japanese housing policy had entered into the stage where the existing structural attributes changed greatly since the latter half of 1990s. Based on the findings, the conclusion that Japanese housing policy has transferred to liberal regime from productivist regime in the latter half of 1990s as a diverging point is derived. However, the problem of social polarisation that appeared after the 2000's is expected becoming a new challenge to the Japanese house policy that transferred to liberal regime, and this will be an important research subject in the future.

      • 서울시 주거복지센터 평가체계 개발

        Since 2012, the Seoul Metropolitan Government has allocated budget to 10 Housing Support Centres. The centres have been assessing the housing issues for low-income households and offering rental subsidy to those in need. Now that the Central Government and Seoul Housing & Communities Corporation (SH Corporation) are participating in Housing Support Centre’s management, they expect to further fuel the growth of the centre’s role and activities. In order to achieve this advancement, all the Housing Support Centres should improve their consulting skills and the quality of their service; therefore, this paper describes the Housing Support Centre’s evaluation system. The evaluation system presents the evaluation categories, rating scales, processes, and how to use the assessment results. First, the evaluation category is divided into 34 factors based on its inputs, activities, outputs, and outcomes. Each factor is evaluated by using a 4-point rating scale, such as poor, fair, average, and good. With use of these evaluation factors and rating scale, each centre first conducts an evaluation by itself. After this step, professional evaluators review the outcomes and scrutinise the documents which can confirm the self-evaluation. Finally, the evaluation team pinpoints each centre’s problems and offers the centres an opportunity to assess the issues. Using the above processes, we tried to evaluate the 10 current Housing Support Centres in Seoul and we found that the results varied among centres. For this reason, the evaluation team should play an important role in proposing how each centre can maintain consistency in service quality. Lastly, this paper recommends 7 necessary factors to continue the application of the evaluation system: continuous improvements of the evaluation system, housing support centre’s activity guidelines, professional electronic data system, building a website, increasing the number of centres, hiring more staff, and cooperative public-private partnership. All of these factors will help the housing support centres to perform better management in the future.

      • 외국의 공공임대주택 임차인 참여지원 정책과 시사점

        이 글은 외국의 공공임대주택 임차인 참여지원 정책에 대한 검토를 바탕으로 시사점 및 향후 과제를 도출하는 데 목적을 두고 있다. 우선 미국, 영국, 스코틀랜드 등의 임차인 참여지원 정책에 대한 검토를 통한 시사점으로서 임차인을 문 제해결의 주체로 상정하고 있으며, 이들에게 실질적인 권한과 자원을 제공하고 있다는 점, 임대사업자와 정부의 역할이 중요하며, 민간단체들을 활용한 지원이 이루어지고 있음을 도출하였다. 그리하여 우리나라에서 임차인 참여지원을 활성 화하기 위해서는 임차인 참여계획 수립, 공모사업을 통한 임차인조직 지원, 민간단체를 활용한 임차인의 참여역량 향상을 주요 정책과제로서 고려할 필요가 있음을 결론에서 제시하였다. This research puts a goal to derive a new policy in Korea from a tenant participation support in foreign public rental housing policies. In the policies of USA, England and Scotland, tenants are assumed as a subject of problem solving, tenants are offered substantial power and resources by government and landlords, and non-governmental organizations are utilized for empowering tenants. As a result, it was shown to have to consider establishing tenants participation plan, supporting tenant organizations through bidding and tenant empowerment by utilizing non-governmental organizations for activating tenant participation in Korean public rental housing.

      • LLC 공진형 컨버터의 최적 설계를 위한 정상상태 해석

        본 논문에서는 LLC 공진형 컨버터의 최적 설계를 위해, ZVS 영역에서 동작하는 LLC 공진형 컨버터의 최악의 상태에 대한 정상 상태 해석을 하였다. LLC 공진형 컨버터의 최악의 상태는 최소 입력 전압, 최대 부하 전류일 때 얻을 수 있는 최대 전압 이득을 의미한다. 설계 변수는 스위칭 주파수 범위와 공진 인덕터 비율로서, 각 설계 변수의 변화에 따른 공진 탱크설계 값, 최악의 상태 출력 전압 그리고 최대 공진 캐패시터 전압을 보여주는 ‘최악의 조건 설계 표’를 나타내었으며, 설계된 특정 공진 탱크 값에 대한 시뮬레이션 결과와 실험 결과를 보였다.

        일본 오사카부의 노후 공공임대주택 정비 정책에 관한 연구

        Since 2019, public rental housing that passed 30 years from completion has begun to appear in Korea. Accordingly, a policy is needed not only in the supply of public rental housing but also in the rearrangement of old public rental housing. This study aims to examine Japans rearrangement policy by selecting policies in Osaka Prefecture and Osaka Prefectural Housing Corporation as examples and to draw implications for Korean policy from this. The characteristics of Japans rearrangement policy were analyzed by dividing it into policy systems and policy implementation. In the policy system, the main features were system to determine the type of rearrangement, establishment of a long-term plan, and financial support through block grants. In the policy implementation, the expansion of housing improvement projects for the longevity of housings, rearrangement policy based on needs of residents, the content diversity of housing improvement, and connection with urban regeneration were confirmed. As a result, the implications of the Japanese policy for Korean policy are as follows: establishing a planning system for the rearrangement of old public rental housing, making a financial support structure, developing a new remodeling program, and connecting with the regeneration of local communities.

      • Six Switch를 적용한 Three-level PDP Sustain Circuit

        본 논문에서는 AC Plasma display panel(AC-PDP) 구동을 위한 Six-switch를 적용한 Three-level PDP Sustain 회로를 제안한다. 제안 회로는 기존 회로의 Sustain 스위치와 Clamp 다이오드의 내압이 절반이 되어 특성이 우수한 반도체 소자의 채택이 가능하며, 환류 전류가 저감되어 높은 전력 효율을 가지는 장점을 가지므로 AC-PDP 구동 회로 설계에 매우 적합하다. 본 논문에서는 기존 회로와 제안 회로의 전도 손실 계산 및 시뮬레이션과 실험 결과를 보였다.
