Transporting of supplies by ship has grown to an enormous size with the history of mankind and has developed with various types of vessels. As a way to operate a large vessel safely, it uses the ballast water. Ballast water is discarded or immersed out of the ship whenever the ship is loading or unloading baggage in different places and make issues that marine life has also transferred with ballast and discarded to different countries and destroying marine ecosystems has become problem. Per year, more than five billion tons of ballast water moved to cross the border and about 7000 marine species were included. For this reason, the main source of marine pollution can be ballast water and in order to solve this problem, IMO (International Maritime Organization) has approved ‘the Control and Management of Ships' Ballast Water and Sediments (BWM)’ in February 2004, and gradually mandating the installation since 2009 and the importance and the necessity of development of ballast water treatment system are emerging. There are also mandatory for all vessels operated on the sea that equipped by 2020 and is expected to be the next mass order and product development for the market occupancy is urgent. This paper proposed a new suggestion about the preventable pollution in ballast water treatment system. Electrolysis method is a way of processes that degradation of various microorganisms to decomposition by oxidation and reduction reactions occurring when the direct current power energizing to the sea water. Using the disinfection process described by the electrolysis easily promotes convenience, installation and maintenance, and this was aimed to the development of ballast water treatment device design that differentiated from the existing products. For this study, theoretical background was defined through literature review and internet research. Also as to the technical part was proceeded by the advice of S company and determined the final draft through idea sketches and presentations. Final version was equipped with a cover to protect the core component and made it easy to open and close the cover for smooth and easy maintenance. 선박을 통한 물자의 수송은 인류의 역사와 함께 발전하였으며 선박의 종류도 다양해지고 크기도 엄청난 크기로 커졌다. 이러한 대형선박을 안전하게 운행하기 위한 방법으로 선박평형수를 이용한다. 선박평형수는 수하물을 선적하거나 하적 할 때마다 배에 담거나 버리게 되는데 선하적하는 장소가 달라 선박평형수에 서식하는 외래 해양 생물이나 병원균이 다른 나라로 옮겨져 해양 생태계를 교란, 파괴하여 문제가 되고 있다. 한 해에 50억 톤 이상의 선박평형수가 국경을 넘어 이동하고 여기엔 약 7000종이 넘는 해양수중생물이 포함돼 있다. 이 때문에 해양오염의 주원인으로 선박평형수가 꼽히고 있으며 이러한 문제를 해결하기 위해 IMO(국제해사기구)는 2009년 이후부터 단계적으로 모든 선박에 선박평형수 처리장치의 설치를 의무화하는 ‘선박평형수 관리협약’을 2004년 2월에 이미 채택했으며 이에 따라 선박평형수 처리 시스템(Ballast Water Treatment System)의 중요성과 개발의 필요성이 대두되고 있다. 또한 2020년까지 해상을 운항하는 모든 선박에 장착을 의무화하고 있어 향후 대량 발주가 예상되며, 시장선점을 위한 제품개발이 시급하다. 본 연구에서는 환경오염을 예방할 수 있는 선박평형수 처리장치에 대한 새로운 제안을 하고자 한다. 전기분해 방식은 해수에 직류전원을 통전 시킬 때 발생하는 산화 및 환원 반응에 의해 각종 미생물을 분해함으로써 처리하는 방식이다. 전기분해에 의해 소독 처리하는 기술을 사용하여 사용자의 편의증진, 설치 및 유지보수가 용이하며 기존제품과 차별화된 선박평형수 처리장치 디자인의 개발을 목표로 하였다. 본 연구에서는 문헌조사와 인터넷 조사를 통하여 이론적 배경을 정의하였다. 또한 기술적인 부분에 있어서는 S사의 조언을 얻어 진행하였으며 아이디어스케치와 품평 등을 통해 최종안을 결정하였다. 최종안은 핵심부품을 보호하기 위한 커버를 장착하였고 원활한 유지보수를 위하여 정류기를 노출시키고 손쉽게 여닫게 하였다.

Most of the current commercial database system supports retrieval of image data. But these system support the retrieval of image data by comment-based method using text information. This paper proposeda method calculates 2-dimensional histogram from a binary image which is obtained from an original gray level image and uses it as shape information of an image. A new similarity measure which uses the 2-dimensional histogram values is proposed in this paper. And the proposed method uses HSI color model. In order to obtain color information, the method subdivides an image into 16 subimages and evaluates similarities based on H and I histograms on each subimages. By evaluating a similarity on each subimage basis, we can obtain some location information which is not available in ordinary color histogram and improve the accuracy of image retrieval. In order to verify the proposed schemes, an image retrieval system is implemented using JAVA and some retrieval simulations are performed. The simulation results show that the proposed scheme retrieves candidate images accurately.

As a social service client, the term, burang-in(that means vagabond) and the homeless have three characteristics in common. They are in poor state, have no residential place, have little social support network. However, the difference between the burang-in and the homeless has been prominent in Korea. That is because there are so many other type client including the disabled, the aged, the mental disordered in social welfare institution for burang-in. Empirical data were collected from 105 homeless shelters and 38 social welfare institution for burang-in. And the client`s demographical characteristics, health state, social functioning level, job state, social support network were analyzed. As a result of the analysis, it is proposed that the integration social welfare system for the homeless and burang-in need to be considered.
