      • The Evidence-Oriented Crime Control Policy : An Analysis of Police Data and Public Opinion in Taiwan

          Good social order is an important condition for human living. People are happy to live in the circumstances of no or less fear of crime victimization. The purpose of this study is to explore an evidence-oriented and feasible crime control policy for local government and citizens. The research setting for this study is located in Taipei county, the largest county both in terms of overall population and population density ( 3.51 million, population density 1,711 per square kilometer ) in Taiwan. Furthermore, Taipei county covers approximately 2,052 square kilometers and can be divided into urbanized, rural, coastal and mountainous areas. In general, Taipei county can represent the typical features of Taiwan’s geography.<BR>  In order to achieve the purpose of this research, data were collected through qualitative and quantitative approaches. There are four major sources of data on crimes of Taipei county-the ten-year statistics on crimes collected from the Taipei County Police Department(TCPD), focus group interviews(to investigate and comprehend the police officers’ recognition and viewpoint of the content of the public need for social order and suitable crime control policy), analysis of the 109,351 citizen calls to which the police officers of TCPD were dispatched from year 1999 to 2000, and public opinion survey(including 3,026 respondents in the sample).<BR>  According to the analysis of empirical data collected in this research, the crime control policy was yielded as the following items:<BR>  1.Increasing police patrol density.<BR>  2.Imposing stronger control on hot spots of crime.<BR>  3.More law enforcement on traffic violation.<BR>  4.Improving police service quality.<BR>  5.Implementing community policing.<BR>  6.Strengthening the function of community and apartment managing committee.<BR>  7.Increasing the police forces.<BR>  8.Innovating the police training and education program.

        台湾における「日本文化」の教学実践 ― 学習成果をいかに向上させるか ―

        学習者の学習成果の向上及び評価は、もともと教育の中心的な課題であるが、近年、高等教育においては、さらに人的、財政的資源の投入によって、さらなる追求が求められている教育目標でもある。 学習効果の向上に対応するべく評価内容は具体的にはどうなるのであろうか。それは専門知識の習得以外に、学習スキルとしての読解力、聴解力、文章表現力、口述表現力に加えて、これからは批判的思考力が要求される。さらに企業が求める大学卒業生の「仕事の倫理·態度·技能」力を満たすために、「社会的適応力」(自己管理、問題分析·解決能力、チームワーク精神、コミュニケーション能力、創造力などの中核的条件)の強化も挙げられる。 本論文は、以上の問題意識に基づき、ブルームの認知的領域の6つの教育目標、ヴィゴツキーの社会的認知発達理論の中の足場かけ(scaffolding)理論と反転授業及び学習評価用としてのルーブリック評価(Rubrics)などの教学理論の導入を通して、学習者の学習成果の向上を図ろうとする方法の提案を目指すものである。 ある程度の成果を得たとはいえるが、改善したりしなければならない所も何点かある。その中で、特に学習者による社会的適応力についての評価では、創造力の方はもっとも低い評価であるため、創造力に対する客観的な評価方法などを探求すべきである。さらに、学習者の研究発表は国連の持続可能な開発目標(SDGs)と結びつけることも今後の努力の方向とする。 Improving and assessing the learning outcomes of learners has always been a central issue in education. And, in recent years, it is also an educational goal that needs to be further pursued in higher education by investing more human and financial resources. What exactly will be the content of evaluation in order to respond to the improvement of learning effectiveness? In addition to the acquisition of specialized knowledge, critical thinking skills will be required in addition to reading comprehension, listening comprehension, written expression, and oral expression as learning skills. Furthermore, in order to meet the work ethic, attitude, and skill capability of university graduates required by companies, the enhancement of ‘social adaptability’ (core requirements such as self-management, problem analysis and solving, teamwork spirit, communication skills, and creativity) is also mentioned. Based on the above issues, this program aims to propose a method to improve learners' learning outcomes through the introduction of Bloom's six educational goals in the cognitive domain, Vygotsky's scaffolding theory in the theory of social cognitive development and teaching theories such as flipped classroom and rubrics for learning evaluation. Although we can say that we have achieved some results, there are some points that need to be improved. In particular, the evaluation of learners' social adaptability is the lowest for creativity. An objective evaluation method for creativity will be explored. In addition, the presentation of the learners' research will be linked to the Sustainable Development Goals (SDGs) of the United Nations as a direction for future efforts.

        A family of dissipative structure-dependent integration methods

        A new family of structure-dependent integration methods is developed to enhance with desired numerical damping. This family method preserves the most important advantage of the structure-dependent integration method, which can integrate unconditional stability and explicit formulation together, and thus it is very computationally efficient. In addition, its numerical damping can be continuously controlled with a parameter. Consequently, it is best suited to solving an inertia-type problem, where the unimportant high frequency responses can be suppressed or even eliminated by the favorable numerical damping while the low frequency modes can be very accurately integrated.

        Improved formulation for a structure-dependent integration method

        Structure-dependent integration methods seem promising for structural dynamics applications since they can integrate unconditional stability and explicit formulation together, which can enable the integration methods to save many computational efforts when compared to an implicit method. A newly developed structure-dependent integration method can inherit such numerical properties. However, an unusual overshooting behavior might be experienced as it is used to compute a forced vibration response. The root cause of this inaccuracy is thoroughly explored herein. In addition, a scheme is proposed to modify this family method to overcome this unusual overshooting behavior. In fact, two improved formulations are proposed by adjusting the difference equations. As a result, it is verified that the two improved formulations of the integration methods can effectively overcome the difficulty arising from the inaccurate integration of the steady-state response of a high frequency mode.

        Application of a Q Method Study to Understanding Nurses’ Perspective of Adopting Evidence-Based Nursing

        Purpose: This study applied the Q method to identify and describe the various types of nurse perceptions that are crucially associated with their engagement in evidence-based nursing (EBN). Methods: The study participants were nurses at a medical center and a regional teaching hospital. A series of Q sorts was performed by nurses to subjectively rank the Q statements. Q statements were constructed based on the literature related to EBN adoption by nurses and face-to-face interviews. Results: A total of 60 participants were invited to rank 44 Q statements related to EBN. Factor analysis was conducted on the rankings of the Q statements. The following are the five prominent shared perspectives: (1) emphasized the obstacles to evidence searching and reading ability; (2) emphasized the organizational promotive strategies; (3) emphasized the available supportive resources; (4) emphasized the significance of EBN; and (5) emphasized the evidence-searching ability and external incentives. The five identified groups of perspectives can enhance hospital administrators to acknowledge the barriers and incentives associated with EBN practices. Conclusion: The exploration of clustering nurses' perceptions may facilitate the development of customized strategies to enable more appropriate training.
