        재정 운용의 책무성 강화를 위한 국회의 역할 : 국가재정운용계획의 실효성 확보를 중심으로

        많은 사람이 코로나19 이후의 사회는 이전과 달라질 것이라고 한다. 달라질 것 중 중요한 하나는 정부 역할의 증대 및 그에 따른 재정지출 확대이다. 이에 동의하고 그럼으로써 국민의 삶이 더 좋아질 것이라는 기대를 갖지만, 한편으로 과연 정부가 그런 역할을 책임성 있게 잘 해낼 것인가에 대해 염려되는 것도 사실이다. 과연 국가가 내 돈을 걷어가서 알뜰살뜰 잘 쓸까? 정부는 국민부담이 커지는 대신, 국민을 위해 제대로 잘 쓰겠다는 약속을 하고 그 약속을 잘 지킬 것이라는 믿음을 줘야 한다. 본 글은 재정 책무성 강화의 핵심은 정부 재정을 감시하고 통제하는 국회 기능이 충실히 구현되는 데 있다고 본다. 그리고 이를 위해 현 시점에서 요구되는 것은 한국의 중기재정계획인 국가재정운용 계획의 실효성을 확보하는 것, 그리고 이를 위한 독립재정기구의 역할 강화라고 판단하고 이에 대해 논의하였다. Ⅱ장에서는 기존 국가재정운용계획의 문제점을 분석하고, Ⅲ장에서는 한국의 국가재정운용계획을 평가하고 이를 EU 국가와 비교하였다. Ⅳ장에서는 국가재정운용계획의 실효성 확보를 위하여 다음과 같은 개선안을 제시하였다. ① 독립적 재정기구에 의한 경제ㆍ재정전망과 중기재정계획 평가, ② 재정 준칙의 설정, ③ 국가재정운용계획에 의한 예산 종속, ④ 탑-다운 예산제도와의 연계 및 국회 예산 심사 이원화. Society after COVID-19 will be different from before. One of the changes will be the increase in the role of the government and the expansion of fiscal expenditure as a result. I agree with this prospect and expect that the lives of the people will be better by doing so. However, on the other hand, I am concerned about whether the government will play such a role responsibly. Will the government spend taxes paid by people effectively and efficiently? In return for increasing the burden on the people, the government should make a promise to use it properly for the people and give them trust that the government will keep the promise. I believe that the core of the promise and trust lies in the proper implementation of the function of the National Assembly to monitor and control government financial activities. This article argues that what is required to strengthen the fiscal accountability of the National Assembly is to increase the effectiveness of Korea's mid-term fiscal plan. Chapter II analyzes the problems of Korea’s mid-term financial plan. Chapter III evaluates Korea’s mid-term fiscal plan and compares it with EU countries. Chapter IV presents the following improvement plans to improve the effectiveness of mid-term financial plans: ① Economic and fiscal prospects and mid-term fiscal plans evaluation by independent fiscal organizations; ② Setting financial rules; ③ Budget subordination according to the mid-term financial management plan; ④ Linkage with the top-down budget system and dualization of the National Assembly budget review.

        작용기억력, 메타인지가 영어 어휘와 영어 독해에 미치는 영향 연구

        The present study was designed to examine the effects of working memory and meta-cognition on the learning of English vocabulary and English reading. To achieve this research purpose, the structural relationships between short-term working memory, complex working memory, meta-cognitive awareness, knowledge of text characteristics, English vocabulary, and English reading comprehension were analyzed based on path analysis utilizing a total of 134 Korean second grade high school students. The results of the path analysis indicated that while short-term working memory made a significant impact on English vocabulary, complex working memory made a significant contribution to both English vocabulary and English reading. Instead, short-term working memory influenced English reading indirectly through English vocabulary. Regarding the roles of meta-cognition, it was found that meta-cognitive awareness significantly affected English vocabulary, whereas knowledge of text characteristics made a significant prediction of English reading. These results were discussed in terms of previous research, and implications were provided.

        인터랙션 조형의 개념과 특질, 속성, 요소

        인터랙션의 폭발적인 발전과 편재에도 불구하고 인터랙션의 조형성에 대한 개념적 기반은 여전히 미약하고 파편적이다. 따라서 본 연구는 인터랙션의 심미성과 관련된 논의 과정을 조망하여 ‘인터랙션 조형’ 개념을 정립하고, 인터랙션의 미적 속성에 관한 기존 연구 결과들을 종합하고 분류하여 대상으로서 인터랙션 조형의 구성 요소를 제시하고자 한다. 연구 결과, 기술적 자유도와 편재성이 증대한 환경적 변화로 인해 인터랙션 디자인은 사용성에서 심미성으로 관점과 개념의 확장이 이루어졌음을 알 수 있었다. “인터랙션 조형”은 인터랙션이 표현되는 물리적 형태는 물론 비물질적이고 비시각적인 형태를 미적으로 조직하는 행위 과정과 그 결과물을 포함한 개념으로 정의하였고, 인터랙션의 조형성이 물리적이고 시각적인 심미성 외에 감각성, 역동성, 물질성, 시간성, 공간성 등의 미감을 포함한다고 파악하였다. 기존 연구에서 도출된 속성들을 범주화하여 인터랙션의 조형을 구성하는 속성과 요소들을 인터랙션의 경험적 특질과 구분하여 파악하고, 그중 대상으로서 인터랙션의 조형을 구성하는 요소로써 움직임, 속도, 힘, 흐름, 감각, 재질, 공간, 시간을 도출하였다. In spite of the explosive development and ubiquity of interactive media, the conceptual foundation of interaction aesthetics seems weak at present. The study aims to examine the issues related to interaction aesthetics to suggest the concept of “interaction form”, and to analyze the results from various efforts to extract attributes of interaction form. The study found that the technological degree of freedom and ubiquity has expanded the viewpoint from usability to aesthetics. The study was able to define “interaction form” as the procedure of acts and its result to aesthetically organize the physical forms as well as non-physical and non-visual forms, and argue that interaction form includes not only the visual aesthetics but also other aspects of aesthetics such as sensuality, dynamics, materiality, temporality, spatiality. From the previous researches, the study separated the “attributes” and “elements” of interaction form from the quality of aesthetic experience, and extract the elements of interaction form as movement, flow, speed, force, material, sense, space, time.

        영어 능숙도, 작용기억력, 메타인지, 영어 쓰기, 한국어 읽기가 사실적 및 추론적 영어 읽기에 미치는 영향 연구

        The present study reports on the effects of English proficiency, working memory, meta-cognition, English writing, and Korean reading on English literal and inferential reading. To this end, a total of 256 high school students participated in the study, and the relationships between the predictors and English reading were analyzed using structural equation modeling. Results of the study indicate that Korean literal reading, English proficiency, and working memory made a significant impact on English literal reading, whereas English narrative writing and meta-cognition failed to explain the significant proportions of variances in English literal reading. For English inferential reading task, Korean inferential reading, English argumentative writing, English proficiency, and meta-cognition significantly affected English reading, while working memory made a non-significant effect on English reading. Pedagogical implications were provided.

        Vacuum Diagnosis and Testing of a Dirty Thermal Vacuum Chamber

        The Korea Institute of Civil Engineering and Building Technology is currently developing a planetary surface environment simulator for the Moon and Mars. Known as a dirty thermal vacuum chamber (DTVC), this simulator contains a large volume of soil that undergoes extensive testing using special equipment. The construction of the DTVC started in 2017 and is expected to be completed by the end of 2019. The DTVC is a large vacuum chamber with an inner space measuring 4.70 m (W) × 4.70 m (H) × 4.65 m (L). The goal of the first construction stage was to achieve a target pressure of 5 × 10<SUP>-8</SUP> mbar without soil. After assembling the chamber body and the pumping system, we attempted to reduce the leakage with the help of pressure buildup analysis, helium leak testing, and residual gas analysis. After vacuum diagnosis of the chamber, the overall leakage decreased and the target pressure was achieved in approximately 93 hours after the pumping commenced.

        Bone Fractures in Raptors in the Daegu-Gyeongbuk Region: A Retrospective Study

        The purpose of this study was to perform retrospective data collection of the sites and types of fracturein raptors in order to enable wildlife veterinarians to manage cases of fracture more effectively. This study includedraptors with fracture, rescued between January 2013 and August 2015 in the Daegu-Gyeongbuk region in Republicof Korea. The data were collected from the medical reports and radiographic findings acquired from designated animalhospitals for wild animals, the Dongin Animal Hospital and the Kyungpook wildlife rescue center. The distribution,sites, and types of fracture, and outcomes of rescue and fracture management of the raptors included in this studywere analyzed. Among the 31 birds included in this study, Falco tinnunculus was the most common species. Of the42 sites of fracture, the diaphysis of the humerus was the most common site of fracture, and comminuted fracturewas the most common type. Of the 31 birds, 13 were treated surgically. Intramedullary pinning with bandaging wasthe most common method of surgical treatment. While 7 of the 13 birds died, 2 were reintroduced into the wild,and 4 were kept captive. This study presents the evaluation of the data on the species, sites, and types of fracture,and treatment procedures and outcomes in raptors with fractures, rescued in the Daegu-Gyeongbuk region. The findingsof this study could serve as a basic database for the treatment of fracture in raptors.

        Minimally Invasive Surgery for Gastric Cancer Treatment: Current Status and Future Perspectives

        Minimally invasive surgery, which has been extensively usedto treat gastric adenocarcinoma, is now regarded as one ofthe standard treatments for early gastric cancer, and its suitabilityfor advanced gastric cancer is being investigated. Theuse of cutting-edge techniques for minimally invasive surgeryenables surgeons to deliver various treatment options tominimize a patient’s distress and to maintain oncologic safety. Ongoing multicenter prospective studies aim to validatethe efficacy of these surgical techniques and to expand theindications of minimally invasive surgery for the treatment ofgastric cancer. In this review, we summarize the current statusand issues regarding minimally invasive surgery for thetreatment of gastric cancer.

        Successful Treatment of Ulna Fracture in a Small Raptor

        A wild Falco tinnunculus, which is a small raptor, was rescued and presented due to immobilization. Onphysical examination, a left ulnar fracture was detected, which was reduced with an intramedullary (IM) pin and softbandaging. Passive range of motion (PROM) exercises were then conducted to prevent complications such as ankylosis. The raptor was released into the wild four weeks postoperatively. We suggest that IM pinning with bandaging andappropriate PROM exercises may effectively treat ulnar fractures in small raptors.

        A study of conformational variation of temperature-dependent PEEK molecular structures subject to stretching speeds by molecular dynamics simulations

        Rapid prototyping is one of the core technologies for industry 4.0. Various studies in academia and industry have focused on producing the most qualified printing outputs by tuning operation processes, selecting appropriated printing products, etc. In addition, test & evaluation processes of the final products are essential to validate the performance of outputs. Many mechanical components in a system are under different pressure distributions depending on working environment conditions. However, mechanical characteristics of printing products subject to thermal constraints have rarely been studied based on microscopic viewpoints. This study focuses on the microscopic tensile elongation phenomena of pre-built PEEK (poly-etherether-ketone) structures at different working temperatures. A coarse-grained molecular model is employed to save computation time and resources. Conformational variations of PEEK structures and dependent behaviors of individual molecules are characterized by using the radial pair distribution functions, the dimensional relative variations of the radius of gyrations, the number density profiles, and averaged tetrahedral order parameters to elucidate deformation properties of microscopic structures at different uniaxial stretching speeds at three given temperatures using systematic molecular dynamics simulations.
