119 긴급구조시스템은 화재, 구조, 구급 등 각종 사건사고로부터 인명과 재산을 보호하기 위하여 구축된 소방 신고접수시스템이다. 119 긴급구조시스템을 활용한 상황관제요원들의 사건사고신고 접수능력은 사건사고로부터 소중한 생명과 재산을 보호하고 대처할 수 있는 능력과 직결된다. 119 종합상황실에 투입되는 신규인력과 재배치되는 인력들에 대하여 상황실에서 운용되고 있는 시스템과 동일한 시스템을 이용한 교육훈련이 절실하게 요구되나, 긴급구조시스템은 고가이고 소방본부에서 상시 운용되고 있는 유일한 시스템으로 공동 활용이 불가능하다. 따라서 적은비용으로 다양한 종류의 재해/재난에 대한 사건접수/출동지령/상황관제 등의 훈련을 수행할 수 있는 119 종합상황실 교육훈련시뮬레이터 시스템을 개발하였다. 119 Integrated Emergency Management System, 119 IEMS hereinafter, is specialized command and control system for fire H.Q., that supports effective response activity at Fire, Rescue, and First Aids; it covers the emergency call taking, dispatch command delivery and situation control after dispatch command. While the efficiency of emergency response activity of call-taker and dispatcher is directly linked to the capability of qualified response in protecting the life and properties at real-time emergency condition, there is not any similar simulator system that can be used for training purposes for newly allocated personnel or beginner of emergency call taking and dispatch activity - 119 IEMS in fire H.Q. is the operation system that cannot be shared with other purposes, and they’re highly expensive ICT system and infrastructure to be used as training and education. 119 Integrated Emergency Management Simulator System, 119 IEMS Simulator, was developed to be utilized in low cost for the training of 119 emergency call taker and dispatcher, and it can be used in training of various types of disaster and emergency handling, spans to emergency call taking, dispatch command, and field report and situation control after dispatch command.

A numerical method for scattering of electromagnetic waves from an arbitary shaped grating covered whth dielectric slab is considered for TE polarization case from the viewpoints of both reflection grating problem and leaky wave antenna problem. The analysis is based on a periodic Green's function and the method of moments. Integral equation is obtained for the currents induced on an infinite perfextly conducting grating and solved by use of the method of moments employing pulse Galerkin's scheme. Numerical results involving some combination of geometric paramerers are presented in terms of complex propagation constants and relative scattered powers of spectral modes.

The electromagnetic scattering characteristics by a periodic strip grating on a grounded dielectric slab for TE polarization case is examined from the viewpoints of both the reflection grating and the leaky wave antenna problems. Numerical results involving some combinations of geometric parameters are presented in terms of complex propagation constant, radiation pattern, and relative scattered powers of spectral modes. In particular, the relationship between complex propagation constant from the viewpoint of leaky wave antenna problem and off-Bragg blazing phenomena from the viewpoint of reflection grating problem is investigated.

Scattering problems of electromagnetic waves by a periodic strip grating on a grounded multilayered dielectric slab in case of oblique incidence and arbitrary polarization are analyzed by numerical method based on a modal expansion method, vectorial Floquet's theory and the method of moments for frequency scanner or (de)multiplexer.

The electromagnetic waves guided by a periodically strip-loaded dielectric slab on a perfectly conducting ground plane have been investigated from the viewpoint of leaky wave antenna. The fields are expressed as a summation of space harmonics in each regions. Boundary conditions are imposed at the interfaces, and a homogeneous linear equation is obtained. Numerical results for some combination of the geometric and dielectric parameters are presented in terms of k―β and k―α diagrams and radiation patterns.
