본 연구에서는 푸코가 내놓은 몸에 대한 권력의 각인을 통해 북한사회 신체왜소를 설명할 수 있는가를 밝혀보고자 했다. 다시 말해, 북한사회 신체왜소를 푸코가 내놓은 몸에 대한 권력의 각인으로 볼 수 있는가 하는 것이다. 연구에 따르면, 푸코가 제시했던 규율권력은 작동하는 환경과 차이가 있음에도 권력이 작동하는 보편성과 특수성으로 인해 북한사회에 대한 적용이 가능하다. 또한 북한사회 신체왜소 발생 3대 요인은 체제적 특성에 따라 신체의 유용성을 증가시키기 위한 것으로 규율권력을 행사하기 위한 수단으로 볼 수 있다. 국가권력은 주민들의 신체건강에 영향을 미친다. 푸코는 “권력이 행사되고 작용하는 지점이 몸”이라면서 권력의 작용이 몸에 각인된다고 하였다. 오늘날 북한사회의 신체왜소가 바로 그러한 사례라 할 수 있다. 북한사회 신체왜소의 해소를 바라는 감성적 호소와 더불어 근원이 무엇인가에 대한 이론적인 해명이 필요하다. 푸코의 몸-권력론에 근거한 해명이 첫 출발로 될 것으로 보인다. This study examines the physical dwarfishness of North Korean society with Foucault`s argument on imprinting the power on the body. In other words, this study researches whether the physical undersizement of North Koreans could be understood as imprinting the power on the body, which Foucault asserted. Accordingly, although the ruling power presented by Foucault varies in circumstances, it could be adapted to the North Korean society, for the generality and distinctiveness of power operation. Also, the three causes of North Korean`s physical weakness, which are promoted to alleviate the physical usability according to the systemic characteristic, could be understood as the tool to exercise the ruling power. Power of the State affects the physical fitness of its people. Foucault said “Body is the place where the power exercises and works.” The present physical dwarfishness of North Korean society is the case that could be explained as the exercised power is imprinted in the body.

본 연구는 홍희표의 한밭풍물시를 대상으로 토포필리아의 양상과 시적 전략을 살펴보려는 시도이다. 홍희표의 토포필리아는 70~80년대의 정치 · 사회적으로 불편하고 불안했던 부정적 감정을 치유하고 안정을 모색하는 과정에서 기인한다. 토포필리아는 시인의 고향인 대전의 장소 안에서 시인 개인의 경험을 중심으로 사건지어진 사람, 음식, 시간, 언어 등을 통해 나타난다. 장소에 대한 기억은 긍정적인 것뿐만 아니라 고향의 심각한 생태파괴를 바라보며 안전했던 어린 시절의 잃어버린 장소를 이상화하려는 경향으로 나타난다. 파괴되어가는 환경에 대한 비판적 시각은 해학과 풍자의 기법들을 동원하고 시어의 배열이나 행과 연의 반복을 통해서 리듬을 형성하게 하고 때로는 장단의 큰 울림을 통해 답답함을 풀어내고자 한다. 특히 홍희표 특유의 비꼬고 눙치는 수사는 불만스럽고 불안한 환경으로부터 벗어나 생명회복으로 나아가려는 시인의 시적 전략이다. This study is an attempt to examine the aspects of Topophilia and poetic strategy in the subject of Hong Hee-pyo"s Hanbat Pungmul poetry. Hong Hee-pyo"s Topophilia stems from the process of seeking stability and healing negative emotions that were caused by politically and socially uncomfortable and uneasy in the 70s and 80s. Topophilia is expressed through memories of personal experiences such as people, food, time, and language in his hometown, Daejeon. The memory of the place is not only positive, but also appears as a tendency to idealize the lost place of a safe childhood that had disappeared due to the serious ecological destruction of his hometown. His critical view of the destroyed environment tries to relieve frustration through the technique of humor and satire, the formation of a rhythm through the arrangement of poetic words or the repetition of lines and lines, and sometimes the loud resonance of the rhythm. In particular, Hong Hee-pyo"s inimitable sarcastic rhetoric is a poetic strategy to move away from an unsatisfactory and unstable environment to a recovery of life.

Until now, settlement support for North Korean defectors was focused on stabilizing consumption by improving their income level due to “Employment Subsidies,” “Vocational training Subsidy System.” and etc. It is time to widen the focus of the settlement support by alleviating consumption behavior level with solving employment problem and enhancing the consumption expenditure effect. After analyzing the consumption survey and consumption behavior regarding each settlement period of North Korea women defectors, this paper presents a rational consumption behavior measures. We have used survey research as a method for this research. For this, we surveyed 260 female defectors from North Korea (Age: from 20’s to 50’s, Settlement Period: 1-12 years), residents of Seoul, for North Korean defectors are most densely populated in Seoul. As a result, following the settlement period, a statistically meaningful consumption patterns were produced. Below are the summaries of the results. In the respondent’s household income, besides the basic living expense, unearned incomes such as church grants and basic living expenses were discovered. Despite all this, North Koreans’ monthly average household income is 45% of South Korean residents’ income and the Engel’s index of North Koreans’ is two times higher than that of South Koreans. This implies discussing the fairness between settlement support for North Korean defectors and support for the poorest people in Korean society is not appropriate. Also, we examined that 76.5% of respondents do not transfer cash to North Korea. This can be explained by the factors such as financial difficulties following the resettlement fund reduction after the employment subsidy program was introduced, increase of family defection, and remittance fatigue. Furthermore, following the North Korea’s cant “The hungry spot doesn’t appear but the dressing spot does appear,” the North Korean defectors place wearing and house decorating above eating. This is because the consumption view of North has been adhered to the financial difficulties after immigration to the South. Lastly, the conspicuous consumption phenomenon of North Korean defectors in the media resulted from purchasing specified products during the period when savings, insurance, health functional food, and eat out spending level is obviously low. Therefore on this issue, a right understanding is required for the Korean society. Based on the above research results, we present the following measures for the rational consumption behavior of North Korean defectors. The measures are operating support system for consumption behavior adaptation, supporting consumption education following settlement period and out-bound consultation, operating a rational consumption life experience program, improving the awareness of Korean society by giving positive examples of consumption behavior, generalizing the successful examples of consumption behavior adaptation to the North Korean defector’s society, operating mentor program by the senior defectors at the Hana Center and stimulating research on consumption behavior adaptation under the participation of North Korean defectors

Government Innovation of the Participation Government began in 2003 and spread to local governments in 2004. Innovation of local governments is very important, because local governments are the contact points of the people. The Ministry of Government Administration and Home Affairs(MOGAHA) have used various ways such as operation of excellent local government groups, consulting them about innovation and so on. One of the ways is evaluation about local administrative innovation(ELAI). Successful evaluation has to ensure feasibility, reliability and acceptance of an evaluation model. MOGAHA has many workshops, public hearings, test evaluations for it. The first evaluation was executed in 2005, but the relevance of its model was not proved. The purpose of this study is analyzing the relevance and improving model. We used regression analysis and path analysis with the ELAI report. As a result, the structure of evaluation model is relevant. However, some problems are found in configuration of each section. In order to dissolve this problem, we suggest an renewal of an Innovative Assignment, improvement of a Measurement Index and Satisfaction Index about Innovative Activity.
