신자유적 제도주의의 국제 협력론에 대한 현실주의의 비판

In recent years there has been a vigorous debate about the problem of international cooperation between modern realist theory and neoliberal institutionalism. Neoliberal institutionalism does not meet one of its major theoretical goals, namely to challenge realism, because it focuses only on the cheating problem in anarchy, ignoring the relative gains problem for cooperation, and it does not provide a particulary firm basis for the empirical analysis of international relations. I make the latter point by examining Keohane's After hegemony, one of the most extensive empirical analyses by neolibeialism. I show in the second part of this paper that Powell, Snidai, and Keohane's responses to Grieco's realist critique of neoliberal institutionalism are not successful. Powell's model diverges from realist view about the range of sources of state concerns about relative gains. Snidal's employment of the inappropriate assumption that states receive constant returns to scale from cooperation, and his reliance on the implausible premise that relative gains are resolved as a matter of course cause him to fail with his model to engage realist theory and its understanding of the relative gains problem for cooperation. Keohane misses by far the range of circumstances in which, according to realism, disadvantaged states experience losses in utility as a result of asymmetries in otherwise mutually positive gains, and ignores that Grieco specifies six different sources of variance in state sensitivity to gaps in gains. Moreover, his critique comes down not to an engagement with the core of Grieco's empirical analysis, that is U. S. - EC relations in the Tokyo Round. Finally I suggest that the renaissance of the European Community severely challenges realist theory, but that it is possible to distill from realist theory an argument about international institutions that is based on core realist assumptions and that is able to help understand the EC's revitalization.
옻나무 추출액(Rhus-II)의 안전성에 관한 유전독성학적 평가

These obscrvations were performed to investigate the safety of the natural herbs (Rhus-lI) in respect of genotoxicity. This substance was examined in two in-vitro tests : (1) Salmonella typhinurium reversion assay (Ames test) in strain TA 98, TA 100, TA 1535 and TA 1537, (2) in vitro chromosome aberration test in cultured Chinese hamster ovary (CHO) cells. In the reverse mutation test, Rhus-II did not induced mutagenicity in Salmonella typhimurium reversion assay(Ames test) with or without metabolic activation. In the chromosome aberration assay using CHO cells. there was no increased incidence of structural and numerical aberrations with or without metabolic activation. `these results indicated that, the Rhus-II had no genotoxicity.
시멘트 복합체에 근입된 숏크리트용 구조 섬유의 잔골재 조립률에 따른 인발성능 비교

This research performed single fiber pull-out test to evaluate the effect between fineness modulus of cement composites and the fiber bond performance (bond strength and pull-out energy). A synthetic fiber (polypropylene) and a steel fiber (hooked ends type) were inserted in the middle of dog bone shape specimens which were designed with fine aggregates of F. M. 1.96, 2.69, 3.43. The experiment results showed bondstrength and pullout energy of synthetic fiber are improved as fineness modulus of cement composites increases. It is considered that the frictional resistance between synthetic fiber and cement composite increases as fineness modulus of cement composite increases and consume more energy while pull out the fiber from cement composite. However bond performance of steel fiber which resist pull out by mechanical behavior is less effected on fineness modulus of cement composite. It is considered that the mechanical fixedness of hooked ends exerts a greater effect on the pullout resistance than the frictional resistance between the cement composite and the steelfiber so F. M. of fine aggregate has a relatively small effect on the pullout resistance with the steel fiber. 구조용 합성섬유는 작은 비중에 의한 반발률 감소, 지하수 및 해수에 의한 부식 발생의 우려가 없어 강섬유의 대체재로 구조용 합성섬유의 관심이 최근 높아지고 있다. 본 연구에서는 시멘트 복합체의 잔골재 조립률이 구조용 섬유의 인발강도 및 인발에너지에 미치는 영향을 평가하기 위한 실험연구를 수행하였다. 조립률 1.96, 2.69, 3.43인 잔골재로 시멘트 몰탈을 제작하였으며 구조용 합성섬유 1종(polypropylene), 강섬유 1종(hooked ends type)을 대상으로 단일섬유 dog bone shape 공시체를 제작하여 pull-out 실험을 수행하였다. 실험결과 구조용 합성섬유 공시체에서 시멘트 몰탈의 조립률이 증가할수록 인발강도 및 인발에너지가 증가함을 알 수 있었다. 구조용 합성섬유의 경우 시멘트 몰탈과 섬유 사이의 마찰력이 인발메커니즘의 중요인자로 시멘트 몰탈의 잔골재 조립률이 높아질수록 골재 입자가 크고 거칠어지며 섬유와 시멘트 몰탈 사이의 마찰력이 증가하여 섬유의 인발을 억제하기 때문으로 판단된다. 반면, 강섬유 공시체의 경우 시멘트 몰탈 조립률 증가에 따른 인발강도 및 인발에너지의 뚜렷한 경향성은 나타나지 않았다. 이는 강섬유 hooked ends 부분의 기계적 정착이 시멘트 복합체와 강섬유 사이의 마찰력과 비교하여 인발저항력에 미치는 영향이 더 크므로 시멘트 복합체의 잔골재 조립률 변화가 인발저항력에 상대적으로 적은 영향을 미치는 것으로 판단된다.
