이 연구는 공경호원의 어려움을 탐색하여 대통령과 같은 국가정상의 경호의 수행이 적절히 되고 있는지의 여부를 파악하고자 하였다. 이러한 목적을 달성하기 위하여 대통령 경호실과 서울지방경찰청에 근무하고 있는 현장 종사자 45명을 대상으로 심층면접을 실시하였고, 분석결과, 질적분석 프로그램 중에 최근에 개발된 Nvivo 8 활용하여 최종 4개의 범주가 도출되었다. 범주화를 통하여 도출된 범주로는 경호조직의 심리적 어려움, 운용적 어려움, 조직 문화적 어려움, 조직의 구성적 어려움 등이 이었다. 연구결과 ①조직 심리적 측면의 어려움 유형으로 경호대상자 심리상태 인지의 중요성 49(56.32%), 경호대상자 심리상태 인지의 어려움 26(29.88%), 경호위협에 따른 스트레스 7(8.04%), 경호원의 심리학적 교육 부재 5(5.74%) 순으로 범주화되었다. ②조직 운용적 측면의 어려움 유형을 살펴보면 과로 47(58.02%), 경호대상자의 돌발행동 24(29.62%), 일반인의 불편초래 7(8.75%), 교통통제의 어려움 3(3.75%) 순으로 범주화되었다. ③조직 문화적 측면의 어려움 유형을 살펴보면 권위적 명령체계 48(60.00%), 조직간 갈등 26(32.50%), 경호대상자의 지시 6(7.50%) 순으로 범주화되었다. ④조직 구성적 측면의 어려움 유형을 살펴보면 상호협력 44(62.86%), 개인차이 26(37.14) 순으로 범주화되었다. 연구결과를 토대로 대표적인 공경호의 어려움은 업무상 과로, 권위적 명령체계, 경호대상자 심리상태 인지, 상호협력 이라는 결론을 도출하였다. 우리나라의 경호기관은 박정희정부의 출범과 함께 「대통령경호실법」이 제정되어 지금의 전문경호기관으로 거듭나게 되었지만 북한과의 계속된 대립으로 국내 요인에 대한 테러위협 은 줄어들지 않고 있다. 특히 최근 한반도를 둘러싸고 있는 주변국의 영토분쟁은 동북아의 긴장을 고조시키고 있으며, 북한의 3대 세습과 장성택 부위원장의 처형으로 한반도의 긴장은 최고조에 달하고 있다. 이러한 가운데 2009년 발생한 노무현대통령 서거사건은 지금까지 치중되어왔던 물리적 위 협뿐만 아니라 자살과 같이 경호대상자 스스로에 의한 위협의 중요성과 그 위협에 따라 경 호운용과 경호기법의 방향이 달라져야 한다는 새로운 패러다임을 제공하였다. 이러한 위협에 대한 대응책 마련의 노력이 강조되고 있지만 이와 같은 주제를 담은 연구가 활발히 수행되 지 않아 이 연구를 시작하게 되었다. 이러한 연구 목적을 달성하기 위하여 대통령경호실과 서울지방경찰청에 근무하고 있는 현 장 종사자 45명을 대상으로 인터뷰를 수행하였고, 최근에 개발된 Nvivo 8 프로그램을 활용하 여 분석한 결과 심리적 요인 유형으로 '경호대상자의 심리 인지'가 가장 높은 빈도를 차지하 였으며, 운용적 요인 유형으로는 '경호원칙 준수'가 가장 높게 나타났다. 과거의 국내 사례를 살펴보면 해방이후 지금과 같은 혼란기에 요인에 대한 암살이 잦았던 역사적 교훈을 되새겨야 하며 암살과 같은 극단적 테러로 인한 역사적 희생이 국운에 미치 는 막대한 영향도 고려되어야 할 것이다.

우리나라의 경호기관은 박정희정부의 출범과 함께 ?대통령경호실법?이 제정되어 설치 된 이래 지금은 대규모국제행사를 성공리에 치루는 전문경호기관으로 거듭나게 되었지만 동북아를 비롯한 북과의 계속된 대립으로 인해 국가적 경호 대상에 대한 위협은 줄어들지 않고 있다. 그런데 이러한 위협에 대한 대응책 마련을 위한 노력이 강조되고 있지만 국가 경호기관 의 경호공무원의 근무환경과 이들에 대한 교육에 관한 연구가 수행되지 않아 이 연구를 시작하게 되었다. 이러한 목적을 달성하기 위하여 대통령경호실과 서울지방경찰청에 근무하고 있는 현장 종사자 45명을 대상으로 인터뷰를 수행하였고, 최근에 개발된 Nvivo 8 프로그램을 활용하 여 분석한 결과 근무 환경의 개선은 조직문화 51(78.46%), 이미지 7(10.93%), 체력&정신 6(9.37%) 순으로 범주화되었고, 교육의 방향으로는 경찰경호교육기관 56(76.71%), 심리교 육 12(16.43%), 이론교육 5(6.84%)순으로 범주화되었다. 연구결과를 종합하여 보면 우리 경호공무원들은 경호기관의 권위적인 조직문화로 소속 공무원들이 어려움을 겪고 있어 조직문화의 변화를 유도할 필요가 제기되었으며, 현재의 대통령경호실 뿐만 아니라 경찰조직내의 전문화된 경호교육기관의 마련이 필요한 것으로 나타났다.

이 연구는 국내에서 대통령과 같은 국가요인 경호의 시대적 요구와 변화를 탐색적으로 살펴보자 하였고, 이러한 목적을 달성하기 위하여 대통령경호실과 서울지방경찰청에 근무하고 있는 경호현장 종사자 45명을 대상으로 현장연구를 수행하고, 최근에 개발된 Nvivo 8을 활용하여 분석하여 그 결과를 논의하였다. 연구결과 경호기관의 시대적 변화는 방향은 경호통합부서 마련의 필요성, 외부 전문인력 영입의 필요성, 경호기관의 이원화 유지, 인사행정 1이 주요 패러다임으로 나타났으며, 경호기법적으로는 경호기법선정의 유연성, 내재적 위협으로부터의 경호기법개발, 현장 경호매뉴얼의 필요성등 인 것으로 도출되었다. 이에 따른 논의를 종합하여 보면 현재 대통령경호실과 경찰의 이원화된 경호기관 체제에서 단일화된 경호통합부서 설치의 필요성과 실효적 타당성에 관한 의견이 각각 제기되었고, 경호기법의 변화의 방향은 부드러운 경호기법으로 유연한 현장운용의 필요성에 따른 논의가 필요한 것으로 보인다.
