        국방분야 품질정책 고도화를 위한 군수품 생산업체 품질경영수준 조사 및 분석

        Defense industries which require high reliability need an optimized quality management system with well-planned implementation. And the government should examine the overall status of defense industries, then establish practical policies with a proper support plan in required areas to upgrade the quality management level of manufacturers. Thus, DTaQ developed the model for 2 years from 2014, which specialized in quality management level analysis for defense industries. And a survey has been undertaken with that model by DTaQ and Korea Research Center in 2016. The surveyed companies randomly sampled among those which have more than 30 employees and delivery history over past 3 years, and finally 106 defense industries were selected. This paper present survey method and indexes for survey of defense industry quality management level. The survey was conducted in the order of planning, data collection and data processing, and the validity and reliability of the data were verified to increase objectivity of survey results. The survey contents mainly consist of system quality and management quality. System quality includes Product Development Management, Production Operation Management, supply chain quality management, Safety & Environment Management and Reliability Management, on the other hand, management quality includes Strategic Leadership, Human Resource Management, Customer Market Management and Information & Knowledge Management. Thus this proposes the current overall quality management status of the 106 defense industries and shows level differences by company sizes and manufacturing sectors based on the result of survey. Specifically, this paper enables to track the areas which need prompt government support with the policy directions to make quality management level higher. Therefore, it is expected that this can be used as reference data in establishing quality policies for military supplies in the future.

      • 전술다기능단말기 몸체조립체의 PMIC 수정설계에 따른 품질개선 연구

        네트워크 중심전(NCW: Network Centric Warfare)에서 정보의 원활한 유통을 위해 구축되는 전술정보통신체계(TICN: Tactical Information and Communication Network)는 그 기능에 따라 망관리/교환접속체계, 대용량 무선전송체계, 소용량 무선전송체계, 전술이동통신체계(TMCS:Tactical Mobile communication System)으로 구분되는데 이동 기지국 지휘소 주변지역 가입자들이 사용하는 휴대기기인 전술다기능 단말기(TMFT: Tactical Multi-Functional Terminal)는 전술이동통신체계 중 개인 사용자에게 음성, 데이터, 멀티미디어 서비스를 지원할 수 있는 단말기이다. 이러한 개인 단말기는 사용자마다 다른 사용 환경에서도 일정한 품질을 유지해야 하는데 특히 실시간으로 급변하는 전장에서는 단말기 전원공급이 원활하지 못하기 때문에 단말기 2차전지 전원이 효과적으로 사용될 수 있도록 설계하는 것이 중요하다 하겠다. 본 논문에서는 전술다기능단말기의 PMIC(Power Management IC)의 2011년도 개발단계에 적용한 부품과 신규 개선 부품을 음성통화, 영상통화 연속성, 소모전류, 충전시간, 충전 시 단말기 상승온도 등을 직접 비교하여 개선 부품의 적합성을 검증하고 그에 따른 품질 개선을 제시하였다.

      • 전술다대역다기능무전기(TMMR) 개발과정에 대한 고찰

        국내 최초의 SDR 무전기인 TMMR은 기존에 운용되던 다양한 무전기를 하나로 통합하여 개발된 것이다. 이를 위해 1996년 최초 장기 소요가 결정되었고, 2010년에 체계개발을 시작한 이후 2018년에 국방규격이 제정됨으로써 종료되었다. 체계개발 과정 중 개발시험평가에서 기준 미달', 운용시험평가에서 '전투용 부적합' 판정을 받았으나, 작전운용성능(ROC)을두 차례 수정한 뒤 재시험을 통과하였다. 본 연구에서는 시험평가 간 발생된 주요사항과 작전운용성능 변경에 대해 살펴보 고, 디지털 변조 및 IP 기반 특성 분석을 통해 결합 원인을 고찰하였다.

      • 고습도 환경에서의 군용 PET 터치패널 품질개선 방안 연구

        본 논문은 Film-to-Glass 재질의 감압식 터치패널을 사용하는 군수품의 고온·고습 환경에서의 품질개선 방안에 대한 내용이다. 방공지휘○○경보체계 및 지상전술○○○링크체계 등 다양한 분야에서 휴대용 및 사용자의 편의성 증대를 위하여 화면 터치가 가능한 군수품이 널리 사용되고 있으며, Film-to-Glass 및 Glass to Glass 등의 방식으로 터치패널이 설계되어 있다. 군수품은 열악한 환경에서도 작동할 수 있도록 MIL-STD-810 조건에서 고신뢰성을 가져야 한다. 하지만 Film-to-Glass 재질의 터치패널은 고온다습의 환경에서 PET 재질의 온습 에이징(Hygrothermal aging)효과로 인하여 터치패널의 팽창과 수축이 발생한다. 여러 주기에서의 온습도 변화는 터치패널에 주름 현상을 발생시켰으며, 이러한 현상은 군수품의 임무수행에 전투력이 저하될 가능성이 발생하므로 개선 필요성이 제기 되었다. 여러번의 습도 시험과 고장재현시험을 통하여 원인을 분석하였으며, 전면표시창과 이를 고정하기 위한 최외각부의 하우징 및 공정개선을 통하여 개선점을 도출하였다. 이와 같은 개선 사항 적용을 통해 화면에서 발생하는 주름현상 및 터치성능 개선을 수행하였고, 장비의 신뢰성도 향상시킬 수 있었으며, 타 체계의 유사 군수품에도 적용 가능할 것으로 판단된다.

        해외 선진국 규정 분석을 통한 국내 정부품질보증 효율성 향상 방안

        Purpose: Defense government agencies in the world continuously try to improve operational efficiency in government quality assurance activities. The purpose of this paper is to propose some suggestions to enhance efficiency of government quality assurance (GQA) activities based on the analysis of the current quality assurance methods of advanced foreign agencies such as DCMA and NATO. Methods: In order to propose new directions, reviews and analyses are executed. (1) Former research results in Korea for enhancing GQA are reviewed, and their limitations are addressed. (2) Updated policies and procedures of the US DCMA and NATO are reviewed and their advantages are presented. (3) Current GQA policies and procedures are contrasted with those of US DCMA and NATO. Results: Suggestions for efficient Korean GQA activities are given in several aspects: GQA paradigm shift, clarification of GQA methods, facility-wide GQA, risk management for suppliers, counterfeit mitigation policy, data collection and control. Conclusion: Reviews on the government quality assurance policies and procedures of DTaQ, DCMA, and NATO are executed and compared with each other. The results of this research are expected to be useful guidelines to improve GQA policies and procedures in Korea, making it possible to realize more efficient GQA activities in Korea.

        D형 리튬 1차 단위전지(Li/SOCl<sub>2</sub>)용 저가형 과방전 차단회로 개발

        In this paper, we propose a development results of a D-type non-rechargeable lithium battery($Li/SOCl_2$) on improvement in a low cost protection circuit of discharge for domestic military power source. According to this study, we describe a new design and product with 8-bit microcontroller in the protection circuit which can estimate state of health of the battery regardless of occurring an initial voltage delay. Also this paper discuss and facilitate development as solution to a safety about the non-rechargeable lithium batteries. As a result, we verified a quality of the protection circuit by a development test and evaluation(DT&E) process.

        초도양산 군수품에 대한 정량적 위험등급평가 방안 연구

        Purpose: The purpose of this paper is to study quantitative risk grade assessment for objective government quality assurance activities based on risk management in initial mass production for weapon systems. Methods: The Defense quality management regulations and foreign risk assessment documents are referred to analyze problems performing quality assurance actives. The failure rate data, maintainability and cost of products have been studied to quantify the risk Likelihood and impact. The analyzed data were classified as risk grade assessment through K-means Cluster Analysis method. Results: Results show that a proposed method can objectively evaluate risk grade. The analyzed results are clustered into three levels such as high, middle and low. Two products are allocated high, eleven low and seven middle. Conclusion: In this paper, quantitative risk grade assessment methods were presented by analyzing risk ratings based on objective data. The findings showed that the methods would be effective for initial mass production for weapon systems.
