        Most of domestic corporations are recently pushing toward enhancing strengths of competitiveness through effective quality control activities. This research is t o desire the design for improvement of QC activities using survey methodologies for analysis and evaluation of current QC activities. Conclusions derived in the research are as follows, First, organization development which oriented to independent QC should be promoted. Second, systematic and practical training & education program should be established for effective QC activities. Third, much more flexibility should be endowed to practitioners. Fourth, composite evaluation systems focusing the process performances instead of the final results should substitute the current individual systems. Finally, subsidiary systems such as motivations, supporting mechanism from higher level managers, incentive systems should be improved according the firm-specific characteristics of individual firms.

        우리 나라의 中小企業은 國內外的으로 매우 어려운 狀況속에서 中小企業 特有의 經營槪念에 의해 大企業과 競爭하며 成長되고 있다. 大企業과의 競爭속에서 中小企業이 發展하기 위하여는 觀念的인 財務構造에서 벗어나 實質的이고 效果的인 財務管理로 轉換되어야 할 것이다. 모름지기 中小企業은 適正한 財務管理制度를 適用함으로서 企業成長이 기대된다. Small business must take these characteristics in to consideration and make the most of those characteristics to be able to compete with big business and grow, rather than try to change its financial management system into that of big business. For the purpose, small business must try to satisty the following criteria in financial management system. 1. Make Financial Management by turover ratio of total liabilites and net worth. 2. Make variety of financial analysis. 3. Introde new technology quickly.

      • 航空交通需要의 增加趨勢에 따른 國際空航의 效率的 運營 方案에 관한 硏究

        Korean economic situations have been in the stage of developing-country- group through the four times successful completions of plans for economic development, and much effort will have been made toward the developed-country-group. The volumes of transportation for trade under the course of great growth of economic developement have been increased, and this phenomenum is remarkably vivid in the Air-Transportation sector. To balance this trend, government established the non-profit organization named Korea International Airports Authority, the chief function of which lies in the sound operation of Airports playing a large role in Air-Transportation. For the better effectiveness, this paper points out that it is desirable to take better steps at the aspect of finance. 1. Because facility-tariffs composing of the main part in revenues of Authority are much lower than those of other countries, it is required to take thoughtful considerations. This paper proposes that tariffs should be raised to the international level for the advanced facilities and better services, which is not violated to the recommendations of ICAO. 2. Minus effect has been brought about at the aspect of revenues by the regulation of Authority : Public organizations and associate organizations can be exempted from the tariffs under the permission of Minister of Transportation. This paper proposes that benefit principle should be applied to the tariffs-system. In accompany with this principle, each above-mentioned-organization should estimate the item of tariffs in the his budget, and pap the tariffs within the limit of allocated budgets.

        우리는 經濟成長을 持續하면서 外換收支의 壓迫을 벗어나 自立經濟를 達成하기 爲하여는 經濟成長을 沮害하지 않는 範圍內에서 輸入을 調整하여야한다. 이를 達成하기 위하여는 原資財의 輸入을 減少시키는 原資材輸入代替産業을 育成시키는 經濟政策을 輸出增大策과 같이 밀고 나가야 할 것이다. We have to maintain well blanced import and keep up economy growth, and same time over with the burden of blance payment, so that establish self-sufficient economy. We ought to reduce import of raw materials and stress on raw material import substituting industry. The raw material import substituting industry should be well blanced ratio of increase of export increase as a national development program.

        保險의 目的이 家庭 또는 企業을 營爲하는 個人의 經濟的安定을 圖謀하는데 있거니와 經濟社會의 個個人, 卽 國民의 生活安定과 그 保障은 國家의 職能의 一部이며 이러한 職能을 條成補完 하는 保險施設 또는 制度의 새로운 導入과 이를 保護監督하고 그 發展을 促求함은 國家의 하나의 責務라 하겠다. 이런 意味에서 保險政策은 經濟政策의 一環으로서 國家가 保險事業에 積?的인 管理方案을 모색함과 아울러 ?率的인 指導監督과 育成政策을 펴 나감으로써 經濟發展에 크게 奇與 할 것이다. The purpose of insurance consists in seeking the economic stability of an individual running a home or an enterprise, and the living stability of each individual in economic society-that is, of a nation-and the gurarantee of it are a part of state function; therefore, it will be a state responsibility to introduce the insurance facilities or systems which will help complement such function, to protect and supervise them, and to quicken their development. In this sense, as the state not only gropes an active management plan of insurance business, but develops effective direction, supervision and pronoting policy, the policy of insurance as a link in the chain of economic policy will make a great contribution to economic development.

        RAM(신뢰도, MTBF) 데이터와 AHP 분석을 통한함정분야 위험평가 방안

        This study proposes a risk evaluation method based on RAM and AHP data in order to prevent subjectivity of risk assessment. The risk assessment consist of Risk Likelihood(RL) and Risk Consequence(RC) in five levels. However, risk analysis of warships is hard to make a judgment because of small quantity production(Ship), long building period, equipment changes, complexity, various kinds of equipments, etc. The proposed RAM data and AHP analysis method are used to quantify each level quantitatively. RAM(MTBF) date is used to classify the RL, and AHP analysis is used to classify the RC. These scientific and data-based method will increase objectivity as well as efficiency of risk evaluation.

      • 永宗島 新國際空港展開가 地域社會發展에 미치는 影響에 관한 硏究

        새로운 國際空航을 永宗島에 建設하는데 各種 施策과 方針을 決定함에 있어 留意하여야 할 점을 提示하면 다음과 같다. 1. 永宗島는 非武裝地帶의 飛行禁止區域과 近接된 地域이므로 空域活用上 많은 制約이 있을 것으로 推定되고 있어 이에 대한 解消方案이 硏究되어야 할 것이다. 2. 現在 運用중인 金浦國際空港의 活用方針에 대한 硏究가 深度있게 이루어져야 할 것이다. 金浦國際空港의 계속활용 여하에 따라 金浦國際空港 周邊의 開發計劃도 연쇄적으로 調整되어야 하기 때문이다. 3. 空港建設計劃은 全國의 民間飛行場과 軍飛行場을 함께 硏究檢討하는 制度가 수립되여 施行하여야 할 것이다. 이것은 特定地域에 民 . 軍飛行場을 重複하여 建設함으로써 막대한 財源의 浪費를 防止할 수 있기 때문이다. 4. 空港建設資金의 調達은 空港이 建設되는 地域의 住民이나 公共團體들도 出資가 可能하도록 誘導되어야 할 것이다. 이러한 制度的 장치를 마련함으로써 地域別로 空港建設을 요구하는 地域住民의 일방적인 意思를 제한할 수 있으며, 空港建設에 住民들의 協助도 기대할 수 있을 것이다. 5. 空港建設計劃 및 工事의 運營을 담당할 수 있는 專門企業을 育成하여야 할 것이다. 空港建設은 尨大한 財源의 投資가 있어야 하며, 工事의 專門性이 保障되지 못할 경우 蹉跌을 초래할 뿐만 아니라 莫大한 財源의 浪費를 초래할 수 있기 때문이다. 6. 永宗島를 중심으로 한 空港都市의 開發에 있어서 空港勤務者 및 空港利用者의 便宜 제공은 再論할 필요도 없이 空港을 중심으로 商業地區, 호텔, 住居地區 등을 開發하여 施行客에 대한 便宜 제공과 國際化, 情報化, 國際物流 "터미널"都市 및 文化都市를 建設함으로써 永宗島를 중심으로 새로운 空港都市가 生成되어 地域住民에 대하여 就業機會의 제공과 生活環境의 改善을 기할 수 있을 것으로 豫測되고 있어 地域社會發展에 크게 寄與할 것이다. Implications in this research to design basic guidelines and policy of the new international airport in YoungJong-Do province are as follow. 1. Considering many possible limitations which are closely related to existing demilitarized zone, the location, YoungJong-Do has some restrictions in proceeding the construction plan. So, we should prepare alternative designs to slove these potential problems. In case that any fundamental and radical demilitarization in Korea peninsula would not come true until 1996 when the foundation work of the airport is completed, alternative 'dual'airport system in DMZ can be proposed to minimize the prohibited flight area by more advanced political studies, and the common use of the dual airport can give basic solution such as joint-project which relate the development of PAN MUNJUM to the West area and MT. KUM KANG to the East area. This kind of alternative is worthy of technical promotion in case that any political possibility is not expected though detente between the South and the North in the near future. 2. More reseatches for effective utilization of the existing KIMPO international airport should be performed because the construction of a new airport and its development plan in relevant area can be affected and revised by the degree of utilization of existing airports. 3. In model building process, any construction plan of airport should has systematic procedures to study the interactive effects of existing civil and military airport to avoid wasteful and overelapping investment in same areas. 4. The sources of financing for the new airport construction should include relevant local residentials and public institutions. Because the ultimate benefits of a publicly supplied capital belongs to these local groups, any potential conflict betweeen the central and the local authorities will be prevented with ease, and some synergy effects can be expected by local cooperations from construction to operating stage. 5. Air transport industry of Korea has come into stage to raise and foster engineering and management agencies which specialize airport construction and its maintenance. In particular, construction of airport is on the premise that large-scale and long-term capital buget is needed, which entails exorbitant financial waste in tis error and trials. 6. In construction plan of urban 'terminal' related to the international airport, traffic networks among critical point as well as determination of its location should be considered in elementary stage. If these elementary and subsidiary conditions are not fulfilled, the facilities such as urban terminals can't have any utility in transportation. For exemople, the poor practical use of a urban terminal, HAKOSAKI in Tokyo is due to its location which has extreme traffic jams in central place. Another urban terminal, KANGNAM in Seoul has not experiened successful practical use because of its location and non-effective subsldiary maintenance programs. 7. The development plan of adjacent cities in YoungJong-Do province should be closely considered in construction of the new international airport. Airport oriented commercial facilites, hotels and accomodations in residential areas as well as original airport facilities should be planned to formate modern airport city which accomodate internationalization accompanied by physical and informational distribution and building of urban culture. By this subsidiary construction of a new airport city, many positive effects, such as enlargement of social employment, improvement in living quality and local culture can be realized in accomplishing the original national aviation inductry policy.
