      • 문화융성정책의 문화생활기여도 분석

        본 연구는 2013년 박근혜정부가 국정기조로 수행중인 ‘문화융성’정책의 의의와 주요 내용을 분석하고, 구체적으로 제도 시행 1년을 넘기는 시점에서 문화융성정책의 주요 소비자들인 일반시민들의 문화융성정책 인지도와 정책 기여도를 정책현장에서의 문화소비자들에 대한 설문조사를 중심으로 접근하였다. 주요 내용은 문화정책에 대한 고객들의 만족도와 체감도 등을 분석하고 정책개선대안을 제시하였다. 이를 위하여 박근혜 정부의 ‘문화융성’정책(culture prosperity policy)의 사회적 파급력 등에 대한 주요 선행연구를 살펴보고, 문화융성정책의 효과를 국민의 휴식과 창의력 향유, 전파 신장에 도움이 되었나 등을 살펴 보고, 박근혜 정부의 문화융성정책의 개선방향으로 제도와 운영 측면의 과제를 다섯 가지로 제시하고, 구체적인 정책 제언사항으로는 먼저 제도적 측면에서의 일곱 가지 사항을, 절차적 측면에서 다섯 가지 사항을 제안하고 결론에서 의의와 연구의 한계, 후속연구 과제 등을 제언하였다. The purpose of this study was to explore the way to define policy tasks of cultural prosperity policy - focused on Culture day. The study consists of five sections. The first section clarifies research questions, the purpose of study and methodology about policy tasks of cultural prosperity policy. The second section deals with methods of study, literature review, previous research and theoretical background of policy tasks of cultural prosperity policy. The third section presents analysis variables about policy tasks of cultural prosperity policy. The forth section suggests research effect & limitations for fostering contribution analysis of cultural prosperity policy. The last concluded and proposed some suggestion & expectation effect, so forth.

      • The Green Growth Policy of the Lee Myungbak Government

        S&T policy has been traditionally regarded as a sector policy; however, it is now evolving into an infrastructure innovation policy that forms the foundation of diverse types of policies. Simultaneously, environmental and energy policies formerly considered as sector policies are now being expanded and integrated into a higher level policy for sustainable development. With these changes underway, the importance of policy integration has increased. Efforts are being made to minimize contradictions between environmental, social, and innovation policies that emphasize proactive linkage among policies or place the highest priority on environmental policy following the theory of Environmental Policy Integration (EPI). Confronted with these policy changes, the Lee Myung-bak government announced “Low-Carbon Green Growth” in 2008 as national agenda for development that focus attention on environmental and energy issues. Economic policy and environmental policy have been traditionally seen in a conflicting relationship with different paths of policy development. However, the administration of President Lee is now emphasizing the synergy effects between the environment and economic growth with the concept of green growth. The green growth policy of the Korean government has great significance as it has built a momentum for incorporating social goals such as environmental values or sustainable development into economic growth-oriented policies; however, there remain many challenges due to the legacy of the development period that has dominated Korean society. The Korean government says it reflects “EPI” or “environmentalism” in policy goals; however, in reality it prioritizes development over the environment.

        정책PR 유형의 정권간 차이 분석

        본 연구는 정책PR을 정책학의 중요한 경험적・실증적 연구의 대상으로 인식하면서, 정책의 유형론(typology)과 PR의 개념틀 간 긴밀한 연계를 추구한다. 이를 위해, 박근혜 정부와 문재인 정부의 중앙행정기관 정책홍보용역제안서를 정책의 유형론(typology)과 PR의 개념틀 측면에서 내용분석하였다. 정책학에서 보편적으로 활용되어온 정책의 유형(분배정책, 재분배정책, 규제정책, 구성정책), 정책수단의 분류(규제, 인센티브, 설득), 정책의제설정 주도집단의 특성(외부주도, 동원, 내부접근, 공고화)을 PR의 핵심적인 개념요소인 PR의 목적(정보의 제공, 태도의 변화, 행동의 유도), 기능(인식중심, 실체중심), 메시지전략(감성활용), 매체 유형(전통매체, 온라인 등), 물질적 지원 규모(PR예산의 절대적・상대적 규모)와 연계하여, 양자 간의 연관성에 있어서 정권별(박근혜 정부와 문재인 정부 간) 차이가 나타나는지를 분석하였는데, 교차분석의 결과 두 정권 간 변화가 뚜렷한 측면과 거의 없는 측면이 존재한다. 정책의 유형, 정책수단의 분류, 의제설정 모형의 측면에서는 두 정권 간에 유의미한 차이가 없는 반면, 실체중심, 감성활용, 온라인 매체활용은 정책PR의 변화 추세를 보여주고 있다. This paper aims to connect between the typology of public policy and the conceptual framework of public relations (PR), considering policy PR as a target of empirical research in the study of public policies. To this end, the authors collected and analyzed an accumulation of “Request for Proposal” (RFP) related to policy PR in national government agencies during the recent two administrations (the Park administration and the Moon administration). The cross-tabulation matched policy categories (policy types such as distribution, redistribution, regulation, and composition, policy tools such as regulation, incentive, and persuasion, policy agenda building such as outside initiative, mobilization, and inside access) and PR characteristics (purpose such as information provision, attitudinal change, and action inducement, function such as concept and substance, message strategy such as sentiment, media type such as offline and online). This study finds the differences in policy categories and PR characteristics between the Park administration and the Moon administration. While policy types, policy tools, and agenda building are not significantly different between the two administrations, substance-centered PR, sentimental strategies, and online media dependency revealed the recent change in policy PR.

        농업․농촌 녹색성장 정책수단의 우선순위 결정: 계층분석과정(AHP)의 적용

        There are a lot of policy instruments of green growth which is defined as economic growth that creates new growth power and job opportunities while minimizing environmental pollution and greenhouse gases. Green growth policies in agriculture and rural districts are classified into six policies: climate policy, energy policy, policy for creation of green space, resource management policy, green industry policy, and green technology policy. This paper analyzes the priority of policy instruments of green growth using the analytic hierarchy process which determines priorities of policy programs by applying the criteria for policy evaluation based on survey of expertise. The result shows that efficiency is the most important policy evaluation criterion and so improving energy use efficiency, establishing an efficient R&D system and promoting bio-industry are very crucial policy measures.

        정책네트워크 이론을 이용한 간호사 확보를 위한 정책과정 분석

        Background: Policy network theory was proved to be an appropriate analytic tool for the current social welfare policy making process. This study aimed to analyze policy making process related to the nurse expansion and policy output while focusing on the interactions and activities among various policy actors. Methods: In this study, we used reports related to the need for expansion of nursing personnel journals, dissertations, newspaper articles, for hearings and debate policies for securing nurse data, and interviews. We examined three components of policy network, that is, policy actors, interactions, linkage of interest. Results: For that to expand the nurse before the 2000s in expanding the supply of medical supplies have been conducted without much disagreement among policy actors under the government’s initiative. However, there was lacked a close relationship between the expanding supply of nurses and inaccurate analysis of supply and demand. As the policy is applied between the various policy actors’ needs and claims, conflict was intensified and many policy options had been developed. Government only took a role as a coordinator among policy actors in the 2000’s. Also, it was difficult to find sufficient and clear evidence that policy-making process based on fair judgment. Conclusion: Therefore, it is urgently required to determine the policy through a social consensus to address the appropriate policy means and the process by correct analysis of the policy issues.

        공공기관의 정책과제 평가를 위한 정책평가방법에 대한 분석

        Policy projects are essential for solving economic problems, doing continuous progress and innovation of science / technology from creation of learning. Policy valuation is the one of key items for making a policy development system that accelerates great performance. Recently, interest in methodologies of policy valuation is increasing. To achieve an effective and creative policy development project, the policy valuation model underscores the importance of valuation of projects, organizations and persons developing policy. But policy development projects are not enough those select proposal producing great result. Various valution models for policy development project are having been produced and still in progress. This paper compares worldwide policy evaluation methods and analyzes pros and cons of the evaluation methods as a precedent study for systematization of policy evaluation method appropriate for Korean condition.

        정책과정에의 NGO의 참여

        This study explores how NGOs participate in the policy process with the case of Citizens Action Network(CAN). The growth of civil society has expanded the NGOs participatory activities in the policy process. One of major activities in Citizens Action Network is budget monitoring. Budget monitoring activities as a taxpayers movement have played an important role at all the stages of policy process. First of all, CAN's taxpayers movement contributed to enhance the taxpayers right, making policy makers and civil servants decrease the budget waste. At the stage of policy agenda setting CAN played an important role in some policy areas. CAN played a triggering role in transforming public agenda into policy agenda in introducing accrual accounting system to government. CAN participated in the introduction of taxpayers suit system and influenced the content of policy. At the stage of policy making and implementation CAN influenced to cancel and revise the policies which were already made. At the stage of policy evaluation CAN made the index of budget transparency and evaluated the budget transparency of local governments in terms of the index. The sharing system of information and experiences among NGOs should be constructed to reinforce NGO's role in the policy process.

        정책결정에 있어서 정책이전의 역할 분석을 위한 서설적 연구

        In recent years there has been a growing body of literature within public administration and political sciences that directly and indirectly uses, discusses and analyzes the processes involved in lesson-drawing, policy convergence, policy diffusion and policy transfer. While the methodology and focus often vary, all of these studies are concerned with a process in which knowledge about policies, administrative arrangements, institutions and ideas in one political setting is used in the development of policies, administrative arrangements, institutions and ideas in another political setting. The concept of policy transfer have become increasingly influential ways of understanding public policy. I tried to suggest the theoretical framework to analyze the role of policy transfer in policy making process. This article is divided into four major sections. The first section briefly considers the concept of, the research trend of policy transfer. The second section then presents a framework for the analysis of policy transfer. The third section outlines the limits of policy transfer itself and the framework of this paper. Finally, the last section addresses the future research agenda of policy transfer.

        우리나라의 정책조합과 재정 건전성

        본 연구에서는 1971 년에서 2011년까지 40년간 우리나라 재정정책, 통화정책 및 국가채무관리정책의 기조가 경기대응성과 재정의 지속가능성에 어떤 기여를 했는지 실증적으로 분석하였다. 분석결과 경기불황기에 비해 경기호황기에 경기대응성이 느슨한 정책기조를 보인 것으로 나타났다. 경기상황에 적절한 규모의 정책적 대응성을 보이지 못했을 때에는 재정 지속가능성이 훼손되었으며 재정정책이나 국가채무관리정책보다 통화정책이 재정 건전성에 미치는 직접적 영향이 적지만, 다른 정책들과의 공조가 제대로 이뤄지지 않을 경우 재정건전성이 더욱 악화되는 것으로 나타났다. 통화정책은 국가채무의 실질가치 변동에 영향을 줄 뿐만 아니라, 국가채무부담 완화를 위해 저금리 기조를 장기간 지속할 경우 기대인플레이션을 증가시켜 재정 건전성 악화를 가중시킬 수 있다. 재정 건전성 확보를 위해서는 재정건전화 계획 등을 토대로 경제주체들에 대한 신뢰를 구축하고 재정정책으로 인한 인플레이션 차단을 위해 노력할 필요가 있을 뿐만 아니라, 통화정책과의 정책공조를 위한 노력도 필요하다. This paper empirically examines whether each relevant authority suitably responds to economic fluctuations and contributes to achieve fiscal sustainability using analyses for the stance fiscal policy, monetary policy and government debt management policy. The analysis shows that the stances of fiscal and monetary policies have been loosened in economic boom cycle rather than economic bust cycle. When relevant authorities did not suitably respond to economic fluctuations, fiscal sustainability was harmed. In addition, monetary policy would have less of an effect on the fiscal soundness than other policies. In case it does not cooperate with other policies, the fiscal condition got worse. This study proves that monetary policy affects the real value of government debt and causes to increase expected inflation and intensify deterioration of fiscal soundness, if a monetary authority carries out a low interest monetary policy for long term to ease financial burden of government debt. In order to maintain fiscal soundness, policy authorities should not only build trust among economic actors on the basis of fiscal consolidation plans, and make an effort to control inflation but also endeavor to do a policy mix.

        정책개발 방법론으로서 영국과 핀란드의 폴리시랩 (Policy Lab) 탐색: 스포츠정책에의 함의를 중심으로

        The purpose of this research is to review recent innovative policy development methodology in developed countries such as UK and Finland from the concepts to the approach of implementation of the real field. This will lead to this review for obtaining some insights in Korean Sport Policy development, since the concept of ‘Innovation’ in suppose to be used in certain direction. One of the way of particular application of this theme is ‘Policy Lab’ which is generally used in UK and Finland for developing some policies. Therefore, this research would like to see in details of the operating process and planning itself of Policy lab in each country. By look into the details of ‘Policy Lab’, the themes what this policy research and planning organization can perform and how it will affect to the society can be shown. This research concludes three direction of the insights what this policy lab can archived. The first is critical perspective of understanding and interpreting real world. The methodological character for this process is design and evidence based approach. The second is policy development by the policy consumer. Individuals in the society need to be involved in the process of policy development since they are the one who will be affected by this policy enormously. The lase insight from the case of UK and Finland is National wise cultural perception of ‘Sport as part of Public Policy matter.
