정책과제 평가를 위한 하이브리드 평가 모델

공공기관의 정책과제 평가는 정책개발 활동과 일체화하여 정책개발을 진흥하였고, 국가의 발전과 과학기술 혁신을 가져왔다. 공공기관에 대한 정책과제평가의 개선방안을 모색하기 위해서는 우선 평가현황에 대한 문제점을 분석할 필요가 있다. 이러한 문제점을 분석하기 위해서는 공공기관의 정책과제평가가 이루어지는 과정을 토대로 모형을 연구 개발하는 것이 필요하다. 본 논문에서 제안하는 혼합형 정책과제 평가모델은 객관성, 효율성, 합리성을 바탕으로 하는 정량적 및 정성적 개념을 혼합한 새로운 개념의 정책과제 평가모델이다. 본 논문에서 제시하는 공공 정책과제 평가모델은 국내외적으로 활용되고 있는 평가방법을 분석하고, 이를 바탕으로 활용 가능성을 전제로 한 우리나라 실정에 적합한 정책과제 평가방법들의 체계화를 시도하였다.

IT 아웃소싱 성과측정 모델에 관한 실증적 연구

The domestic IT outsourcing market has been growing rapidly since the IMF in 1998, and most major companies have adopted IT outsourcing as the new management technique for cost reduction, which is one of the most strongest points of an outsourcing. However, when we look into the small and medium-sized businesses' IT outsourcing status, IT is relatively of little importance compare to large companies with vast pool of IT manpower, and so fringe tasks such as OA, purchase, HR work, not in the form of company-wide IT outsourcing, come under the domain of IT outsourcing. Although the outsourcing of ERP work in a small and medium-sized company is an enormous management change, there are lack of studies that effects on the ERP outsourcing performance of small and medium-sized companies. Accordingly in this thesis, I combine the common factors between small business ERP performance measurement and IT outsourcing performance measurement, make a plan of IT outsourcing performance measurement model, study the effects on the small business IT outsourcing performance, and finally propose this model to be used as small business IT outsourcing performance measurement model.

IT융합에 대한 조직의 인식과 CEO의 추진의지가 조직의 IT활용 및 경영성과에 미치는 영향 연구 - CIO 조절효과를 중심으로

This study aims to present the areas of IT convergence to improve awareness and revitalize management performance by examining how the organization's perception of IT convergence and the CEO's willingness affect the overall organization's IT utilization and management performance. In particular, the difference in the impact on management performance was empirically verified through analysis of the mediating effect of IT utilization for improvement of management performance and the analysis of the control effect of the CIO organization. To achieve the purpose of the study, an empirical analysis was conducted using the data of the 2018 domestic IT·SW utilization survey conducted on 3017 domestic companies with 10 or more employees. As a result of analyzing data through structural model analysis using SPSS 25 and AMOS 22, it was confirmed that the organization's perception of IT convergence and the CEO's willingness to push forward have a positive (+)effect on both IT utilization and management performance. In addition, it was confirmed that the use of IT by the entire organization has a partial mediating effect on management performance. In addition, it was confirmed that the presence of a CIO had a greater positive impact on IT utilization and management performance. Through the results obtained in this study, the organization is expected to remove risk factors for IT convergence and strengthen awareness of the importance of IT convergence, thereby more effectively promoting corporate IT use and leading to management performance.

IT 비전공 대학생의 인공지능 학습 성과에 영향을 미치는 요인에 관한 개념 연구 - 인공지능 기술 특성을 중심으로

전 세계적으로 IT 비전공 대학생의 인공지능 역량은 점점 더 중요해지고 있다. 이에 IT 비전공 대학생의 인공지능 학습 성과에 영향을 미치는 요인으로 인공지능 기술 특성들에 대하여 살펴보았다. 인공지능 기술 특성 중 편의성, 개인화, 전문성, 신뢰성을 IT 비전공 대학생의 인공지능 학습 성과에 영향을 미치는 요인으로 도출하였고, 도출된 기술 특성 요인들과 인공지능 학습 성과 요인과의 관계를 개념적으로 모델링하였다. 이 특성들을 중심으로 인공지능 교육을 진행한다면 IT 비전공 대학생들의 인공지능 학습 성과에 많은 영향을 줄 수 있을 것이다.

IT 비전공 대학생의 인공지능 학습을 위한 학습자 특성에 관한 개념 연구

In a global context where artificial intelligence technology is being integrated and applied in all fields, regardless of their major in IT, the basic and integrated competencies in artificial intelligence are becoming increasingly important for all university students. Therefore, it is crucial to conduct research on the learner characteristics that can influence artificial intelligence learning to enhance the efficiency of non-IT major university students in learning artificial intelligence. In this paper, I identify three learner characteristic factors for non-IT major university students that have a significant impact on artificial intelligence learning: major suitability, artificial intelligence self-efficacy, and interest in artificial intelligence. I propose scales to measure these three factors. Finally, through exploratory factor analysis and reliability analysis, I demonstrate the validity and reliability of the proposed factors and scales.

인공지능 서비스 품질에 관한 개념 연구 - IT 비전공 대학생 관점에서

In a situation where the utilization of artificial intelligence (AI) is becoming increasingly important for non-IT major university students, it is crucial to promote continuous AI learning among them. The AI service quality attributes that students perceive from a non-IT perspective can be vital considerations in AI education for non-IT major university students. Therefore, in this paper, I identify five essential AI service quality factors, including efficiency, availability, security, personalization, and humanization, from the viewpoint of non-IT major university students and propose a scale for measuring service quality. Finally, the paper demonstrates the validity and reliability of the proposed AI service quality factors and scale through exploratory analysis.

IT Shared 서비스에서의 서비스 비용 배분 사례 연구

본 연구는 최근 대규모 그룹사의 계열사 간 도입한 IT Shared Service 사례를 살펴봄으로써 일반적으로 기관의 특수한 상황에서의 IT Shared 서비스 비용 배분에 대해 가지고 있는 우려가 현실적인 것인지, 우려스러운 것인지를 확인하고, 회사내부 또는 유사 서비스 군을 외부로 확장시켜 공동 시스템을 사용하는 경우 어떠한 장점들을 가지고 있는지 정리하였다. 뿐 아니라 본 논문을 통하여 IT 아웃소싱 시장의 비용 산정 기준 구조를 개선하기를 기대한다.

어플리케이션 분류 중심의 IT 자산 분류와 비용 관리에 관한 연구

The emergence of new IT technologies and the recent introduction of a variety of new technology-based services. Application-oriented IT assets that have been operating from the past, and the application complexity of the investment operation cost and effectiveness of IT assets is increasing. Therefore, by systematically analyzing the cost factors of new technology and past information assets, it provides rational analysis results to stakeholders to quantify and provide the basic information provided in the decision making process. Transparent management methods are required to ensure validity and reliability. In this paper, we propose a method to classify classical IT assets and study how to manage the cost of application - oriented IT assets.

국방 IT 융합 실험 프로그램의 위험관리 요인에 대한 탐색적 연구

Due to the effects of the Fourth Industrial Revolution, MND is pursuing innovation by Converging IT technology into various weapons and non-weapons systems in the defense sector. Identifying and managing risk is an important factor for the successful termination of a project in order to achieve performance from the perspective of project management. This study is an exploratory study through interviews with core experts to identify and systematically manage the risk management factors of the defense IT convergence Experiment program. The risk management factors of the defense IT convergence Experiment program are classified as governance risk, internal risk, and external risk, and governance risk factors are identified as affecting internal risk factors. This study suggests future directions for analyzing the relationship between risk factors in the implementation of defense IT convergence program.

북한 IT 교육현황과 IT인력교류 협력방안에 관한 연구

In the case of South Korea and North Korea, which are the only divided countries in the world, the Korean peninsula has been faced in a tense phase in the ongoing development of nuclear weapons and missile launched by North Korea. However, the new government of Moon Jae-in, the newly-launched government, is aiming for national unity and diplomatic peace. Assuming a gradual unification that integrates the two Koreas into a single market, a policy is needed to promote the exchanges with North Korea. In this paper, we examine the overall current situation of information technology in North Korea, the training of information technology manpower, the human resource development system of IT, and ways to cooperate for IT workforce exchange with North Korea. The purpose of this study is to help interchange and cooperation of mutual IT personnel between North and South Korea and resolve disparity between North and South Korea, and it can be expected the cost reduction and economic effect through utilization of IT manpower for unification.
