        Document Management for Jordan Research and Training Reactor Project by ANSIM

        Project management is a tool for smooth operation during a full cycle from the design to normal operation including the schedule, document, and budget management, and document management is an important work for big projects such as the JRTR (Jordan Research and Training Reactor). To manage the various large documents for a research reactor, a project management system was resolved, a project procedure manual was prepared, and a document control system was established. The ANSIM (Advanced Nuclear Safety Information Management) system consists of a document management folder, document container folder, project management folder, organization management folder, and EPC (Engineering, Procurement and Construction) document folder. First, the system composition is a computerized version of the Inter-office Correspondence (IOC), the Document Distribution for Agreement (DDA), Design Documents, and Project Manager Memorandum (PM Memo) works prepared for the research reactor design. Second, it reviews, distributes, and approves design documents in the system and approves those documents to register and supply them to the research reactor user. Third, it integrates the information of the document system-using organization and its members, as well as users' rights regarding the ANSIM document system. Throughout these functions, the ANSIM system has been contributing to the vitalization of united research. Not only did the ANSIM system realize a design document input, data load, and search system and manage KAERI's long-period experience and knowledge information properties using a manage-ment strategy, but in doing so, it also contributed to research activation and will actively help in the construction of other nuclear facilities and exports abroad.

      • Proposal for the Document Types to be Managed During the Decommissioning of Nuclear Power Plants

        The nuclear power plant decommissioning project inevitably considers time, cost, safety, document, etc. as major management areas according to the PMBOK technique. Among them, document management, like all projects, will be an area that must be systematically managed for the purpose of information delivery and record maintenance. In Korea, where there is no experience in the decommissioning project yet, data management is systematically managed and maintained during construction and operation. However, if the decommissioning project is to be launched soon, it is necessary to prepare in consideration of the system in operation, what difference will occur from it in terms of data management, and how it should be managed. As a document that can occur in the decommissioning project, this study was considered from the perspective of the licensee. Therefore, the types of documents that can be considered at Level 1 can be divided into (1) corresponding documents, (2) project documents, (3) internal documents, and (4) reference materials. Four document types are recommended based on Level 1 for the classification of documents to be managed in the decommissioning of nuclear facilities. In this study, documents to be managed in the decommissioning project of nuclear facilities were reviewed and the type was to be derived. Although it was preliminary, it was largely classified into major categories 1, middle categories 2, and 3 levels, and documents that could occur in each field were proposed. As a result, it could be largely classified into corresponding documents, project documents, internal documents, and reference materials, and subsequent classifications could be derived. Documents that may occur in the decommissioning project must be managed by distinguishing between types to reduce the time for duplication or search, and the capacity of the storage can be efficiently managed. Therefore, it is hoped that the document types considered in this study will be used as reference materials for the decommissioning project and develop into a more systematic structure.

        ‘중앙1호문건’을 통해 본 향촌진흥전략의 의미

        This study is to analyze the The Rural Revitalization Strategy announced in 2018 by identifying the changes in the Two-tier Management System that integrates unified with separate management in Chinese rural communities through a diachronic review of the ‘Central Document No.1’. ‘Central Document No.1’ is a policy document with a legal personality and is a kind of symbolic system, not a direct reality. However, this is meaningful in looking at the big trends and changes in the fact that they are representative, and protruding the focus and direction related to the three dimensional rural issues by period. From the 1980s to the 1990s, the social atmosphere or policy stance that encouraged individual farmers to raise their productive capacity by giving land management rights to individual farming households means the decentralization of agricultural management. Along with the implementation of The Construction of New Socialist Countryside in the mid-2000s, the government began to encourage the scale of agricultural management as an alternative to the small farming economy, which had reached limit, while expanding financial support for rural area. Beginning in 2013, the establishment of a new farming management system was presented more clearly by combining intensification, specialization, organization and socialization, and the trend of privatization and capitalization of the rural economy was also strengthened. In addition, according to documents, the government has begun to focus on stabilizing and invigorating small farming management since 2017. The Rural Revitalization Strategy that has inherited and systematized these trends contains various attempts in the fields of industry, environment, culture, administration and people’s livelihood for the endogenous development of the agriculture, farmer and rural area, which are in parallel with land reform, human resources development and capital expansion. The trend of scaling tendency in agricultural management is the most basic means of innovation to implement that attempts within the Two-tier Management System. Therefore, more case studies need to be accumulated by region and time prior to the sectional assessment for it.

      • Collaborative Documentation Process Model

        The communication efficiency among participants is an important key to successful software documentation because its failure leads to document quality degradation incurred by increasing document’s inconsistencies, loss, and ambiguities. The existing documentation systems do not support efficient interaction and communication during software documentation activities. In order to solve this problem, this paper presents a collaborative documentation process (CDP) model for supporting efficient interaction and information sharing among participants, and proposes a collaborative documentation management system (CDMS) based on the model. The CDMS is an easy-o-use documentation supporting tool which supports automatic messages sending depending on documents states and events. The advantage is that it greatly improves document consistencies, and reduces the time and cost spent in documentation activities.

        독일민사소송법상 전자문서에 의한 소송절차 -우리나라의 전자소송법안과 관련하여-

        German Civil Procedure Act implemented a set of reform statutes aimed at electronic documents court filing in 2005. It permits to file all court documents by electronic means. Documents for service to the other party is not needed by filing electronic documents. The courts will print out the e-filed documents at their own cost. Judgements and all other court documents are able to be produced by electronic documents on which there have to be electronic signatures. Cases are to be managed by electronic documents or paper documents. Electronic documents are to be printed out for paper case management, and paper documents are to be scanned for e-filing, but the original electronic or paper documents have to be preserved by courts until conclusive end of the litigations. Electronic documents are not treated as documentary evidence but demonstrative evidence. However their authentication is determined like documentary evidence. Certified electronic signatures give conclusive forces by proving formal authentication of electronic documents, like signatures on paper documents. Case record is able to be preserved by electronic means and be accessed by parties and their lawyers. The parties are able to get their court record by electronic means, e.g. e-mail, the lawyers are able to get direct access to the record. Service of court documents is able to be done by e-mail to the lawyers, or pro se litigents who consent the service sending by electronic means. If the person received the service by electronic means, he or she have to reply it. Implementing e-filing system into Korean Civil Procedure, the German statutes on e-filing would be good references, but it does not have to be overlooked that German Civil Procedure has compulsory lawyer representation system only except for Amtsgericht.

        요르단연구로건설사업 문서관리시스템 구축

        The Project of Jordan Research and Training Reactor (JRTR) officially launched in Aug. 2010. JRTR is the first made-in-Korea nuclear system to be built abroad by year 2015, and Korea Atomic Energy Research Institute (KAERI) is responsible for the design of major systems including the reactor core. While the PDCS (Project Document Control System) being operated by EPC company controls all the documents of the whole Project, KAERI is supposed to have its own system for KAERI documents. Meeting such a need, KAERI has implemented a document control for the JRTR Project into already existing ANSIM (KAERI Advanced Nuclear Safety Information Management) system. The documents of JRTR project to be controlled are defined in the PPM (Project Procedures Manual), QAP (Quality Assurance Procedure) and PEP (Project Execution Program). The ANSIM consists of the document management holder, document container holder and organization management holder. The document management holder, which is the most important part of ANSIM-JRTR, consists of the DDA (Document Distribution for Agreement), IOC (Inter-office Correspondence), PM Memo. (Project Manager Memorandum) and cover sheets of design documents. Other materials such as meeting minutes, sub-department materials and design information materials are stored in an independent COP (Community of Practice). This established computerized document control system, ANSIM, could lessen a burden for project management team and enhance the productivity as well.

        갑오개혁기 정부의 공문서제도

        본고에서 필자는 한 국가의 ‘공문서제도’는 공권력의 창출·조직·행사·집행에서부터 그것의 이전·변경·소멸에 이르기까지의 모든 과정을 매개·구현하는 ‘물적 도구’일 뿐만 아니라, 심지어는 ‘공권력 그 자체’이기도 하다는 기본인식 하에, 특히 ‘갑오개혁기(甲午改革期)’[1894~1895] 조선정부의 새로운 공문서제도의 형성과정 및 그 내용을 ‘근대적 공문서제도의 탄생’이라는 맥락에서 개관해보았다. 이에 그 내용을 요약하자면, ① 당시 개화파정권의 근대지향적 내정개혁의 전반적 흐름속에서 조선정부의 새로운 공문서제도의 형성과정을 개관한바, 즉 ㉠ ‘공문서제도의 전반적 변화양상’과 관련해서는 ‘공문서제도의 이원화’, ‘정부 부처별 독립적인공문서 관리제도의 시행’, ‘공문서의 표준화’라는 특징을 중심으로, ㉡ ‘공문서 관리기구의 정비’와 관련해서는 ‘총무국(總務局) 체제에서 관방(官房) 체제로의 이행및 그 정착과정’에 초점을 맞추어 소개하였다. ② 상기한바 공문서제도의 변화양상과 맞물리며 새롭게 등장한 ‘공문서제도의 운영원리’에 대해서는 당시 제정·공포된 다양한 ‘공문서 관련 운영법규’를 소개하는 동시에, 이를 토대로 그 ‘구체적인 운영절차’를 나름대로 재구성해 보았다. 한편, 갑오개혁기에 형성·운영되었던 새로운 공문서제도, 보다 일반적으로 당시의 전반적인 내정개혁의 성과는 나름의 중요한 역사적 의미를 함축하는바, 즉 ① 전통과의 ‘단절’과 ‘연속’이라는 이중적 성격을 동시에 내포하였던 점, ② ‘개혁적 흐름의 비가역성’이 이후의 시기를 통해서도 기본적으로 관철되었던 점이 바로 그것이다. In this paper, I take a general view of and analyze the formative process and the concrete contents of the Korean government’s official document system during the Gabo Reformation (甲午改革: The Reformation in 1894) period in the context of the birth of Korean modern official document system, with the recognition that the official document system of a state is one of the most important material instruments for mediation, realization and exercise of public power. The main arguments in this paper are as follows: ① The then Korean government, having offered itself to its constituency on the platforms of ‘the duality of official document system’, ‘the enforcement of independent official document management system operated by the government agencies concerned’ and ‘the standardization of official document’, forwarded a series of legislative actions in order to actualize those platforms very enthusiastically. ② The then Korean government contrived several legislative actions for the establishment and the reorganization of some new government agencies which were to manage the then government’s official documents, especially for ‘the system of the secretariat’. ③ Finally, the then Korean government forwarded a series of legislative actions in order to enact and to enforce some new managerial principles of official document system. ④ Finally, the then Korean government’s new official document system and generally speaking, the results of the then overall reform of the Korean administrative structure implied important historical meanings. That is, ⓐ at a glance, they involved some contradictory character, one side of which was ‘the discontinuation of tradition’ and the other side of which was ‘the continuation of tradition’. ⓑ From that time on, the new official document system was actually carried out as a sort of immutable law in spite of the incessant instability of political situations at that time.

        A Machine-Learning Based Approach for Extracting Logical Structure of a Styled Document

        A styled document is a document that contains diverse decorating functions such as different font, colors, tables and images generally authored in a word processor (e.g., MS-WORD, Open Office). Compared to a plain-text document, a styled document enables a human to easily recognize a logical structure such as section, subsection and contents of a document. However, it is difficult for a computer to recognize the structure if a writer does not explicitly specify a type of an element by using the styling functions of a word processor. It is one of the obstacles to enhance document version management systems because they currently manage the document with a file as a unit, not the document elements as a management unit. This paper proposes a machine learning based approach to analyzing the logical structure of a styled document composing of sections, subsections and contents. We first suggest a feature vector for characterizing document elements from a styled document, composing of eight features such as font size, indentation and period, each of which is a frequently discovered item in a styled document. Then, we trained machine learning classifiers such as Random Forest and Support Vector Machine using the suggested feature vector. The trained classifiers are used to automatically identify logical structure of a styled document. Our experiment obtained 92.78% of precision and 94.02% of recall for analyzing the logical structure of 50 styled documents.

        조선소 WPS/PQR 관리 DB시스템 개발에 관한 연구

        WPS/PQR is the essential documents for shipbuilding welding. WPS is the document containing the information related to welding procedure and PQR is the record of approval for welding procedure. Both documents should be approved by the ship owners and the classification societies. It is very important to manage these documents because the welding procedure using these documents could not be carried out before they are approved. Database is an useful tool to manage these documents. It can manage a number of documents and show the processing status of WPS/PQR documents. In this study, all documents related to WPS/PQR documents were investigated and analyzed in the viewpoint of DB. An appropriate DB system was designed for WPS/PQR and the related documents on the basis of CBD methodology. The DB system could make WPS/PQR documents easily and shortly. The grasp of the processing status of WPS/ PQR could help the good management of fabrication schedule in shipbuilding.

        정부 공문서관리 신구(新舊) 규정에 관한 비교 연구

        정부의 공문서 작성 및 관리규칙들은 대내외적인 사무환경의 변화, 특히 정보기술의 획기적인 발전과 급속한 확산에 따른 변화에 맞추어 끊임없이 변화해 가고 있다. 그러나 정부 공문서관리 규정들의 주기적인 변화에도 불구하고 신구(新舊) 규정의 정확한 내용, 변경된 규정 간의 상호관계, 규정상의 문제점 및 개선점 등에 관한 연구는 전무하다. 본 연구는 정부의 사무관리 규정 및 시행규칙에 규정된 공문서관리 관련 규정들에 대한 비교론적 관점에서의 분석ㆍ고찰을 통해 양 규정에 대한 명확한 실무적 이해를 갖도록 함으로써 비서 및 사무관리자들의 문서작성 및 관리능력을 제고시키고자 함을 목적으로 하고 있다. 아울러 신 규정에서 나타나고 있는 일부 실무론상의 문제점 및 개선책을 제시함으로써 이들 규정들이 보다 명확하고 통일성있는 문서의 작성 및 관리와 관련한 가이드라인으로서 역할을 할 수 있게 함도 목표로 하고 있다. 분석결과 신구 규정간에는 공문서의 작성 및 관리방법에 있어 많은 중요한 차이점들이 발견되고 있다. 또한 신 규정들 중에는 규정이 의도한 바를 명확히 설명하고 있지 못하는 조항들도 발견되고 있어 그에 대한 개선책이 요구됨도 밝혀지고 있다. 본 연구는 비서학의 중요 분야 문서관리 분야의 이론 전개 및 발전에 기여할 수 있고, 현장에서의 문서작성 및 관리에 관한 실제적인 지침을 제공함으로써 문서사무관리와 관련한 실무적 기여를 할 수 있을 것이며, 또한 정부의 향후 공문서관리 관련 규정 입안시 참고자료로 활용될 수 있을 것이다. Document writing and management skills are very important to those engaged in secretarial and administrative work. Rules and regulations for the official document management of Korean government have been using as a manual for writing and managing official documents in both public and private organizations. This study is aimed at achieving two major goals through the comparative study on old and new rules and regulations for the official document management of Korean government. The first one is to improve secretaries' and managers' document writing and managing abilities by helping them have complete understanding about the .significant changes in new rules and regulations. The second is related to enable new rules and regulations to be served as a more evident and efficient manual or a guideline for writing and managing documents by finding out some of the problems as wells as suggesting solutions. Through this study many significant changes have been found in relation to writing and managing official documents in new rules and regulations. In addition, this paper has found that new rules and regulations have some vague articles and they need to be more clearly stipulated.
