        2종 항만배후단지 입지시설의 법적 성격과 개발 활성화를 위한 개선방안

        Through the complete revision of the Port Act in 2020, a new regulation has been established that prohibits the rental of port facilities in principle if the port facilities built by private investors do not belong to the state and are owned by the private sector, and the transfer of the port facilities for ten years after creation unless there are special reasons such as inheritance. With the introduction of this regulation, the development of port facilities by private investors has faced a major crisis. This has a greater impact on the revitalization of the second-class port hinterland where facilities for general business, commerce, and residence are located to support the port’s function than those of the first-class port hinterland, which perform original logistics roles. However, for facilities in and around the second-class port hinterland to be subject to the new regulation, it must be premised that those are port facilities, and there have been disagreements within the Ministry of Oceans and Fisheries as to whether they correspond to port facilities. As a result of requesting legal interpretation from the Ministry of Government Legislation, it was suggested that the facilities located in the second-class port hinterland correspond to port facilities. The opinion of the Ministry of Government Legislation is questionable, however, in its validity considering the legislative purpose of the second-class port hinterland. Therefore, this study examines the meaning, function, and future development plans for the port hinterland, and highlights problems in the interpretation by the Ministry through interviews with experts in the subject matter, literary interpretations of related regulations, and research on the legislative purpose. According to the history of the revision of the Port Act, it is clear that the facilities in the second-class port hinterland do not correspond to port facilities. Furthermore, this study proposes legislative improvement plans to address the problem caused by uncertainty in the legal character of the facilities.

        평택항 항만배후단지 활성화를 위한 입주기업 지원방안

        본 연구는 평택항 항만배후단지의 기능 및 역할 재정비를 통해 항만배후단지 관리운영의 효율성 증대와 기능 고도화를 꾀하고 입주기업의 경영활성화를 위한 지원방안을 마련하는 것을 목적으로 하였다. 평택항 항만배후단지 적용 실행 가능 사업들을 도출하면 다음과 같다. 먼저, 입주기업 경영 협의회를 활성화할 필요가 있으며. 항만배후단지 입주시 부가가치가 높은 PDI, PIO 기업들에 가점 등을 부여할 필요가 있다. 또한 관련 분야 채용박람회 개최와 상시적 인력수요에 대한 채용프로그램 도입으로 신규인력 수요에 적극 대응해야 하며 다양한 배후교통망 확보로 배후단지 근로자 접근성 제고가 필요하다. 마지막으로 유치산업(업종)과 연계한 임대료 인하 방안을 검토할 필요가 있으며 항만배후단지에 대한 국가 및 지자체의 지원체계를 명확히 해야할 것이다. The purpose of this study was to improve the efficiency of management and operation of the port hinterland by rearranging the functions and roles of the port hinterland in Pyeongtaek Port, and to prepare a support plan for the management vitalization of the tenant companies. The following are possible businesses that can be applied to the port hinterland of Pyeongtaek Port. First, it is necessary to activate the tenant company management council and When entering into the port hinterland, it is necessary to give additional advantages to PDI and PIO companies with high added value. In addition, Port authority needs to actively respond to the demand for new personnel by holding a recruitment fair in related fields and introducing a recruitment program for the regular demand for manpower, and to enhance the accessibility of workers in the hinterland by securing various hinterland transportation networks. Lastly, it needs to clarify the support system of the government and local governments for the port hinterland.

        항만공사체제하의 고객만족 연구

        본 논문에서는 컨테이너 터미널을 중심으로 부산항의 고객만족요인을 항만공사가 통제 가능한 요인으로 선정하고, 서비스만족요인이 항만시설과 비용에서 고객지원 서비스나 마케팅활동과 같은 요인으로 변화되고 있음을 밝히고, 이에 따른 전략적인 시사점을 제공하는 것을 목적으로 하였다. 선행연구를 통하여 고객만족과 서비스 품질의 관계를 정리하고, 부산항의 주요 고객인 선사와 터미널운영사를 중심으로 고객만족 조사를 실시한 결과, 고객만족요인에 대한 중요도 측정에서 상위 5개 요소는 예정된 시간의 입출항, 하역생산성, 위기관리능력, 고충처리에 대한 대응, 하역요율 등의 순으로 나타났다. 만족도 측정에서 하위 5개 요소는 하역요율이 가장 낮고, 그다음으로 항만요율, 항만관련 유관기관들의 협력, 터미널 운영사의 실적에 다른 볼륨 할인, 위기관리 능력 순으로 조사되었다. 전반적인 만족도는 리커트 7점 척도에 4.62로 나와 보통 수준을 조금 넘는 것으로 나타났다. 고객만족의 측정요인을 항만시설과 항만비용, 마케팅활동 및 고객지원서비스로 설정하고, 그 하부요인에 20개를 설정하여, 구조방정식으로 검증한 결과 설문지와 연구모형이 전반적으로 부합되는 것으로 나타났다. 또한 가설검증의 결과에 따르면 항만시설이나 항만비용이 마케팅활동과 고객지원서비스와 비교하여 고객만족에 영향을 미치지 않는 것으로 나타났다. 그러므로 항만당국은 고객만족에 대한 만족도와 중요도 조사 결과와 고객만족에 영향을 미치는 서비스 요인을 중심으로 새로운 전략을 설립해야 할 필요가 있다. The purpose of this paper is to clarify the movement of customer satisfaction factor of port like marketing and customer support factors and set up new strategy for customer satisfaction with the factors of control by Port Authority. It was researched to Terminal operation and shipping companies of main clients of Container Terminals of Busan Port. The Score of customer satisfaction is 4.62, it is almost average score to consider Likert Scale 7 for Research measurement. For Customer satisfaction measurement score, the factor is named Port Facility, Port Cost, Marketing Activity and Customer Support with 20 elements. It is verified suitable model by Structural Equation Method. It is effect customer satisfaction by Marketing Activity and Customer Support factor instead of Port Facility and Port Cost. So Port Authority has to plan new strategy for customer satisfaction to consider its effect factors.

        제주도 물류체계 개선을 위한 지원제도에 관한 연구

        본 연구에서는 2014년 4월 인천-제주간을 운항하던 화객선 사고 이후 더욱 악화된 제주-내륙간 물류체계 현황을 파악하여 연근해 운송 활성화 지원을 통해 물류비 및 탄소 발생 저감을 기본방향으로 하고 있는 경인항의 발전 전략을 도출하고자 하였다. 연구방법으로서 제주도 소재의 제조, 도소매 및 물류기업을 대상으로 제주도 반출입 물류현황 및 애로사항 등의 일반현황과 제주-내륙간 물류비 절감을 위한 지원제도의 중요도 우선순위를 조사하고 DEA CK 모형을 활용하여 분석하였다. 제주-내룩간 물류비용 절감, 즉 연안해운 활성화 지원제도에 있어 물류서비스 공급자와 이용자간에 중요도 우선순위에 있어 인식의 차이가 발생한 항목들을 분석하였다. 제주도내 제조 및 도소매 업체는 선박현대화 지원제도 확대 항목에 대해 1순위(내항화물선면세유 공급 5순위)로 도출된 반면, 선사 및 운송업체 등 물류기업은 해당 지원제도에 대한 제약으로 실직적인 혜택의 체감이 낮아 가장 낮은 6순위(내항화물선 면세유공급 1순위)를 보였다. The Gyeong-In Ara Waterway is the first canal in the Korea. The construction began in 2009 and was completed in 2011. The waterway commenced operations in 2012. K-water, which is the Korea water resources corporation in Korea, carried out the project. There are three important functions such as flood prevention, freight transport and a recreational waterfront. The waterway was constructed with a length of 18km, a mean width of 80m and the water depth of 6.3m. There are two ports. Both are located at the end of the waterway. One side is the West Sea and the other side is the Seoul (the capital of South Korea). Each port is composed of a wharf and a port logistics complex. Despite Korean government``s effort to shift the transport mode from road to coastal shipping including modal shift subsidy scheme, its effect has not been demonstrated yet. This study aims to present the development strategy of Gyeongin Port with reducing of logistics costs and carbon emissions taken as the basic direction by the support to vitalize short sea shipping, by understanding the present of logistics system between Jeju Island and the mainland, which has been aggravated since the marine accident of the car ferry that carried passengers between Incheon and Jeju in April 2014. This study analyzed the present status and issues of import-export cargo throughput and the priority for the support system designed to reduce logistics cost between Jeju Island and the mainland, and conducted in-depth analysis using the DEA CK model the focusing manufacturers, wholesalers, retailers and logistics firms (including shipping company) in Jeju island. As a result of this study, we have revealed that significant differences in awareness of the order of priority in support system to cut logistics costs between Jeju Island and the mainland, or to vitalize coastal shipping were found in extended support to modernize ships and to supply tax-free oil for coastal shipping company. While manufacturing and retail/wholesale companies in Jeju-do island were ranked 1st (5th in supplying tax-free oil to inbound cargo ship) in the category of expanded support for vessel modernization program, logistics companies such as vessel carrier and transportation companies, due to restriction on the support program, received low benefits in real, thus being ranked 6th, the lowest rank (1st in supplying tax-free oil to inbound cargo ship). In conclusion, in order to enhance distribution system in Jeju-do Island, it is necessary to aggressively expand programs to stimulate coastal shipping. Also, problems in distribution system from Jejudo-island and Seoul metropolitan area should be solved using growth strategy linked to Gyeongin port. The main limitations of this study include that countermeasure in substantial industry that utilized these findings could be weakened. Because, government policies such as financial support or tax-free for coastal shipping company have been reduced recently by welfare funding, but the application of the government support for activating the coastal shipping and improvement logistics system in Island are needed aggressive efforts by government.

        워터프론트 개발 영향에 따른 지역주민의 해양관광지 특성화 매력도 인식과 관광개발 지지도 간 관계 고찰- 집단효능감 조절효과 -

        The purposes of this study were to (1) identify impact factors of port waterfront development in inducing resident's perception of identity attractiveness as marine tourism destination, (2) investigate the relationship between resident's perception of identity attractiveness as marine tourism destination and tourism development supports, and (3) test the moderating role of collective efficacy. The survey was conducted by distributing the questionnaires to the residents who live in Pusan in Korea and 297 responses were used for data analysis. Results from structural equation modeling analysis indicate that (1) four of five impact factors(positive economic impact, positive social & cultural impact, negative economic impact, negative social & cultural impact, and negative environmental impact) have significant effects on resident's perception of identity attractiveness as marine tourism destination except positive economic impact, and (2) resident's perception of identity attractiveness influences on tourism development supports significantly. Also, collective efficacy plays a moderating role between resident's perception of identity attractiveness as marine tourism destination and tourism development supports. Theoretical and practical implications were presented and further research was provided in this study.

        1930년대 「남조선철도(주)」의 경영사 연구

        이 연구는 여수항을 기점으로 여광선(여수-광주)을 부설하고 운영했던 조선 최초의 선차(船車)연대형 사철회사 남조선철도(주)의 사업과 경영의 전체상을 실증 분석했다. 종래 식민지기 조선 사철 연구는 일본 투자가층과 식민정부와의 경제관계를 분석한 경제사 연구, 조선사설철도보조법의 성립·운용·성과를 분석한 산업정책사 연구, 사철 부설에 따른 해당 지역의 사회경제적 변화를 주목한 지역사 및 문화사 연구가 있다. 하지만, 이들 연구는 사철회사의 자본논리와 지역사회 및 식민권력과의 경제관계를 경시했다. 이 연구는 종래 연구의 이론적 확장과 실증적 보완을 목적으로 남조선철도(주)와 지역사회 및 식민권력과의 경제적 의존관계와 상호작용을 실증 분석했다. This study empirically analyzed the overall business and management of South Korea Railway Co., Ltd., South Korea's first private chain railway company that built and operated Yeogwang Line(Yeosu-Gwangju) starting from Yeosu Port. Conventional colonial Korean private railway research includes economic history studies that analyze the economic relationship between Japanese investors and the colonial government, policy history studies that analyze the establishment, operation, and performance of the Civilian Railway Support Act, and regional history and cultural history studies that focus on the socio-economic changes in the region in relation to the construction of private railways. However, these studies neglected the logic of capital of private railway companies and their economic relationship with local communities and colonial powers. This study empirically analyzed the economic dependence and interaction among South Chosen Railway Company Ltd., local communities, and colonial powers with the objective of expanding the theoretical basis and empirically complementing the previous research.

        해상풍력단지 지원항만 여건 분석 및 평가에 관한 연구 - 경상남도 항만을 중심으로-

        해상풍력발전은 대표적인 재생에너지이며 급속히 성장하고 있는 산업으로 정부는 2030년까지 17.7GW로 확대할 계획을 추진하고 있다. 경상남도의 경우에도 욕지도에 461.9MW 규모의 해상풍력발전이 추진중이며, 향후 1GW 규모 이상으로 추가 확대될 것으로 예상되고 있다. 이에 따라 해상풍력발전 기자재의 보관, 조립, 운송, 설치 등의 기능을 지원하는 지원항만은 해상풍력단지 개발사업의 원활한 진행과 경제성 확보에 중요한 역할을 할 것으로 예상된다. 본 연구는 선행연구와 주요국 사례를 바탕으로 해상풍력 지원항만의 평가 기준을 마련하여 욕지도 해상풍력단지와 연계한 경상남도 소재 항만의 여건을 분석하고 평가해 보고자 하였다. 평가 기준으로 해상풍력단지와의 거리, 입출항 제약, 항행수역, 어업권 요인, 부대비용, 안벽길이, 수심, 항만부지, 부두하중, 타 화물 간섭, 민원과 관련산업 집적으로 세분화하였다. 이후 경상남도 항만 중에서 통영항, 삼천포항, 고현항, 마산항, 진해항을 선정하여 평가하였다. 연구 결과로 해상풍력단지와의 거리, 입출항 제약, 어업권 요인 등은 통영항이 우수하였으나, 안벽길이, 수심, 항만부지 등 다른 평가 기준에서는 대체적으로 삼천포항, 마산항, 진해항이 우수한 것으로 평가되었다. 본 연구는 지속적으로 증가하는 해상풍력단지 개발사업과 연계하여 공공기관, 풍력사업자 및 정책입안자가 지원항만 선정에 필요한 사항을 평가하는 기본 자료로 활용될 수 있을 것으로 기대한다. Offshore wind power is a representative renewable energy source and a rapidly growing industry. In Gyeongsangnam-do, offshore wind farms of 461.9MW are being pushed for in the Yokji island and are expected to expand further to over 1GW in the future. Accordingly, ports supporting the storage, assembly, transportation, and installation of offshore wind power equipment are expected to play an important role in the smooth progress of the offshore wind farm development project. Based on previous research and cases in major countries, this study prepared criteria for assessment of ports supporting offshore wind farmsand evaluated ports in Gyeongsangnam-do, which are linked to Yokji island offshore wind farms. The assessment criteria have been subdivided into distance from the offshore wind farm, port entry and exit restrictions, navigational areas, fishery rights factors, additional costs, berth length, depth of berth, size of the port yard, port berth bearing pressure, interference with other cargo, a civil appeal, and relevant industrial aggregation. The ports of Tongyeong, Samcheonpo, Kohyun, Masan, and Jinhae in Gyeongsangnam-do were selected and evaluated. As a result, the port of Tongyoung was superior in terms of distance from the Yokji island offshore wind farm. The ports of Samcheonpo, Masan, and Jinhae were evaluated as excellent in other criteria such as berth length, depth of berth, and so on. This study is expected to be used as a source of basic data for offshore wind power companies and policymakers to select and evaluate the supporting ports of offshore wind farms.

        유지보수 지원항만 최적 입지 선정 모형 개발

        As the importance of eco-friendly energy increases worldwide, the demand for offshore wind power is gradually increasing, and accordingly, the importance of offshore wind power support port complexes is also increasing. However, compared to onshore wind power, the maintenance cost of offshore wind power is relatively high. For efficient power generation operation, a support port that can stably support maintenance is required. In this study, we propose a hydraulic model for selecting the optimal location for a maintenance support port that supports maintenance work among offshore wind power support port complexes. To solve the problem, Mixed Integer Linear Programming is introduced, and various port characteristics and meteorological requirements are reflected to enhance the realism of the model. It is expected that the results of this study will be able to suggest strategies suitable for the situation when developing large-scale offshore wind farms in Korea.

        KORA 프로그램을 활용한 벤젠 누출사고 피해영향범위에 관한 연구

        Benzene is a class 4 hazardous material according to the Act on the Safety Control of Hazardous Substances. This studyqualitatively evaluated the damage size of a “toxic” accident and “pool fire” accidents based on benzene in a virtualscenario of a fire and leakage accident during unloading at a port facility. The KORA program was used as an evaluationmethod, which is supported as a universal program by the National Institute of Chemical Safety. The range of damageeffects of a benzene-induced fire and leakage accident was predicted. In the case of toxic damage range, the accident’sdamage effect range for the “worst case scenario” was reduced by up to 5.11% with a decrease in the size of the leakagehole. In the case of the leakage time, the damage effect range increased to 145.12% with a 10 min leakage time comparedto that of a 5 min leakage time and went up to 20 min (212.29%) with a 20 min leakage time. In the case ofpool-fire-induced damage, the damage effect range by radiant heat in the “worst case scenario” was 228.8 m in radius fromthe center of the handling facility. In the “alternative scenario,” the damage effect range by radiant heat was reduced byup to 8.26% compared to that in the “worst case scenario” since the size of the leakage hole was decreased by reducingthe cross-sectional area of the pipe. 본 연구에서는 위험물안전관리법상 제4류 위험물에 해당하는 벤젠을 대상 물질로 선정하여 항만시설의 하역 과정에서 화재 및 누출사고가 발생하는 경우 가상의 시나리오를 통해 “독성(Toxic)”과 “액면화재(Pool fire)”에 대한 피해규모를 정량적으로 평가하고자 하였다. 평가방법은 국내 화학물질안전원에서 범용프로그램으로 지원하는 KORA 프로그램을 활용하였으며, 벤젠의 화재 및 누출사고에 대한 피해영향 범위를 예측한 결과 독성으로 인한 피해 범위의경우 누출공의 크기가 감소함에 따라 “최악의 사고시나리오” 대비 사고 피해영향 범위가 최대 5.11%까지 감소하는것을 확인할 수 있었으며, 누출시간에 대한 피해영향 범위의 경우 누출시간 5 min 대비 10 min에서 145.12% 증가하였으며 20 min에서는 212.29%로 증가하였다. 또한, 액면화재로 인한 피해의 경우 “최악의 사고시나리오”에서 복사열에 의한 피해영향 범위는 취급시설을 중심으로 반경 228.8 m로 나타났으며, “대안의 사고시나리오”의 경우 복사열에의한 피해영향 범위는 누출공의 크기가 배관 단면적이 감소함에 따라 “최악의 사고시나리오” 대비 사고 피해영향범위가 최대 8.26%까지 감소하는 것을 확인할 수 있었다.
