사례관리 중심의 복지서비스 전달체계의 성과에 대한 관련 집단의 인식연구

최근 사례관리 중심의 복지서비스 전달체계가 주목받는 상황에서 지자체 차원에서는 예산이나 사업규모가 가장 큰 경기도의 무한돌봄센터를 주목할 필요가 있다. 이에 통합성, 효율성, 전문성과 효과성을 중심으로 무한돌봄센터 내부의 종사자, 협력기관의 인식을 살펴봄으로서 향후 사례관리 중심의 복지서비스 전달체계 개편의 기초자료를 제공하고자 한다. 분석결과 첫째, 무한돌봄센터가 대상자에 대한 전문적 서비스 제공에 일정정도 성과가 있음을 알 수 있다. 둘째, 효율성 보다는 효과성, 통합성을 보다 긍정적으로 평가하고 있는 것으로 나타났다. 셋째, 사례관리를 중심으로 하고 있는 네트워크 조직이다 보니 무한돌봄센터 내부 종사자와 무한돌봄센터와 관련 맺는 협력기관의 인식에서 차이가 나타났다. 이에 무한돌봄센터와 읍·면·동, 통합조사팀, 서비스연계팀과의 업무조정 및 조직개편에 대한 고려가 필요하다. 또한 민간협력기관들과 자원배분 및 사례관리 업무조정이 필요하다. The purpose of this research is to analyze the effectiveness of the case management centered welfare services delivery system from the cognition of the employees for Moohan care center at Gyeonggido. At the first of the results, comprehensive and special welfare services are achieved. Second, it shows effectiveness more than efficiency. Third, the perception gap is shown differently between Moohan care center employees and networking welfare agencies. Therefore, Considering the reorganization and modification in tasks that requires for Moohan care center, an offices at local and welfare services Depts. Also, modification in tasks that division of resources and case management centered welfare service delivery system required with networking welfare agencies.

남양주 희망케어센터와 경기도 무한돌봄센터의 사회복지전달체계로서의 적절성 비교

확대되고 있는 사회복지급여와 서비스가 국민의 욕구에 맞추어 적절하게 전달되지 못하고 있는 문제가 오랫동안 공공복지전달체계의 과제로 남아있었다. 이를 해결하기 위해 여러 번 공공복지전달체계의 개편이 시도되었고 그동안 지자체 현장에서도 다양한 공공복지전달체계 개편 모형들이 시행되었다. 본 논문은 희망복지지원단의 모체라고 볼 수있는 남양주 희망케어센터와 경기도 무한돌봄센터의 적절성을 비교하고자 하였다. 각 센터의 내부종사자와 외부 협력기관의 사회복지전문가들을 대상으로 희망케어센터와 무한 돌봄센터의 적절성을 실행구조와 성과측면에서 평가하였다. 희망케어센터가 외부 협력기관 사회복지전문가들로부터 무한돌봄센터보다 대부분의 적절성 문항에서 높은 평가를 받고 있었으나 내부종사자들로부터는 자원개발, 접근성향상, 네트워킹의 필요성에 대한 인식 등에서 높은 평가를 받았다. 이 결과로부터 남양주 희망케어센터처럼 일반행정기관으로부터 독립된 조직에서 권역별로 접근성을 높이면서 자원개발과 서비스연계, 사회복지전문사례관리에 민관이 협력하여 집중하는 체제가 향후 공공복지전달체계 개편방향에 주는 시사점을 얻을 수 있다. Inadequate delivery of the increasing social welfare benefits and services on behalf of the people`s needs has been the unsolved problem for the public social welfare delivery system for a long time. Several different pilot projects have been attempted at the level of central government and various social werlfare delivery models were newly implemented at the level of local government in order to solve the problem. This paper tries to compare adequacy of the “Hope Care Centers” in Namyangjoo Si and the “Unlimited Care Centers” in GyeongGi Do as social welfare delivery systems. Adequacy of these delivery systems was evaluated at the two different levels-operating structure and performance outcomeby the workers in the two centers and the social welfare professionals working in the other social welfare organizations in the same local areas. The “Hope Care Centers” received better evaluation than the “Unlimited Care Centers” on the most of the questions for adequacy evaluation from the social welfare professionals working in the other social welfare organizations. They also received better evaluation on the questions about resource development, accessibility and necessity of networking from the workers in the two centers. The results suggest that we need to develop the social welfare delivery system which is independent from the public administration office, is more accessible to people by setting up the frontline offices at the more local levels than county level, and provides collaborative work environment between the public and non public workers for case management, resource development and service linkage.

자원네트워크 활성화를 위한 지역사회자원 연계개발 및 활용방안: 지역사회복지기관의 사회적 자본을 중심으로

The purpose of this study is to enable a resource for the network in conjunction with the community to develop the resources. To achieve the purpose, form a national network of practices(Gyeong-gi infinite care centers and community councils) were examined. Results, policy proposals are as follows:First, a public-private integration reconcile diversity is needed. Second, it is important to ensure the stability of the manpower for Gyeong-gi infinite care centers and Local community councils. Third, the infinite care centers and social welfare council is important to reset the relationship. Fourth, we are worried about the problem of integration and employment services is needed. Fifth, we are linked to the National Pension Service and National Health Insurance Service, and need to be organized.
