        환경과 공생하는 항만의 형성

        Over recent decades maritime accidents are among the environmental disasters that have resulted in most social alarm. These disasters have included spills involving hydrocarbons, toxic substances and shipwrecks. Sea transport may be globally considered as one of the most environmentally innocuous forms of transport. Port policy has a strategic nature, and the construction of large ports is either carried out by state initiative or is state-controlled in the majority of countries. However, the ports operation is usually subject to the highest competitive market rules. From the environmental point of view, sea ports can be the source of considerable impacts both on marine and land habitats. Due to their special features, sea ports are very complex systems with a wide range of environmental issues: releases to water, air and soil, waste production, noise, and dredging amongst others. An essential point of an environmental management system is the identification of the significant environmental aspects. The purpose of this paper is to contribute to the environment protection of maritime ports in Japan by studying the environment and ports.

        Outlook for North Korean Economic Reform and Marketization

        In North Korea, there are some sectors in which non-national or unplanned production prevails, but it can hardly be said that marketization is institutionalized. In that sense, the North Korean economy is neither a planned economy nor a market economy. Although real marketization has not started in full in North Korea, “marketization from the bottom” has brought centrifugal forces to the system of government in North Korea, which used to be unified under the supreme leader and the Korean Workers’ Party. Considering the industry structure of North Korea, the stable supply of consumer goods depends primarily on agricultural production, light industry production and growth in imports. Rehabilitation and growth of heavy industry require more investment by both domestic and foreign sources. In order for North Korea to foster sound economic development, marketoriented policies, not merely the introduction of some competitive aspects, are needed. This requires both spontaneous motivation in North Korea and support from the outside world at the same time. A healthier economic condition is one important factor in enabling North Korea to maintain a comparatively stable political administration in the post-Kim Jong-il era.

      • Experimental study of PID auto-tuning for unsymmetrical processes

        The advent of relay auto-tuning of PID controllers got rid of previous troublesome tuning procedure. However, PID control performance didn"t change so much since the tuning rule was the same as the Ziegler and Nicholsthat only use ultimate gain and ultimate period. In this paper, we propose new tuning rule especially for an unsymmetrical process. The experimental test result showed proposed rule achieved less overshoot and quicker disturbance recovery than conventional tuning rule.

        친환경항만과 내진부두정비

        항만은 해상운송과 육상운송 그리고 국내운송을 연결하는 연결점으로서 국내외의 화물유통을 원만히 실현시키는 항만물류의 거점역할을 수행하고 있다. 항만이 지진으로 인해 재해를 입는 경우, 항만시설에 대한 대규모 손해가 사회 및 경제에 미치는 영향은 매우 크다. 동시에 재해발생 후의 복구ㆍ구제활동에 대한 항만의 역할도 매우 크다. 따라서 부두의 내진강화 및 방재거점의 정비를 통해 지진에 강한 항만을 건설하는 것이 무엇보다 중요하다. 또한 자연환경의 보전ㆍ보호와 항만정비의 대립을 어떻게 완화시키고 또한 환경보전ㆍ보호를 도모하면서 경제발전의 진전과 개발을 촉진하고, 자연과의 공생을 가능하게 할 것인지 방책을 강구해 내는 것이 우리에게 주어진 과제이다. 그러므로 본 논문은 환경과 조화하고 공생하는 항만의 구축과 불가항력적인 재해, 특히 지진발생에 의한 재해에 대비한 항만정비는 어떻게 이루어져야 하는가에 대해 고찰한다. A port is kind of bridgehead connecting maritime transport, land transport and domestic transport and perform as a role of the center for distribution that achieves satisfactorily domestic and foreign distribution. If it is damaged by disaster such as earthquake, that will bring large-scale damages to port facilities so that impact on society and economy will be very large. At the same time, role of the port is very important to restore and reconstruct after such disaster. Therefore, it is more important than anything else that constructing a strongest earthquake-resistant port by reinforcing to withstand earthquakes and organizing base for prevention against disasters. In addition, it is a problem for us that how to alleviate conflicts between preservation and protection of natural environment and maintenance of port and also to find a solution to promote a progress and development of economic with preservation and protection of environment and enable to symbiosis with environment. Therefore, this paper is to study how to construct a port that is in harmony with the environment and maintain a port against irresistible natural disasters, especially caused by earthquakes.

        國際運送における港灣運送事業の役割と位置付け

        This theme aims to describe the birth of the port ana hurbor transport business operator, its progress and the role in the international transport,specially, as the physical' distributor.<br/> The port. and harbor is now much changing and requested to be opened for the citizens. Until now, the port and harbor has been closed to the public persons, because It is located as Bonded Area and looked as the dangerous place for hand ling cargos. But hereafter, it should be opened to the citizens as the resort and leasure land.<br/> In this area, the port and harbor transport business industry is located and handling much quantities of the foreign and domestic freights. As Its result, it is contributing to the economic development and progress or the citizen's life. The origin of port and harbor transport business industry is seen in Me dieval age(the Heian Era, 800 years ago). 1859 year, under the treaty concluded between Japan and America, Japan had opened five ports, such as ports of Yoko hama(kanagawa), Kobe(Hyogo), Hakodate, Niigata and Nagasaki to the foreign countries and Japanese merchants began the trade between the foreigners.<br/> With opening of the country, the marine transport business and warehouse business had been founded and wi th the development of these businesses, the port and harbor transport business had made its progress and specialized in handling freights wi thin the port and harbor.<br/> 1951 year, the Port and Harbor Transport Business Act has been enforced in order to assist the port transport business and keep the order of its business. The following businesses are established under this Act,<br/> (1) General Port and Harbor Transport Business<br/> (2) Port Cargos Band ling Business(Stevedoring and Longshoring)<br/> (3) Lightering Business Rafting Business<br/> (4) Rafting Business<br/> (5) Tallying Business<br/> (6) Surveying Business<br/> At the end of 1960 year, the types of International Transpot had changed and the combined transport systems have began. These systems are the transport by the container ship. In response to these movements, the port and harbor transport business has been en forced lo change his function of rnanagement.<br/> Nowadays, the import of the manufactured goods is very increasing and shows more than 50% of the import amount. Therefore. the port transport business should cope with this trend and new situation and is requested to deliver quickly and smoothly the imported goods to the consignors or consumers.<br/> So, he is required to do their functions as the physical distributor, not only as the port transport business operator.<br/> In the near future, he should do make his management in the new world outside of port and harbor.
