정부는 제6차 교통안전 기본계획 기간(2007-2011) 중 교통안전 선진국 수준에 도달하기 위해서는 교육이나 단속도 중요하지만 교통안전시설에 대한 지속적인 투자정책을 제안하고 있는 바, 현재 우리나라의 교통안전시설에 대한 투자정책을 체계적으로 분석하고 향후 개선방안을 모색해 볼 필요가 있다. 왜냐하면 우리나라는 교통안전 선진국 도달을 목표로 적극적인 교통안전대책이 필요한 시점임에도 2007년 말 교통안전정책에만 투자할 수 있는 자동차교통관리개선특별회계법이 폐지되는 등 국가의 교통안전 투자정책의 틀이 크게 바뀌었기 때문이다.

The present system of traffic management and operation is fragmented by the (national) police and local authorities, planning and establishing the traffic safety facilities are implemented by local governments, managing and operating traffic safety are implemented by the police authorities. So it proposes many difficulty and problems about inefficient and conflicts on implementation operation policy related and providing better traffic services. The government plans to introduce the municipal police system and related laws are proposed and debated in the parliament. According to the laws proposed, municipal police system is implemented voluntarily in the local government level. It also means the further improvement on the fulfillment of local democracy and decentralization of the centralized government power. The purpose of the study is to provide improved alternatives for the traffic safety and operation systems. It also study the case of the municipal police systems in some foreign countries and local government of Jeju Do in Korea. This study proposes the introduction of municipal police system in the level of regional governments. In addition, the establishment of between national police and local police, enhancing specialized human power in the field of traffic operation and management, government's financial support on local government for improving local transport police services.

In Korea, online-based advanced traffic enforcement equipment was installed and used with 32 units, but the number of units currently reaches 3,299 as of the end of October, 2008, by means of which a traffic accident is greatly reduced. When regulation violation behavior is found by means of advanced traffic enforcement equipment, almost violators are sentenced with negligence fine whereas the violators found by police officers are sentenced with a fine, which results in an unbalanced sentence to the same violators. The advanced traffic enforcement equipment is managed by means of a contracted company in order to promote the reliability of equipment, which has poor basis of law, as compared to a legal designation contract like in a central government organ. So a stable contracted management is impossible. It is an object of the present research to propose a method for improving a judicial and administrative management method with respect to a traffic regulation violation enforced by advanced traffic enforcement equipment and a method for improving a contracted management of the equipment based on search and descriptive researches. As a result of the present research, the traffic regulation violator improvements are proposing three methods: a simplified fine system, a vehicle owner penalty score system, and a simplified negligence fine system. In these systems, a vehicle owner penalty score system is most preferred since it can be applied instantly when examining its theoretical basis and actual practice. In a contracted system method, it is needed to make the basis of such system in the road traffic law for a short term measure, and it is needed to add some regulations in a legal definition and installation management basis of advanced enforcement equipment for a long term measure.

전통적인 볶음방법으로 제조되고 있는 둥굴레차의 볶음공정을 개선하고자 가압볶음장치를 이용하여 둥굴레차의 관능적 품질을 최적화하였다. 수용성 고형분 함량은 볶음압력 0.85㎏_f/㎠, 볶음시간 13.9분에서 그 함량이 63.16%로서 가장 높게 나타났다. 관능적 특성에 대한 볶음압력과 볶음시간의 최적 조건은 색상 0.87㎏_f/㎠, 9.2분, 단맛 0.89㎏_f/㎠, 9.7분, 탄맛 0.72㎏_f/㎠, 5.4분, 구수한맛 0.89㎏_f/㎠, 9.9분, 뒷맛 0.87㎏_f/㎠, 9.3분, 향미 0.89㎏_f/㎠, 10.0분, 그리고 전반적인 기호도 0.88㎏_f/㎠, 9.6분이었다. 이상과 같이 각각의 볶음조건에 따른 둥굴레차의 관능적 품질특성을 종합하여 superimposed contour map을 작성하여 최적 조건을 예측한 결과 볶음압력 0.83~0.88㎏_f/㎠, 볶음시간 9.7~10.4분이었다. This work was designed to determine the optimum roasting conditions with application of a pressure roaster for improving the roasting process of the Polygonatum sibiricum tea which has been roasting with a traditional method. Soluble solid content of the Polygonatum cibiricum tea was 63.16% in the tea roasted at 0.85㎏_f/㎠(roasting pressure) and 13.9min(roasting time) which were maximum point by the ridge analysis. The optimum conditions predicted for each corresponding sensory properties of the Polygonatum cibiricum tea were 0.87㎏_f/㎠ and 9.2min in color, 0.89㎏_f/㎠ and 9.7min in sweet, 0.72㎏_f/㎠ and 5.4min in burnt flavor, 0.89㎏_f/㎠ and 9.9min in appetizing flavor, 0.87㎏_f/㎠ and 9.3min in aftertaste, 0.89㎏_f/㎠ and 10.0min in aroma, and 0.88㎏_f/㎠ and 9.6min in overall acceptability of the tea. The optimum conditions based on the soluble solid content and all sensory properties of the Polygonatum cibiricum tea, were 0.83~0.88㎏_f/㎠ and 9.7~10.4min.
