The transitional justice policies employed in Timor-Leste are among the most multifaceted and comprehensive ever attempted. However, what these mechanisms have collectively accomplished has not been adequately evaluated. The long-term effectiveness of transitional justice should be judged in terms of the multidimensional relationships between the many policies and programs relevant to redressing the legacy of the past. The impunity of those most responsible for human rights violations casts a sizable shadow over the transitional justice efforts; however, analysis of the establishment of the Chega! National Centre (CNC) shows that the gradual development of transitional justice in Timor-Leste has broken through a structural bottleneck. This is due to persistent calls for transitional justice from civil society and the slow but steady implementation of relevant programs.
Landau Level Tomography, Valley Chern Number, Nernst Effect in Moiré Superlattices

Incommensurately stacked two-dimensional atomic layers, which is known as moiré superlattices, provide unique opportunity to study many exotic phenomena such as Hofstadter’s butterfly [1, 2], superconductivity and strongly correlated phase [3]. In this talk, we will first show the theoretical analysis of the Landau level tomography, obtained by a nanoscale on-tip scanning superconducting quantum interference device [SQUID-on-tip, Fig. 1(a)], of magic-angle twisted bilayer graphene. The results enabled us to map the local variation of the interlayer twist angle with precision better than 0.002°, and show that the correlated states are fragile with respect to the twist angle disorder [4]. We will also discuss the Landau level and Hofstadter spectrum of twisted double bilayer graphene, and show that two different arrangements, AB-AB and AB-BA, which differ in relative orientation but have very similar band structures in the absence of a magnetic field exhibit completely different energy spectrum [Fig. 1(b)] due to the difference between the valley Chern numbers [5]. Finally, we will discuss the magneto thermoelectric effects in graphene on hexagonal boron nitride, and show the magnetic-field induced valley splitting with an effective g-factor of about 130, which is attributed to the emergence of an orbital magnetic moment at the van Hove singularity [Fig. 1(c)] [6].

A laser sheet digital imaging system was developed to visualize and characterize aviation fuel sprays through the use of a highresolutioncamera and a pulsed laser. Image processing and particle image velocimetry (PIV) were employed to investigate the spraydevelopment process during an individual injection pulse. The experimental setup of the visualization system and the results of sprayanalysis were presented at both macroscopic and microscopic scales. Experiments were conducted with low line pressure (i.e., less than 5bar) in still air through short injection pulses. The variation in spray velocity distribution was observed by producing spray PIV at severalstages of the injection pulse period. A long-range microscope was utilized to provide a close-up view of the micro-droplets, which are 5-100 μm in diameter. Velocity vector fields of the small droplets were produced by applying micro-PIV tracking technique and acquiringa large number of double-exposure shadowgraph images for several test points.
