Recently the ordinances of the Conciliation Committee of Distribution Disputes have been enacted and revised throughout the country. The purposes of the ordinances are to establish and operate the Conciliation Committee of Distribution Dispute. But several problems have been found in the ordinances of the Conciliation Committee of Distribution Disputes. These are the appointment of the chairman of the Conciliation Committee of Distribution Disputes, appointment of the acting chairman of the committee, consolidation of the requests of conciliation, challenge of the committee member. Also, the conciliator must keep in mind the several consideration when the Conciliation Committee of Distribution Disputes render the conciliation. These are the mutual survival between large distributer and small and medium distributer, care of consumer in the region, the growth and development of regional economy.

이 연구의 목적은 스페인의 협동조합 연합체인 몬드라곤 그룹(Mondragon Corporacion Cooperativa)의 사례를 통하여 기업의 사회적 책임활동(corporate social responsibility)을 근로자에 대한 효과적 인적자원관리제도의 하나인 고성과 작업 시스템(high performance work system)의 측면에서 고찰하는 데에 있다. 기업은 일회적인 영리추구활동을 전개한다기보다는 사회 속에서 지속적으로 경제활동을 해야 한다는 측면에서 기업의 사회적 책임 활동의 중요성을 생각해 볼 수 있다. 기업은 사회 속에서 일반대중과 지속적인 상호작용을 통하여 생존하고 있고, 더불어 일반대중의 삶에 중대한 영향을 미치는 사회구성체로 간주되기 때문에 자신의 역할에 부합하는 사회적 책임을 수행하도록 요구되고 있다. 본 연구에서는 스페인 몬드라곤 그룹의 근로자들에 대한 책임활동 부분에 대하여 논의하고 있는데, 근로자들이 안정된 삶과 근로의욕을 높이는 방안에 대한 몬드라곤 그룹의 노력이 서술되고 있다. 몬드라곤 그룹은 종업원 경영참여(Participation), 임금평등(wage compression), 고용안정(employment security), 교육훈련(training and skill development) 등을 기반으로 하여 근로자들을 관리하고 있는데, 이러한 노력에서 최근 인사관리 분야의 연구중 ``고성과 작업 시스템 (high performance work system)``과 부합하는 측면을 보이고 있다. 따라서 여기서는 기업의 사회적 책임을 통하여 기업의 근로자 관리 측면에서의 효율성이 높아질 수 있다는 점을 중심으로 연구가 이루어지고 있다. This study attempts to examine the common factors between firms` efforts to perform ``corporate social responsibility (CSR)`` activities (especially activities for the benefits of their employees) and ``high performance work systems`` through the case of the Mondragon Corporation Cooperatives. Firms can be regarded as one of the social formation and thus they have to perform duties which are assigned to the firm. Firms can survive with the help of other members in the society. Therefore, firms have to conduct the ethical and socially desirable behaviors which have positive effects on other members of the society. This study shows the CSR activities conducted by the Mondragon Corporacion Cooperativa. Employees at the Mondragon usually show high level of morale and satisfaction toward their firm based on the CSR activities performed by their firm because the firm assures the employment security, gives employees opportunities to take part in the decision-making process, and performs some other HR practices which have positive effects on employee attitudes and behaviors. These HR practices can be considered as the part of the high performance work systems. Accordingly, this study attempts to show the concomitant features between corporate social responsibility activities and high performance work systems and argues that firms can increase the level of the efficiency in managing their human resources when they perform the corporate social responsibility activities.
‘인사제도-성과’ 간의 관계에서 고성과 작업시스템 효과성 지각의 조절효과

The research in the field of SHRM(strategic human resource management) argues the human capital in the firm can be regarded as one of the sources for competitive advantages of a firm and tries to find out ways to increase motivation and job skills of employees and to improve the firm performance. Although there are many empirical studies on the association between human resource management practices and firm performance, only a few research focus on the internal process in which this association takes place. This study attempts to find out the moderating role of the effectiveness of human resource management practices in the relationship between high performance work systems and financial performance (return on asset) and non-financial performance (job satisfaction of employees). The results in this study show that there are positive associations between HR practices and financial/non-financial performance of a firm and the level of strength of these associations can be higher when firms effectively administer their HR practices.
남,북한 신차원 경제협력의 기본원칙과 공동수익방안에 관한 연구

20 years through the Inter-Korean cooperation program. Recently, South and North Korea relation encounters the new situation according as the impediment of exchanges of the South and the North is removed after a peaceful resolution of the North Korean Nuclear Issue is promoted and also the North-U.S.A. relation changes hopefully. While South-North Exchanges depended on political theory mainly in the past, the improvement of South-North Exchanges require depend on economic theory mainly in future. Also, the private enterprise and the economic organization such as KITA, KCCI, KFSB and FKI had better play a major role instead of the government in general. Accordingly, the best proposal is to develop the new business model for the profit of both the South and North namely, the common profit business model for the revitalization of economy, the expansion of interchange frequency, and the economic growth. In addition, it`s desired that the private level promotes the common profit business type as the South -North Cooperation basically according to the economic principle and cost mind. Furthermore, the business management environment should be reformed such as a settlement of account system which is the premise of common profit business type.

In recent years, the function of customs has been changed, especially the revenue effect(function) has been reduced in Korea gradually. On the other hand, the safety of national life and the national security is more important at the present day. For the more, the importance of the preservation of public security is growing rapidly. Accordingly, the direction of customs policy must be inclined to as follows: First, the mind of the relatives relating to customs must be changed according to the change of customs environment in the concept of customs. Especially the mind of public officer of customs service and the customs brokers must be changed at first. Second, the Korean title of the Customs Service Office and the system must be studied seriously according to the change of the function and the change of the customs environment. Third, the flexible tariff system such as anti-dumping duty and countervailing duty must be used flexibly in the appropriate time. Forth, the function of investigation and observation must be stressed more than before in the era of the FTA. Fifth, the analysis function of international trade goods must be stressed and modernized more than before. Sixth, the international customs cooperation system must be organized for the customs information more tightly and friendly.

This study was designed to find out the relationship between types in leisure activities and college satisfaction of university students. The main purpose of this study was to examine the effects of the type in leisure activity, namely cultural & mass communication activities, social & hobbies activities and sports & outdoor actiities, on subordinative of college satisfaction such as social life, recognition, compensation, educational, environmental satisfaction. The major findings obtained from this study could be summarized as followings ' Participation in sports & outdoor activities of leisure activity of university students had significantly influences on college student satisfaction rather than that of others such as mass communication & hobbies, cultural & sacial activities of leisure activity of university students. According, there results supported the conclusion that participation in leisure activities such sports & outdoor activities increased the level of college student satisfaction, which improved 'quality of life' of university students.
참여 증진형 인사제도와 종업원 태도 간의 관계에 대한 다수준분석

인사제도가 기업의 성과로 연결되는 과정에서 주요한 매개변수로 연구되고 있는 종업원들의 태도는 그동안 자료의 한계로 인하여 대부분 조직수준에서 회귀분석을 통하여 연구되고 있다. 본 연구에서는 위계적 선형모형(hierarchical linear modeling)으로 다수준분석(multi-level analysis)을 실시하여 변수 간의 관계 추정에 있어서 정확성을 높였다. 또한 본 연구에서는 인사제도가 종업원들의 태도로 이어지는 과정에서의 또 하나의 Black box라 할 수 있는 ‘인사제 도의 효과성에 대한 종업원들의 지각’을 매개변수로 살펴보았다. 연구 결과에서는, 효과적으로 운영된 참여 증진형 인사제도는 종업원의 직무에 대한 만족도 지각으로 이어지고 있었으며, 이 과정은 해당 인사제도에 대한 종업원들의 지각에 의해 매개되고 있음을 보여주고 있다. 이러한 결과를 바탕으로 연구의 시사점, 한계, 향후 연구과제 등에 대하여 논하고 있다. One of the theoretically and empirically grounded black boxes in the HR practice and firm performance link is employee' attitudes such as job satisfaction and committment. However, most studies were conducted with the regression analysis at the organizational level because of the limitation of the data set. This study was conducted with the HCCP (human capital corporate panel) data and used HLM (hierarchical linear modeling)analysis, which made it possible to estimate more accurate relationship between variables that were measured from two different levels. In addition, this study attempted to open a new black box in the relationship between HR practices and employee attitudes. That is, this study examined the mediation effect of employees' perception on the effectiveness of HR practices in the HR practices-employee attitudes link. The result shows that effectively administered HR practices(participationenhancing HR practices) have a positive effect on the employees' perception on those practices, and this leads to increase the level of job satisfaction. And the result also shows the mediation effect of the employees' perception on the HR practice in the HR-attitude link.

본 연구는 유통물류합리화사업 자금이 제대로 지원되고 있는지를 지원성과의 평가와 동자금과 관련된 쟁점들을 정리하여 정책 추진의 효과성을 입증하고 자금 지원에 있어서의 지원방향과 개선방안을 제시하는데 목적을 두고 있다. 최적 규모로 자원을 배분받지 못하고 있는 유통물류부문에 시장실패를 보전하고 외부경제효과를 거두기 위해서는 정책수단으로서 정책금융이 중요하다는 점을 밝히면서 조사 결과를 바탕으로 합리화자금에 대한 지원성과가 높아 기업의 경영개선효과가 뚜렷했고 높은 고객만족도로 정책집행도 효율적이어서 정책 추진이 효과적임을 발견하였다. 그동안 재래시장이나 소상인과 같은 부문의 지원 자금에 대한 정책적 접근은 일부 있었으나 본 연구는 유통물류합리화사업 자금에 대해 처음으로 정책 추진의 효과성을 평가하였고 이를 바탕으로 지원방향과 개선방안을 정책적으로 제시하였다는데 연구 기여가 있다고 본다. 연구 결과로서 합리화자금이 어떠한 방향으로 지원해야 정책 목표 달성을 높이고 수요자의 니즈에 적합한지를 제시하였다. 이와 함께 지원되고 있는 사업구조를 조정해야 하는 개별 사유를 밝혔으며 운영과정 상에서 개선되어야 할 사항들을 제시하였다. The present study is to propose a policy evaluation and recommendations on the policy fund for rationalizing of the distribution and logistic industry. In this study, we include the several survey results which the financial support program increase the performance of the recipient firms. And this study finds the policy aims will be accomplished by the policy funds for rationalizing the distribution and logistic sector. The analysis implies that there are to change the structure of the funds supported fields and revise the process and system of the policy funds. Therefore this study recommends some suggestions to the policy funds support process and support conditions.
