        지방대도시 이면도로(裏面道路)의 정비와 활용방안 : 광주시 도심지를 중심으로 The Case of Kwangju's CBD

        The study is intended to examine the current situations and problems of local streets on the case of Kwangju's CBD, and to identify the improvement plan of the local streets in it. With the growing population and car ownership came with the rapid increase in travel demands since the late 1980s. Coupled with the lack of adequate arterial streets and motorists scurrying from one place to another, this created the chronic traffic congestion in arterial streets. For alleviating traffic congestion in it, urban transport policy has concentrated primarily on the reconstruction and expansion of arterial streets to increase capacity and traffic flow. The expansion of arterial road capa-city in Kwangju has also become progressively more costly due to the increasingly low amount of available road spaces and the spiralling land values. This approach has some limitations for practical implementation in Kwangju City, because of the massive investments, high construction costs, and enormous compensations. The chief function of local streets is to provide access to land, and mainly to residential land. These streets carry light volumesrarely more than 1,000 vehicles per dayand should be laid out so as to discourage through traffic. Traffic problems in local streets can frequently attributed to the spillover effect and illegal parking on nearby arterials. The share of local streets (which are less than 12m in width) accounted for 57.0% of the total road network of Kwangju based on its length in 1992. Today, local streets problems in Kwangju are very important and a sensitive social issue. The problems to be perceived include prevalent illegal parking, inefficient traffic flows. increased traffic accidents, chronic traffic congestion. Therefore, it is very necessary to maintain and improve the local streets for reducing congestion and delay by facilitating movement in a-nd through an existing street network. Physical maintenance improvements include reallocation of local streets space, traffic safety improvements, speed bumps, increasing linkages in streets, bicycle lanes. Improvements in the traffic system management side are involved in oneway streets, priority treatments on streets, curb parking managements. pedestrian zones (malls).

        대도시 공동주택의 주차문제와 개선방안 : 서울시의 사례

        This study explores the development of parking tactics for improving parking problems in apartment estates of the Seoul Metropolitan City(SMC). This study is aimed to review a basic theory of apartment parking, to analyze the parking facilities and behaviour, and to present the parking tactics for improving the parking problems in Seoul's apartment estates. This study was conducted by the analysis of secondary data and a content analysis of the research reports and papers. Parking is an essential and integral part of urban transportation as well as a major urban land use. The parking problem in SMC resulted from rapid increase in car ownership, inadequate parking facilities, and lacking road networks. Today, the parking problem in Seoul has become an integral part of the transport problems as well as a social issue for Seoul Metropolitan Government to solve urgently. The population of Seoul increased at an annual average growth rate of 1.7% during the 1982∼1993 period. The total number of private car ownership increased rapidly at an annual average rate of 21.3% during the same period. The parking demand will increase continuously in the future. Parking requirements in apartment estates are related to each dwelling units in Seoul ; one space per 75㎡ for apartments below 85 m floor area, one space per 85㎡ for apartments above 85㎡ floor area. In Seoul, the parking demand of general units shows 0.81 spaces per unit and the 88.9% of parking supply. About 51.1% of the inhabitants in apartment estates parked their private cars at the parking area. Around 42.4% of the residents there indicated that the parking conditions were inconvenient. The parking situation in Seoul's apartment estates is deteriorating, with the consequence that parking problems, especially of transportation, attracted considerable popular attention in the 1990s. Especially, the parking problem in apartment estates stems from insufficient parking facilities, and has negative consequences : traffic congestion, traffic accidents, pedestrian safety, and quality of life environment. The significant parking tactics are associated with reserved parking lots for each dwelling unit, designated parking lots for short-term visitors, establishment of parking facility funds, joint use of parking facilities, residential parking permit programs, and regulations on curb parking in institutional and managerial perspectives. Parking tactics in the parking supply side are involved in improvement on parking requirements for apartments, separating parking lots from apartments for sale, improved circulations and parking lot sites, construction of apartment's parking lots, increasing parking layout efficiency, and construction of public parking facilities.

        Surface Plasmon Resonance Imaging Analysis of Hexahistidine-tagged Protein on the Gold Thin Film Coated with a Calix Crown Derivative

        A surface plasmon resonance (SPR) imaging system was constructed and used to detect the hexahistidine-ubiquitin-tagged human parathyroid hormone fragment (His6-Ub-hPTHF(1-34)) expressed in Escherichia coli. The hexahistidine-specific antibody was immobilized on a thin gold film coated with ProLinkerTM B, a novel calixcrown derivative with a bifunctional coupling property that permits efficient immobilization of capture proteins on solid matrices. The soluble and insoluble fractions of an E. coli cell lysate were spotted onto the antibody-coated gold chip, which was then washed with buffer (pH 7.4) solution and dried. SPR imaging measurements were carried out to detect the expressed His6-Ub-hPTHF(1-34). There was no discernible protein image in the uninduced cell lysate, indicating that non-specific binding of contaminant proteins did not occur on the gold chip surface. It is expected that the approach used here to detect affinity-tagged recombinant proteins using an SPR imaging technique could be used as a powerful tool for the analyses of a number of proteins in a high-throughput mode.

        우리나라는 2004년 4월 고속철도 개통을 통한 통행시간 단축이라는 공간거리의 장벽이 무너지면서, 국토공간이 일체화되어 가고 있다. 또한 고속철도 연계지역은 대부분이 반나절 생활권이 가능하여 지역간 교류 및 지역경제 활성화에 기여할 것으로 예상됨으로 고속철도가 정차하는 역과 그 주변지역의 활용방안이 관심사가 되고 있다. 이제 고속철도 정차역은 교통의 결절점을 넘어서 하나의 중요한 산업문화교류의 장소이며, 지역사회의 중심역할까지도 담당하기에 이르렀다.

        Direction of Traffic Safety Promotion by Changing Driver Behavior in a Metropolitan City: The Case of Gwangju Metropolitan City (GMC)

        This paper focuses on the behavioral traffic safety policy in GMC, Korea. The purpose of this study is to analyze the causes and actual conditions of RTA and to suggest important traffic safety policy directions by means of changes in driver behaviors in GMC. This study consists of the introduction, basic theory of RTA and driver behavior, condition and problems of RTA in GMC, and behavioral traffic safety policy in GMC. This paper was mainly conducted by a literature review of existing research and an analysis of statistical data. In GMC, the total number of vehicle registrations has rapidly increased as a result of increases in personal income and socioeconomic activities, increased leisure activities, and motorization. Above 95% of the causes of RTA are related to human factors, and a social climate that does not obey the traffic regulations has become a serious social problem in GMC. Traffic offenses by drivers or risky driving behavior is a significant cause of RTA. The main problems of RTA are identified as risky driving, unsafe following distance, traffic signal violation, and traffic offence at crossing. The problems are also associated with bad driving behaviors, including not stopping at a pedestrian crossing, using a cell-phone while driving, ignoring a traffic signal, drunken driving, and not using turn signals. The important traffic safety policy directions consist of sustainable publicity programme, driving test and training requirements, and strengthened enforcement. This study serves as a basis for future research on the theoretical foundation of driver behavior and the development of behavioral traffic safety policy.

        Religious Ethical Practice for the Reduction of Road Traffic Accidents (RTA) in Korea- Focusing on Christian Ethics -

        The purpose of this study is to analyze the causes and actual conditions of RTA and to present Christian ethical practice to reduce RTA in terms of education and enforcement. Above 90% of the causes of these traffic accidents are related to human factors, and a social climate that does not obey the traffic regulations has become a serious social problem in Korea. The main problems of RTA are lack of awareness of traffic laws, weakened traffic law compliance, weakened traffic law enforcement and punishment of violations, unsafe and reckless driving behavior, traffic congestion and induced social costs, thoughtless and selfish driving behavior, and lack of social traffic order. In order to solve these traffic problems, Koreans and Korean Christians should prepare various solutions based on Christian ethics. The Christian ethical practices in educational aspects include movement for establishment of traffic culture of driver organizations, traffic order activity of transport sector Christian workers, proliferation of Christian public transportation movement, and safe driving education and public relations system. The Christian ethical practices in terms of enforcement consist of Christian's traffic law compliance behavior, raising observant awareness of traffic laws among Christians, strengthening prosecution of traffic violators, and transformation of citizens' illegal driving consciousness. This study will contribute to the culture of life and social responsibility of Christians in order to reduce severe traffic accidents in Korea, a practicing Christian life, observance of the mission of stewardship, and the social contribution of the Christian community.
