순서형 로지스틱 회귀분석을 활용한 대구지역 플랫폼종사자의 집단조직화 영향요인 연구

새로운 고용형태로서 플랫폼노동의 확산과 함께 플랫폼종사자의 조직화 필요성에 대한 관심도 높아지고 있다. 플랫폼종사자의 노동자성이 쟁점으로 부각됨에 따라, 집단조직화 방안 역시 다양한 형태로 제시되고 있다. 이 글에서는 플랫폼종사자의 집단조직화 모형을 크게 노동자성 인정 여부에 따라 노동조합으로의 조직화와 협동조합으로의 집단화로 구분하고, 각각의 집단조직화 모형에 영향을 미치는 요인을 분석한다. 대구지역 플랫폼종사자 중 특히 쟁점이 되고 있는 배달플랫폼종사자에 대한 실태조사 자료를 바탕으로 협동조합 및 노동조합으로의 집단조직화에 대한 노동자의 인식과 이러한 노동자의 인식에 영향을 미치고 있는 주요 영향요인을 순서형 로지스틱 회귀분석을 통해 살펴보았다. 분석결과, 협동조합화 모형에 대해서는 기혼 고학력 상대적 고소득집단일수록 협동조합의 필요성 인식이 높게 나타나고 있는 것으로 분석된 반면, 노조조직화 모형에 있어서는 기혼이면서 주업으로 플랫폼노동을 수행하는 상대적 고소득집단이지만 일자리에 대한 만족도가 낮을수록 노동조합 가입의사가 높은 것으로 나타나고 있다

Based on the recent theoretical discussion in the field of employment and labor, we analyze and evaluate the employment and labor policies of Daegu Metropolitan City. From an individual worker's point of view, the field of employment and labor policy is divided into three categories: jobs, labor protection, and employment and labor governance. The key issues were identified using survey data on local employment and labor policy officers and expert groups. Daegu Metropolitan City's employment and labor policies can be summarized as industrial policy-oriented employment policies and exclusion of labor policies. In order to narrow the gap between issues in the local community and the policy implemented by Daegu Metropolitan City, regional employment policies should be set as an independent area separated from industrial policies. It can be said that a policy shift is required. The policy tasks should include a new governance for discovering the local employment and labor agenda. An intermediate support organization should be established to supplement the policy delivery system in the employment and labor field, 지역단위 고용노동정책의 필요성에 대한 인식이 높아짐에 따라, 광역지자체를 중심으로 고용노동정책에 대한 관심과 정책적 대응을 모색하는 움직임도 나타나고 있다. 최근의 이론적 논의와 고용노동 영역에서의 정책적 지역화를 바탕으로 대구광역시의 고용노동정책을 분석하고 평가한다. 이 글은 노동자 개인의 관점에서 고용노동정책의 영역을 일자리와 노동보호, 고용노동거버넌스의 세 가지로 구분하여 대구광역시의 고용노동정책과 관련된 핵심적 쟁점을 분석한다. 쟁점의 도출은 지역 내 고용노동정책 담당자 및 전문가집단에 대한 조사자료를 활용하여 이루어졌다. 대구광역시의 고용노동정책은 산업정책 중심적 고용정책과 노동정책의 배제 등으로 요약될 수 있다. 지역 사회 내 고용노동 관련 현안과 대구광역시가 실시하고 있는 고용노동정책 사이의 괴리를 좁히기 위해서는 개별적인 사업이나 제도의 도입보다는 전략적으로 지역차원에서 지역고용정책을 산업정책과 구분되는 독립적 영역으로 설정하는 정책적 전환이 요구된다고 할 수 있다. 정책적 전환을 위한 정책과제로는 지역 내 고용노동 의제를 발굴하고, 이를 정책화할 수 있는 고용노동 거버넌스의 재정비, 고용노동영역에서 정책의 전달체계를 보완해줄 수 있는 중간지원조직의 구축, 마지막으로 이를 위한 조례 및 기본계획 수립 등의 제도적 지원 등이 지역차원에서 중요한 것으로 나타나고 있다.

The traditional role of the police was focused on simply bringing to justice those who break the law by arresting, detaining or summoning them and, working with prosecutors, bringing them before the court of law. This kind of reactive policing paradigm has been challenged because it actually could not effectively reduce the crime and solve the underlying problems. Community Policing and Problem-oriented Policing have been widely adopted on the globe as new paradigms of policing and the police are now more aware of community participation and trying to work positively together with the local people in seeking solutions to the conflicts, disorder and underlying crime problems that are destroying their daily lives. In this context, Restorative Justice comes in and its adoption of restorative justice within policing seems to foster a more community-focused and problem-oriented policing. In Korea, the adoption of Restorative Justice is very narrowly focused on prosecutors phase of criminal justice procedure, and in the early stage of justice involvement, especially in the police intervention stage, there are few systematic restorative measures to implement. That is because the police have very little power in criminal justice procedures and also have very limited police discretion in the field. As a result, studies on the way of adopting Restorative Policing theories and practices to the Korean police were few. This study examines the way to adopt Restorative Policing paradigm in Korea. First, I analysed the current Restorative Justice practices in Korea and examine how the other leading countries are implementing the new paradigm. Then, I will propose some ways to adopt the Restorative Policing in the Korean Police Force. 회복적 사법 이념의 경찰단계 구현 방안에 대한 대부분의 기존 연구들이 형사사법절차와의 연계 하에서의 방안에 초점을 두고 있으나, 미약한 경찰 재량권과 부족한 법적 근거로 인해 실질적인 구현 방안 제시에 한계를 드러내고 있다. 해외에서 회복적 사법의 이념과 실천에 기초한 경찰활동의 철학 또는 원칙들로서의 회복적 경찰활동이 경찰활동에 대한 새로운 패러다임으로 자리 잡고 있는 실정에 비추어, 우리나라에서도 회복적 사법 또는 회복적 정의의 실현을 좀 더 폭넓게 경찰활동의 패러다임 변화로 접근할 필요가 있다. 우리나라의 회복적 사법 적용 상황과 해외의 회복적 경찰 제도화 사례를 바탕으로 하여, 범죄 발생 이전 단계에서의 분쟁․갈등 해결을 통한 범죄 예방활동과 범죄 이후 경찰단계 회복적 종결의 확대 및 범죄피해자에 대한 권리보장 강화 등을 통한 우리나라에서의 회복적 경찰활동 도입 방안을 살펴보았다.

1. Objectives The purpose of this case is to report that Soeumin patient diagnosed as Grave's disease was treated with Palmulgunja-tang and antithyroid drugs in combination. 2. Methods From April 7, 2010 to June 30, 2010, we treated him with Palmulgunja-tang and antithyroid drugs. We took his weight, pulse and checked visual analog scale(VAS) to evaluate the symptoms of Grave's disease. 3. Results After treatment, this patient's thyroid function test were improved faster than with western medicine treatment only in 2009. The symptoms also were improved. 4. Conclusions This case study showed an efficient results by giving Sasang Constitutional treatment in treatment of Grave's disease.
