과학기술정보 유통정책 효율화를 위한 납본제도 개선연구

국가경쟁력의 핵심기반인 과학기술정보 유통체제를 효율적으로 구축하기 위해서는 국가에서 발생되는 중요 과학기술정보가 체계적이고 종합적으로 수집 관리 및 유통될 수 있는 제도를 정비하는 것이 필요하다. 이 연구는 그 제도적 장치 중의 하나인 과학기술정보 납본제도에 관하여 현행 법령규정의 문제점을 분석하고 그 개선방안을 제시하였다. In order to effectively establish the national S&T information system that consists of essential element in national competitiveness, it is necessary to make institutional devices for systematically and comprehensively collecting, managing and distributing S&T information resources at the national level. This paper aims to seek for alternatives to improve the legal deposit system, one of the institutional devices, on the basis of reviewing the existing laws and regulations.

로드뷰에서 프라이버시 보호를 위한 모양변화에 강인한 자동차 번호판 검출기

본 논문에서는 실제 로드뷰영상에 적용될 수 있는 사이즈 블러링 시점 변화 회전 등에 강인한 새로운 번호판 검출 방법을 제안한다. 4단계의 케스케이드를 도입하여 오검출을 줄이고 공분산 기술자에 위치정보를 결합해 신경망에 적용시켰으며 마지막 스테이지에서는 HOG 기술자와 LDA를 사용해 주어진 영역의 번호판 여부를 판단하였다. 그 결과 극심한 변화가 존재하는 DB상에서 93.5%의 높은 검출율을 가지면서 8.3*10-7의 FPPW의 낮은 오검출율을 갖는 번호판 검출기를 만들 수 있었다.

남북 과학기술 기본법제 비교

최근 과학기술이 국가발전에서 차지하는 비중이 더욱 커짐에 따라 각 국가들은 그에 대한 정책과 관련제도를 한층 강화하고 있다. 남북한 역시 1990년대 후반부터 과학기술을 국가의 중요정책으로 취급하고, 이를 효율적으로 추진하기 위하여 과학기술 행정체계의 개편과 관련법령에 대한 정비를 지속적으로 시행하고 있다. 이 논문은 남북 과학기술정책의 제도적 기반이 되는 과학기술 기본법제의 운영 상황을 살펴봄으로써, 남북 과학기술 협력 활성화 및 향후의 관련법제의 통일화에 대비한 양 법제간의 정합 가능성을 탐색해 보는 것을 목적으로 하고 있다. 이를 위해 남북 헌법상의 과학기술 관련규정과 과학기술에 관한 총괄규범으로서 기능하는 남한의 과학기술기본법과 북한의 과학기술법에 대하여 그 규정체계와 내용을 개관하고 상호간의 유사점과 차이점을 비교분석하였다. Recently, according as the weight of science and technology in the national development has been more increased, each nation have consolidated policies and legal systems in the field of science and technology. South and north korea have also treated science and technology as an important matter, and have continuously conducted reorganization of administrative framework and related law and regulation since the latter of 1990's. This paper aims to present a useful reference materials in policy-making by investigating the current application state of the fundamental law of science and technology in south and north korea. For this purpose, after reviewing the structure and content not only of the provisions about science and technology in constitutional law but also the general law of science and technology in south and north korea, compare and analyze differences and similarities of them.

국가연구정보 비밀보호제도의 현황과 과제

National R&D information is the important knowledge assets that produced in the process of national R&D programs. Therefore, it should not only be opened and serviced to many people, but also be prevented from the technology outflow activities by the spy, etc. But, it is exposed that the existing protect system of national R&D secret information is not operated properly. This paper aims to analyse the problems of the system, and suggest the improvement ways of existing protect system of national R&D secret information. For the purpose, the legal system and contents of protecting the national R&D secret information is surveyed, and the status and problems of it are searched and analyzed. And finally, the improvement ways are suggested based on the result of survey and analyze. Especially, in the view point of the national R&D information should be opened and serviced totally, and at the same time should be managed properly for the use of research people.

공공기술 관리의 법적 규제

이 논문은 과학기술 영역에서의 행정규제 문제, 특히 과학기술행정의 중요수단인 국가연구개발사업 등으로 발생된 공공기술 관리에 관한 규제제도의 적정성 문제를 살펴보는 데 있다. 주요내용은 현행 규제제도가 법치주의 또는 규제법원리의 관점에서 적절하게 규정되어 있으며, 또한 해외사례와의 비교 및 제도운영상 개선할 점은 없는지에 대하여 체계적으로 파악해 보는데 중점을 두었다. 이를 위해 공공기술 관리 규제에 관한 법체계와 내용을 간략히 살펴본 다음, 현행 규제제도의 적정성 및 타당성을 규제의 입법형식, 규제의 내용, 규제 기준 및 규제위반에 대한 제재의 문제로 구분하여 분석ㆍ평가하였다. This paper aims to review the regulations in the field of science and technology administration, especially the legal regulations in the management of public technologies. For this purpose, after reviewing the legal system and contents of regulation, analyze and estimate the adequacy and validity of them. So that, in this paper it is layed emphasis on that whether the regulation system is proper in point of legalism or theory of regulation law, and the regulations are appropriate when comparing with that of foreign countries, and the improvement is necessary in operating regulation system itself.

국가연구개발 성과관리 법제 운영에 관한 소고

국가연구개발사업의 성과관리정책을 효율적으로 추진하기 위해서는 정책추진의 제도적 기반이 되는 관련 법령의 체계적인 정비와 함께, 정책의 효과적인 시행을 위한 실제적인 운영체계가 적절히 수립되고 집행되어야 한다. 본 논문은 그동안 국가연구개발 성과관리제도에 대한 법제적 측면에서의 분석과 검토가 미흡하다는 점에 착안하여, 국가연구개발 성과관리법제의 발전과정을 살펴보고, 현행 법령이 가지고 있는 미비점을 검토하여 그 개선방안을 제시함을 목표로 하고 있다. 현행 국가연구개발 성과관리제도는 국가과학기술정책의 기본방향을 규정한 「과학기술기본법」과 국가연구개발사업의 성과관리에 관한 세부적인 정책추진의 기본원칙과 방법을 규정한 「국가연구개발사업 등의 성과평가 및 성과관리에 관한 법률」에 따라 운영되고 있으나, 구체적인 사항은 「국가연구개발사업의 관리 등에 관한 규정」에 의하여 규율되는 법체계로 운영되고 있다. 그런데 현행 국가연구개발 성과관리제도는 그 제도운영법령, 성과관리 대상과 범위, 성과관리의 방법 및 내용에 있어서 발전적 개선이 필요한 것으로 평가된다. 즉, 관련 법령간의 정합성을 제고하고, 성과관리의 대상과 범위를 국가연구개발사업의 성과 전반으로 확대하며, 국가연구개발사업의 목표와 방향을 고려한 합리적인 성과관리가 될 수 있도록 그 내용과 방법을 개선하는 것이 필요하다. In order to accomplish the successful performance management of the national research and development programs, it is necessary to establish the legal system that provide a institutional foundation and to set up and practice the relative substantial operating system. This paper aims to study the problems and improvement measures of the Performance Management System in National R&D Programs. For this purpose, the development of legal system on the performance management in national R&D programs was surveyed, the problems in existing laws and ordinances on the performance management were analyzed, and lastly the improvement measures on the legal system of the performance management were suggested. The legal system of performance management is being composed of and managed with The Framework Act On Science And Technology that prescribed the national science and technology policy direction, and Act On The Performance Evaluation And Management Of National Research And Development Projects, Etc. that prescribed the basic policies of performance management process and methods, and Regulations On The Management, Etc. Of The National Research And Development Projects that prescribed the concrete methodologies on performance management. Results of the study, it is necessary that the performance management laws and ordinances need improvement of Compatibility, the object and range of performance management system extend more widely to the whole field of national R&D programs in principle, and the performance management process and methods improve reasonably considering the goal and direction of national R&D policy.

As a paradigm shift has occurred in R&D activities to data driven, it is very important matter to make national system for promoting the collecting, preservation, management and co-use the various kinds scientific data from the R&D activities. Korea have made national strategy to promote the management and utilization of scientific data, but detailed policy measures and system settings for concrete practicing are yet insufficient. Particularly, it is apprehended that scientific R&D results disappeared, and also it is difficult to support effectively data driven R&D activities, because of the absence in legal system for sharing and utilization of public scientific data in national R&D programs. Therefore, in this paper, the construction measures to make legal system efficiently that become institutional base for promoting the sharing and utilization of national scientific data are researched and presented. Especially, the policy direction and legal problems are reviewed and suggested to promote the management, sharing and co-use scientific data in national basis that come from national R&D projects.

비파괴 선별시스템을 위한 당도 추정 모델의 성능 비교

근적외선을 이용한 사과 선별시스템은 사과를 파괴하지 않고 신속하게 선별할 수 있기 때문에 근래 많은 사과 선별장에서 이용되고 있다. 그러나 선별장의 실측 환경을 고려한 사과 당도 추정 모델은 검토되고 있지 않는 실정이다 따라서 본 연구에서는 선별장의 사과 선별시스템에서 실측된 흡광도 데이터를 이용하여 다중 회귀 부분 최소제곱회귀 능형회귀 모델을 각각 설계하고 그 정밀도를 비교 평가한다.
