광역경제권의 경제변수 및 재정변수 사이의 인과관계 분석

This study is intended to analyze the causality of local economic and public finance variables in Integrated Metropolitan Areas of South Korea by using local macro data from 1987 to 2006. The Granger causality tests are performed by using Gross Regional Domestic Product(GRDP) as local income, Social Development Expenditure and Economic Development Expenditure as the local public expenditure, local tax, population and education variables. As a result, the economic characters are different among the integrated metropolitan areas. For instance, there is a significant feedback relationship between regional private capital and GRDP in Dongnam-area, whereas a feedback relationship between regional private labor and GRDP in Chungchung-area is found. In many areas, GRDP is considered as Granger-cause of local tax or local economic development expenditure, but local economic development expenditure is not considered as Granger-cause of GRDP. Drawing on this analysis, it is necessary to consider such differences among the integrated metropolitan areas in carrying out national development policies.

This study analyzes the efficiency of local public investment expenditures in Korea. Using Korean panel data for the period 1986-2005, the local product function was estimated. The estimation model was based on the annual data of mining and manufacturing value-added as the dependent variable. And the independent variables were the annual data of local capital, local labor and local public investment expenditures. Before the analysis began, a relatively new panel unit roots test and a panel cointegration test were performed. The estimation results showed that the coefficients of the local public investment expenditures of non-metropolitan areas have decreased in recent years. In this overall perspective, the local public investment expenditures of non-metropolitan areas in Korea are inefficient in recent years from the point of views of allocation and dynamic growth.
