        위험관리기반의 군수품 품질보증업무 변화를 위한 제언

        최근 들어 군수품에 대한 품질문제가 다양한 형태로 발생하면서, 품질보증업무를 수행하는 국방기술품질원의 위험관 리기반 프레임웍에 대한 변화의 필요성이 제기되고 있다. 본 논문에서는 먼저 위험관리관련 수행된 기존 연구들을 검토한 후, 현재 국방기술품질원과 위험관리기반 체제를 채택하고 있는 국내·외 기관 두 곳의 업무규정을 비교·분석하여 문제점 식별 및 개선점을 도출 하였다. 본 연구에서 제안하는 새로운 위험관리 프레임웍은 PDCA 프레임웍을 기반으로 눈에 보이는 관리 를 위해 Fishbone차트의 활용을 제안하였다. 또한 마인드맵 소프트웨어의 활용을 통해 군수품 위험관리 사례의 구현으로 실 제업무의 적용가능성을 검토해 보았다. Recently, Recently, many quality problems in military supplies are raised such as K-series weapons(K-2 tank, K-9 Self-propelled artillery and K-11 Armoured Car and etc.) quality issues, leaking combat shoe issue and so on. Existing one and only national quality assurance agency for military supplies, Defense Agency for Technology and Quality(DTaQ) adapted risk management based framework to perform the government quality assurance activities. However, risk framework established by DTaQ seems lack of objectivity, consistency and efficiency. In this research, we first reviewed the DTaQ’s regulations to identify the possible problems, and then suggested the alternatives which are based on advanced risk management framework and plan-do-check-action(PDCA) cycle. In conclusion, we suggested the new risk management framework, so called visual PDCA fishbone chart, and illustrated the use of the framework via real instance.

        수리적 모델링을 통한 강의실 배정문제 해법에 관한 연구

        최근 한국의 교육인구가 급격히 감소함에 따라 대학 환경에 많은 변화가 일어나고 있다. 특히 지역사회에 연계한 전문대학의 경우 다양한 교육의 변화, 즉 기존의 일률적인 2년제 학제에서 3년제로의 학제전환, 일학습병행제를 통한 근로자 학위 수여, 산업체 근로자 야간 위탁교육 등의 실시를 통해 위기에 대응하고 있다. 하지만 이러한 교육대상 및 내용의 변화는 한정된 강의실을 적절히 전공과목에 배정해야 하는 새로운 형태의 강의실 배정문제를 일으키고 있다. 본 논문에서는 강의실 배정을 위해 준수해야 하는 제약을 반드시 준수해야 하는 절대 제약과 가능한 준수 해야 하는 상대제약으로 구분하고, 이를 수리적으로 모델링 하여 최적화 소프트웨어를 통해 최적의 강의실 배정을 하였다. 절대제약에는 한 강의실에 2개 교반 이상 배정이 되면 안 되는 등과 같은 물리적인 제약들이며, 상대제약은 교수의 편의성을 고려한 강의 시수 배정 등과 같은 논리적인 제약이다. 결과는 만족스러웠으며 기존의 사람을 통한 강의실 배정보다 여러 가지 지표면에서(강의실 활용률과 교수 만족도) 월등한 결과를 얻을 수 있었다. Recently, as the education population of Korea has been rapidly declining, many changes have beentaking place in the university environment. Especially, community colleges linked to local communitieshaveresponded to these crises through various educational changes, such as three-year study transfers, work-parallelism, and employee commissioned education. However, such changes in the contents of education are causing a new type of classroom allocation problem, in which it is difficult to assign the limited number of classrooms to the major courses. In this paper, we classifiedthe constraints involved in assigning classrooms into absolute constraints and relative constraints, mathematically modeled them, and allocatedthe classrooms optimallythrough optimization software. The results were satisfactory and enabled us to obtain superior results in terms of thevarious performance indices (classroom utilization rate, teacher satisfaction, etc.) than when assigning classrooms in the normal way.

        군수품의 적정 품질보증형태 분류를 위한 제언

        군수품의 품질보증을 담당하는 국방기술품질원에서는 크게 4가지 형태로 군수품을 구분하여 품질보증 활동을 수행하고 있다. 이러한 군수품에 대한 품질보증형태 분류는 품질보증기관의 입장에서만 결정되었기에 다른 이해관계자라 할 수 있는 방위사업청, 제조업체 및 수요군에서 요구되는 분류 기준과 상이할 수 있다. 이에 본 논문에서는 군수품에 대한 효율적인 조달 및 생산, 품질보증을 위한 적정 군수품 품질보증 형태 분류 기준을 제시하고자 하였다. 이를 위해 군수품에 대한 정부 품질보증기관인 기품원 뿐만 아니라 정부 조달물자의 품질확인을 담당하는 한국조달연구원의 품목 분류제도에 대해 살펴보았다. 또한 방사청 등 계약 및 제조, 품질보증, 수요군 등 모든 관련기관 입장에서의 적절한 군수품 분류기준을 정의하고 분석하였으며, 현 기준에 따른 군수품 분류 데이터 현황을 파악하였다. 아울러 제시된 품질보증형태 분류 기준을 활용한 적용사례 역시 제시하였다. 끝으로 본 연구에서 제시된 품질보증 형태 분류 기준을 적용한 차등화된 정부 품질보증 활동을 통해 업무 효율성 개선을 통한 군수품 품질향상에 기여할 것으로 판단된다. Currently, the Defense Agency for Technology and Quality (DTaQ), which is responsible for the quality assurance of military supplies, divides munitions into four categories, in order to conduct its governmental quality assurance activities, including product examination, process review and system audit. However, these 4 categories may differ depending on the related organizations" (e.g. Defense Acquisition Program Administration, munitions manufacturing) military requirements. Therefore, in this study, appropriate classification criteria for munitions are suggested for the sake of the efficient procurement, production and quality assurance of military supplies. We investigated the item classification system of the Public Procurement Service, which is a similar organization to the DTaQ. We also compared the appropriate classification criteria with those of related organizations and identified the current status of munitions classification data according to the current standard. In addition, application samples are presented using the proposed quality assurance classification criteria. Finally, the classification criteria of military supplies proposed in this paper will contribute to improving the efficiency of government quality assurance activities.

        신규 지상무기체계 RAM 목표값 설정 방법론에 관한 연구

        The reliability, availability, and maintenance of RAM are measures that are continuously managed from the raising the requirements of the weapon system to disposal. Also, setting the appropriate target RAM value is important because it affects performance, development cost, and development period. Currently, ROK military uses OMS (Operation Mode Summary) to set the target RAM value, and this study aims to point out the limitations of such research methodology and suggest an alternative. First, we proposed to investigate the training time of several units, including units known to have the highest possible training intensity, as the mission and training conditions for each unit are different. After then, we tried to propose a more reliable value through estimation of the confidence interval. Finally, the results of applying this methodology to a new ground weapon system that is actually being developed are presented together.

        군수품 제품확인감사 기준정립을 위한 제언

        Purpose : Recently, many quality issues are aroused in military forces, such as failures in K-series weapons, combat uniforms` defects and 40mm ammunition explosion accident. To address these problems, Defense Agency for Technology and Quality(DTaQ) introduced new systems such as Manufacturing Readiness Assessment(MRA), Test Report Information System(TRIS) and so on. However, these activities require the human and time resources which cannot be increased in short period. In this paper, we suggest more practical and efficient product examination method. Methods : The most popular and widely used government`s quality assurance technique is a sampling method to examine the product. In this research, we first reviewed the DTaQ`s quality assurance regulation, then identified several possible problems and finally suggested more efficient and effective sampling plans. Results : We have suggested new sampling framework and evaluated its performance on two military supplies by comparing with other sampling method, and observed that the number of tested samples can be substantially reduced. Therefore, required quality assurance time can be saved. Conclusion : In this paper, we first reviewed the product examination frameworks of DTaQ, PPQMS and DCMA. Then we identified several possible problems which can cause the loss of objectivity and time. To handle these problems, we suggested the new product examination framework and tested the framework to verify the performance.

        전차부대 전투력 발휘가능지수 관점의 특기 할당에 관한 연구

        Currently, the crews of ROK(Republic of Korea) Army tank forces consists of commissioned officers, noncommissioned officers, and enlisted soldiers. The crew members are assigned the main and auxiliary specialties, and ROK Army is putting a lot of effort into improving the capability of crews" allocated specialties through the weekly training sessions. However, there are two problems in the current procedure of specialties allocation to crews: the first is that the allocation of specialty from the perspective of the unit"s combat power exertion is not considered, and the second is that the combination of main and auxiliary specialties should be considered for policy reasons. In this study, the combat power exertion index of the tank forces is first defined, and then mathematical model and heuristic algorithm are suggested to address the problem. Extensive computational results indicate that the algorithm can help the commander to make the better decision during war time situation.

        국방 품질보증 활동 강화를 위한 샘플링 방법 개선: 전투물자 및 탄약 분야 사례 위주

        Purpose: Recently, many quality issues are aroused in military forces, such as failures in K-series weapons, combat boots defects and 40mm ammunition explosion accident. To address these problems, the one and only government defense quality assurance agency, DTaQ (Defense Agency for Technology & Quality) tried to improve many quality assurance procedures and introduced new systems such as MRA (Manufacturing Readiness Assessment), TRA (Technology Readiness Assessment), and etc. However, as the amount of war supplies increasing every year, the resource (budget and manpower) for quality assurance is limited. Therefore, DTaQ had difficulty to handle the issue efficiently and effectively, and we propose the method to address this problem. Methods: The most popular quality assurance technique is a sampling method, in this research, we first review the many sampling techniques and compare the strength and weakness of each method, After then, we selected the most appropriate sampling techniques and applied the procedures in combat force support material and ammunition areas, Results: We can reduce the number of samples dramatically, thus the required amount of labor time and money can be saved. Also, the new sampling technique enforces the supplier to produce the product which meets the target value (desirable value). Lastly, since the new sampling method requires many numerical calculations, we developed a simple android OS smart-phone application which can be used easily in field.

        다구찌 손실함수 개념을 응용한 국방품질스코어 적용 가능성에 대한 연구: 군수품 사라ㅖ 위주

        Purpose: Recently. many quality issues are aroused in military forces. such as failures in K-series weapons, combat boots defects and 40mm ammunition explosion accident. To address these problems. this paper suggests to use so called. Defense Quality Score. which is based on Taguchi loss function and developed in this research. Methods: Current defense specification states only the minimum requirement to produce the military supplies. Therefore, it is not easy to indue the continuous quality improvement of the supplies. This research suggests to use the defense quality score which measures the current status of defense supplies` quality characteristics. Results: We applied the defense quality score concept mto the hot pepper sauce and long time stockpiled ammunition. We first categorize the quality characteristics into three categories, then assign the certain arnount of score based on the importance of the characteristics. Lastly. we applied the modified Taguchi loss function to calculate the achieved score of the characteristics. The perfect score is 100 and the closer to the score, the better product it indicates. Conclusions: In this research. we developed the modified Taguchi loss function to apply Into the korean defense supplies. The loss function is utilized to calculate the achieved level of satisfaction of the supplies based on the defense specifications. The application of defense quality score may help to stimulate the continuous quality improvement and encourage the good will quality competition among the military providers.

        몬테칼로 시뮬레이션 기반의 다수 지상 연성표적에 대한 최적 조준점 산출

        본 논문은 드론봇 전투체계를 운용하여 전투전단의 적 보병부대 위치정보를 수집하였을 시, 지휘관이 요구하는 적 부대 피해수준을 충족하면서 적 보병부대를 신속하고 정확하게 타격하기 위하여, 보유한 화력체계의 살상범위를 기초로 최적의 사격발수 및 조준점 위치를 실시간 자동으로 산출하는 인공지능 알고리즘 연구이다. 이를 위해, 100m×200m 크기의 야지 전장환경에서 증강된 소대급 규모의 적 보병부대를 임의로 전개 및 모의하고, 약 15m의 살상범위를 갖는 가상의 화력체계에 대한 모델링을 수행하였으며, 각개 적병사의 무피해/경상 및 중상/사망 등의 피해유형 및 임무수행 가능여부를 모의하기 위하여 연성표적의 피해효과에 적용되는 칼튼피해함수를 적용하고 전장의 불확실성을 모의하기 위하여 몬테칼로 시뮬레이션을 수행하였다. 또한, 지휘관 의도에 부합된 적부대의 피해수준을 달성하기 위하여, 반복적인 모의 및 비지도학습의 k-mean clustering 기법을 적용하여 최적의 사격발수 및 조준점 위치를 0.4초 이내로 산출하였다. 본 연구에서 제안하는 방법은 드론봇 전투체계를 운용하는 대대급 규모의 전투부대에서 '탐지-결심-타격' 의사결정시간의 단축에 기여할 것으로 판단된다. This paper presents a real-time autonomous computation of shot numbers and aiming points against multiple soft targets on grounds by applying an unsupervised learning, k-mean clustering and Monte carlo simulation. For this computation, a 100 × 200 square meters size of virtual battlefield is created where an augmented enemy infantry platoon unit attacks, defences, and is scatted, and a virtual weapon with a lethal range of 15m is modeled. In order to determine damage types of the enemy unit: no damage, light wound, heavy wound and death, Monte carlo simulation is performed to apply the Carlton damage function for the damage effect of the soft targets. In addition, in order to achieve the damage effectiveness of the enemy units in line with the commander's intention, the optimal shot numbers and aiming point locations are calculated in less than 0.4 seconds by applying the k-mean clustering and repetitive Monte carlo simulation. It is hoped that this study will help to develop a system that reduces the decision time for 'detection-decision-shoot' process in battalion-scaled combat units operating Dronebot combat system.
