외국의 운전면허 취득제도 현황 및 시사점

안전한 교통 환경을 조성하기 위해서는 무엇보다도 운전자의 안전운전의식과 운전 역량이 중요하다. 이러한 양질의 운전자를 배출하기 위해서는 효과적인 운전면허 취득체계를 갖추는 것이 필수적이며, 운전면허를 취득하기 위한 교육제도와 평가수단으로서의 운전면허시험제도를 어떻게 설계하고 운영하느냐가 그 핵심 과제라고 할 것이다. 외국의 경우 각 나라의 문화와 제도, 교통의식 등에 따라 운전면허 취득절차는 조금씩 차이가 있다. 미국과 영국은 운전교육기관에서의 정규 운전교육이 의무화되어 있지는 않으나, 독일, 프랑스와 같이 운전교육기관에 의한 교육을 의무화하는 국가도 있으며, 일본의 경우는 우리와 같이 전문교육기관에 의한 교육을 이수할 경우 운전면허 시험의 일부를 면제하는 방식을 취하고 있다. 또한 영국과 같이 운전교육기관에 의한 교육을 의무화하지는 않았지만 전문강사나 운전교육기관의 교육과정을 이수한 운전자에게는 보험 상의 인센티브를 제공하는 등 다양한 방식으로 운전교육이 권장되고 있다. In order to construct a safe traffic environment needs, more than anything, safe driving awareness and driving ability of the driver is most important. In order to discharge these quality drivers, it is essential to comprise an effective Driver Licensing system. Therefore, how to operate to design a driver"s license test system for obtaining a driver"s license is the core problem. In the case of foreign countries, on the basis of each country"s culture, institutions and the traffic awareness, the driver"s license acquisition procedures, there is a difference little by little. The United States and the UK, driving education of regular in driving educational institutions are not obliged. However, countries such as Germany and France, have mandated the education by the driver educational institutions. On the other hand, in the case of Japan, if you want to take the education by professional educational institutions such as South Korea, we are taking the system to exempt the part of the driver"s license test. In addition, in the United Kingdom did not compulsory education by the driver educational institutions, to the driver who take the curriculum of professional lecturers and operating educational institutions offering incentives on insurance.

시민경찰학교 운영 활성화 방안 : 업무 담당 경찰관의 인식을 중심으로

이 연구는 경찰서에서 시민경찰학교 업무를 직접 담당하는 경찰관의 인식을 토대로 시민경찰학교 운영이 저조한 이유를 살펴보고, 이를 통해 시민경찰학교 운영의 활성화 방안을 모색하는데 그 목적이 있다. 설문조사 결과 업무 담당자들이 시민경찰학교 운영을 꺼리는 가장 큰 이유는 과도한 업무량 부담 때문으로 나타났고, 시민경찰학교 활성화를 위한 방안으로 시민경찰학교 운영방식의 다양화를 가장 많이 꼽았다. 이를 바탕으로 시민경찰학교 운영 활성화에 대해 제언하자면 다음과 같다. 첫째, 업무 담당자가 시민경찰학교를 체계적으로 운영할 수 있게끔 운영가이드를 제공하는 등 업무 편의성을 높여주어야 한다. 둘째, 정기적인 직무교육 등을 통해 업무 담당자의 실무역량을 강화하고 다양한 교육 프로그램이 운영되도록 해주어야 한다. 셋째, 자치단체와 협조하여 시민경찰학교를 상설 운영하는 방안을 모색하는 등 각 지역 실정에 맞게 시민경찰학교 운영방식을 다양화하여야 한다. 넷째, 사기진작 방안으로 다양한 인센티브를 마련할 필요가 있으며, 마지막으로 시민경찰학교 운영에 대한 법적인 근거를 마련하여 예산과 인력을 안정적으로 확보하는 것이 중요하다. Based on the perception of the police officer in charge of Citizen Police Academy affairs, the study aims to examine why Citizen Police Academy operation is poor and find ways to revitalize its operations. The survey found that the biggest reason why officials are reluctant to operate a police academy is due to excessive workload. And they cited diversification of the way Citizen Police Academy operate the most as a way to revitalize Citizen Police Academy. On the basis, the policy is to promote the operation of Citizen Police Academy as follows. First, the police authorities should provide a guide to the operation so that the staff can operate the police academy systematically. Second, The National Police Agency should strengthen the competence of its staff and allow various education programs to operate through regular job training. Third, the management method should be diversified so that Citizen Police Academy can choose how to operate according to local circumstances. Fourth, a variety of incentives should be provided to encourage fraud. Finally, it is important to establish legal basis for the operation of Citizen Police Academy to secure budget and manpower with stability.

지역사회 CPTED 정책의 발전방향 연구: 경찰과 지방자치단체와의 협업 관계를 중심으로

이 연구의 목적은 지역사회에서 CPTED 사업에 관여하는 경찰 및 지자체의 협업 관계를 통해 국내 CPTED 정책의 문제점을 실무적 측면에서 분석하고 이를 통해 국내 CPTED 정책 방향을 모색하는데 있다. 이를 위해 일선 경찰과 지자체 간 CPTED 협업 실태를 파악하였고, 그것을 토대로 향후 CPTED 정책이 나아가야할 방향을 다음과 같이 정책적으로 제언하였다. 첫째, 지역단위에서의 CPTED중추 기관인 경찰과 지자체 간 협업이 강화되도록 실무적인 가이드라인과 교육이 필요하다. 둘째, 지자체의 재정여건에 따라 CPTED 사업이 편중되는 것을 방지하기 위해 국가적 차원에서의 예산 투입이 필요하다. 셋째, 지역사회에서 CPTED가 효과적으로 추진되기 위해서는 경찰의 사전 진단 → 지자체ㆍ경찰ㆍ지역주민 협업체계 구축 → 지속적인 사후관리로 이루어지는 정책 모델이 정립되어야 하며, 이러한 모델이 제도적으로 정착되도록 법적인 기반이 뒷받침되어야 한다. The purpose of this study is to analyze the problems of CPTED policy through cooperation between the police and local governments in the local community and to investigate the direction of CPTED policy. In order to do this, we identified the CPTED cooperation between police and municipal governments. Based on that, the direction of the CPTED policy has been formulated as follows : First, working-level guidelines and training are needed to strengthen cooperation between police and local governments involved in CPTED. Second, a national budget commitment is needed to prevent a CPTED project from being biased according to the financial circumstances of the local government. Third, in order to effectively promote the CPTED in the communities, a policy model mutually cooperative among local governments, police, and local residents should be established. And legal foundations should be backed up so that this model is systematically settled.

기동순찰대 운영의 개입효과에 관한 연구 - 성범죄 일반예방효과를 중심으로 -

이 연구의 목적은 2014년 8월부터 경찰청에서 시범운영 중인다목적 기동순찰대 운영 지역에서 성범죄 발생에 일반예방효과를 실증적으로 분석하고 이를 통해 기동순찰대의 향후 운영 방안을 제시하는 것이다. 이를 위해 간여 시계열분석 방법을 통해 적절한 ARIMA모형을 선정하고 기동순찰대의 개입 이전과 이후의 성범죄 발생건수의 변화를 분석하여 그 효과성을 살펴보았다. 분석결과는 다음과 같다. 첫째, 추정된 ARIMA모형은 ARIMA 1,0,1)로 나타났다. 둘째, 기동순찰대 운영과 성범죄 발생건수에 대한 간여 시계열분석 결과, 기동순찰대 운영은 성범죄 발생건수 감소에 영향을 미치지 못하였으며, 성범죄에 대한 일반예방효과는 없는 것으로 나타났다. 이를 통해 경찰의 성범죄 예방활동에 기동순찰대 운영뿐만 아니라 범죄취약지역과 무질서 지역의 물리적 환경 개선 방안을 함께 진행하여야 한다는 점을 제시하였으며, SNS, 방송매체, 지역주민과의 간담회 및 공청회 등 방법을 통해 기동순찰대 운영 목표에 대한 홍보를 강화하여 잠재적 성범죄자에 대한 일반예방효과를 기대할 수 있음을 정책적으로 제언하였다. The primary aim of this study is to empirically analyze the general deterrent effect of sex crimes in the Hot Spots Policing target region operated since August 2014 by the Korean National Police Agency and to provide effective operational directions of multi-purpose maneuver patrol. Comparative analysis on the number of sex crime cases before and after the maneuver patrol intervention is conducted through the Autoregressive Integrated Moving Average Model selected via Intervention Time Series Analysis. In conclusion, the estimated parameters of the ARIMA model are(1,0,1), and multi-purpose maneuver patrol does indeed have long-lasting and gradual impact on sexual offenses though marginally. This study concludes that maneuver patrol should henceforth include sexual violence prevention programs and enhance both the social and physical environment of hot spots region. Furthermore, it suggests that there needs strengthened interactions with residents through a social networking service and mass media advertising to enhance the general deterrent effect for potential sex offenders.

치과보철용 Ni-Cr-Ti 소결체합금의 포셀린결합력 및 기계적 특성

In this study, porcelain bonding strength and mechanical properties of sintered Ni-Cr-Ti alloy for dental prosthodontics have been researched experimentally. Mechanical and morphological characteristics of the alloys were examined by Vickers hardness test, tensile and bonding strength test, surface roughness test, field-emission scanning electron microscopy, energy dispersive X-ray spectroscopy, and X-ray diffraction. In the sintered Ni-13Cr-xTi alloys, morphology of sintered alloy showed porous matrix diffused with alloying elements of Cr and Ti, and showed dendritic structure after melting process. From the XRD results, the second phases of NiCr, Ni₃Cr, and Ni₃Ti were formed in the case of sintered and melted Ni-13Cr-xTi alloys. The tensile strength and hardness of Ni-13Cr-xTi alloys increased, as Ti content increased. Surface roughness increased, as Ti content increased. The bonding strength between metal and porcelain of Ni-13Cr-5Ti alloy was higher than those of Ni-13Cr and Ni-13Cr-10Ti alloys.

중소기업의 브랜드 관리에 대한 탐색적 연구

본 연구는 그동안 크게 주목받지 못하던 중소기업의 브랜드 관리에 대한 중요성을 인식하고 중소기업에 적합한 브랜드 구축 방안을 제시하는 것을 목표로 하였다. 이를 위해 먼저 중소기업 브랜드 관리에 대한 이론적 배경을 관련 문헌연구를 통하여 살펴본 후, 국내 중소기업들의 브랜드 관리 실태를 파악하기 위해 사례연구를 수행하였다. 사례연구는 중소기업들이 브랜드를 어떻게 이해하고 있는지, 브랜드 관리는 어떻게 수행하고 있는지, 중소기업의 브랜드 체계 구축을 위해 보유하고 있는 자원이 무엇인지를 규명하고자 하였다. 분석결과, 중소기업들이 직면하고 있는 자원의 제약과 전문성 부족 등의 경영 특성과 함께 경영자들의 브랜드 지식구조에 대한 이해 부족으로 인해 브랜드 관리가 경영 우선순위에서 벗어나 있다는 사실을 확인할 수 있었다. 그럼에도 불구하고 중소기업만의 특징인유연성과 혁신성, 그리고 브랜드 정체성에 연결시킬 수 있는 중소기업 경영자의 개성은 브랜드 개발의 잠재적 요소로 활용 가능함을 발견하였다. 이상의 연구를 종합한 브랜드관리 모형의 제시는 중소기업 경영자나 마케터들이 브랜드 관리를 실무에 적용할 수 있는 유용한 지침이 될 것으로 기대된다. This study aims at providing an effective approach to the brand management in Small to Medium-sized Enterprises(SMEs) which has received little attention so far. To meet this objective, an extensive literature review is undertaken to examine the theoretical background at first. Then the study employs a qualitative case study to identify the characteristics of the brand management in Korea`s SMEs: understandings of the brand by SMEs` entrepreneurs, practices of the brand management and potential resources to develop the brand system for SMEs. The findings of this study reveal that SMEs` managers do not place brand management in a top position in their business activities due to the resource limitations and a lack of business skills combined with low recognition of the strategic importance of the brand. Nevertheless, the study finds that the salient characteristics of SMEs such as flexibility and creativity as well as entrepreneur`s personality which can be connected with the brand identity could be utilized as the potential factors to build and develop the brand in SMEs. The brand management model for SMEs suggested in the research is expected to provide an practical guideline with SMEs` managers and marketers.

자살테러 행위에 영향을 미치는 사회적 환경에 관한 연구

지난 2001년 9/11 테러 이후 최근 전 세계적으로 문제가 되고 있는 ISIL에 의한 테러까지 테러의 양상은 끊임없이 변하고 있으며 이로 인한 인적 또는 물적 피해는 심화되고 있는 추세이다. 이러한 추세에서 가장 주목받는 것은 자살테러의 증가와 이로 인한 피해의 심각성이라고 할 수 있다. 자살테러는 그 특성상 성공확률이 높고 경제적인 측면에서 효율적이기 때문에 자살테러를 자행하는 테러 조직의 수가 증가하고 있는 현실이다. 또한 ISIL이라는 최대 테러 조직이 자살테 러를 최우선의 수단으로 삼아 활동함으로써 자살테러로 인한 피해가 속출하고 있고, ISIL을 모방한 테러조직 또는 하부조직 역시 이에 동조함으로써 자살테러의 심각성이 증대되고 있다. 따라서 자살테러를 연구할 필요성이 커지고 있으며, 이를 연구함에 있어 가장 중요한 것은 어떤 환경과 요인이 자살테러 발생에 영향을 미치는 것을 확인하는 것이라고 할 수 있다. 이를 바탕으로 자살테러 영향요인을 확인하여 자살테러의 발생을 예방하고, 사전에 방지하여 자살테러로 인한 인적·물적 피해를 줄이기 위한 시도가 필요할 것이다. 따라서 이 연구의 목적은 자살테러 발생에 영향을 미치는 요인을 확인하는 것이다. 구체적으로, 자살테러리스트 또는 자살테러 단체의 출신 국가와 소속 국가를 확인하여 자살테러리스트 배출국가와 미 배출국가의 사회적 지표를 비교한 뒤이를 바탕으로 자살테러 발생에 영향을 미치는 요인을 확인하고자 한다. 또한 이를 바탕으로 자살테러의 발생을 예방할 수 있는 방안을 고려하고, 정책적 대안을 제시하고자 한다. The purpose of this study is identifying factors for influencing suicide terrorism. Specifically, comparing the social index of nations where the suicide terrorists or organizations are born and not born. The independent variable is GPI(Global Peace Index). I choose 5 variables of GPI and use these variables as a independent variable. And the dependent variable is the number of suicide terrorism occurred in 2015. To confirm the relation between dependent variable and independent variable, I use Logistic Regression. As a result, 2 variables(Terror impact, Security officers & Police) affect the suicide terrorism. This study concludes that governments and authorities provide counter-terrorism programs and enhance the social security program. And scholars and expert of variety area work and research together to design counter-terrorism programs about suicide terrorism
