        교원 우대를 위한 보수체계의 개편 방향과 과제

        이 연구는 우수 교원을 확보하는 동시에 교원의 사기를 진작시키며 교원들로 하여금 열정을 가지고 교육활동에 매진하는데 도움을 줄 수 있도록 합리적인 보수체계 개편을 위한 방안을 탐색하는데 그 목적이 있다. 이를 위해 교원보수체계의 현황과 문제점에 대한 진단과 분석을 토대로 교원 우대를 위한 보수체계의 개편 방향과 과제들을 제시하였다. The purpose of this study aims at exploring policy directions and tasks for the reform of the teacher compensation system by delineating the problems of the current teacher compensation system. This study was based on theoretical examination and analysis on the principles used in deciding public officials' reparation, and how those decisions are being reflected in the teacher compensation system. Also, this study touched on the idea of compensation, theory of compensation, system and types of compensation, determinatives of compensation level, and standard of analysis. The results of this study are as follows; The teacher compensation system is losing its original teacher compensation objective, the reward package is weak, and the system is overly complex. Furthermore, there is limited frequency of promotion to a higher grade, while response concerning the basic principles used in determining compensation is passive, and legislative consciousness on the special treatment of teachers is lacking. The plan of course for the teacher compensation system can be epitomized as follows; First, it is necessary to simplify the compensation system for teachers. Second, it is necessary to change the present compensation system(single-salary schedule) into the double track salary schedule, which reflects the results of study or training and the results of degree acquisition. Third, it is necessary to reconstruct the teacher salary class system to a pragmatic level. Fourth, it is necessary to devise an effective allowance system by converting the fixed allowance into a variable allowance. Fifth, it is necessary to distinguish the gap of promotion in the salary step between teachers in primary and secondary schools. Sixth, it is necessary to pay an overtime allowance for teachers. Seventh, it is necessary to establish a "law to acquire excellent teachers." Eighth, it is necessary to introduce the price rate incentive system of a department itself and also as a group.

        이 연구는 우리나라 교육정책 연구 성과를 데이터베이스화여 연구자들이 수시로 관련정보들을 검색ㆍ활용할 수 있는 시스템을 구축하고 그를 효율화할 수 있는 방안을 제시하기 위하여 수행되었다. 이에 따라 이 연구에서는 우선 지난 50년간 이루어진 교육정책 연구결과, 즉, 정부와 학술연구기관의 연구보고서, 학술지 게재 논문, 단행본, 교육 관련 단체 및 기관의 보고서 등을 수집하여 연구자들이 효과적으로 검색ㆍ활용할 수 있도록 DB 시스템을 설계ㆍ구축하고 이들 자료를 가공하여 입력하였다. 따라서 교육정책 연구자들은 이 연구를 통해 구축된 교육정책연구정보DB시스템을 활용하여 연구자들이 우리나라 교육정책 연구결과를 영역, 주제, 대상, 시기 등으로 구분하여 찾을 볼 수 있고, 특정한 교육정책 연구의 목적, 내용, 방법, 결과 등을 개괄적으로 파악할 수 있다. 향후 시스템을 보다 보완하여 효율화한다면 웹상에서도 우리나라 교육정책 연구를 개괄적으로 확인하고 그 연구동향을 파악할 수 있는 중요한 기반이 될 수 있을 것이다. It is aimed to suggest the way of the efficient application and construction of the data base system, which has been integrated processed and preserved with the related information to the educational political research, which can be used to various consumers as their demands. Thus, this has been researched and confirmed with the educational political resources and informations for the construction of the DB system based on the various journals and researches published by the government institutions, the related academic societies and the educational institutions for the last 50 years. The definite reports have been classified by the subjects and the functions named with the characteristic codes each, and also have been input into the data table with the informational records and the instructional resources of each research. As a result, it is constructed the appropriated educational political research DB system for the internet environment that could be supplied through the homepage of Korea Education Development Institute(KEDI) and Korea Research Institute for School Education(KoRISE). It is surely approached that the efficient uses of this research can be useful to activate the development of the establishment of the educational policy and its research.

        논문(論文) : 사학교원의 법적 지위 및 인사관리에 관한 법적 고찰

        이 연구는 우리나라 사학교원의 법적 지위를 올바로 정립시킴으로써 궁극적으로는 사학교육의 특수성 및 사학에서 교육받는 학생들의 교육기본권 보장에 기여함을 목적으로 하였다. 이 연구의 목적을 달성하기 위해 중등 사학교원의 법적 지위 및 이에 근거한 인사관리제도의 현황 및 문제점을 분석한 후 이에 대한 개선방향을 도출하였다. 연구결과, 사학교원은 그 신분의 차이에도 불구하고 지나치게 국공립교원의 법적 지위를 그대로 따르고 있으며, 인사관리제도에 있어서도 뚜렷한 독자성을 찾기 쉽지 않음을 발견하였다. 이 연구에서는 이러한 문제점의 근본적인 원인을 전체 교육관례 법률체제에 있어서 교원지위에 관한 단일법전이 존재하지 않은 것과 사학교원의 신분에 대한 법률적 규정이 불비상태에 있음에서 찾았다. 그리고 문제점을 해결하기 위하여 국·공·사립학교 교원의 법적 지위 형식의 본질적 차이를 수용하는 사학교원의 신분 규정을 포함하는 단일 법률의 제정 및 관계 법령 체제 개편이 필요함 등을 제시하였다. The purpose of this study is to investigate the present situations and problems of the Korean private school teachers` legal status and the personnel management system of private school. And actually this study is intended to draw the improvements of their serving condition, as to contribute to guarantee the distinctiveness of private school and students` educational fundamental human rights, on the basis of setting properly up the Korean private school teachers` legal status. The results of this study indicate that the Korean private school teachers` legal status is similar to public school teachers` in spite of different identity and personnel management system. So autonomy of the personnel management in the private school is nominal. In this study, the basic causes of problems that autonomy of private school is nominal, and deduced as follows. first, a right standpoint of the personnel management system in the private school is absent from national policy scale. Second, a defect of legislation on private school teachers` legal status such as application to `the Rules for the Public Educational Personnel and Staff Act` and `the Government Officials Act` is present. Third, a single law which contains the whole teachers` legal status has not been legislated yet. This study makes a suggestion to set up a right standpoint of the personnel management system of the private school in national policy scale, to legislate a single law which contains the whole teachers` legal status. And This study devises a new personnel management system which can enhance the particularity and the independence of private schools and suggests to legislate them. Even though private schools have the similarity to public schools in a sence of undertaking official role, but they have special value, function, and tradition. In the concrete, this study suggests the following advices for the improvement of the personnel management system of private schools. First, making up the policy to attract competent people to teaching profession and the apprenticeship scheme in the private schools. Second, examining the introduction of apprentice teachers` systems in private schools. Third, making up the flexible rotation of personnel among incorporate educational institutions. Fourth, developing and suppling on-the-job training programs which strengthen quality, excellence and professionalism of private schools` teacher and enhance the particularity and the independence of private schools. Finally, enlarging the opportunity of the employment to a public school teacher or a school inspector.

      • 대안교육 분야 특성화고등학교 교육의 과정 평가

        The purpose of this study was to make a self-evaluation of the educational process of specialty high schools in the field of alternative education in an attempt to boost the accountability of charter of teachers and to have the quality of educational process in control. An evaluation model was used to assess specialty high schools according to evaluation standard and criteria that were selected in light of the diversity and variableness of alternative school curriculum. As a result, 'the ideals and objects of alternative education(64.5%),' 'school management structure(57.0%),' 'school performance(54.4%),' and 'an intensity of efforts for finding workable alternatives(44.3%)' rated high. When a posttest was conducted, the opinions of the teachers investigated were statistically significantly different at the p<.05 level of significance from those of the assistant principles and principals investigated about 'the publicness-oriented objectives of school foundation and school charter' and 'a perpetual search by teachers for alternatives.' According to the findings of the study, it's required to offer a variety of 'alternative courses' and develop systematic teaching materials in order to provide more specialized speciality alternative education. Teachers should take pride in providing speciality alternative education and have a firm belief in it, and a diagnosis of accountability is requested in relation to making an exception to the operation of specialty high schools providing alternative education and of schools that are given a free hand in offering that education. Besides, it should clearly be specified that the goal of specialty high school evaluation in the area of alternative education is improving accountability of charter. As for the direction for and content of assessment, that should be done in pursuit of good alternative civilization, excellent alternative education, higher specialty and democratic school management. An organization that administers the assessment should be supervised by a third research institute or alternative education council. In regard to evaluation method, a quantitative evaluation that just focuses on outward accomplishments should be avoided, and the kind of method that is supportive, encouraging and presents feasible alternatives should be adopted.
