한국과 미국의 생존(안전)수영 교육현황에 관한 탐색연구

이 연구는 한국과 미국의 생존수영 교육현황을 탐색하기 위해 포커스그룹 연구방법을 활용하였다. 연구를 위해 한국과 미국의 현장전문가 6인을 A그룹과 B그룹으로 나누어 각각 2회씩 4차례에 걸쳐 인터뷰를 실시하였다. 인터뷰 내용은 반복적 비교분석에 따라 개방코딩작업을 실시하여 범주화하였다. 미국의 생존수영 교육을 기반으로 교육프로그램, 지도현황과 같은 2가지 범주가 도출되었다. 하위범주로 교육프로그램에서는 교육목표, 부모교육, 지도프로그램이 도출되었으며, 지도자현황에서는 지도자업무, 지도자교육, 지도자질과 같은 3가지 하위범주가 도출되었다. 도출된 결과는 첫째, 생존수영 운영방침과 프로그램에 대한 수정 및 보완으로 평가와 재교육, 재평가를 통해 성취목표를 달성 하도록 한다. 둘째, 범국민적인 교육을 통해 부모에게도 교육이 이루어져야 한다. 셋째, 이론교육과 경영, 생존수영의 관계를 제시하고 교육의 통합 교육의 필요성을 확인하였다. 넷째, 지도자와 안전근무자를 세분화하여 전문성과 업무의 분업이 이루어져야 한다. 다섯째, 근무지의 자격갱신과 교육지원과 자격제도의 개선을 위한 교육프로그램이 신설되어야한다. 여섯째, 국가 자격제도의 실효성을 높이고 지도자의 역량과 자기개발 및 발전의 지침을 주어 평가 및 관리가 이루어져야 하며, 지도자는 책임감과 사명감을 가지고 지속적인 학습과 노력이 필요하다. This study used a focus group research method to explore the current status of survival swimming education in Korea and the United States. For this study, 6 field experts from Korea and the US were divided into groups A and B, and interviews were conducted 4 times, 2 times each. The interview contents were categorized by conducting open coding according to repeated comparative analysis. Based on survival swimming education in the United States, two categories such as educational programs and instructional status were derived. As a subcategory, educational goals, parent education, and guidance programs were derived from the educational program, and three subcategories such as leader work, leader education, and leadership quality were derived from the leader status. First, the survival swimming operation policy and program should be modified and supplemented to achieve the achievement goal through evaluation, retraining, and re-evaluation. Second, education should be provided to parents through national education. Third, the relationship between theoretical education, management, and survival swimming was presented, and the necessity of integrated education was confirmed. Fourth, division of expertise and work should be done by subdividing leaders and safety workers. Fifth, a new training program should be established for the renewal of qualifications at the place of work, support for education, and improvement of the qualification system. Sixth, the effectiveness of the national qualification system should be improved, and evaluation and management should be conducted by giving guidelines for the leader's competence and self-development and development, and the leader needs continuous learning and effort with a sense of responsibility and mission.

본 연구는 중고선박 매매계약 체결 시 사용되는 계약사의 주요 선택기준에 대한 요인을 분석하여 상황별 합리적인 계약의 선정에 도움을 주고자 분석한 것이다. 선박 매매 양식의 여러 선정요인 가운데 우선적으로 고려해야 하는 요인을 파악하기 위해서 선박매매를 담당하는 전문가와 선사의 담당자와 인터뷰를 통하여 세부요인을 추출한 다음 AHP분석을 실시하였다. AHP분석을 위해서 3가지 요인을 Level 1로 하였으며, 각 상위계층에 5가지의 하위 세부요인을 Level 2로 구성하여 전무가 집단의 설문조사를 통해 종합 중요도 순위를 분석하였고, 두 개의 계약양식의 선정기준으로 요인을 비교분석하였다. 본 연구의 결과, 첫째, 계약 양식의 선정요인에서 계약의 유지능력, 인도장소와 시점, 내용의 완결성 등이 가장 중요한 요소이며, 둘째, 계약양식의 선정과정에서 양자 요인을 비교한 결과, 지정권자의 지위와 인도장소와 시점의 경우 양자의 선호도의 큰 차이는 없었다. 그러나 내용의 완결성, Payment & Deposit, 최신 거래의 흐름 반영, 지역적 요인 등의 나머지 요인은 NIPPON1999의 28.5%에 비해 NSF가 약 70% 이상의 높은 선호도를 보였다. 따라서 이러한 결과를 인식하여 선박매매 당사자가 상황에 맞게 계약서를 작성하고 두 계약양식의 차이점을 명확히 인지하고 보다 합리적인 조항을 선택함으로써 분쟁을 예방하는 것이 중요하다. The purpose of this study is to analyze the factors of the main selection criteria of the contract form used to conclude the sales contracts of used ships and to assist parties in selecting the most suitable contract form for trading situations. The methods of the study are based on identifying the factors from the questionnaires using analytic hierarchy process analysis, following the selection of typical details through interviews with the S&P Broker Group and finding the solutions that match each detail. The analysis shows that ship traders prefer the Norwegian Sales Form (NSF) to NIPPONSALE for various reasons. Considering the sellers’ situations, NFS is the more reasonable option for major countries, except Japan. NIPPONSALE is relatively more focused on the advantages of the buyer’s conditions, including for Japan. It is important to select the appropriate clauses from these types of contract, according to the trading conditions, including the main and additional terms, in order to create a mutual agreement between the shipper and the consignee that leads to more cooperation and balances the purposes of both parties in adjusting the time for securing and disposing of the vessels.
