토지이용의 변화가 홍수유출에 미치는 영향분석

본 연구는 안성천의 평택수위관측소 상류유역을 대상으로 점진적인 도시화로 인한 토지피복변화가 수문변화에 미치는 영향을 분석하고자 하였다. 이를 위해 1986년과 1999년 Landsat TM 영상을 사용하여 최우도법에 의해 토지피복도를 작성하였으며, 토지이용의 변화에 따른 하천유출량의 정량적 변화를 모의하기 위해서는 격자기반의 분포형 강우유출모형인 KIMSTORM모형(김성준 등, 1998)을 사용하였다. 1998년에서 2003년까지 총 7개의 강우사상을 The purpose of this study is to assess the quantitative effect of stream discharge due to land use changes. 지방자치단체의 전략기획-선택인가 필수인가 : 미국 지방정부의 교훈

본 논문은 전략관리의 핵심적인 과정으로서 민간부분과 선진국의 정부부문에서 폭넓게 수행되고 있는 전략기획(strategic planning)이 근래 우리나라 공공부문과 지방자치단체에서 논의되고 있는 조직관리 개선에 어떤 방식으로 그 역할을 할 수 있는지 가능성을 탐구한 것이다. 이에 미국 지방정부를 중시의로 전략기획의 구체적인 수립방법과 도입 및 수정과정, 그리고 제도정착의 성공요인들을 분석하였다. 이를 통해 우리나라 지방자치단체에서 전략기획을 도입할 때 고려해야할 시사점으로, 1) 전략기획의 궁극적인 목적은 전략계획의 수립 자체가 아니라 조직 구성원의 전략적 사고와 행동을 유인하여 궁극적으로 조직의 기획역량을 제고하는 데 있다는 점, 2) 전략기획 과정에서 환경 및 이해관계자에 대한 분석이 충분히 이루어져야 한다는 점, 3) 마지막으로 전락기획의 성공적인 추진을 위해서는 지방자치단체장의 적극적·참여적 리더쉽과 조직내 커뮤니케이션의 활성화가 핵심적인 요인이라는 것을 제시하고 있다.

대기오염문제는 국민건강에 미치는 편안한 영향력으로 인해 환경 이슈 중에서도 특히 많은 주목을 받고 있다. 특히 자동차 배출물질로 인한 서울의 대기오염 상태는 건강을 위협하는 수준에 있다. 이에 관계 당국은 대기오염에 대한 다양한 대책들을 내놓고 있으며, 이의 일환으로 서울시는 2003년에 『자동차공회전제한에 관한 조례』를 제정하여 불필요한 자동차공회전으로 인한 대기오염을 감소시키려는 노력을 하고 있다. 그런데 이러한 일련의 정책시도들은 다소 규제 일변도의 정책 정향을 보이고 있는 현실이다. 본 논문에서는 정책수단으로서의 규제가 가지는 효과와 맹점을 검토해보고, 그 보완방안으로서 사회마케팅을 제안한다. 사회마케팅은 정책 당국으로 하여금 시민 중심의 정책철학을 가지게 하며, 규제를 비롯한 기존의 관련 정책 수단들을 합리적으로 재배열시키는 기능을 한다. 또한 사회마케팅 이론은 체계적인 정책대상 분석기법과 효과적인 집행 방안들을 제공함으로써, 시민들의 자발적인 정책 순응을 유도하며 시민과 정책당국 간의 신뢰 제고를 가능케 한다. 따라서 정책 목표가 보다 효과적으로 달성되기 위해 기존의 규제정책과 함께 사회마케팅의 개념과 기법들이 보완적 정책수단으로 사용될 것을 제안한다.

다음은 미 곡물협회의 초청으로 내한 한 미국의 양돈전문가 베노렌스만씨가 한국의 양돈업자를 위해 가질 일반적인 돼지 사양 프로그램을 간략히 기술한 것이다. 베노렌스만씨는 대전(5월 31일), 서울(6월 3일), 부산(6월 14일), 전주(6월 21일) 등지에서 강습회를 가질 예정이다. 베노렌스만씨의 원고는 중앙일보 개발부 양돈담당 김성준씨가 맡아 수고해 주었다.

국제독서협회(IRA)의 독서교육 기준에 관한 연구

이 연구는 국제독서협회에서 제시한 독서교육자 전문성 기준, 언어교육 기준, 읽기 쓰기 평가기준을 살펴보고, 이 기준이 우리 문헌정보학과 도서관의 독서교육에 비추어 어떤 의미를 지니는지 고찰하였다. 국제독서협회는 언어교육의 관점에서 독서교육을 접근하고 있는데, 이 협회는 독서교육자를 7유형으로 구분하여 각 유형별 전문성 기준을 제시하고 있다. 언어교육 기준은 독서를 포함한 언어교육의 내용과 방향을 제시하기 위한 문서이며 독서교육을 계획, 전개, 실천하는 과정에서 참고할 수 있는 기준이다. 그리고 읽기 쓰기 평가기준은 언어평가의 목적과 방법을 규정함으로써 학생의 독서수준을 평가할 수 있는 근거를 제공하고 있다. 이 기준들이 우리 상황에서 지니는 의미는, 독서교육자 기준은 독서교육자의 범위를 명확하게 규정하고, 이들에게 책무성을 강화시키며, 양성과정을 정비할 수 있는 도구로 활용될 수 있다. 언어교육 기준은 일관된 독서교육을 실천하고 구체적 교육방법을 구상하는 지침으로 활용할 수 있으며, 읽기 쓰기 평가기준은 독서능력을 측정하고 대상자의 수준에 맞는 독서교육을 실시하는데 중요한 의미를 지닌다. This study investigated IRA's 3 standards related to reading instruction and examined the value which can be meaningful to Korean situation. IRA divided reading educators into 7 types and proposed each detailed professional standard through the 'Standards for reading professionals'. The next standard called 'Standards for the English language art' described their direction and content for English language education including reading instruction. The 'Standards for the assessment of reading and writing' aims at the basis to evaluate students' reading ability. The value found through these standards is as follow: IRA's reading professionals standard can be a useful way to define the type of reading educator in Korea. A reading instruction standard like IRA's language art standard can guide reading instruction of Korean libraries in a more systemic and consistent way. A valid evaluation standard to measure students' reading ability can show the possibilities to define the students who struggle with reading and to provide more suitable instruction for them.

초등자연과 수업형태분석 및 활용효과

The purpose of this study is to investigate and analyze the instructional pattern in elementary science education by Ned. A. Flanders' instructional analysis in verbal interaction. The fourth and fifth year students in the attached elementary school of Chinju Teachers University(the experimental group) and Jung Ang Elementary School(the comparative group) were selected for the subjects of study. The subjects' confidential degree and instructional pattern were verified by Scott's coefficient and the student teachers' instructions and subjects' achievement of learning were investigated and analyzed with the index as shown. As the result, the index of confidential degree is 0.95, it shows that the confidential degree is high. In the analysis of instructional pattern of each group, the index of non-indication is 0.56(the fourth grade), 0.60(the fifth grade). Therefore, the above mentioned shows that the instructional pattern is a student-centered instruction than teacher. In the achievement of learning, the intellectual scope has little difference between two groups, but the experimental group is high about 7% than the comparative group in the understanding and application. In the result of this study, for the qualitative elevation of spot education, Flanders' analytical method in verbal interaction should be applied and non-indicative instruction of at least 50% should be demanded.

학교도서관 평가지표 개선방안에 관한 연구

The purpose of this study is to develop the evaluation indicators of school libraries in Korea. To do this, the indicators were extracted from an analysis of seven foregoing studies. The draft of evaluation indicators was made after reviewing the validity of each indicator according to the criteria: quantifiability, objectivity and possibility of obtaining evaluation materials. The feasibility of the standards and measures used by the Committee on Library and Information Policy was examined to improve the validity of new indicators. To decide the distribution of marks for evaluations, the opinions of teacher librarians and professionals on the importance of indicators was surveyed, the evaluation indicators used by the Committee on Library and Information Policy were analyzed, and an intensive review was done by professionals. A draft of an evaluation index with thirty indicators in six categories is proposed. 이 연구는 전국 학교도서관을 동시평가하기 위한 객관적이며 정량적인 평가지표를 개발하기 위한 목적을 지니고 있다. 이를 위해 학교도서관 평가지표와 관련된 국내외의 7개 선행연구를 분석하여 일반성을 갖춘 평가지표를 추출하고, 추출된 평가지표를 계량화 가능성, 객관성, 자료확보 용이성에 따라 타당성을 검증하여 평가지표 초안을 개발하였다. 그리고 도서관정보정책위원회에서 적용한 학교도서관 평가지표에 대한 타당성을 조사하여 타당성이 부족한 평가기준과 척도를 수정·보완하고, 신규지표에 대한 평가기준을 개발하였다. 평가배점은 평가지표에 대한 사서교사와 전문가의 중요도 조사, 도서관정보정책위원회 평가지표의 배점체계에 대한 분석, 전문가의 집중검토 과정을 거쳐 설정하였다. 이상의 과정을 거쳐 경영일반, 장서, 시설·설비, 인적자원, 이용, 교육의 6개 영역과 30개 지표로 구성된 학교도서관 평가지표 개선안을 제안하였다.

Herpes zoster is an uncommon disease in children, especially in healthy children. The clinical studies and observations of herpes zoster have been focused to children with hemato-oncologic diseases or immuno-compromised conditions. Recently the association of herpes zoster after varicella vaccine (Oka strain) immunization has been concerned and some cases of normal children after varicella vaccination have been reported. We experienced two eases of herpes zoster in healthy children after varicella vaccination.
