        지역문제해결을 위한 주민공모사업의 의의와 정책적 함의 : 포천시 영중면 도시재생 인정사업을 중심으로

        In this study, the significance and policy implications of the resident offering project were derived, focusing on the case of the urban regeneration project, in which residents are solving local problems on their own. The significance of the resident offering project derived through focus group interviews(FGI) is as follows. First, in the case of the public offering project from the viewpoint of the perception of the project and the procedural legitimacy of resolving local issues. Second, in terms of objective recognition of local conditions and resources, residents were already aware of the limitations of the geographical conditions of Yeongjung-myeon and the absence of local resource utilization. Lastly, from the viewpoint of the effectiveness of developing differentiated goods contents, it is meaningful that residents developed various goods such as celebrity brooches made with the 38th parallel as a motif and tried to sell them at the 38th Road Market. Based on this analysis, the policy implications are as follows. First, it is necessary to diagnose and monitor various outcomes derived from the public offering project process at the local government level. Second, there is a need for legal and institutional supplementation that can lead to the creation of economic profits and regional development by strengthening the capacity of residents through public participation projects. Third, apart from the urban regeneration project, there is a need to promote public participation projects involving residents at the local level. Lastly, a promotion marketing strategy is needed for other residents who have not participated in the urban regeneration contest project.

        문화예술기반 도시재생사업의 쟁점과 함의 - 2019년 매니페스토 선정 지방자치단체를 중심으로 -

        It is true there are kind of a trend in urban regeneration project of local governments. Most those projects focus on arts and cultural project and look similar to each other, as a result, they have hardly become a urban regeneration model which is well suited to unique local conditions. Considering lack of distinctiveness of those projects, this study examines urban regeneration projects underway across the nation and their detailed plans as well as key contents. Then it presents suggestions about polices on urban regeneration which meet unique characteristics of a city and at the same time guarantee sustainability of it. This study raises questions over urban regeneration. First is unconditional following of a successful regeneration case centering on arts and cultural contents. Second is effectiveness of urban regeneration with continuous concerns over gentrification. Third is for whom urban regeneration projects are pushed ahead in Korea. Taking into account current conditions, this study proposes suggestions as follows. Even though it is a problem that most of urban regeneration projects follow a success model without any criticism, still arts and cultural contents are key elements. To achieve what intends, it is required to expand conceptualization of local resources. Lastly, it is needed to overhaul the assessment criteria to select an organization in chare of establishing the urban regeneration plan and activation plan. This study has a particular relevant as it reviewed urban regeneration plans of local governments and presents suggestions to deal with problems of them. However, this study does not present any empirical analysis because it examined key contents or projects of only 13 cities which were selected as good examples by heads of local governments rather that those selected for Urban Regeneration New-Deal projects. For this reason, it is needed to develop and apply methodology with a clear assessment criteria for urban regeneration projects.

        지역재생 관점에서 본 도서종합개발계획에 대한 정책적 함의

        본 연구는 제4차 도서종합개발계획을 대상으로 지역재생이라는 가치를 반영하고, 내용분석을 통해 정책적 함의를 도출하였다. 이에 따라 지역재생 관련 선행연구를 통해 도출된 공간 및 물리적 지원, 사회경제적 지원, 사회조직 네트워크 지원, 제도체계 지원 등으로 구분하고, 일부 분석이 가능한 형태로 수정 및 보완하여 활용하였다. 지역재생 관점에서의 제4차 도서종합개발계획에 대한 진단 결과, 첫째, 공간 및 물리적 정비 지원측면에서 보면, 도서종합개발계획이 지향하고 있는 목표를 충실히 이행할 정도로 관련 내용들이 반영되어 있는 것으로 나타났다. 둘째, 사회적 인식제고 측면에서 도서(섬)지역에 대한 주민의 생활권 측면에서의 정책적 인식 개선이 필요하나, 도서지역에 대한 인식 제고를 위한 홍보, 교육 등의 계획수립에 대해서는 반영되지 못하고 있다. 셋째, 지역조직 네트워크 지원 측면에서는 공간 특성으로 인하여 도서지역 내에서 원활한 사업들이 추진되기 위해서는 지역 내 조직 및 네트워크의 형성이 필수적인 조건으로 판단되지만 제3차 계획에서 제기되었던 지역 내 조직 및 네트워크 형성을 촉진할 수 있는 계획과 내용들이 반영되지 못하고 있다. 마지막으로 제도체계 지원 측면에서는 도서(섬)지역의 지속가능한 발전을 도모할 수 있는 효율적인 제도를 만들고 체계를 구축해 나아가는 방향이 무엇보다 중요하다. 특히 주민참여 및 주민이 중심이 되는 조직들의 협력적 거버넌스가 중요한 사업 또는 계획의 성패를 가늠하는 현 상황에서 직접적인 이해관계자의 의견을 제시하고, 반영할 수 있는 체계에 대해서는 찾아보기 어려운 것으로 판단된다. 본 연구는 도서(섬)의 개발 및 보전, 그리고 지속가능성 측면에서 의미가 있는 핵심 계획을 분석하여 정책적 함의를 도출했다는 점에서 의의가 있지만 설문조사를 통한 통계분석 등 다양한 객관적인 분석이 수반되지 못하였다는 한계가 있다. 다만 본 연구의 결과가 도서(섬)이라는 공간을 단순히 개발적 의미와 더불어 재생이라는 관점에서 분석할 수 있는 후속연구의 기초 자료로 활용할 수 있기를 기대한다. This study derived policy implications through content analysis by reflecting the value of regional regeneration in the fourth comprehensive development plan for islands. According to the diagnosis of the fourth comprehensive development plan for islands. from the perspective of regional regeneration, first, in terms of space and physical maintenance support, the relevant contents were reflected to the extent that the urban comprehensive development plan faithfully fulfilled its goals. Second, it is necessary to improve the policy awareness of the island area in terms of the residents" right to live in terms of social awareness, but it is not reflected in the planning of public relations, education, etc. to raise awareness of the island area. Third, in terms of supporting local organizational networks, the formation of local organizations and networks is considered essential conditions for projects within islands due to their spatial characteristics, but plans and contents that could facilitate the formation of local organizations and networks that were proposed in the third plan are not reflected. Finally, in terms of supporting the system, it is more important than anything else to create an efficient system and build a system that can promote sustainable development in the island area. This study is meaningful in that it derived policy implications by analyzing key plans in terms of development and preservation of islands and sustainability, but there is a limit that it was not accompanied by various objective analyses such as statistical analysis through surveys. However, we hope that the results of this study will be able to use the as basic data for follow-up research that can be analyzed from the perspective of regeneration as well as the developmental meaning.

        글로컬리제이션(Glocalization) 관점에서 본 그린뉴딜정책에 대한 탐색적 연구

        “Glocalization” is meaningful in that universality and speciality actually meet and harmonize and merge the contents of globalization and local culture to create unique characteristics. Therefore, we set analytical criteria from the perspective of “glocalization” and led to policy implications centered on the content of the Green New Deal policy currently being promoted. Results based on the analytical framework are as follows: First, most regional New Deal projects currently announced by local governments are limited to basic-level plans linked to existing government policies. The government’s plan will probably be fully accepted in the early stages of policy promotion, but it will be characterized according to the characteristics of the region, and it will be judged that the policy will be prepared. Second, local governments are likely to create practical characterization spaces by reducing existing policies n relation to the Green New Deal policy and establishing new policies that comply with local conditions. Third, in order to anticipate the distinctive policies of local governments, it is necessary to form a recognition that it is not a concern about failure, but an opportunity for success, and to lay the foundation for the governance of each local government. Finally, the Green New Deal policy will stimulate regional economics and create jobs. This should be a symbiotic competition for both regional governments, which will reduce the risk of local extinction and form the basis for a achieving sustainable regional development.

        경기도 드론 관련 조례 제정 동향 및 함의

        This study summarizes the drone-related ordinances operated by local governments. It was also intended to elicit policy implications by analyzing the contents of drone-related ordinances operated by local governments. The current status of relevant ordinances was introduced to local governments nationwide and a total of 12 cases were selected for analysis, including Gyeonggi-do that is a metropolitan local government, and 11 basic local governments in Gyeonggi-do. The analysis items were divided into the definition, purpose, legal and institutional relationships, compositional systems, subjects of support, and contents of the ordinance. Based on the analysis results, the following policy implications are presented for drone-related ordinances. First, the differentiation and institutional hierarchy of ordinances between metropolitan and provincial governments is important. Second, policy support should be presented for the continued growth of start-ups and small businesses related to the drone industry. Finally, cooperative governance shall be prepared for communication and cooperation among local governments by establishing a network of drone industries.

        지방자치단체 공동주택관리 조례의 동향과 정책적 함의

        본 연구에서는 국내 공동주택관리 조례의 동향분석을 통해 정책적 함의를 이끌어 내고자 하였다. 국내에서 공동주택관리 조례를 제정하여 시행하고 있는 182곳의 광역 및 기초자치단체를 대상으로 분석하였다. 이를 위해서 현재 광역 및 기초자치단체에서 제정한 공동주택관리 조례현황, 공동주택관리 조례의 개념 및 목적, 다른 법·제도와의 관계, 적용대상 및 지원내용 등의 영역으로 구분하였다. 이러한 분석 결과를 토대로 지속 가능한 지방자치단체의 공동주택관리에 필요한 정책적 함의를 제시하면 다음과 같다. 첫째, 광역자치단체와 기초자치단체 간의 조례의 차별성 및 제도적 위계가 중요하다. 둘째, 지방자치단체별로 특성화된 주민참여 또는 공동체 활성화 방안이 구체적으로 제시되어야 한다. 셋째, 중앙정부, 광역자치단체, 기초자치단체 모두 공동주택관리에 대해 책임의식을 가져야 한다. 넷째, 지속 가능한 공동주택관리가 되려면 민관이 참여하는 협력적 거버넌스 체계가 구축되어야 한다. 마지막으로, 지방자치단체마다 특성화된 조례내용을 통해 경쟁력을 갖추어야 한다. 본 연구는 지방자치제도의 산물인 공동주택관리 조례의 실질적 실행과 지속 가능성에 무게를 두었다. 공동주택관리 조례가 실행력 있는 조례로 거듭나기 위한 대응이 필요한 시점이다. This study suggested policy implications for analyzes the contents of the apartment housing management regulations enacted in the provincial and municipal governments. Targeted at 182 provincial and municipal governments where the apartment house management regulations enact the legislated and carried out. The criteria for this study are current status of ordinances for apartment housing management regulations, concepts and objectives, relationship with other laws and institutions, covered and support information. In order to realize these goals of apartment management and to make apartment housing management move onto better direction, some of policy implications are as follows: First, it is important between the provincial and municipal governments, differentiation of the regulations and the institutional hierarchy. Second, the citizen participation community revitalization or characterized by local governments should be presented in detail. Third, the central government, provincial and municipal governments all should have the responsibility for managing apartment housing. Fourth, to become a sustainable co-housing cooperative management system for public-private governance participation must be established. Finally, we have the competitive advantage over the more specialized regulations for each municipal governments. This study placed the weight on the actual implementation and sustainability of apartment housing management. Apartment management ordinance is the point corresponding to the ordinance that required for execution reborn.
