정보체계 생애주기이론에 기반한 우리나라 지적정보체계 발전과정 분석

지적학계 및 실무계의 오랜 숙원이던 지적재조사가 2012년부터 시행되게 된다. 지적재조사의 목적은 단지 새로운 정보체계를 구축하는 데 만 있지는 않으며, 핵심사업으로 다양한 토지정보간의 불일치를 해소하는 데에도 동시적으로 중점이 두어져 있다. 장기적 목표로는 ‘통합된 디지털지적시스템’으로의 구조변환을, 단기적으로는 유관 토지정보간의 불일치(즉, 지적불부합)를 해소하여 정확하고 완전한 지적정보를 재정비, 확정하고자 하는 것이다. 본 연구는, 위와 같은 지적재조사의 의미를, 정보이론 중 ‘Nolan의 수명주기이론’에 비교검토시켜 분석함으로써, 그 논리적 근거와 사업의 타당성을 확보하려는 목적에서 구상되었다. Nolan의 수명주기이론은 모든 정보체계를 ‘살아있는 시스템’으로 가정하고, 각 정보체계가 수명주기의 어느 단계에 와 있는가를 탐색하는 모형이다. 본 연구에서의 분석결과, 현 한국의 지적정보체계는 Nolan 모형의 소위 ‘전환점’단계에 와 있는 것으로 판명되며, 이는 기술적, 제도적 혁신을 통하여 시급히 새로운 정보체계로의 변환을 필요로 하는 단계로 인식되어야 한다. Cadastral renovation, which is long-cherished plan for us, is going to start this year. The purpose of this cadastral renovation is not simply converse into new land information system, but also it is emphasized on the removal of discordance among various land informations. As a long-term goal of this policy, old LIS structure of korea should be transferred into new ‘integrated digital system’. Otherwise, as a short-term goal, several forms of discordance among each related land informations (so called ‘cadastral discordance’) must be removed and then arranged to the accurate and sound cadastral information. The aim of this study is to find some theoretical references on cadastral renovation, examined by and compared with the ‘Nolan’s Life Cycle (of IS) Theory’. Nolan’s Life Cycle Theory, in which all information systems are regarded as the ‘living system’, is useful in analyzing the present stage that any information system copes with. AS a result of this comparative analysis, we can find that current korean cadastral information system may be confronted with the ‘innovative turning point stage’, which ought finally to prepare a new information system urgently.

지적 관련 연구의 접근방법 적용분석에 관한 연구

연구의 접근방법에 관하여 오랫동안 관심이 결여되었고 지적학 발전에 부합하지 못하는 실정이다. 따라서 본 연구는 한국지적정보학회지에 게재된 논문의 연구접근방법을 조사 및 분석하여 향후 연구수행과정에 논리적이고 합리적인 접근방법을 적용하는데 일조하는 것이다. 이를 실현하기 위하여 연구접근방법의 의의 및 유형, 적용경향 분석, 적용 한계 및 대응 등으로 구분하여 연구의 접근방법을 조명하였다. 연구범위는 한국지적정보학회지에 게재된 논문의 연구접근방법으로 한정하고, 조사방법은 문헌조사를 통한 2차 자료를 수집하였고, 이를 기반으로 분석의 틀을 정립하였으며, 접근방법은 계량적 접근방법과 비교론적 접근방법을 적용하였다. 연구결과는 다음과 같은 관점에서 세부적인 내용을 검토하였다. 첫째, 접근방법 적용의 분석틀은 접근방법의 정의, 유형, 분류기준 관점에서 언급하였다. 둘째, 접근방법 적용의 경향분석은 한국지적정보학회지 게재논문을 대상으로 연구방법, 연구초점, 연구유용성에 따른 접근방법 관점에서 검토하였다. 셋째, 접근방법 적용 한계 및 대응은 접근방법의 중요성 인식, 연구방향의 불확실성, 접근방향의 편중적 적용, 접근방법의 융화차원에서 검토하였다. It was an actual circumstance not to coincide with the development of land management by lacking a concern for a while about the approach method of research. Accordingly, the purpose of this study is to support the approach method that is applied logically and rationally in the process of research performance in future by examining and analyzing the approach method that appeared in the JKCIA. To achieve the research objective, the approach method for research has been reviewed in terms of the definition and type, the analysis of application tendency, the application limitation and issue, and the desirable direction of it. The research rage is limited to the approach method for research that appeared in the JKCIA. As the research method, the secondary data are collected through the reference of literature and the analysis framework established with the data. And the quantitative and comparative approaches are applied concurrently. The research findings are as follows; First, the analysis framework of the application of approach method was reviewed in terms of the definition, the type, and the classification standard. Second, the tendency analysis of application conducted as a viewpoint of the approach method based on the research method, research focus, and research utility about the subject of research. Third, the limits of approach method application and its alternative was referred to the recognition of approach method importance, the unreliability of research direction, the partial application of approach direction, and the reconciliation of research method.

외국의 해양지적정보시스템 구축 사례연구

해양공간은 경제적·사회적·문화적 환경변화에 부합하여 그 어느 때보다도 경제적 가치가 급상승하고 이용 및 활용의 실익이 더욱 높아져 해양지적정책 및 공적관리의 필요성이 부각되고 있다. 따라서 본 연구는 해양지적정보시스템을 구축한 외국 사례를 비교·검토하고 그 결과를 토대로 한국형 해양지적정보시스템 구축에 따른 방향성을 제시하는 것이다. 이러한 연구목적을 달성하기 위하여 연구범위는 해양지적정보시스템과 이를 구축한 국가의 사례로 한정하고, 조사방법은 문헌조사를 통하여 2차 자료를 수집하였으며, 접근방법은 서술적 접근방법과 비교론적 접근방법을 병용하였다. 연구결과는 다음과 같은 관점에서 도출하고자 하였다. 첫째, 해양지적정보시스템의 개념 및 접근은 개념적 정의, 구성요소, 선행연구 및 비교인요 차원, 둘째, 외국의 해양지적정보시스템의 실제는 비교요인에 입각한 미국·호주·캐나다의 해양지적정보시스템 구축사례 비교 및 정리 차원, 셋째, 우리나라 해양지적정보시스템의 적용 방향은 비교사례의 시사점 및 주요 구성요소별 해양지적정보시스템 개발의 방향 차원에서 검토하고자 하였다. Under getting a ride in economic·social·cultural environmental change, the necessity of public management and policy to the marine is more amplified by increasing the actual profit of application and the use and economic value of marine rather in any time. For this reason, the purpose of this study is to suggest the development directions of Marine Cadastre Information System in the future by comparing and examining its case of foreign. To achieve the research objective, the research range was limited to Marine Cadastre Information System and its developed countries, a data through the reference of literature and internet investigation was collected as the research method, and a descriptive access method and a comparative access method was applied. The study conclusion is as follows; First, the conceptualization and approach of Marine Cadastre Information System(MCIS) was reviewed in terms of the definition, components, literature review and comparative factors. Second, the operating actual conditions of MCIS was applied as a viewpoint of the comparison and arrangement through comparative factors of MCIS in USA, Australia and Canada. Finally, the applicative directions for MCIS was referred to the development directions of MCIS Based on the implications and components.

지적정보 빅 데이터 활용방안 연구

현재 빅 데이터는 사회적 관심과 미래의 비즈니스 경쟁력을 좌우할 핵심 역량으로 각광받고 있다 민간영역에서 촉발한 빅 데이터시장은 공공부문에까지 빅 데이터 활용영역이 넓혀지고 있다. 빅 데이터는 특정 분야에 국한되어 있지 않으며 모든 정보가 디지털화 되어 있는 현재 사회 모든 영역에서 그 활용가능성과 분석 가치를 인정받고 있다. 현재 공공부문의 민원서비스 중 지적정보를 기반으로 하는 공간정보 민원이 전체 민원의 88%를 차지할 정도로 그 수요가 높다. 이에 공공부문의 지적정보를 빅 데이터 관점에서 접근하여 지적정보 활용도 제고를 위한 기초 연구가 필요한 시점으로 지적정보를 빅 데이터에 관점에서 접근하기 위한 기초연구를 수행하고자 빅 데이터의 개념과 공공부문에서의 빅 데이터 활용 국내외 사례 조사연구를 수행하였고 이를 바탕으로 지적정보 빅 데이터 활용을 위해 지적정보 빅 데이터 구축방안과 활성화 방안 그리고 그에 따른 기대효과를 제시하였으며 지적재조사사업이라는 특정 업무 영역을 대상으로 지적정보 빅 데이터 구축 및 분석 등에 대한 시나리오를 수립하여 예상효과를 가정하여 분석결과를 시각화하였다. 실제 데이터를 활용하지 못했다는 한계가 있지만 지적정보를 빅 데이터 관점에서 바라본 기초 연구로서 그 의의가 있다. Big Data is current influence future competitiveness of the business core competencies are in the spotlight as. Big data is started in a private area, take advantage of big data area has been extended to the public sector. Big data is recognized the value of analysis and the possibility of its application in the social sector of all is not limited to a particular field, all the information is digital. Spatial information service using cadastral information of public services accounted for 88% of the civil application services of the whole, demand is increasing gradually. Approached from the point of view of big data cadastral information as public information, it’s time that requires research of cadastral information for activation. In this study, it is a basic research for the approach from the point of view of big data cadastral information. Collect Big data in public areas and the concept of big data, the case of domestic and foreign. The following shows the effect that is expected to enable the construction of cadastral information to be utilized in perspective of big data. Visualize the analysis results in a scenario or analysis of the construction of big data as a case study of cadastral resurvey project. There is a limit that did not take advantage of the actual data, but the significance of basic research as seen from the point of view of big data cadastral information.

지적학 학문공동체의 협력 네트워크 구조 분석

본 연구에서는 국내 지적학 학문공동체인 ‘한국지적학회’와 ‘한국지적정보학회’에서 발간하고 있는 학술지를 분석대상으로 지적학 학문공동체의 협력 네트워크 구조를 분석하였다. 구체적인 분석 자료는 1993년부터 2014년까지 발표된 863편의 논문이며, 각 논문의 서지정보를 활용하여 데이터를 추출하였다. 분석결과, 지적학 학문공동체에서 발산되는 연구업적은 지속적인 양적 증가를 보이고 있으며, 공동연구 또한 지속적인 증가 추세를 보이고 있다. 지적학 학문공동체에 큰 영향을 미치는 조직은 경일대, 청주대, LX공사, 목포대 등의 순으로 분석되었다. 협력 네트워크와 키워드 네트워크의 구조는 멱함수 형태를 나타내고 있으며, Scale free 네트워크의 성질을 띠고 있다. 협력 네트워크의 분석결과는 경일대, 신구대, 서울시립대, 청주대 등의 지적관련 학과 교수들의 영향력이 크게 나타났으며, 키워드 네트워크 분석결과 ‘지적재조사’와 ‘지적측량’이 핵심 키워드로 추출되었다. This research analyzed the structure of the cooperation network of cadastral academic community based on Journals published by The Korea Society of Cadastre and The Korean Cadastre Information Association which are the community in South Korea. Analysis materials were limited to 863 journals published between 1993 and 2014, and information was extracted from bibliographic data. As a result, research performance, published by the community, has consistently increased in terms of quantity, and joint research performance also has increasingly increased. In addition, Kyungil University, Cheongju University, L.X and Mokpo National University have significantly influenced the community. The structure of the cooperation network and keyword network assumed the shape of power function, having nature of Scale free network. In accordance with the analysis result of the cooperation network, Professors at Kyungil University and Shingu College, University of Seoul, Chungju University were significantly influential in terms of the community, and according to the analysis result of the keyword network, Cadastral Resurvey and Cadastral Surveying were extracted as the main keyword.

지적정보 표준화 사업의 중요도 및 우선순위 분석

본 연구는 AHP분석기법을 이용하여 지적정보 표준화 사업의 중요도 및 우선순위를 제시하는데 연구의 목적이 있다. 즉, 지적 및 공간정보 분야 전문가를 대상으로 지적정보 표준화 사업의 목표 → 영역 → 목록으로 계층화한 설문지를 활용하여 지적정보 표준화 사업의 중요도 및 우선순위를 분석하였다. 연구결과, 첫째, 표준화 영역에서는 관리영역(0.267), 생산영역(0.212), 서비스 및 유통영역(0.164), 가공영역(0.142), 국제표준화 활동 영역(0.122), 지적정보의 모니터링 및 평가체계 영역(0.093)의 순으로 나타났다. 둘째, 사업영역별 구성목록에서 가장 높은 중요도 및 우선순위로 생산영역은 지적정보 Data Model 및 생산사양 표준 고도화(0.224), 가공영역은 표준기반 지적정보 프레임워크 설계(0.294), 관리영역은 지적정보 품질 표준 및 기술기준 지침(0.213), 서비스 및 유통영역은 지적정보 서비스 제공 및 유통지침(0.159), 모니터링 및 평가체계 영역은 표준관리 및 모니터링 시스템 개발(0.184), 국제표준화 활동영역은 ISO/TC211 국제표준화 활동(0.427로)으로 각각 나타났다. 셋째, 복합가중치를 계산한 전체 36개 세부목록에서 중요도 및 우선순위가 높은 상위 3개 항목으로 지적정보품질 표준 및 기술지침(0.059), 지적정보 생산사양 관리지침(0.055), 지적정보 DB 유지관리 지침(0.050)이 나타났다. The purpose of this study is to suggest the importance and priority of cadastral information using AHP analysis. Experts in cadastral and spatial data information have been interviewed using stratified questionnaires for the goal → field → list of cadastral information standardization project to analyze the importance and priority of the project. As a result of the study, first, for the standardization field, it was in the order of administration (0.267), manufacturing(0.212), service and distribution(0.164), processing(0.142), international standardization activity(0.122), and monitoring and evaluation system for cadastral information(0.093). Second, the most important and prioritized item from each project field was as the following; cadastral information data model and manufacturing specification standards enhancement(0.224) for the manufacturing field, standard based cadastral information framework design (0.294) for the processing field, cadastral information quality standard and technical standard guidelines(0.213) for the administration field, cadastral information service provision and distribution guidelines(0.159) for the service and distribution field, standard administration and monitoring system development(0.184) for the monitoring and evaluation system field, and ISO/TC211 international standardization activity(0.427) for the international standardization activity. After calculating the complex weight, from the detailed list of 36 items, the 3 most important and prioritized items were cadastral information quality standard and technical standard guidelines(0.059), cadastral information manufacturing specification administration guidelines(0.055) and cadastral DB maintenance guidelines(0.050).

빅 데이터에 따른 지적정보의 효율화 방안 연구

본 연구는 현재 국가정보 분야의 주요 이슈로 부각되고 있는 빅 데이터의 논리적 기초를 고찰하고 현행 지적정보의 실태를 분석한 후 이를 토대로 지적정보의 발전방향을 도출하는데 그 목적이 있다. 따라서 빅 데이터의 이론적 기초와 현행 한국의 지적정보를 제도적, 행정적, 기술적, 교육적으로 분석한 후 이를 토대로 발전적인 효율화 방안을 모색하고자 하였다. 연구결과 빅 데이터에 따른 한국의 지적정보가 발전하기 위해서는 정보의 질적 향상, 융복합의 기반조성, 개인의 정보보호, 전문인력 양성, 지적정보 기반의 플랫폼 구축이 필요하며 이를 실현할 수 있도록 국가의 체계적이고 종합적인 지원이 필요한 것으로 나타났다. This study details the current state of the emerging field of ‘Big Data’ and a range of other data methods, as well as the key issues presented by them, by using a range of different resources of substantial consideration, etc. The aim of this project is to suggest a development plan for Korea Cadastral spatial information program through examining its characteristics. The study tries to identify a development plan based on an analysis of the theoretical characteristics and institutional realities of Korea Cadastral spatial information program. The results of the study are as follows: administrative guidance, technical assistance and educational facilities, build cadastral information base of the platform need to be more comprehensive in order to develop Korea Cadastral spatial information program, because Korea has significantly different characteristics of data collection, unlike other foreign countries.

지적정보를 위한 품질 표준화 적용방안에 관한 연구

1세기 전 일제 토지ㆍ임야조사사업에 의해 우리나라의 지적제도가 창설되어 많은 변화 속에서 사회 전반에 미친 영향은 이루 말할 수 없을 정도로 많다. 특히 개인의 토지소유권 보호를 중심으로 효율적인 국토관리의 근간을 이루어왔다. 과거 수작업으로 작성ㆍ관리하던 방식에서 벗어나 지적제도의 근간이라 할 수 있는 지적공부의 대장 및 도면의 전산화가 이루어지면서 지적정보는 이전에 비해 다양한 많은 분야에서 활용도가 점차 증가하고 있다. 또한 현재 정부에서는 지적정보를 기반으로 부동산 관련 정보의 통합 사업이 추진 중에 있으며, 공간정보의 공유를 위한 공간정보 표준 적용지침에 대한 연구가 진행되고 있다. 그러나 현재 전산화된 지적정보의 품질에 대해서는 아직까지 종이 지적도를 작성하는 생산자 기반의 지적측량성과 위주의 위치 정확성만 제시하고 있다. 따라서 본 연구는 지적정보의 품질 표준화 적용방안을 제시하기 위하여 관련 문헌조사 및 인터넷 조사를 실시하여 지적정보 및 품질 표준화의 이론적 고찰과 국제표준(ISO/TC 211) 및 국내ㆍ선진국의 공간정보 품질 표준화의 실태를 조사하였다. 이에 조사된 공간정보관련 품질 표준화 현황을 토대로 문제점을 분석하여 공간정보의 중추적인 핵심으로써 활용성 높은 지적정보의 품질 표준화 적용방안을 제시하였다. Prior to 1 century, the modern cadastral system was established by means of Land & Forest Investigation Project. It influenced many different fields in our society. Especially, it has been as a framework of national land management and protecting private land ownership as well. The use of cadastral information gradually increased in various fields compared to the past when cadastral records namely such as key component of cadastral system were managed by manual and paper oriented method. Currently, what’s more, the government is pursuing a Real Estate Information Integration Project based on the cadastral information. The research of spatial information for sharing and its standard guidelines is on the being process. However concerning to the quality of computerized cadastral information has been presented only location accuracy based on a paper cadastral map producer side. Thus this research has focused on standardization of cadastral information and quality management by means of literature review and internet search for suggesting a draft idea of standardization of cadastral information. Based on the analyzed the current status and problems of cadastral information standardization, draft proposal has been presented on effective and useful cadastral information standardization in terms of institutional, technical and organizational aspects.

지적재조사 책임수행기관제도 도입방안에 관한 연구

본 연구는 현재 한국국토정보공사와 민간지적측량업체가 수행하고 있는 지적재조사사업 추진체계의 문제점을 도출하고, 이를 해소할 수 있는 지적재조사 책임수행기관제도 도입방안을 제안하는데 그 목적이 있다. 지적재조사사업 추진체계를 분석해 본 결과, 한국국토정보공사와 민간지적측량업체가 비효율적 경쟁구도를 형성하고 있으며, 지적측량수행자 선정과정으로 인해 전체 사업공정이 지연되고, 지적측량수행자 조직 및 인력 운영에 제약이 따르는 것으로 확인되었다. 이러한 문제점을 해결하기 위해 한국국토정보공사가 지적재조사사업을 전담하되 민간지적측량업체를 반드시 협력수행자로 참여시키는 상생‧협력체계를 마련하고, 효율적인 사업 및 공정관리와 한국국토정보공사의 공적 역할을 확대해 나갈 수 있는 지적재조사 책임수행기관제도 도입방안을 제안하였다. 아울러 지적재조사 책임수행기관제도 도입에 따른 정책효과를 제시하였으며, 책임수행기관 법적 근거 마련을 위한 법령 개정 및 훈령 제정, 책임수행기관과 협력수행자 간 명확한 업무분담, 지적재조사사업 종사자들의 이해와 협력 등 지적재조사 책임수행기관제도를 안정적으로 정착시키기 위한 선결과제를 제시하였다. The purpose of this study is to derive the problems of the cadastral resurvey project currently performed by LX and private cadastral survey companies and to suggest a plan to introduce the cadastral resurvey responsible agency system that can solve these problems. As a result of analyzing the cadastral resurvey project implementation system. LX and private cadastral survey companies are having an inefficient competitive structure, and the entire business process is delayed due to the selection process of cadastral surveyors, and there were restrictions on the organization of cadastral surveyors and the operation of manpower. In order to solve these problems, the cadastral resurvey responsible agency system is proposed that LX takes the full charge of the cadastral resurvey project, and establishes a win-win and cooperation system involving private cadastral survey companies as consortium, and that can make a effective project and process management, and expand the public role of LX. In addition, the expected effects of the introduction of the cadastral resurvey responsible agency system are suggested, and a prior tasks for stable settlement of the cadastral resurvey responsible agency system are proposed like the revision of laws and enactment of directives to establish the legal basis for the cadastral resurvey responsible agency, clear division of work between the responsible entity and the cooperative entity, understanding and cooperation of cadastral resurvey project participant.

활용도 제고를 위한 지적정보의 메타데이터 표준화 적용방안

21세기 정보화 사회에 접어들고 있는 시점에서 볼 때 과거와 비교하여 지적정보는 매우 중요해지고 있으며, 다양한 분야에서 활용이 증가하고 있다. 또한 현재 정부에서는 지적정보를 기반으로 부동산관련 정보의 통합 사업이 진행 중에 있다. 결과적으로 이를 위해서는 지적정보에 대한 메타데이터 표준화는 매우 필요한 실정이다. 그러나 지적정보 메타데이터에 대한 연구는 일부 진행되고 있으나, 거의 전무한 상황이다. 따라서 다양한 분야에서 지적정보의 활용성 제고와 지적관련 정보시스템간의 상호 운용성을 높이기 위해서는 지적정보 메타데이터 표준화가 필요하다. 본 연구는 메타데이터에 대한 이론적 고찰과 국내의 NGIS 관련 정보의 메타데이터 및 국외의 지적메타데이터 및 국제표준화기구(ISO) 메타데이터 표준 등에 대한 실태를 조사하였다. 또한 조사된 메타데이터 표준화 현황을 토대로 문제점을 분석하여 공간정보의 중추적인 핵심으로서 활용 가능한 지적정보의 메타데이터 표준화 적용 방안을 제시하였다. The importance and utilization of cadastral information has been increased in the 21st information society. Currently a real estate information integration project which is based on cadastral information has been conducted by central government. Subsequently the metadata standards in cadastral information is essential elements in order to support this project. However the research on metadata standards in cadastral information hardly addressed. The metadata standards in cadastral information is necessary to promote its interoperability with other spatial data set. This research conducted a comprehensive literature review on metadata research work and NGIS project reports and analyzed the status of International Standard Organization(ISO) metadata standards. An application method on metadata standards in cadastral information has been formulated based on the results of analysis.
