      • 자유학기제 관련 쟁점 및 운영의 실제 현황

        내년부터 전국의 절반 정도의 중학교에서 자유학기제에서 진일보한 자유학년제가 실시된다. 지난 5년간 자유학기제를 운영한 결과 좋은 점도 많았지만 개선하고 바람직한 방향으로 가야할 일 또한 산적해 있다. 이에 자유학기제의 쟁점, 과제들을 알아보고, 자유학기제의 운영현황을 검토해 봄으로써, 자유학년제의 안정적 정착에 필요한 기초자료를 제시할 필요가 있다. 이 연구의 주요 결과는 다음과 같다. 첫째, 자유학기제는 아직 준비되지 않은 제도이다. 일단 학생들이 진로체험을 할 수 있는 곳이 한정되어 있으며, 진로프로그램 역시 다양하지 못하다. 또한 입시제도가 바꾸지 않은 현 상황에서 여러 활동들이 입시로부터 자유롭지 못하다는 등의 문제를 지니고 있다. 둘째, 교육부에서는 일선 학교에 자유학기제와 관련하여 상당 부분 자율적 운영권을 주었다고 하나, 일선학교에서의 교육과정이나 자율과정 등의 운영현황이 큰 차이가 없었다. 이는 기존의 관행적 방식에서 크게 벗어나고 싶지 않은 교사들과 학력저하에 불안을 가지고 있는 학부모의 이해가 타협되는 수준에서 운영되고 있었기 때문이라고 할 수 있다. 그 결과 다음과 같은 결론을 내릴 수 있다. 자유학기제의 장점은 분명하다. 꼭 필요한 제도라는 것도 확실하다. 대부분의 중학교 구성원들은 자유학기제를 원한다. 그러나 확대시행에 대해서는 회의적이다. 고등학교 경쟁입시제도 존재하며, 학교의 인식도 부족하다. 체험 인프라도 미흡하고, 학생중심·과정중심의 수업을 이끌 수 있는 교사양성도 아직 덜됐다. 교과서도 창의적인 아이를 육성할 수 있도록 대대적으로 개편해야 한다. The past five years of ‘free-semester’ has resulted in many good things, but there is a lot of work to be done to improve and move toward the right direction. Therefore, it is necessary to present basic materials necessary for the stable settlement of the free-learning system by examining the issues and tasks of the free-term system and reviewing the operation status of the free-term system. The main results of this study are : First, the free school term system is not ready yet. Once students can experience paths, the programs are limited. There are also problems such as the lack of freedom of entrance to various kinds of activities in the current situation when the admission system has not changed. Second, the Ministry of Education gave schools a considerable amount of autonomy over the free-learning system, but the current status of education or the operation of courses in schools was not significantly different. This could be attributed to the fact that teachers who did not want to deviate much from the traditional practice and parents who were anxious about academic background degradation were operating at a compromise. As a result, the following conclusions can be concluded : The merit of the free-learning offer is clear. It is also clear that it is a necessary map. Most middle school members want a free semester. However, they are skeptical of the expansion. High school competitive entrance system exists, and school recognition is insufficient. The experience infrastructure is not enough, and there is not enough teachers training to lead the student-centered and process-centered classes. In addition, textbooks should be drastically reformed to foster creative children.

        근대화이론과 농촌환경문제 진화적 변동론에서 순환적 변동론으로

        One of the characteristics of the last four decades after `World War II`, was the `discovery of famine` in the underdeveloped country, like Korea. A flurry of activities followed this sad discovery. Countless organizations and programs were set up to fight poverty and to combat famine in rural sector. In these days, the dominant development theory was `modernization theory` which have gratuitously assumed that third world countries are like western countries are, and respond to the same stimuli as western countries do, although third world countries have completely different cultures, traditions, and mentality from western countries. Among the many problems caused by `modernization theory`, this research focused on the noel environmental problems. In the West the discovery of nature and its progressive control by means of science and technology are phenomena. Modem progress born in the West and carried to the rest of the world is not integrally positive and therefore can`t be identified with the internal development of man and natwe. As a result, the so-called modernization of Korea and other countries is contributing to the degradation of the nature and environment. It is important to give up the illusion that the fight against famine is a simple matter that could be solved through the imitation of western countries. It is also necessary to abandon the belief that the earth as a reservoir of unlimited resources, there to be exploited ad hoc for mankind`s survival. Man-environment relationship must, essentially, be one of mutualism and not a case of survival of the fittest: In other words, man`s survival is directly related to the survival of the earth and its resources.

        농업여건 변화에 부응하는 농촌지도기구의 개편방안

        Our agricultural extension system with all its success and failures, rewards and punishment was introduced 50 years ago with particular reference from United States. Some of the established principles and policies of effective extension work were shaken off for immediate result. But the results were not praiseworthy. The purpose of this study is to throw some light on the question of systems and approaches on agricultural extension that can adequately meet the challenges of the future. Our ext~sion system is `special government type` which administers a nation-wide network of extension and training services in close collaboration with that of the experiment station. This type, however, has innate weakness which inclined to be standardized, inflexible, and irrelevant to actual needs of farming communities and problems of farmers. In this regard, it is necessary to consider another approaches of agricultural extension: `Government Type`, `Agricultural University`, `Farmers Organization`. The characteristics features, advantages and disadvantages of these models have been discussed. Each model has been found wanting in one way or another to meet the needs and interest of the present Korean situation. In view of the agricultural situation, and considering the expected changes of farmers and technologies in the years ahead, the `modification (especially to the direction of provincial government) of preset system` was expected which would be operationally flexible and organizationally unified and decentralized. The modification of present system should include the following characteristics: 1) universal contact with client system, 2) local planning based on the needs of clients, 3) using multiple method of nonformal education, 4) fitting with both general and specialized farming systems, 5) accommodating variable clients, technologies and educational objects.

        농촌지역사회개발 요원들의 직업사회화 과정 : 가설적 탐색

        This research was carried out to provide the basic informations for the study of the occupational socialization process of rural development workers. Until now in a study of rural development workers, the study about the socialization process, which is to study the whole change during the life, has not been sufficient. The occupational socialization process of rural development workers may be considered both a process from life as a pre-rural development waker to life as a rural development worker and a process of retirement or resigination as a rural development worker. The socialization process of rural development workers in general is presumed as the five steps. Each theme word con esponding to the cultural characters in each step is as following. (1) Expectation toward Uncertainty: Step before Life of Employing (2) Extra-Passion and Trial and Error. Step for Adapting the Working Life (3) Swimming: Step of Dissension and Desperation (4) Sinking or Avoiding Dissension: Step of Stability and Stagnation (5) Emptying a Lonely Mind: Step of Professional Inactivity and Retirement The five steps appear mixedly and irregularly. At each step, rural development workers can feel the sense of fruitage and dignity (a naive compensatory mind) despite appearance intermittent and unclear.

        학교조직 내 교육행정직의 갈등과 갈등대응방식

        This research study aimed to examine conflicts of educational administration officers in schools with teachers, convertees, and temporary school workers, and conflict response styles by applying mixed research methods, and understand conflict situations perceived by educational administration officers in a multilateral manner. To achieve this, two in-depth interviews were conducted with 20 educational administration officers, and a questionnaire survey was given to 431 educational administration officers working at elementary, middle, and high schools located in Gyeongsangnam-do, Korea. Educational administration officers experienced diverse conflicts arising from job, relationship, and structural factors with the three groups, which was mainly caused by task interdependency, negative communication, and relative deprivation. Together with this, as conflicts between educational administration officers and teachers or temporary workers in school intensified, educational administration officers responded to them with an avoidance style. High conflict groups and low conflict groups showed no significant difference in the use of adaptation, domination, and compromise styles except for the avoidance style. But there were clear differences in the concrete application of conflict response styles: high conflict groups showed inflexible conflict response styles which caused a vicious circle of conflicts while low conflict groups showed paternalistic conflict response styles focusing on communication and sympathy. This research is significant in that it offers basic data of managing workplace conflicts by analyzing conflict phenomena among school organization members and seeking conflict mitigating methods.
