본 논문은 실증 자료를 이용하여 담배 가격 인상이 계층별로 어떤 영향을 미치는지 보고 자 한다. 이를 위해 1990년부터 2011년 사이의 가계 동향 자료의 담배 소비량에 기초하여 담배 수요의 가격 탄력성을 추정하였다. 추정 결과는 다음과 같았다. 첫째, 담배 수요의 가 격 탄력성은 소득이 낮을 수록 탄력성의 절대값이 낮았다. 둘째, 담배 소비 총량에서 소득 이 낮은 분위의 비율은 지속적으로 증가하는 추세에 있다. 따라서 담뱃세는 역진적 성격을 강하게 드러내며, 소폭의 가격 인상을 통해 담배 소비를 감소시키려는 정책 목적의 달성에 는 한계가 있을 것으로 보인다.

복수암 Sarcoma 180을 생쥐의 B 임파구 분화에 미치는 Ascorbate의 영향

Ascorbate is one of the important radical scavengers. Its roles in biological system including anti-cancer effects have been broadly studied. Ascorbate recovered the function of B lymphocytes which was suppressed by Sarcoma 180-derived immunosuppressive factor(s). Production of anti-SRBC antidody was increased by the adminisration of ascorbate in the Sarcoma 180 culture supernatant-treated mice. Ascorbate enhanced the suppressed immune function of tumor-bearing hosts. Treatment of 1 mg of ascorbate increased the function of B lymphocytes, however, 10ug of ascorbate treatment decreased. In vitro treatment of ascorbate increased the immunoglobulin production ac-cording to the increasement of ascorbate concentration. These results also imply that ascorbate may be a immunoreeulatory molecule.

Purpose: The coronavirus disease 2019 (COVID-19) pandemic has significantly impacted the rates of screening, case identification, and referral for cancer diagnosis. We investigated the diagnosis and surgery status of breast cancer before and after the COVID-19 pandemic at a multi-institutional level. Methods: We collected breast cancer data from the clinical data warehouse which contained the medical records of patients from six academic institutions in South Korea. Patients were divided into two groups: February to April (period A) and May to July (period B). The data from the two groups were then compared against the same periods in 2019 and 2020. The primary objective was to investigate the differences in breast cancer stages before and after the COVID-19 pandemic. Results: Among 3,038 patients, there was a 9.9% reduction in the number of diagnoses in 2020. This decrease was more significant during period A than period B. The breast cancer stage was not statistically different in period A (p = 0.115), but it was in period B (p = 0.001). In the subset analysis according to age, there was a statistical difference between 2019 and 2020 in period B for patients under the age of 65 years (p = 0.002), but no difference was observed in the other groups. Conclusion: The number of breast cancer cases declined during the pandemic, and the staging distribution has changed after the pandemic peak.

팬데믹 시대에 평화 구축을 위한 재난지원금 지급 효과 분석

본 연구는 설문조사를 통해 코로나19로 인한 제주지역 가구의 경제위기를 살펴보고, 재난지원금의 지급효과 등을 분석하였다. 설문조사는 소상공인, 특수고용직, 제주특화 직종 등 선별지원 대상자들의 재난지원금 지급실태를 조사한 자료이다. 연구를 위해, 코로나19 직전인 2019년 12월과 1년 6개월 후인 2021년 5월을 비교하였다. 연구의 주요 결과는 다음의 다섯 가지이다. 첫째, 가구소득 1% 감소에 따라 가구지출은 0.42%만 감소하여, 코로나19로 인한 소비지출 감소는 소득감소만큼 나타나지 않았다. 둘째, 코로나19로 휴직·실직·휴업·폐업을 한 경험자가 10%p 증가하여 고용상태 불안을 경험하였다. 셋째, 재난지원금의 지급액이 많을수록 만족도가 증가하였다. 넷째, 재난지원금의 주요 사용항목은 음식, 생활용품, 금융지출 순서로 나타났다. 다섯째, 응답자들이 지출이 필요했던 항목은 생필품으로 재난지원금의 실제 지출 항목과 동일함을 발견하였다.

북한주민 개인정보보호방안 연구 : 국내 법제 개선방안을 중심으로

Amid repeated incidents of personal information leakage of North Korean refugees in South Korea, the possibility of additional leaks is also increasing. Despite the need for careful management, the leaked data is not only misused for crimes but also could lead to threats against their families remaining in the North. Furthermore, efforts should be made to protect North Koreans' right to self-determination of personal information, considering the decisions by the South Korean Constitutional Court, which recognizes the fundamental rights of North Koreans. In addition, the restart of inter-Korean exchanges will bring the issue of personal information handled by companies or authorities. Until now, protection of information on North Korean refugees, has been mainly considered as national security, but it is necessary to review this issue in privacy perspective. In particular, the current Personal Information Act has limitations on the possibility of the exposure of the number of North Korean refugees by region or institution due to its obligation to register personal information list, the Special Act on the Inter-Korean Family, and the lack of awareness and protection of special types of personal information of North Korean refugees such as date of entry. To overcome these issues, related institutional devices are needed to protect the personal information of North Koreans in related laws, such as the Personal Information Protection Act and the North Korean Refugee Act, and cooperation of related agencies such as the Ministry of Unification, the Personal Information Protection Commission, the Ministry of the Interior and Safety, the Ministry of Justice, and the National Intelligence Service. 탈북민 개인정보 유출사고가 반복되는 가운데 탈북민이 늘어나고 이들에 대한 지원이 다양해지면서 추가 유출 가능성도 높아지고 있다. 탈북민 개인정보 유출은 범죄에 악용되는 것은 물론 이들 본인과 북한에 남아 있는 가족에 대한 신변위협 등의 피해로 이어질 수 있다는 점에서 더욱 신중하게 관리되어야 함에도 불구하고 제도적 보호는 부족하다. 더 나아가 북한주민의 기본권 주체성을 인정하는 우리 헌법의 태도를 고려할 때, 북한주민의 개인정보 자기결정권을 보호하기 위한 관심도 필요하다. 또한 남북교류 활성화에 따른 우리 기업 및 단체가 처리하는 북한주민 개인정보에 대한 문제가 대두될 것이며, 북한방문 남한주민의 개인정보가 유출되어 범죄에 악용되지 않도록 북한당국과 협의하는 등 다각도의 접근이 요구된다. 지금까지 탈북민을 포함한 북한주민 정보에 대한 보호는 「국가보안법」 등 국가안보 차원에서 주로 고려되었으나 탈북민 증가 및 남북교류 활성화에 따라 최근 들어 그 중요성이 대두되고 있는 개인보호보호 차원에서의 검토가 필요하다. 특히 현행 「개인정보법」에는 기관의 개인정보파일 등록의무로 인해 지역별 또는 기관별 탈북민 숫자가 노출될 가능성이나 「남북가족특례법」상 북한주민등록번호, 탈북민의 특수한 개인정보(입국일, 하나원 기수 등)에 대한 인식 및 보호가 부족하다는 한계가 있다. 이와 같은 한계를 극복하기 위해 「개인정보보호법」과 「북한이탈주민법」 등 관련 법률에 북한주민 개인정보를 보호할 수 있는 제도적 장치를 마련하고, 통일부, 개인정보보호위원회, 행정안전부, 법무부, 국가정보원 등 관련 기관의 협업은 물론, 통일이라는 대규모 전환기에서 북한당국이 보유한 개인정보를 어떻게 처리할 것인지에 대한 대비도 필요하다.

Tourist statistics are vital for policymaking to boost the tourism industry. Jeju, as an island, accurately tracks its arrivals through airline and maritime passenger data. However, distinguishing between residents and non-resident visitors among arrivals in Jeju is a challenging issue. Traditionally, the ratio of residents among Jeju arrivals has been calculated through surveys. In this study, a new method using mobile big data to derive the series of residential ratio was proposed. Additionally, the proposed method is refined by considering daily fluctuations in these ratios and applying them to overall airline passenger data. Our findings indicate the stability and representativeness of visitor count estimated using the new approach and demonstrate its effectiveness in explaining the daily movements of the tourist count in Jeju.
