복합단지개발 공모형 PF사업의 문제점 및 개선방안에 관한 사례연구 : 00도시공사 사례를 중심으로

국문 초록 (Abstract)

공모형 PF사업은 도시의 계획적 개발을 위해 2001년 도입된 이후 도시의 경쟁력 향상을 위한 복합개발 수요가 증가하면서 양적으로 크게 증가하였다. 2012년 1월 기준으로 31개 사업에 81조원 규모의 사업이 완료되거나 추진 중으로 지역균형발전에 기여하고 있다. 그러나 2008년 금융위기 이후 신규 사업은 물론 기존에 추진하던 사업마저 심각한 정체 상태에 직면하고 있어 안정적이고 체계적인 사업 환경 마련이 필요하다.
본 연구는 공모형 PF사업의 공모이전 준비단계에서의 사업타당성평가와 검증, 공모 이후 시행단계에서 사업관리 부재에 대한 문제점을 SWOT분석을 통하여 개산방안을 제시한다. 연구방법은 선행연구에서 공모형 PF사업의 전체적인 흐름을 파악하여 연구 목적과 방향을 제시하고 이론적 고찰에서 프로젝트사업의 개념과 구조, 추진절차를 조사한다. 사례별 추진과정에서 발생된 문제점에 대한 분석을 통하여 개선방안을 제시한다.
사례조사는 00도시공사에서 2006년부터 2008년까지 공모하여 특수목적법인(SPC)을 설립하여 추진한 사업을 대상으로 분석 하였다. 최근의 사업부진이 금융위기 이후 신용경색이 주요 원인이나 기본적으로 사업구조의 불안정과 SPC에 대한 체계적인 관리기제 부재로 인하여 사업추진이 지연되거나 표류하는 원인으로 분석되었다.
개선방안은 첫째, 사업성평가 시스템 확보 및 공적기구에 의한 검증이 필요하다. 둘째, 공모형 PF사업 구조의 안정화를 위한 공공기관의 리스크 분담이 필요하다. 셋째, 공모형 PF사업에 대한 분양가 상한제 폐지가 필요하다. 넷째, 공모형 PF사업의 SPC관리 기제 확보가 필요하다. 이를 위한 법적인 독립기관을 설립하여 사업전반에 대한 관리를 강화하여야 한다.
본 연구는 공모형 PF사업 단계별 문제점을 사례분석을 통하여 도출한 후 SWOT 분석을 통해 객관적인 개선방안을 제시하였다. 이는 향후 대규모 공모형 PF사업의 추진에 있어서 성공적인 사업관리를 위한 사업관리시스템 마련을 위한 기본지침으로 활용 가능하다.

Competition-type project financing was adopted in 2001 for planned development of cities and has been greatly increased in number as demand for mixed-use development has risen for higher competitiveness of cities. As of 2012 January, 31 projects with 81 trillion won injected have been completed or are in the process of planning, which contributes to balanced regional development. Since the 2008 financial crisis, however, projects which were already planned as well as new projects have been faced with serious stagnation, so stable and systematic business environment should be formed.
This study suggests improvements through validity assessment and verification for projects on the preparatory stage before an actual competition for project financing and SWOT analysis on problems in absence of project management on the implementing stage after the competition. For methodologies, it presents research purposes and directivity by grasping overall flow in competition-type project financing through reviewing preceding studies and, in terms of theoretical consideration, it investigates the concept, structure of projects and planning procedure. The problems occurring in planning for each case are analyzed and corresponding improvements are proposed.
For the case study, projects promoted through competition from 2006 to 2008 by SPC which 00 Urban Development Corporation established are used for analyses. It is considered that the recent business depression is mainly due to credit crunch after the financial crisis but, fundamentally, it is analyzed that instability of business structure and absence of systematic management mechanism on SPC cause projects to be delayed or to drift.
For improvement plans, first, advancement of project validity assessment system and verification by public organization are needed. Second, risk division of public institutions is required for stabilization of competition-type project financing. Third, price cap in parceling out price for competition-type project financing should be abolished. Fourth, SPC management mechanism for competition-type project financing should be secured. A legal independent organization should be established to strengthen management on business in general.
This study draws problems in competition-type project financing based on its stages through case studies and proposes objective improvements through SWOT analysis. It can be utilized as basic guidance to prepare business management system for successful business management in promoting future large-scale competition-type project financing.
