ABSTRACT

An Empirical Study on the Effects of Learning Organization Activity in Small and Medium Enterprises on the Perceived Organization Effectiveness.

As the rapid changes of business environment with a paradigm shift to knowledge management and the development of information technology made companies more intensive. Learning is a decisive and only way to develop their competence to react against and to survive in a drastic change of business environment.
Learning organization learned endlessly itself in the corporate, is that the management innovation methods of the 21st century which is the knowledge based business environment. In practice, learning organization identify intellectual assets with in the organization, generates new knowledge for competitive advantage with in the organization.
But despite of the importance and necessity for learning organization, efforts to build learning organization in the small and medium enterprises are still unnoticeable. The major reason for low participation is that the concept of learning organization is abstractive and comprehensive and no certain that makes profit.
For finding more effective way to operate and adopt learning organization to them, it requires systematic analysis but existing empirical studies were mostly concentrated on correlation analysis between the performance and learning organization and focused on financial view.
Therefore, the purpose of this study is that verify empirically the relations between learning organization and job attitude with non-financial performance factors in small and medium enterprises and through this, helps us identify effects of learning organization on the Perceived Organization Effectiveness.
In empirical research, it executed questionnaires of the workers, managers in manufacturing/service sector. Corporate learning organizations are selected from the manufacturing operation and service operations in Gwangju city area and Jonnam·buk and the research is studied considering points as follow.
Firstly, this study tries to finds out a causal relationship between the construction of corporate learning organizations and job attitude by carrying out the empirical analysis.
Second, through the empirical analysis, it tries to examine the effect of learning activity process on the Perceived Organization Effectiveness by verifying the intermediation effects of learning activity process on the Perceived Organization Effectiveness.
Thirdly, this study will verify a causal relationship through empirical analysis using AMOS modeling on the Perceived Organization Effectiveness.
The analysis as a result provides us with some valuable points as follows.
1. This study provides the relation between construction of corporate learning organizations and learning activity process and gets a line on relation with learning activity on the Perceived Organization Effectiveness.
2. This study finds that the mechanisms are no difference between small-medium enterprises and big sized enterprises. It means introduction of learning organization make job attitude in the small-medium enterprises as well. But for more effective operation of learning organization, the government needs to help them with visible and invisible resources.
3. This study verifies that learning activity processes are intermediation effects between corporate learning organization and job attitude. Through the empirical analysis, study finds that learning activity processes are critical factors had effects on the Perceived Organization Effectiveness.
In conclusion, this study explore and analysis empirically that there are some relation to make the learning more effective on the Perceived Organization Effectiveness.

국문 초록 (Abstract)

21세기는 지식기반 사회가 도래하여 지식의 양은 급격하게 증가함은 물론 정보통신기술의 발달로 지식이 모든 경제활동의 가장 중요한 원천으로 등장하고 있다. 디지털 경제로 급변하는 환경에서 기업의 생존과 경쟁우위를 유지하기 위해 조직은 능동적으로 대처해 나갈 수 있는 능력이 요구되며(Garvin, 1993), 학습조직이 21세기 우량기업의 생존전략으로 여겨지게 되었다(박광량, 1994). 이중 중소기업은 전체기업 수의 99%, 종업원 수의 88%, 그리고 생산액의 약 48%로 국민경제에 있어서 상당한 비중을 차지하고 있으며, 중소기업 근로자의 인적자원개발 활동이 대기업과 비교해 보면 교육훈련 참여율이 대기업이 77.2%이고, 중소기업은 8%밖에 지나지 않는 실정으로 나타났다. 이로 인해 중소기업 근로자의 역량개발을 위해 학습조직의 구축 필요성이 제기되었다(중소기업청, 2007). 또한 지식 기반경제사회를 살아가는 직장인은 일생동안 직업을 5-7회 정도 옮겨야 하며(이무근, 2000), 앞으로는 직업에 대해 ‘한자리에 머물러 있는’ 개념이 점차 희박해지고 ‘영역에 제한이 없는 경력'을 염두에 두어야 한다. 지식기반경제사회를 살아가는 지식근로자는 고용 능력을 제고하기 위해 정보에 부가가치를 부여함으로써 고객이나 기업의 소득을 향상 시킬 수 있어야 한다. 이를 위해서 “평생 동안 일을 하면서 또 여가를 즐기면서도 학습을 지속적으로 해야 하는 평생학습사회”에서 살고 있다고 말할 수 있다(권대봉, 1996).
그러나 많은 국가나 기업 그리고 연구자들은 학습조직의 중요성과 필요성에 상당히 공감하고 관심을 가지고 있지만, 중소기업의 현장에서의 학습조직 구축 노력은 아직 미미한 실정이다. 이는 학습조직의 개념이 추상적이고 포괄적이기 때문이며, 또한 아직은 정형화된 학습조직 구축 방법이나 도구가 부족하기 때문이라고 볼 수 있다. 따라서 학습조직이 갖는 중요성에도 불구하고 국내에서의 학습조직에 대한 실증적 연구는 매우 부족할 뿐만 아니라, 학습조직이 기업활동에 미치는 실증연구는 매우 부족한 실정이다(김수원, 2002).
최근 경영학에서 진행되고 있는 학습조직 관련 연구는 크게 두 종류로 분류할 수 있는데, 하나는 학습조직 관련 요인에 대한 연구이고, 다른 하나는 학습조직의 성과에 관한 연구이다. 학습조직의 성과에 관한 여러 연구들에서 성과측정지표로는 비가시적 성과지표인 조직 몰입, 직무만족, 상사 만족, 제도만족, 조직 문화만족, 적응성, 조직혁신, 경영혁신, 팀 학습 성과, 조직학습 기여도, 핵심역량 구축, 고객만족도, 작업효율 증대, 신제품 도입, 환경과의 조화, 환경변화에 대한 대처 등이 이용되고 있으며, 가시적 성과지표인 자기자본 이익률, 자산이익율, 당기순이익, 수익성, 매출액 성장률, 시장 점유율, 신제품 출시 기간 등이 사용되고 있다. 그런데 이중에서도 학습조직의 성과지표로 가장 많이 사용된 변인은 조직몰입 및 직무만족을 포함하는 조직유효성에 대한 내용으로, 여러 연구들에서 조직몰입 및 직무만족을 이용해 조직유효성을 측정하였으며, 학습조직 구축이 조직유효성을 증진시킨다고 발표하고 있다(권재범, 2002; 나병선, 2002; 정태용, 2001; 권혁영, 2000; 이선, 2000; 온해영, 1999; 윤여표, 1998; 이한검, 전선봉, 1997; 손태원, 전상길, 1997; 정한규, 1996).
그리고 한국산업인력공단에서 2006년도부터 학습조직화 지원사업이 시작됨에 따라 본격적으로 학습조직에 대한 관심이 높아졌으며, 학습조직이 과연 조직의 경영성과에 기여하였는가에 대한 관심도 함께 높아지고 있는 실정이다.
또한 한국산업인력공단에서 학습조직 지원 사업을 실시함에 있어서 중소기업의 직업능력 개발사업 참여가 저조하기 때문에 학습활동을 활성화하기 위해 일과 학습을 유기적으로 연계하는 새로운 시도로 2006년부터 우선 선정기업을 대상으로 시행하여 2009년 현재 약 310여개의 중소기업이 참여하고 있다. 중소기업 학습조직화 지원 사업은 중소기업 스스로 인적자원개발을 할 수 있도록 현장 중심의 학습을 지원하고 그 운영방식에서 중소기업의 자발적인 참여를 통해 진행되는 사업이다.
이 사업은 중소기업으로부터 매우 좋은 호응을 받고 2007년에는 지원기업이 선발규모의 4배 이상 초과한 사실은 중소기업의 인적자원에 대한 열망을 보여준 동시에 학습조직화 사업이 중소기업에게 유용한 사업임을 보여준다. 또한 여러가지 연구를 통해 학습조직화 지원사업은 중소기업의 인적자원개발을 통한 경쟁력 향상에 많은 기여를 할 수 있을 것으로 예측된다(김영생, 2008).
또한 김수원(2002), 나병선(2001)은 학습조직의 성과에 대한 실증연구를 통해 학습조직의 성과가 조직몰입, 직무만족, 직무역량의 향상에 영향을 주는 것을 실증 분석하였다. 더불어 학습조직의 성과에 대한 연구들 대부분이 재무적성과에 치우쳐 있어, 비재무적 성과를 간과하는 경향이 있으며 학습조직과 성과와의 단순 상관관계를 살피는 것에만 그친다는 문제점을 지적하고 있다(Davis, 2005; Ellinger 외, 2002). 학습조직에 대한 연구들은 학습조직의 효과를 살펴보고, 그 효과를 극대화 하는 방안을 마련하기 위해서는 학습조직이 어떠한 경로로 조직유효성에 영향을 미치는지에 대한 체계적인 분석이 요구된다. 단순한 상관분석으로는 이러한 영향에 대한 체계적인 분석이 이루어 질 수 없다. 그래서 학습조직화 활동에 대한 연구의 필요성을 느끼고 광주, 전남북지역의 제조 및 서비스업을 대상으로 학습조직화 활동이 조직유효성에 미치는 영향을 실증적으로 분석하는 것을 목적으로 한다. 이에 따라 본 연구는 다음과 같은 구체적인 목적을 갖고 실증분석을 통해 본 연구를 수행하고자 한다.
첫째, 학습조직화 활동이 중소기업의 조직유효성에 미치는 직접적인 영향을 실증적으로 분석하여 인과관계를 규명하고자 한다.
둘째, 학습활동 프로세스의 매개효과를 검증하여 중소기업의 조직유효성에 미치는 영향을 실증적으로 분석하여 규명하고자 한다.
셋째, 구조방정식 모형 분석에 의해 중소기업의 조직유효성의 영향요인을 실증적으로 분석하여 인과관계를 규명하고자 한다.
