민간경비와 경찰의 협력시스템에 관한 연구 = A Study on the System for the Cooperation Between Private Security and the Police

This study intended to explore the controversial points of preceding studies and challenges pursuant to the issue of mutual cooperation between the private security and the police for the common objective of preventing the crimes amid the changes in the security environment such as the limit of public power, privatization, cooperative security, etc, and present the measures for building the efficient system of cooperation between the private security and the police.
Above all, the necessity for the increase in the perception toward the private security and the specialization were presented as the fundamental solution to the challenge of building efficient system of cooperation between the private sector and the police.
First, the change in the legal name and the terminologies related to the private security were presented as part of measures to increase the perception toward private security. Furthermore, adjusting the wage to the realistic level was presented to decrease the turnover of security companies which has been highlighted as the biggest problem.
Moreover, granting the spot-check inspection to the private security personnel in a limited way was reviewed, given that the private security personnel does not have special authority which is given to the private police and faces problem in preventing the crimes effectively.
Second, the introduction of national qualification system of private security personnel was proposed to ensure the specialization of private security personnel.
Third, strengthening the regulations was proposed to promote the sound management of private security. The revision of law pursuant to the private sector business in the upcoming period must be approached for strengthening the regulations, rather than easing the regulations.

국문 초록 (Abstract)

이 연구에서는 공권력의 한계, 민영화, 협력치안 등 치안환경이 변화되고 있는 시점에서 민간경비와 경찰이 범죄예방이라는 공통 목표를 위해 상호 협력 문제에 관한 선행연구들의 쟁점과 해결과제를 살펴보고 효율적인 민간경비와 경찰의 협력시스템 구축방안을 제시하고자 하였다.
먼저 민간경비와 경찰의 효율적 협력시스템을 구축하기 위한 근원적 해결과제로 민간경비에 대한 인식의 증대와 전문화를 제안하였다. 첫째, 민간경비 인식의 증대방안으로 법명 및 민간경비관련 용어의 변경을 제안하였다. 그리고 현재 경비업체의 큰 문제점으로 부각되는 높은 이직률을 저하시키기 위해서 보수 현실화를 제시하였다. 그리고 민간경비원은 특별한 권한이 없어 범죄예방에 효율적으로 대응하기 어려우므로 청원경찰과 같이 제한적으로 불심검문 등의 권한을 주는 것도 검토하였다. 둘째, 민간경비원의 전문성 확보방안으로는 경비원에 대한 국가자격 제도 도입을 제안하였다. 셋째, 민간경비의 건전한 운영을 위한 규제강화를 제안하였다. 향후 경비업과 관련한 법개정은 ‘완화’보다는 ‘강화’차원으로 접근되어야 할 것이다.
협력시스템적 해결과제로서는 경찰의 관리·감독 강화와 경비지도사의 매개체 역할 확대를 제안하였다.
운영적 해결과제로서는 범죄관련 정보공유와 같은 상호 협력적 시스템 마련, 첨단 기계경비시스템의 활용, 합동 통제실 운영 및 순찰을 제안하였다.
정책적 과제로서는 공경비 인력의 민간경비 유입, 순찰경비업, 교통유도경비업 등의 경비업무의 확대 개편을 통한 경찰업무와의 협력시스템 구축, 수익성사업의 민간경비 역할 확대, 선진국과 같은 상호협력 및 관계개선 프로그램 실현을 제시하였다.
