國際行事時 警察과 民間警備의 協力體制 構築方案에 관한 硏究 = (A) Study on cooperation system plans between police and private guards in an international event

As our society has been changed rapidly to be modernized, industrialized, and urbanized since the 1960s, there have raised many social pathological phenomena. Especially a crime comes to the fore as the most serious social problem. Also frequent international interchanges have led to many large events.
The police coping with crimes directly have exposed its limits of police force because of diversified social functions and increased guard demand, making the difficulty of doing duties of its own. As practical institutional devices to cover the security blank, the developed countries have improved and developed the use of private guards, and Korea has good potential of using them.
With 2002 Worldcups, the importance of using private guards has been more highlighted, modeled after Japan. In Japan, private guards played a good role in many portions of international events because its police force is limited.
So, police and private guard business are required to establish more systematic plans for the future.
For such plans, this study is suggested as follows;
First, to establish the countermeasure to an accident, it is recommended that private guards act as escort in the frontline, while police with control of those private guards perform its roles in the background for many international events.
Second, to improve professional training in private guards, it is recommended the integrated education for both police and private guards. Also, it need to establish a guard training center, in consideration of the importance of guard business that meet the demand of specialized various guarding industries and protect individual's life and property.
Third, it need to strengthen the professional ability of private guards. To do this, it is recommended changing perception on private guards by both police and those engaged in private guards, single structured private guards by integrating private police and guard business acts, and winning guards of ability for the cooperation with police and private guards.
Fourth, since police force has a limit in managing an international event, police and private guards have to establish a cooperation system. For the cooperation system, a part has to be in a police to be responsible of private guards, and a formal correspondent is needed to communicate between police and private guards.
To develop private guard business and increase the ability of guards and protections continuously, it has to continue to develop policies that will allow the cooperation system of police and private guards to be enhanced, such as having private guards equipped with guard skills, reduced reaction times to a crimes. That will be helpful for people's seeking a better living.
