기지촌은 지금 필리핀 여성들이 과거의 ‘양공주’를 대체하고 있다. 본 연구의 목적은 참여관찰과 심층 면접을 통해 평택 주한미군 기지의 유흥업에 종사하는 외국 이주여성들의 이주의 동기와 과정 그리고 현지에서의 삶의 양식을 밝히는 민족지적 연구에 있다. 성매매 여성을 인신매매의 수동적 피해자로만 보는 시각으로부터 탈피해 한국으로의 이주 경험을 여성들의 주체적인 선택이나 삶의 전략의 하나로서 분석한다. 신자유주의 세계화 속에서 필리핀 농촌의 붕괴와 필리핀 정부의 해외 이주노동 장려 정책, 이들을 수입하는 한국 사회의 흡인 요인을 고려하면 필리핀 여성의 한국 기지촌으로의 유입은 여성의 성을 매개로 제도화된 해외이주노동에 의해 조장된다. 구조적 조건과 함께 이주과정에서의 여성의 선택의 과정을 분석하고 쥬시걸로서의 일의 과정에서 나타나는 착취적 요소와 이에 대응하는 여성의 전략을 살펴본다. 기지촌 필리핀 여성 이주자들은 본국에 송금할 수 있는 능력을 가진 노동자로서 독립적이기도 하고 의존적이기도, 기략이 풍부하기도 하고 착취당하기도 한다. 이들은 세계화의 경제 관계의 망에 갇힌, 그러나 로컬 차원의 행위자들이다. 일의 체계는 고용주가 이들을 최대로 활용하여 최대의 이득을 목적으로 하는 데서 비롯된 주스 할당량과 바 파인(bar fine)의 구조로 짜여진다. 이에 따라 계약 임금노동자로서 지급해야 하는 월급보다 성과급(주스 할당/바 파인)의 비중이 훨씬 높고, 이 부분에 계약서상에 없는 벌금이나 외출 금지의 벌칙이 적용된다. 기지촌 성산업에 유입된 필리핀 여성은 형식적으로는 외국인 계약 노동자이다. 그러나 이들이 계약을 하고 한국에 와서 일하는 모든 과정을 관철하는 하나의 본질(epiphany)은 ‘비(非)법, 편법, 합법으로 위장, 법망을 피하기’이다. 이들이 정부의 허가를 받은 외국인노동자로서 수입됐다면 입국 과정에서의 중개자 역할과 고용 과정에서의 벌금제 등 불합리한 고용 행위를 노동권에 입각해 논의하고 시정하여야 한다. The purpose of this study is to examine the experiences of Filipina entertainers at a military camp-town in Korea. It includes motivations, immigration processes, and their work in the clubs. With the ‘feminization of survival’ of the current globalization, the camp-town women have been replaced by foreign migrant women, especially from the Philippines. These women have been usually viewed as trafficked people, victims of forced sex slavery, a view that fails to recognize them as autonomous subjects. In analyzing their migration processes and lives in the clubs, I look at them not as passive agents, but rather as active ones. I have examined various structural causes as the defining factors in the Philippine women’s choices. The economic situation of the Philippines as a debtor country, along with the Philippines policy for enhancing work abroad, have led to this migration as a way of earning foreign currency. Contributing to this movement of women are the lax regulations of broker business, the efforts of the Korean camp town’s club businessmen to import foreign sex workers, a lax process of issuing entertainment visas, and lax regulations over military prostitution as a result of US-Korea relations. The women migrated to Korea to support themselves and their families back in the Philippines. Their considerations of intermarriage migration to Korea were also examined. However, their urgent financial needs have led them to reject patriarchal type marriages to Korean men. Before migration, they have access to information about their general work possibilities, but the extent and quality of this information seem to determine the conditions under which they migrate. Within the club they are struggling to expand their levels of bargaining power vis-à-vis their employers over required juice purchases and bar fines. Overall, Filipina camp-town women appear to be relieved that they are fortunate enough to migrate to Korea for higher incomes. They are independent, capable of sending money to their families, but are also dependent on labor processes which they sometimes circumvent. In order to protect them from exploitation, listening to their own voices should be the first step. To prevent abusive behaviors by brokers and club owners, there should be a system of checks and balances over labor standards, such as regular days off, lifting of the penalty system and curfews.

본 연구는 한국전쟁으로 인해 가족 내 남성이 부재한 상황에서 생계부양노동에 나서야 했던 1920년대생 두 여성 노인의 구술생애사에 대한 분석이다. 각 구술자 당 세 차례에 걸친 인터뷰를 통하여 자료를 수집하였고, 수집한 자료를 구술생애사 연구방법으로 분석하였다. 본 연구를 통하여 밝혀진 바는 다음과 같다. 한국전쟁은 남성부재와 여성의 생계부양노동을 초래하고 전통적 가족에서 근대적 가족으로의 변화와 근대적 핵가족을 근간으로 하는 근대적 성별분업체계의 형성과정을 지연시키거나 변형시켰고, 이에 대한 여성들의 경험은 가족과 개인이 이러한 변화의 과정 중에서 어디에 위치하는가에 따라 다른 의미를 획득한다. 빈곤에서 벗어나기 위한 전략으로써 농업에 기반을 둔 전통적 가족노동체제의 유지는 여성에게 주어진 생계벌이의 책임을 가족생존전략의 맥락에 위치시켜 근대적 성별분업체계의 형성을 지연하였고, 생계부양자로서 여성의 노동경험은 노동주체로서의 정체성을 가진 근대적 개인의 형성으로 나아가지 못하였다. 한편 도시 비공식부문에서 수행된 여성의 생계부양노동 경험은 근대적 성별분업체계의 형성과 방향을 달리하며 근대적 노동주체로의 성장 가능성을 열었다고 볼 수 있지만, 경제활동 경험에서 형성된 여성의 가족생계부양에 대한 자신감은 가족의 생계부양자로서 여성의 정체성을 더욱 강화하는 양상으로 나타났다. 본 연구는 한국전쟁으로 인한 남성부재와 이로 인한 여성의 삶과 경험을 전통적 가족에서 근대적 가족으로의 변화과정이라는 맥락에서 논의함으로써, 근대적 성별분업체계의 형성과정에서 여성의 노동경험이 갖는 의미를 드러내고 근대와 여성에 대한 논의의 지평을 확장하였다는 의의를 갖는다. This study aims to understand two elderly women’s life history, with a particular emphasis on women’s experiences as a breadwinner and the absence of men in the family during and after the Korean War. In order to achieve this aim, three life history interviews were conducted with M who was born in 1928 in Cheongyang and with H who was born in 1927 in Yeonan, respectively. Their life history interviews were transcribed, and the data was analyzed. The findings are as follows. Women’s experiences in regard to the absence of men and earning a living during and after the Korean war are intertwined with the transition from traditional to modern families. Women’s work experiences obtain different meanings depending on in which women and their families are situated in the context of changes in the Korean family. Moreover, women experience the absence of men differently according to whether it occurs in the traditional family labor system or in the modern family labor system. In postwar Korea, maintaining the traditional family labor system often prefers as a survival strategy for families, which influences the postponement of introducing the gender division of labor in the contemporary Korean society. This may affect that women’s work experiences in paid labor during and after the Korean war do not lead to the development of modern worker’s identity. Meanwhile, women’s work experiences in the informal sector of urban areas may open up new possibilities for women to be the subject of labor, while women tend to place more significance on the identity as a mother who takes responsibility for their families than the identity as a worker who are the modern subject. Implications and limitations of this study are discussed.

한국여성학의 발전을 위해서는 지역여성의 구체적 현실에 대한 관심과 이를 반영한 이론적 관점이 필요하다. 이 글은 지역여성 연구의 위상을 살펴보고 지역 여성주의 관점의 중요성과 특성을 논하고 경남지역 여성운동 사례를 중심으로 검토하였다. 중앙과 지역의 이분법을 지양하고 여성주의의 차이와 다양성, 지역의 주체성, 역동성을 한국여성학이 중요하게 다루어야 한다는 점을 경남지역 여성운동을 중심으로 접근함으로써 지역여성주의의 모색가능성을 살펴본 것이다. 한국 여성주의의 중앙과 지역의 관계는 불균등 발전을 해 왔다. 그러나 이를 단순히 이분법(발전/비발전)으로 볼 것이 아니라 중층적으로 보면서 지역여성의 경험을 주체적으로 이해해야 한다. 지역 여성주의는 중앙의 시선에 의해 외부로부터 규정되었던 지역에서 벗어나 지역내부, 지역적 차원에서 여성경험의 특성과 지역여성의 다양성과 다층성, 주체성에 관심을 두고 접근하는 것을 의미한다. 여성학과 지역여성운동이 어떻게 연대하고 소통할 것인지, 지역여성의 경험을 드러낼 수 있는 효과적인 방법은 무엇인지, 연구자들간의 학문공동체 네트워크는 어떻게 가능한지 등 지역 여성주의의 관점에서 보다 적극적으로 관심을 가지는 것이 한국여성학의 발전에 기여할 수 있을 것이다. Attention to local women’s realities and theoretical perspective for local women are needed in order to develop the women’s studies in South Korea. The main purpose of this paper is to examine the current situation of the studies about local women and to look at the activities of women’s movement in Gyeongnam province at a local feminist point of view in order to show the local women’s realities. This paper tried to deal with the difference and diversity, regional identity, dynamic aspects of local area rather than the dichotomy between development and non-development and emphasized the importance of the studies of local women’s realities. The local feminism are interested in the local women who differently experienced in the locational context of spaces. In contrast to the universalizing and homogenizing notion of feminism, this notion of local feminism emphasizes the specificities and multiple natures of women’s realities in local area. The local feminist point of view will be able to contribute to the development of women’s studies in South Korea. So we should consider the ways such as research networks among academic community, communications between the women’s movement and women’s studies and the effective approaches to reveal the experience of local women.
한국사회학에서의 여성연구 : 통합(integration)과 분리(segregation)의 이중전략

이 연구에서는 한국사회학에서 여성연구의 특성과 한계를 분석하고, 향후 여성(또는 페미니스트)사회학의 발전을 위한 이론적, 방법론적 과제를 논의하였다. 이를 위해 한국사회학회 기관 학술지인 『한국사회학』과 한국여성학회 기관학술지인 『한국여성학』을 주된 분석 자료로 사용하였다. 1980년대 이후 여성사회학 연구는 여성노동에 대한 관심증가, 여성학의 제도화, 여성운동의 확대, 여성 연구자 증가 추세를 배경으로 두 가지 경로를 통해 발전해 왔다. 우선 주류 사회학에서의 여성연구는, 1960-1970년대는 여성부재의 사회학, 1980-1990년대는 여성연구의 양적 성장이라는 특징을 보였다. 2000년대부터 여성사회학 연구는 양적 증가뿐 아니라 연구 주제 및 영역의 확장이라는 질적 성장을 이루어왔으며, 이러한 경향은 오늘날에 이르고 있다. 한편 1984년에 한국여성학회가 설립된 이후 페미니스트 사회학연구가 등장하면서 주류 사회학에서 분석되지 않았던 주제 및 개념을 분석하면서, 사적인 것으로 간주되었던 쟁점을 학문적 주제로 이끌어냈다. 방법론적으로도 심층 면접, 구술사 등 다양한 질적 방법을 사용함으로써 양적 분석에서 간과되어 왔던 여성경험의 의미를 해석해 왔다. 그러나 사회학 내에서 여성연구는 젠더 정체화와 젠더 양극화로 인해 젠더 위계와 불평등이 (재)생산되는 한계를 보여주었다. 따라서 향후 한국사회학에서 여성연구가 확장되고 사회학 지식생산에 개입하기 위해서는, 주류 사회학에서 여성연구의 확대와 주류 사회학과 거리를 둔 페미니스트 사회학 발전이라는 두 가지 전략, 즉 통합과 분리 전략을 넘어서 사회학에 대한 페미니즘의 보다 적극적 개입이 요구된다. This paper aims to discuss theoretical and methodological considerations for future development of feminist sociology by analyzing the implications and limitations of feminist studies in Korean Sociology. For this, it collects and analyzes data from the Korean Journal of Sociology and the Journal of Korean Women’s Studies. Given the context of increased interests on the issue of female labour, institutionalization of women’s studies, galvanizing of women’s movements, and a large increase of female scholars, feminist sociology studies have developed in two directions since 1980s: first, feminist studies in the mainstream sociology rarely focused on gender issues in the 1960s and 1970s, but quantitative growth and development was achieved in the 1980s and 1990s; second, feminist sociology studies have developed both quantitatively and qualitatively in terms of issues and concerns since 2000. On the other hand, with the establishment of the Korean Association of Women’s Studies in 1984, feminist sociology studies have carved out a vibrant new field of inquiry which has been regarded as a private and trivial issue within the mainstream sociology. Methodologically, they have developed diverse qualitative methods including in-depth interviews and women’s oral histories, which allow reinterpreting and reconstructing women’s experiences and memories that have been expressly denied and excluded. Feminist studies in Korean Sociology, however, have faced some limitations caused by gender polarization and gender identification. Based on these analyses, this paper sets an agenda for expanding feminist studies in Korean sociology and intervening in the process of knowledge construction in sociology. This goal can be achieved by two strategies, which may require strengthening feminist studies and developing feminist sociology by going beyond integration and segregation.
무엇이 한국의 고학력 여성의 노동시장 참여를 어렵게 하는가?

본 연구의 목적은 우리나라의 고학력 여성들의 노동시장 참여와 경력단절 이후의 복귀가 저조한 이유를 발전주의적 생산레짐에 따라 형성된 한국의 여성노동시장환경에서 찾는 데 있다. 한국의 발전주의적 생산레짐에 관한 최근의 연구들은 한국의 노동시장의 제약을 설명하는 데 매우 유용한 이론적 근거를 제시하고 있다. 그러나 아직 한국여성 노동시장의 제약, 특히 고학력 여성노동시장에서 나타나는 문제들을 충분히 설명해 줄만한 연구는 상당히 미흡한 실정이다. 따라서 본 연구에서는 산업·노동시장, 교육 · 숙련, 복지, 정치체제의 제도적 상호보완성에 따라 형성된 한국의 여성노동시장 특징을 분석하고, 이를 통해 정책실행에 있어 어떠한 제도적 측면을 강조해야 하는지에 대한 정책적 함의를 찾고자 한다. 분석 결과, 한국의 경우 발전주의 생산레짐을 통하여 상당히 제약이 있는 여성노동시장 구조가 형성되어 왔다. 그런데 그동안의 여성 일-가정 양립을 지원하고자 추진하였던 대부분의 정책들은 성별화된 노동시장의 이중구조화 문제와 같은 큰 틀에서의 논의보다는 여성의 돌봄의 부담을 해결할 방안에 초점이 맞춰져 있었다. 따라서 이제 우리는 노동현장에서 남성 중심의 내부노동시장을 약화시키는 정책을 강화하는 방안을 모색해야 할 것이다. The purpose of this research is to find reasons why Korean highly educated women have low participation and low return rate in the labor market after career break, which are found in the environment of Korean female labor market which was formed according to the developmentist production regime. Recent research on the developmental production regime of Korea has presented a very useful rationale to explain Korean labor market constraints. However, research that sufficiently explains the labor market constraints of Korean women, especially the problems displayed in the labor market of highly educated women, is largely inadequate. Therefore, in this research, I will analyze the characteristics of the Korean female labor market that was formed due to institutional complementarity of welfare, political system, receiving industrial and labor market, education/training. Also I am looking for a policy implication that emphasizes institutional aspects in policy implementation.

건강에 대한 높은 관심과는 달리 여성의 요구와 젠더 관점을 수용한 건강정책이 매우 부족한 것이 한국의 현실이다. 젠더관점의 건강정책을 실행하기 위해서는 여성(젠더)건강의 인프라 구축이 필요한데, 한국의 경우 그 인프라는 취약하다고 볼 수 있다. 따라서 선진국의 여성건강 기반 구축의 경험을 살펴보아 한국의 미래 청사진을 마련하는 것이 필요하다. 본 논문은 여성건강 인프라 구축과 정책실행이 상대적으로 잘 수행된 경험이 있는 캐나다를 사례로 선정하여 여성건강 기반 구축 현황을 검토하였다. 연구방법으로는 캐나다의 여성건강정책에 대한 기존문헌 및 인터넷 자료의 검토, 캐나다 현지 기관 방문 결과를 활용하였다. 연구결과 캐나다의 인프라 구축에서 정부 단위의 여성건강 전략 및 종합계획의 수립 및 실행, 여성건강정책의 사회적 모델 채택, 여성건강 예산의 확보, 여성건강 담당부서와 인력 마련, 여성건강 정보생산 및 모니터링 체계마련, 여성건강연구 지원의 확대, 여성건강에 대한 지식통역과 교육, 여성건강네트워크의 형성 등이 중요하다고 판단되었고, 이를 기반으로 한국사회에서의 인프라 구축의 필요성에 대해 정리하였다. This study examines foundation of women’s health policy and infrastructure in Canada. While the Korean government has not actively prepared for women’s health policy, it is important to investigate Canadian case to understand components and porcess of women’s health infrastructure. Literature review and 10 days of visit to Canadian organizations related to women’s health help to grasp the nature of structural formation of women’s health policy. Korean government should provide women’s health plan and budget for women’s health policy, adopt social model of health policy and increase women’s health research, women’s health network and educational programs.

이 글은 1980년대 이후 한국의 진보적 여성운동론이 걸어온 길을 검토함으로써, 한국 여성운동의 특징을 밝히고 세계 여성운동에의 이론적 실천적 기여 가능성을 타진해 본다. 1980년대에 한국 여성운동은 여성 노동자들의 투쟁과 사회 전반의 민주화를 향한 학생, 노동자, 지식인들의 운동을 배경으로 성장하여, 조직적ㆍ이념적 자율성을 지향하는 한편으로 전체 사회변혁운동의 ‘부분 운동’으로 스스로를 자리매김하였다. 자율성과 ‘전체 운동’에의 동침이라는 이중의 요구에서 빚어진 이론적 긴장은 여성해방론의 마르크스주의 경향과 사회주의 경향 사이의 논쟁 구도를 만들어 냈다. 그러나 남한 사회의 민주화 진전, 냉전의 종식 및 지구화의 물결로 특징지어지는 1990년대는 여성운동을 포함한 한국 사회운동에 새로운 도전이었다. 진보적 여성 운동은 운동의 기반을 확대하고 의제를 다변화하는 방식으로 대응하였다. 정치적으로 ‘진보적’인 여성운동으로서의 성격을 유지하면서도 독자성을 강화하여 전체 사회운동과 ‘따로 그리고 함께’가는 여성 운동의 방향을 설정한 것이다. 결국 진보적 여성운동은 독자성과 연대의 결합을 추구하되, 그 방략과 역점은 조건에 따라 변화해 온 셈이다. 이처럼 전형적인 제3세계’ 여성운동에서 제1세계’ 운동과 좀더 흡사해지는 변화는 있었지만 한국의 진보적 여성운동의 특징은 역시 기층 여성 등 ‘하급자’ 집단에 대한 관심과 사회 변혁의 장기적 전망에 대한 모색에 있었다. 대안적 사고 자체를 힘들게 만드는 지구화의 물결 앞에서, 그리고 차이에 대한 고민이 핵심 논제로 되어가는 세계 여성 이론의 지형도에서, 이 같은 면모는 다시 중요한 현재적 과제가 되고 있다. This essay reviews the endeavors to build and maintain a “progressive" feminist movement in Korea, focusing specifically on the theoretical efforts. Born from the struggles of female workers and students among others, the Korean women's movement in the 1980s, while working for autonomy, defined itself also as an integral part of the social "transformative" movement. These two orientations caused tensions for feminism both in practice and theory and manifested themselves in the debates between Marxist feminism and socialist feminism. However, democratization of Korean society, along with the end of the Cold War and globalization, made 1990s a very different decade for Korean social movements including feminism. In response to the changed terrain, the Korean women's movement attempted to broaden its constituency and diversify its agenda. Though it stuck to its politically progressive identity, it redefined its relationship with other movements as being "together yet separate" - "together" meaning cooperation on particular issues and "separate" organizational and ideological autonomy. Despite these revisions, the distinct features of Korean progressive feminism remained to be its focus on the subaltern groups among women and its search for a long-term vision of social transformation. These traits can be valuable theoretical assets for a global feminism which respects differences among women and moves toward a genuine new world.
여성학 개론서를 통해 본 ‘한국 여성학’ 지식 구성의 여정

This paper explores the historical characteristics and current implications of feminist knowledge discourse by analyzing the contents of the various introduction books of women’s studies and their changing process. It was conceived that introduction books are texts on the identity of a specific discipline that contain core knowledge of the discipline and theoretical historical issues. A total of five women’s studies introduction books published by the Korea Women’s Research Institute, Korea’s leading feminist academic research group from 1991 to 2014 were selected. This is because these introductions were developed by researchers with professional competencies in women's studies sharing views on feminism. They were so highly content-organic that we could look at the knowledge system and contents established by women’s studies. The analysis results are as follows. First, the knowledge construction process of the introduction books of women's studies was constantly combined with attempts to explore the identity of Korean women’s studies based on the characteristics of women’s studies as practical studies that encourage active participation in social structure and reality. Second, the introduction books of women's studies has led to attempts to establish and present independent analysis concepts and gradually integrate them into gender to form a systematic composition, but an organized knowledge discourse that can deal with the complex hierarchy of gender concepts should be developed. Third, the topics covered in the introduction books of women’s studies confirm the achievement of women’s studies knowledge production that has grown through interdisciplinary research, but in order to upgrade its identity as an independent discipline, it is necessary to plan topics that can deal well with unique theoretical issues of women’s studies. With the popularization of feminism and the institutional contraction of feminism’s liberal arts education occurring at the same time, independent research needs to be conducted not only for university education but also for the professional construction of women's studies introductory knowledge that greatly affects popular liberal arts discourse. 본 논문은 개론서가 학문의 핵심 지식과 이론사적 쟁점을 담아낸 특정 학문의 정체성에 관한 텍스트라는 점에 착안하여, 여성학 개론서의 내용과 그 변천 과정에 나타난 페미니즘 지식 담론의 역사적 특성과 현재적 시사점을 탐색하였다. 연구 대상으로는 한국의 대표적인 페미니즘 학술연구단체인 (사)한국여성연구소에서 1991년부터 2014년에 걸쳐 출간한 여성학 개론서 총 5종을 선정하였다. 이 개론서들은 여성학 관련 전문 역량을 지닌 연구자들이 페미니즘에 관한 관점을 거시적으로 공유하며 개발되었기에 내용적 유기성이 높아, 여성학이 구축한 지식 체계와 내용을 순도 높게 살펴볼 수 있으리라 판단했다. 분석 결과는 다음과 같다. 첫째, 여성학 개론서의 지식 구성 과정은 사회 구조 및 현실에 대한 능동적 참여를 독려하는 실천학문으로서의 여성학의 특성을 기반으로 ‘한국 여성학’의 정체성을 탐색하려는 시도와 부단히 결합되어 있었다. 둘째, 여성학 개론서는 독자적인 분석 개념을 정립, 제시하고, 점차 이를 젠더로 통합하여 그 체계적 구성을 마련하는 시도로 이어져 왔으나, 젠더 개념의 복잡한 층위를 보다 입체적이고 밀도 있게 다룰 수 있는 정돈된 지식 담론의 개발이 요청된다. 셋째, 여성학 개론서에서 다루고 있는 주제들은 학제간 연구로 성장해온 여성학 지식 생산의 성과를 확인시켜주지만, 분과학문으로서의 정체성을 고도화하기 위해서는 여성학의 고유한 이론적 쟁점을 잘 다룰 수 있는 주제와 내용 기획이 마련되어야 한다. 페미니즘의 대중화와 여성학 교양교육의 제도적 위축이 동시적으로 벌어지고 있는 현실에서, 대학 교육뿐만 아니라, 대중 교양 담론에 큰 영향을 미치는 여성학 개론 지식의 전문적 개발을 위한 독자적인 연구가 수행될 필요가 있다.
‘성불평등’과 ‘저출생’의 불행한 만남 ─ 한국의 인구위기와 청년여성의 인식

이 글은 인구감소 위기를 겪고 있는 한국사회에서 청년여성의 경험과 인식에 초점을 맞추고 그로부터 인구문제의 해법을 찾아야 한다는 주장을 제시하고 있다. 1970년대부터 전 세계적으로 인구정책은 여성의 관점에 서서 여성의 재생산권을 보장하는 데서 출발해야 한다는 논의가 이루어졌다. 이 글은 인구문제에서 여성의 관점과 그것의 필요성을 제시하고, 20세기 후반 이후 인구변동과 성평등에 관한 서구의 이론들을 살펴본 후 한국의 상황을 검토한다. 이 글은 특히 출산율 변동에서 출산 의향, 즉 출산에 관련된 인식이 갖는 영향력을 밝히고 서구와 한국의 자료를 분석한다. 서구의 경험에 따르면, 발전국가에서 성형평성 인식과 출산율은 U자형으로 변동한다. 경제발전이 고도화되면 성형평성 인식이 높아질수록 출산율도 반등할 가능성이 커진다. 그리고 이런 반등의 폭은 성평등에 관한 성별 인식 격차에 의해 제약된다. 성평등에 대한 남녀 인식 격차가 클수록 반등의 폭이 작아지며, 성별 인식 격차가 작을수록 반등의 폭이 커진다. 한국의 경우 성평등에 대한 인식은 개선되고 있지만, 성별 인식 격차가 크며, 특히 2030 세대에서 두드러진다. 특히 청년여성들 사이에서 ‘비혼’, ‘비출산’ 담론과 실천이 확산되고 결혼과 출산에 대한 인식은 더욱 부정적인 것으로 바뀌어 왔다. 2015년부터 여성의 고등교육 진학률과 고용률이 증가하는 동시에 결혼율과 출산율이 지속적으로 하락해 왔다. 결혼과 출산이 모성페널티와 경력단절의 위험을 초래하는 조건 속에서 청년여성들은 일시적인 것이 아니라 생애 전반의 라이프스타일로서 비혼을 선택하고 있다. 한국의 저출생 대책이 돌파구를 찾기 위해서는 청년여성들의 경험과 요구에 귀를 기울여야 한다는 것을 이 글은 지적하고 있다. This study focuses on the perceptions of young women in South Korea, facing a demographic crisis due to declining population. Also, this argues that solutions to population issues must be sought from this perspective. Since the 1970s, discussions around population policies worldwide have emphasized that they should start from a female perspective, ensuring women’s reproductive rights. This study highlights the necessity of a women’s perspective in addressing population issues and examines Western theories on demographic changes and gender equality since the late 20th century, followed by an analysis of the situation in South Korea. To achieve this, the study explores the influence of childbirth intentions, specifically the perceptions related to childbirth, on fluctuations in birth rates, analyzing data from both Western countries and South Korea. According to Western experiences, in developed nations, the perception of gender equity and birth rates tend to fluctuate in a U-shape. As economic development advances, higher awareness of gender equity is associated with a greater likelihood of rebounding birth rates. However, the extent of this rebound is constrained by the gender perception gap regarding gender equality. The larger the gap, the smaller the rebound, and conversely, the smaller the gap, the larger the rebound. In South Korea, although perceptions of gender equality are improving, there is a significant gender perception gap, particularly pronounced among the younger generation (ages 20-30). Therefore, there has been a rise in the discourse and practices surrounding ‘no marriage’ and ‘no childbirth’ among young women, leading to increasingly negative attitudes toward marriage and childbirth. As a result, since 2015, while the rates of higher education and employment among women have increased, marriage and birth rates have consistently declined. Faced with conditions where marriage and childbirth pose risks of motherhood penalties and career breaks, young women are choosing no marriage as a lifelong lifestyle rather than a temporary option. This study emphasizes that for South Korea’s low birth response policies to find a breakthrough, it is essential to listen to the experiences and needs of young women.

오늘날 한국 사회의 민주주의의 현주소는 젠더 없는 민주주의와 민주주의 없는 젠더로 특징지어진다. 민주주의 진영에서는 젠더를 고려하지 않고 여성주의 진영에서는 민주주의를 고려하지 않고 있기 때문이다. 이런 가운데 이 논문은 민주주의와 여성주의간의 대화를 위한 이론적 시도의 하나로, 민주화 이후 민주주의의 정치적 차원에 초점을 맞추어 여성주의 진영이 여성의 정치적 대표성 확대를 목표로 민주화 이후의 민주주의를 특징짓는, 이른바 남성의 얼굴을 한 민주주의에 문제를 제기해 온 과정에 주목한다. 이를 위해 이 논문은 먼저 남성의 얼굴을 한 민주주의로 특징지어지는 민주화 이후 한국 사회의 여성 없는 민주주의의 현실로 시선을 돌린다. 이어 여성주의 진영이 남성의 얼굴을 한 민주주의에 문제를 제기하고 여성의 정치적 대표성 확대를 위한 방안으로 추진해 온 여성정치할당제와 남녀동수의 가능성과 한계를 살펴본다. 마지막으로는 여성의 정치적 대표성 확대를 위한 지금까지의 시도가 갖는 한계를 보완하기 위한 방안에 대해 간략히 논의한다. The state of democracy in South Korea is characterized by democracy without gender and gender without democracy, because democracy doesn’t consider the gender factor and feminism doesn’t consider the democracy factor. In this situation, this article tries to build a bridge between democracy and feminism and focuses on the process in which feminism intervenes in the male-dominated democratic society of Korea in order to expand women’s political representation. The expansion of women’s political representation is a goal that feminism has pursued since the mid-1990s through the gendering of democracy. Its two main methods were quotas for women in politics and gender parity. In this context, this study analyzes the reality of democracy after the democratization of South Korea, which is characterized by democracy with a male face. It also examines the possibilities and limits that quotas for women in politics and gender parity have as factors that change the character of the male-dominated democracy of South Korea. Lastly, it briefly sketches perspectives which go beyond the methods currently used for the expansion of women’s political representation.
