Collision Control of Periodic Safety Messages With Strict Messaging Frequency Requirements

<P>For safety messages in a vehicular networking environment, strict messaging frequency requirements exist. For instance, six out of eight cooperative vehicular safety applications, as chosen by the National Highway Traffic Safety Administration and the Crash Avoidance Metrics Partnership, require a minimum of 10 Hz, whereas the precrash sensing application requires an even higher frequency of 50 Hz, for messages that convey the positions of vehicles. Currently, the collisions of periodic safety message broadcasts for the IEEE Wireless Access in Vehicular Environment (WAVE) system are left to the IEEE 802.11p medium access control (MAC) to resolve. With small contention window sizes stipulated in the 802.11p amendment, however, the MAC offers only limited relief to the collision problem, particularly toward the beginning of the control channel (CCH) interval. In this paper, we show that application-level control of the message transmission phase is desirable, when the frequency adaptation is not allowed due to the application requirement. We demonstrate through simulation and analysis that the proposed technique achieves up to 50% higher message reception probability compared with that relying only on the 802.11p MAC. The proposed method works in the safety applications themselves; therefore, the existing standards need not be modified.</P>
Automated Feature - Based Registration for Reverse Engineering of Human Models

In order to reconstruct a full 3D human model in reverse engineering (RE), a 3D scanner needs to be placed arbitrarily around the target model to capture all part of the scanned surface. Then, acquired multiple scans must be registered and merged since each scanned data set taken from different position is just given in its own local co-ordinate system. The goal of the registration is to create a single model by aligning all individual scans. It usually consists of two sub-steps : rough and fine registration. The fine registration process can only be performed after an initial position is approximated through the rough registration. Hence an automated rough registration process is crucial to realize a completely automatic RE system. In this paper an automated rough registration method for aligning multiple scans of complex human face is presented. The proposed method automatically aligns the meshes of different scans with the information of features that are extracted from the estimated principal curvatures of triangular meshes of the human face. Then the roughly aligned scanned data sets are further precisely enhanced with a fine registration step with the recently popular Iterative Closest Point (ICP) algorithm. Some typical examples are presented and discussed to validate the proposed system.
Development of Actuation System forWearable Robots using Spiral Spring

Wearable robots, or exoskeleton robots, are getting great attention because of the increasing need for seniors, disabled people, and workers in extreme environments. One of the most important requirements of the exoskeleton robot is preventing fatigues of these people. Although exoskeleton robots have been developed, there are still limitations on the user’s comfort and detection of his or her intention of motion. To improve on these aspects, spiral spring and sensor band are proposed to be used as actuation and sensor components in this paper. The spiral spring’s efficiency for wearable robots is investigated theoretically and the experiments using the spiral spring and sensor band are conducted. The experimental results demonstrate the proposed actuation and sensor system could improve the performance of the exoskeleton robots.

국민의 75%가 정부의 재난관리 정책을 비판하는 등 세월호 참사와 같은 대형 재난 관리 실패는 정부 불신을 초래하고 있다. 세월호 참사와 같은 재난이 다시 발생하지 않도록 재난 안전에 있어 골든타임 확보가 중요하며, 주민의 가장 가까운 곳에 위치한 경찰의 재난 위기관리 능력 개선이 필요하다. 재난 안전 역시 경찰 임무의 본질로서 다음과 같이 국가위기관리 단계별로 경찰의 재난안전 관리 시스템의 강화가 필요하다. 첫째, 예방단계에서는 과거 다중운집행사의 경우 수익성 행사의 경우 경찰력을 투입하지 않았으나, 앞으로는 기준을 수익성이 아닌 위험성 여부로 판단해야 한다. 그동안 교통 소통이 우선이었으나 안전 중심으로 교통 정책의 패러다임을 전화하고, 대형 사고를 예방하기 위해 수사 경찰은 비정상적 관행과 건축불법 하도급을 근절하며, 정보 경찰은 ‘안전’이라는 주제에 대한 정보 수집을 강화해야 한다. 둘째, 대비단계와 관련 최근 경찰관 대상 설문 조사 결과 경찰관의 72%는 안전관리와 경찰이 업무연관성이 없다고 응답하는 등 재난안전에 대한 인식도 개선이 시급하므로 재난 안전 교육 훈련을 강화해야 한다. 위기상황에 대한 민간 자원을 활용할 수 있도록 민ㆍ관ㆍ경 재난 안전 네트워크를 구축해야 한다. 셋째, 대응단계에서 신속한 초동 대응을 위해 재난 통신망을 일원화하고, 경찰기관 상황실에 실시간 영상정보망을 도입해야 하며, 넷째, 복구단계에서는 2차 피해를 최소화하기 위한 복구지원팀을 운영해야 한다. With about 75% of the population of Korea criticizing the government's disaster policy and a failure to respond to large-scale emergency like the Sewol ferry sinking means that there is a deep distrust in the government. In order to prevent dreadful disasters such as the Sewol ferry sinking, it is important to secure a prime time with respect to disaster safety. Improving crisis management skills and managerial role of police officers who are in close proximity to the people is necessary for the success of disaster management. With disaster management as one of the most essential missions of the police, as a part of a national crisis management, a step by step strengthening of the disaster safety management system of the police is necessary, as below. First, at the prevention phase, law enforcement officers were not injected into for profit large-scale assemblies or events, but in the future the involvement, injection should be based on the level of potential risk, rather than profitability. In the past and now, the priortiy was the priority was on traffic flow, traffic communication, however, the paradigm of traffic policy should be changed to a safety-centered policy. To prevent large-scale accidents, police investigators should root out improper routines and illegal construction subcontracting. The police (intelligence) should strengthen efforts to collect intelligence under the subject of "safety". Second, with respect to the preparatory phase, on a survey of police officers, the result showed that 72% of police officers responded that safety management was not related to the job descriptions of the police. This, along with other results, shows that the awareness of disaster safety must be adopted by, or rather changed in the police urgently. The training in disaster safety education should be strengthened. A network of experts (private, administrative, and police) in safety management should be established to take advantage of private resources with regard to crisis situtions. Third, with respect to the response phase, for rapid first responses to occur, a unified communication network should be established, and a real-time video information network should be adopted by the police and installed in the police situation room. Fourth, during the recovery phase, recovery teams should be injected, added and operated to minimize secondary damage.
