        Human Resource Development in Local Governments: Increased Transparency and Public Accountability

        The purpose of this study is to explore and empirically analyze the factors affecting transparency and public accountability in local government, which have not been sufficiently researched in terms of human resource management, and good governance implementation. In particular, this study intends to examine human resource management activities focusing on the government effectiveness dimension. This study uses a qualitative approach and phenomenological method to examine the phenomenon of participant experience along with documents that are in the setting under study. Participants consisted of nine people from the Regional Government Work Unit of Tasikmalaya City, the private sector, and the community. The researcher divided data analysis into three sub-indicators, including effectiveness and efficiency, responsiveness, and public service. The Results show Regional Financial and Asset Management Agency (BPKAD) of Tasikmalaya City as sufficient in terms of human resources, this can be verified from the number of leaders and staff, which amounts to 58 people, of which 80% are economic graduates. Although the quantity is adequate, the quality of human resources in BPKAD in Tasikmalaya City is still weak. In Conclusion of this study it is inferred that the application of the government effectiveness dimension in BPKAD Tasikmalaya City is not optimal and need adequate training to improve employee performance in financial management.

        Marketing Performance and Big Data Use During the COVID-19 Pandemic: A Case Study of SMEs in Indonesia

        The outbreak of the COVID-19 pandemic, which began in 2020, had a significant impact on the economy and business activities worldwide. Large companies, as well as small businesses were affected, many of them had to scale down or divert their businesses, and some even had to stop. This extraordinary situation requires business people to make innovations and adjustments to survive during a pandemic. Entering the digital era, business players are helped by the ease of internet access, which will make it easier for SME players to get data from their consumers. Business actors can use this data to innovate and create new creations to improve business performance during this pandemic. This research aims to identify how small and medium enterprises can take advantage of Big Data to improve marketing performance through innovation and value creation. The research methodology used the in this research is quantitative method. The respondents are SME producers of food and beverage, with a total of 150 respondents. The results in the study indicate that all the proposed hypotheses are accepted. The most significant influence is found on the relationship of Big Data to value creation. The lowest effect was obtained from the relationship between Big Data and marketing performance through the mediation variable and innovation capability.

        Anatomical Structures and Fiber Quality of Four Lesser-Used Wood Species Grown in Indonesia

        This study aimed to investigate the anatomical structure and fiber quality of four lesser-used wood species namely Benuang (O. sumatrana), Duabanga (D. moluccana), Pisang Merah (H. hellwigii), and Terap (A. odoratissimus). This study evaluated its suitability for raw material in pulp and paper manufacturing. The anatomical structure was observed macro- and microscopically. Macroscopic structures were observed directly to the wood samples, while microscopic characteristics were observed through microtome specimens. Fiber dimension was measured through macerated specimens and fiber quality was analyzed following the Rachman and Siagian’s method. Results showed that these four timber species have similarity in the indistinct growth ring, diffuse porous in a radial pattern, rounded solitary vessel outline, 1 to 3 cells of ray width, deposits within the rays, fiber length, and cell wall thickness. Differences were found on vessel diameter, vessel grouping, vessel frequency, tyloses existence, type of axial parenchyma, and ray height. Based on fiber length and its derived values, the wood fibers of all species studied are suitable for pulp and paper manufacturing. They belong to the II quality class. The produced pulp and paper would have good quality, especially in tensile, folding, and tear strength. To promote their utilization, silviculture aspect of these four species has to be well understood.

        Physical-Mechanical Properties of Glued Laminated Timber Made from Tropical Small-Diameter Logs Grown in Indonesia1

        The aim of this study was to determine the physical and mechanical properties of glued laminated timber (glulam) manufactured from small-diameter logs of three wood species, Acacia mangium (mangium), Maesopsis eminii (manii), and Falcataria moluccana (sengon), with densities of 533, 392, and 271 kg/m 3 , respectively. Glulam measuring 5 cm by 7 cm by 160 cm in thickness, width, and length, respectively, was made with three to five lamina, or layers, and isocyanate adhesive. The glulams contained either the same wood species for all layers or a combination of mangium face and back layers with a core layer of manii or sengon. Solid wood samples of the same size for all three species were included as a basis for comparison. Physical-mechanical properties and delamination tests of glulam referred to JAS 234:2003. The results showed that the properties of same species glulam did not differ from those of solid wood, with the exception of the shear strength of glulam being lower than that of solid wood. Wood species affected glulam properties, but three- and five-layer glulams were not different except for the modulus of elasticity. All glulams were resistant to delamination by immersion in both cold and boiling water. The glulams that successfully met the JAS standard were three- and five-layer mangium, five-layer manii, and five-layer mangium-manii glulams.

        Characteristics of Quality of Work Life on Employees at Consultant Company in Indonesia

        The study aims to investigates and explore the quality of work life (QWL) and also to find out which QWL factors are considered as primary factors among employees of PT. Duta Transformasi Insani, a consulting service management in Indonesia. The factors of QWL in this study consist of nine components, which are: work environment, organizational culture and climate, relation and cooperation, training and development, reward and compensation, facilities, job satisfaction and job security, work autonomy, and resource adequacy. This study conducted a survey of every employee who works for PT. Duta Insani, which consists of various sample characteristics, such as gender, education level, and length of employment. The descriptive analysis also analyzes how the QWL condition in this company. The method in this research using quantitative descriptive and factor analysis, together with validity and reliability tests, to fulfill the study objectives. The results showed that most dimensions of employees’ QWL are within a valid category, with an 80 percent average of this variable. Furthermore, the results also indicate there are two major factors constituting the quality of work life of the employees of PT. Duta Transformasi, which are supportive organizational culture, accounting for 47.75 percent, and organizational facilities, accounting for 13.03 percent.

        Antecedents of Sustainable Competitive Advantages: A Case Study of Palm Oil Industries in Indonesia

        Indonesian oil palm plantation industry has chance to increase a sustainable competitive advantage. The creation of a sustainable competitive advantage is determined by the ability of the palm oil industry to utilize limited resources and capabilities. The purpose of this study was to analyze the determinants of the creation of sustainable competitive advantage (SCA) in the palm oil industry in Riau, Indonesia. The model framework uses organizational-level SCA dimensions. Four dimensions are used to measure SCA in the palm oil industry in Riau, namely value, scarce resource, inability to replicate, irreplaceable. Questionnaires were distributed to oil palm industry players in Riau with 81 respondents. The analysis technique uses Structural Equation Model with Partial Least Square (SEM-PLS). The results showed that the SCA in the palm oil industry in Riau was at a moderate level. Although the competitive advantage of being sustainable in the palm oil industry in Riau is in the medium category, test results on SCA dimensions found that each latent variable forms a significant SCA framework with a reflective constructive relationship model. The three dominant and recommended dimensions that shape the construction of SCA in the palm oil industry are value, scarce resource, and irreplaceable.

        Nutrient Composition of Indonesian Specialty Cereals: Rice, Corn, and Sorghum as Alternatives to Combat Malnutrition

        Stunted growth (stunting) caused by malnutrition is a growing concern in Indonesia. The nutritional composition of cereals is important information for improving people’s nutrition. This research aimed to comparatively study the nutritional values of several Indonesian local cereal crops and provide a nutritional database for promoting local food with the aim of combating malnutrition. The cereals investigated included varieties of rice, corn, and sorghum. The nutritional analysis included ash, protein, fat, carbohydrates, dietary fiber, essential amino acids, vitamins, and minerals. A purposive sampling method was performed by collecting five lots from each sampling area and forming composite samples by combining 1∼2 kg of each sample, then mixed before laboratory analysis. The results showed that colored rice, colored corn and sorghum, contain richer essential nutrients, dietary fiber, and essential amino acids compared to white rice and corn. The highest protein content was found in sorghum (13.26%), followed by corn (9.18%), and rice (8.0%). The highest energy value was also found in sorghum (380.5 kcal/100 g), followed by corn (379.9 kcal/100 g), and rice (362.1 kcal/100 g). The same sequence was seen for the mineral contents, where the zinc and iron contents were 1.57 and 2.39 mg/100 g, respectively for sorghum; 1.36 and 0.79 mg/100 g for corn; and 0.93 and 0.58 mg/100 g for rice. Accordingly, it can be concluded that sorghum has the highest nutritional value and therefore potential for combating malnutrition, while corn and rice are also highly nutritious and can be grown locally in order to combat malnutrition.
